"In order to maintain economic stability, provide for maximum financial profit, and support the common energy market, we, the Alliance of Oil Exporting Nations hereby pledge to abide by the unified decrees regarding the oil market and its direct linkages. In this world of constant war and petty bickering, it is understood that only though unified progress and continued determination can any nation hope to create a stable and efficient oil market to the world as a whole. Oil, being the most valuable resource our world has to offer, must be managed not by multitudes of fracticious entities, but by a like-minded organization of nations, with the sole purpose of providing stability to the market."
Charter
1. The members of AOEN pledge to maintain the safety and production of all member nations oil facilities. These facilities include, but are not limited to, pipe lines, refineries, drilling sites, offices, ports, docks, tankers, rigs, etc. If these facilities are to come into dangers way through any form of terrorist, international or natural threat, the allied members of AOEN are called to do whatever is nessecary to maintain their existance and effectiveness. Wether it be military, economic or political aid, if it is needed by a member nation, it must be granted.
*NOTE - This article does not state that military, economic nor political aid must be granted to a member nation in the case of war. Though this may indeed be the ruling of the alliance, this article only states that the oil affiliated sites must be protected. Indeed, in the case of war, AOEN Forces may be sent in with the sole objective of safeguarding an oil tanker, leaving the rest of the nation to fight for its own survival. This is not a defensive alliance as much as it is an organization with the mind to dominate the oil market while increasing profits for all member nations.
2. a. A common market. The allied representatives of AOEN will decide on whom oil is, and is not sold to. Nations which are deemed a 'threat' to the economic stability of our market are to be deprived of any foriegn oil whatsoever. Driving up the nations prices to the point that said nation would be forced to withdraw its hostile position. A complete list of nations which are not to be sold to will be compiled, and nation on said list is effectively marked for economic destruction.
b. The common price of oil is to be decided by the board of economics, on which every member nation had a delegate. The common price must be abided by, or said nations refusing would be ejected from the alliance, and forsaken as a hostile entity. While this seems an attempt to control the financial destiny of a nation, it is actually a move to maximize profits in all nations. Lowering foriegn competition will result in the greatest economic advance in all member nations, thus this common price must be established.
3. The establishment of an AOEN Military Directorate. An independent AOEN Force is to be established, under the command of a joint board of representatives. The role of this military force is to be decided, but it should be used not only to protect member nations oil establishments, but destroy those of hostile nations.
4. The International Headquarters of the Alliance is to be located in the International City of Talifax in the extravagant 'Golden Gardens', complement of Helicon Inc. Fully equipped with servitude, protection and equipment, nothing but a representative and a delegate are needed to be sent. No military escort is needed, nor will be permitted.
5. The ability for change. The Charter may be changed with the majority approval of the board of representatives. It is known that with change must come change, thus the charter of our esteemed alliance must be left flexible.
Organization
The Board of Delegates - All member nations must send one (1) delegate to the board to represent his/her nation. The Board of Delegates controls all military aspects of the organization, and elects persons to the positions of 'High Commander', and 'International Delegate'.
The Board of Representatives - All member nations must send one (1) representative to the board to represent his/her nation. The Board of Representatives controls all economic aspects of the organization, and elects five persons to the positions of 'Head of Board'. Members at the 'Head of Board' hold VETO power on any and all actions of the AOEN. A minimal vote of 3/5 is needed to issue a Veto.

- Xavier Reynolds of the Helicon Corporation has been nominated to the position of Head of Board by The Imperial Coaliton of Kroando. If this measure passes, Reynolds will be the first of five HoB. This will give him sole veto power until four other's are selected, four which will have to be from other nations/organizations.
- The Helicon Corporation, under the approval of Richard Helicon, has donated $50,000,000 USD to the AEON International Treasury in Talifax. What exactly is to be done with these funds is as of yet, unclear. It is believed however AEON will be sponsering diplomatic recruitment missions to nations throughout the world, as well as bolstering their potential military strength.

I see no reason as to why they would lose said supply. Even if placed on the ban list, as of yet AOEN is not in control of the oil market, leaving many other options open... as of yet.

