Britain invites the République du Québec to retain Canada's traditional ties to Britain via joining the Commonwealth of Nations and gaining several benefits including an economic union and a military assistance treaty.
The government of Québec declines the offer to become a full member of the Commonwealth of Nations, but offers that they could perhaps become an Associate Member, with an economic benefit, but without the military assistance treaty. Of course, the possibility of Québec applying for full membership is never out of the realm of possibility, but le République wishes to explore its options with alliances, seeing how it is not sure of its footing in this new world order.
On a similar note, le République sends a diplomatic message to their brothers in France, to inquire if they would wish to enter into some sort of treaty.

The UIP finds itself in an awkward position. IN truth we never considered Quebec a US state or anything else. ANd therefore while not sharing a historical bond as we do with the Caribean, we also find no anti-bond with you, as in the case of Columbia. So in relation to better recognition, we would like to set up an embassy in Quebec.

Le République would be more than happy to establish an Embassy in the UIP. On that subject, Quebec wishes to establish embassies in every country recognised by the United Nations.

OOC: Yes, India is in fact recognized by every country on Earth except the Philippines...for some reason.

Seeing how India is recognised by the United Nations as an independent country, we shall establish an embassy in Kolkatta.
We shall also construct embassies in any other UN-recognised nation in the world that wishes us too (OOC: this is too avoid having my entire thread made up of "we wish to build an embassy in your country, will you build one in ours?")

Please note that we have accepted your offer of investment and have offered to invest in the construction of 2 shipping units in 1965. We remind you of your obligation to provide 1 point every two years for this. We hope this will benefit our two nations.

The Government of Quebec has released Le budget de gouvernement du Québec, 1971 (http://forums.jolt.co.uk/showpost.php?p=11504456&postcount=324), showing predicted economic spending for the next year.
In the interest of continuing good relations with the North American continent, and in particular with the newly-inducted Commonwealth states, South Africa offers an exchange of embassies with Quebec.
