History:

After the 1989 reunification of East and West Germany, the Federal Republic of Germany was born. The new republic was almost an exact copy of the West German republic, more so then the East. But the new Republic found itself facing daunting obstacles such as the rising unemployment rate, staggering economy, not as advanced East side, and an increase in the poverty level.

The new governments first act was to reunify the nation more than just boundary wise. The nations still differed in political, economic, and social systems, to the point that they were two different countries still all but in name. Through heavy investment and a five year period, the East side of Germany was slowly transitioned from its former communist economy and government to a free-market, democratic system. Employment increased as corporations began to move some of their business to the East side where jobs were cheaper. This helped to redistrubute the wealth of the entire nation somewhat equally.

As factories began to spring up, the nation began to shift from its old ways of being a welfare-state to being less of it. Welfare began to decrease as government spending was diverted to military and subsidary spending. This fueled a boom of the industry that helped end the economic stagnation of the nation that had enveloped it for the last decade. By the beginning of the new millenium, Germany was increasing at a 3% rate, a healthy number compared to the previous 0.5%. As the domestic outlook began to look better, foreign relationships began to seem bleaker. The main problem: the Holy League.

Around the closing of the 20th century, the nations of France, Spain, Italy, and Russia fell to a catholic, monarchy form of government, similar to the ones in the 17th and 18th century. These four nations combined into a powerful alliance dubbed the Holy League. This alliance's formation began isolate Germany from their European brotherin to the point that Germany cut off trade on all but the most essential items. Diplomatic relations were severed as the relationships broke down. A period of isolationism broke out between the alliance and Germany as it found itself the lone democracy along with Austria on mainland Europe, though, Germany continued to remain peaceful towards the alliance. Although relationships began to break down between most of Europe, Germany extended its friendship to both Austria and Great Britian who it is working with to strengthen ties with. Along with them, Germany has begun talks to enter an a four-way alliance with Israel, South Africa, and the Southern Confederacy along with Morrocco who Germany is supplying arms to.

(OOC: Little qualifier, as I'm not sure if you already know. Tulgary covers the Benelux nations, and may be a founding member of the Holy League (needs discussion when France comes back), though with a population about 30% of Germany's it is hardly a leading member anymore.)

Archduke Basilius, having convened, consulted, ignored, and dismissed the Chamber of Deputies, penned a communiqué that he would later force the deputies to reformat and present to the Germans. The centurion Archduke could not bring himself to write a letter directly to that Punjab as an equal, even in some measures a superior to himself and his titles.

When it finally reached Berlin, the document would be limited. Tulgary's French and Spanish allies were at war with Germany's British friends, and the Duke feared Protestantism and the free market, both represented strongly in the hearts of several hundred thousand of his subjects, especially in the east, dangerously close to the Federal Republic. It seemed that Tulgary was almost asking to end-up invaded for a third time in the Archduke's life from across the German frontier. This was a somewhat limp attempt to convey the idea that it wasn't immediately worth the Federal Republic's while to resort to such measures.

The message, then, was one of hope for limited trade. "Our economies today stand hardly compatible with one another" read the ever-so optimistic document. "...but, in the interests of civilised relations" it would go on, "it is in sincere hope that Luxembourg pursues with Berlin some limited economic exchange.

"We think it wise also to re-estabilish normal diplomatic contact, since, in times of such great tension and deep difference of opinion, silence may be anything but golden. An exchange of ambassadors, at the very least, allows for something that may give in a crisis before resorting to military contact, such as has been seen in other corners of Europe."

The economic exchange would, in attached pages, be indicated as anything non-military, and that could be conducted without upsetting the Archduke's fairly tight control of Tulgary's economy... The communiqué tried to avoid direct admission of the uncompetative nature of the Tulgarian economy and, frankly, was trying to do two things:

First, to find a way to convince Germany to buy high-quality livestock and animal products, and get Germans to come and spend hard cash in the Grand Duchy's large gambling industry or even to place bets from Germany on Tulgarian events.

Second, to acquire consumer goods with an understanding that Tulgary couldn't expose herself completely to market forces, as that would be a challenge to the Archduke's supremacy over the troublesome mercantile tradition.

Perhaps the hope was that the German government would encourage firms to enter a less than usually profitable marketplace by dealing with the Tulgarian state. Tulgarian dairy and beef wasn't the cheapest, but it was inarguably the product of skilled traditional breeding and largely organic rearing, and it was just across the border, and, perhaps, if the German government could see its way clear to buying or subsidising purchase of such things, and allowing access to Tulgarian gambling sites from Germany, the Archduke could find a way to put German engines in Tulgarian buses and tractors.