In response to the inquiries of Colonial Oil Production/Exportation Co., it is to be known that this Alliance is not the personal stooge of any one nation, nor organization. No one nation, nor even a minority of nations has the power to place an entity on the 'Ban List', as only an overwhelming majority (75% or more) of the alliance's representatives have the power to deem a nation 'hostile'. No member nation will be forced to halt trade with any nation unless they are a threat to the organization as a whole. No Personal nor private disputes will trigger massive economic sanctions, only unified problems will warrent such action. In conclusion, niether Helicon Inc. nor the Imperial Coalition of Kroando can place a nation on the 'Ban List', but only a ruling of all members can deem any nation as a hostile.
(Basically, this is very Democratic. Only the entire organization as a whole can ban a nation from recieving oil shipments, no one nation can attempt to use the alliance for its personal agenda.)

We see this as a wholly beneficial organization to those nations that have been blessed by god to contain a healthy excess of oil. This fact is made even more prominent by the barbaric atrocities that have been committed towards oil exporters in recent days. Due to this we seek to join the AOEN. The Infinite Crucible has been reluctant to export oil in recent years, rather focusing on building up reserves and strengthening infrastructure. However, that process is coming to a close and we are preparing to shift to a primarily export based industry. We hope you consider us for membership in the AOEN.
As far as our representative goes, we would like to appoint Theodore Bedford to the position, should we be accepted that is. Beyond that, we are willing to devote 100,000 members of the CDF, Crucible Defense Force, to the development of the AOEN and its goals, once again assuming we are admitted and you wish the forces deployed. The Scandinvan Oil Consortium is willing to enter into the AOEN and is prepared to join into it fully under the current conditions. This is due to the fact the Consortium currently produces 32.5 million barrels a day and that a number of other oil corporations have defiled other nations in their quest for oil (humph Blackhelm).

Regarding the situation of the price of oil per barrel. The AOEN does plan on standardizing a price for the sale of oil, and will expect, in time, for all sales to conform to that set price. The price, though as of yet undecided, will be the financially wisest amount. Although we sympathize with arrangements made in the past, what situation would arise if your organization sold oil to nations at $30 per barrel when the rest of the alliance sold at $90 per barrel. The member nations abiding by the determined amount would be driven into collapse, as all business would be dropped in the intrests of purchasing second hand oil from those nations purchasing from yours. We will expect that in time, all sales be conformed to the determined price. This resolution however, will be given ample time to take effect. (You can gradually change arrangements, nothing rushed.)

Alright, then we are willing to accept the terms of the alliance and increase the price of oil in due time, with the only exception of those that had priory purchased the oil and are having the oil pumped to them over a predetermine period of time. Yet, we request that in our own Empire that we will be allowed to maintain the price of oil in our own nation at their current levels.
As for the soldiers we will hold back our soldiers for a time until they are needed by the alliance and for now they will be used to defend our own interests..
As well, we do recognize the fact that oil prices must be maintained at similar levels due to sheer necessity.

Valin, the Coalitionist Representative to the Alliance was the first of the four men into the large room, one hosting a massive oaken oval-shaped table... one obviously meant for a much larger group. The large window overlooking the court yard displayed an exotic land scape, with palm trees, wild plants and savage animals dotting the area. The Golden Gardens were a very unusual place, a rich mixture between raw nature and splended luxury... however the most unusual, and iconic portion of the Gardens was the large golden fountain at it's entrance... one which ejected oil. Black, thick, rich oil ran through the pipes as the substance spewed out as if it were water...
As the men took their seats at the table, each would notice a glass of black liquid, one which looked like oil. "Oh this is cute... what is it? Rich coffee?", laughed Valin, questioning Reynolds, the Helicon Rep. As he sipped the liquid, it was immidately spit from his mouth, sending the liquid into a spray throughout the air. "Holy shit... thats feckin oil!", shouted the stunned Rep., looking in question to the other men. "That it is...", Reynolds continued, watching two servants rush over to clean up the mess, and replace his glass of oil. "Well, I believe we have some issues to address..."

- The Kubran War. A war over oil. They have it, everyone wants it. We can send a force to stake our own claims, possibly increasing our own output at the expense of the Kubranese.

