Ever since we...borrowed the idea from another nation in the international community, there has been great interest in converting a conventional Explosive Penguin into a Tactical Nuclear arm. Today, the Ministry of Defense has successfully tested one of these weapons on an ice shelf near Antarctica.

While the idea may seem silly, the Reich promises it will pose a great threat to enemy forces in Arctic environments. Coupled with the fact the Reich does not adhere to the "No First Use" policy of WMD, we expect our nuclear deterrent to increase greatly.

The nuclear device had a yield of 6 KT, though the Ministry of Defense ensures that a larger yield for these weapons is possible. Production of these weapons is to be stepped up immediately, and we fully expect to field over 1,000 of these lethal devices by the end of the year.

Yeah, plus, lets say your soldiers know about such Penguin Explosives, they'd be told to kill any penguin on sight wouldnt they?

IC: Today the government issued a formal protest with the nation of Tocrowika for making global warming worse by melting even more ice caps. Any more attacks in Antarctica we will consider an personnel attack against our nation and our responce will be swift and decisive.