Of course, many in the Royal Tulgarian Army also wanted to replace dilapidated Leopard 1 tanks with Leopard 2s and the RT Navy to get its hands on modern patrol submarines, but the Deputies didn't even bother to try asking for access to that sort of thing in exchange for an expensive pig and half a dozen eggs.

Austria hopes that Germany would for the moment, consider the idea of an enriching deal between Vienna and Berlin by decreasing several of the more far-reaching labor laws. As it keeps most of the productive corporations out as many now know that Germany is a "death pit" to competition, in return Austria is open to anything and everything [Except for HL involvement].

After much discussion regarding what certain powers might say and what they might not, Tokyo decides to offer the hand of friendship to the Federal Republic of Germany. Emperor Shinseiki and Prime Minister Minase both express their admiration for the determination Germany has shown in overcoming their problems, while also comparing the parallels between the way both Germany and Japan have successfully rebuilt themselves after experiencing so much adversity since the post-war period.

If Germany is willing, Finance Minister Kihara would be more than pleased to lead a Japanese delegation to Berlin. Although the discussions would be primarily of an economic nature, Japan would also like to discuss possible diplomatic ties.

Cameroon has recently begun expanding its diplomatic and economic ties, and the people of our humble country would like to extend that hand of friendship to their counterparts in Germany.

Our country, potentially, could be one of the biggest markets in Africa, not to mention one of the more powerful, both economically and politically, with the right kind of guidance. The Capitalist nation of Austria extends the idea of the Tri-State Pact to Germany in the hopes a good central Europe power could be established. The Pact includes several yet to be totally defined charters and treatys yet you can be sure it will include to increase trade, non-agression pacts with each other, to defend each other in times of need, and to provide a brave and solid front for our interests abroad.

It will proabably be New Switzerland and me. Just so you are an "informed consumer" this is pretty much some ramblings that go along somewhat with the Tri-State Pact.

Either you or The Southern Confederacy if not both will probably join with New Switzerland. If all three of you join up then we will obviously have to swith over the name, I am thinking Central Powers for a variety of reasons including why I thought up this.

The Tri-State Pact was supposed to be for me and New Switzerland, to be a solid block in Central Europe for a variety of reason mostly around just for easier economic flow and to help each other if times got rough. Well mostly if times got rough for Austria the Swiss would jump in like they did before.

When the Southern Confederacy asked to be extended not a membership card but better relations with Switzerland, since they already have warm relations with Austria, they were given a "membership card" anyhow. We're still awaiting his reply.

Why to have any kind of treaty/pact/ or agreement? Well other than economic aid (Swiss provides Finacial Capital, which compliments the Physical Capital of Austria) there was the idea that without being able to jon The Holy League, or want to for that matter, combined with a lack of any real power organizations founding and making one seemed just as good. Especially with the ever tenecious positon Austria faces, it'll be good to have some one other than the (at best) reluctant Quintonnia.

There is several more pathways opened if you join. Including being able to attain an almost impentrable bastion of strength in Central Europe which to run amoke in the wider world. Especially with Russia becoming more side-tracted in the east, Italy NPC and proabably will be indefinitly [The last HL members will not be anxious to replace the passivly pr-HL Italy with someone about to join on the anti-HL bandwagon], and the rational if somewhat Yugoslavia is just not large enough to launch anykind of attack by itself. Having us all together will keep Australaisia out [or get him in], who Austria is friends with, let us reach a sense of "legitness", and the industrial and finacial capital centers of Austria and Switzerland will even further compliment the man power, productivity, and consumer workhorse of Germany.

Even though this sounds a lot like "What you can do for Austria" having several friends economically and militarily will make it easier to progress along several paths without the fear of being ganged up on. Especially centered around an ideal, which attracts even nations like The Southern Confederacy, it will be better than just one nation. Even though that ideal is at best foggy it is at least better than having a wild eyed-Monarch running around.

Basically having more friends, especially close to home and ones with world wide influence of not that strong will amke it easier to "liberate", "pacify", and to have an easier time if to many people decide to fast to have you as an enemy.

For the moment we are only trying to get the basic groundlines set between the main powers and will probabaly not totally extend the trety to you. What the Tri-Pact members will hopefully agree on is the founding of a commonwealth [of sorts] which will be a second tier Tri-State Membership which will enjoy all but the mandatory defense agreements.