Bedford sat at the table eying the black liquid that mulled in the glass before him. He was contemplating taking a sip when another delegate, Valin, beat him to it and was soon sputtering the black oil all over the table. The delegate could not help but raise an eye at this, oil on the table... in a glass none the less! He smiled slightly then turned his attention to the business at hand, now was not the time for idle musings.
He looked up at his fellow delegates and slowly began to speak:
“If I may,” he paused and waited for a nod, “thank you. As far as elections go I do not feel entirely fit speaking on the topic, firstly due to my candidacy, and second due to our currently limited membership. However, if we are to vote, I do feel that I would be a valid choice, not only due to decent chunk of oil my nation controls, but also our military contribution.
On the issue of Griffencrest, I must state that I have to look into it further. I am sure my country can supply me with an intelligence briefing, or you can if expediency is desirable. As far as military action goes, I do not feel it is wise at the moment, if for no other fact than I feel military action in the Kubra conflict would be wise, and it is never a good idea to fight on two fronts.
I believe we should join the Kubran conflict provided it is seen as economically viable. I think working together, especially with the aid of future members we could all stand to be a nice bit richer.
Finally, the standard price of oil. I think at the moment we must remain competitive on the market, at least until we are the market. While our nation has done very little exporting as of yet, I think both Mr. Leif and Mr. Reynolds can provide us with their standard prices and using that in addition to other price intelligence we can formulate a good solid tag for our goods.”

"That the Kubrans simply declared that they were in the possession of oil... and within a few days, three nations had declared war." Valin continued walking around the room, always staring at the glass. "Fair? Of course not... but what is in our world? Its a place of eat or be eaten. Kill or be killed. The bottom line is that this is an opportunity, an opportunity for us to either take it, or incorporate it. If they have oil, we could invite them to AOEN, hook them in. We send a force to drive out the invaders, and build our own presence inside the country... or...", Valin continued, stopping dead. "We could follow the course of action my government supports... taking the entire nation by force and killing anyone in our way."
Reynolds chuckled, checking his pocket watch, "Ill vote for assissting the Kubrans, granted we have a detailed contract signed assuring us that once we aid them, not only shall they join the AOEN, we will all get a piece of the pie."
"As to the election... I will support Mr. Bedford's nomination...", spoke Reynolds, quickly followed by Valin, "As will I."... Reynolds continued without pause, "And with the votes of the Helicon Coporation and the Coalition... in addition to your own vote, that grants the nessecary 3/4 vote for election to the position of Head of Board... congradulations.", concluded the man, looking to Valin, whom shortly began speaking. "I also grant my support to Mr. Reynolds... and with his own support, we seek one more vote to secure the second position as Head of Board."
(Ill let you look into Griffencrest... im really not to sure on the situation, but it seems he sends Merc's to destroy oil facilities of other nations.)

Lord Leif studying the debate decided at last to speak and said,” On the interests of the Consortium I must agree that taking part in the war in Kurban will be in our best interests and to be on Kurban’s side will be easiest. In return those giving us a part of their oil supplies will be in the interest of the Alliance.
Yet, on Blackhelm the Consortium believes action should be taken against them as they threaten the interests of ourselves and of the Alliance. As well, they have threatened the interests of ourselves and the sanctity of the Empire. But for the moment, a $40 barrel of oil seems like it will both produce sufficient profit and keep us at the top of the competitive level... "As will the Coalition...", finished Valin. Reynolds nodded, moving on to the next topic. "We seem to all be in agreement on the Kubran War... now all that is left is to assemble a force and offer a proposal. I will see to it that 75,000 Mercenaries are deployed... and an additional $150,000,000 is contributed to the cause." Valin interrupted, "The Coalition will donate 450 ID-57 Decimators and a total of 650,000 men, as well as some 200 Halcon Stealth Fighters, thirteen Cadiz Class SSBN's, three Nimitz Aircraft Carriers and nine Tenerife Class SSBN's... we will of course need an assemblage of Commanders. I suggest one from each donating party."
Reynolds continued, displeased with the interuption. "We should handle this before our... engagement with Griffencrest. I nominate Mr. Bedford to negotiate our entry into the Kubran Conflict... as the only acting Head of Board, he is by far the most qualified. Mr. Bedford nodded in agreement as each delegate spoke. He smiled, as he often did, these were a smart bunch of men and he was glad to be with them rather than against them. When the discussion turned to him he wasted no time speaking up:
“$40.00 seems like an extremely reasonable price to begin with and I must agree with everyone that in these early stages we must remain nimble and competitive.
As far as the Kubran conflict is concerned, I full heartedly agree, and am honored that you would nominate me to be the spokesperson for the AOEN. I will approach the Kubrans with this deal. We shall come to their aid and save them from almost certain destruction, and in return we request that they join the AOEN and give us all a small piece of their oil market. While I would always love to extort such a defenseless nation I think it would be wise to still leave the majority of their market in their own control. Not only does this paint us as the “good guys” but beyond that it does help us to gain another loyal member which only increases our power. I do not think it would be wise to breed distress within the ranks at the moment. However, what do you all think?
Beyond that The Infinite Crucible will be supplying 100 billion to the conflict initially and will give more should it be needed in the future. We will also deploy a sizable chunk of the CDF.

Reynolds sat silent, nodding as Mr. Bedford spoke, not raising the slightest bit of opposition to what seemed to be a concluded point. That was until a messanger approached him from behind. The black suited man, whom had himself recieved some sort of phone call through his ear piece, crouched next to the sitting Reynolds and relayed some very... disturbing news. Placing his glasses before his eyes, he read from a small note card that had been handed to him, waiting for Bedford to finish. "Gentlemen... it appears as if we may have a slight problem...", grumbled Xavier, exaiming the specifics of the card. "There are... rumors... that the Corporate Alliance may be preparing to take action against us... I am not, as of yet sure on the authenticity of these reports, but I am told this is a very real threat.", concluded the nervous man. "Perhaps we should look a little deeper into this before plunging ourselves into Kubra."
(But ya, we're all in agreement regarding Kubra, unless im misunderstanding Scan., which I dont think I am.)

Lord Leif keeping his calm mind set responded to the news by saying,” To the Corporate Alliance is that we should not fear them in battle because we have superior numbers of soldiers, money, oil, resources, arms, technology, and many other things to which we can use against this new foe. The only thing that I must say is that we must look out for Blackhelm as they will use any means necessary to achieve victory even use chemical and biological agents to do so.’

"I have no doubt that should war be brought to our collective doorsteps we will crush the pathetic Corporate Alliance. However, for the moment we must fight the Kubran war. Ready yourselves for the message has been sent and we may be soon tasked with the defense of the Kubrans.

Mr. Bedford received a small notice, and began to frown. He looked up at his fellow representatives. It would seem we have been presented with yet another opportunity. Take a look at this (http://www.forums.jolt.co.uk/showthread.php?t=492928).
Within minutes another notice arrived. It detailed that the Blackhelm Confederacy had backed down. It also displayed at Wolfensburg was seeking application to the AOEN.
“Assuming that Wolfensburg makes the wise choice and decides to join the AOEN, I vote in favor of his application.”
(Been at work all day... nice to see we've stayed involved.)

"For.", added Valin, granting the nessecary 3/4 vote for admission to AOEN. "I suggest we send a support force to show these... Corporate menaces that any incursion into the Comapny's soil will be taken as action against the alliance."

Mr. Bedford released a hearty laugh as yet another notice came to him. It would seem we have the opportunity to get yet another member, this one quite a bit stronger than Wolfensburg. I have dispatched a notice to their company and am waiting for a response. Here is the information on the matter (http://www.forums.jolt.co.uk/showthread.php?p=11417757&posted=1#post11417757).
After a few hours, yet another notice arrived. This one detailing that once again the CA chose to threaten an oil producing nation.

Mr. Bedford raised an eye at the small notice he received from an unknown source. Despite being rather puzzled he was pleased that there were forces out there that looked kindly on the AOEN. One it painted them as the good guys, and beyond that should the AOEN ever have to make an... unpopular decision it was less likely to draw criticism.
As far as the vote for admitting the newest applying nation, he looked up, “For.”
Things were going slowly at the moment, but he knew they would pick up.
A few moments another massager came running into the room with a folded piece of paper. He handed it to Mr. Bedford. A smile immediately shot across Mr. Bedford's face.
"It seems that the Kubran conflict may come to peaceful end, and that a cease-fire has almost been negociate. I believe that we should be ready to contact Kubra in the near future to make sure they hold up their end of the bargain.”
