GOVERNMENT
The government is divided into three official branches - Parliament, the Emirate, and the Judiciary. The Emirate is a monarchial dynasty, with full and wide ranging executive powers over the state. Parliament manages the government, with explicit permission from the Emirate. Its vital role primarily consists of maintaining, expanding, and arranging all governmental and ministrial powers and responsibilities. Laws must pass through the Parliament before the Emir can authorize and effect them. The Judiciary is a separate system of courts, established to maintain justice in the state. In law, the Emirate remains the last and ultimate authority in governing affairs. However, it remains an open system and willing to address the wills of the people.

Parliament is composed of 114 members from around the nation, representing their respective provinces. Each province has three representatives, elected by popular vote for a term of six years each, where the election of those representatives is set two years apart from the others' elections from the same province. Only members of Parliament may be appointed to head a ministry.

There are 9 ministries: State, Religion and Faith, Justice, Foreign Relations, Domestic Affairs, Defense, Industry and Economy, Education, and Charity and Hajj.

The history of ALM dates back to the Egyptian pharoahs, from as early as 3000BCE. During their reign, Egypt sprouted into a center of civilization in the Mediterranean and Mesopotamian regions, with grand buildings and sophisticated societies. In the 6th century BCE, the power of the Coptic pharoahs declined, permitting invasions from Persia and Babylon to take control over Egypt. Alexander the Great made a famous stop in Egypt, laying the foundations for the second largest city in the Emirate. After Alexander, the Ptolemaic pharoahs led Egypt into a second incline of greatness, with notable achievements as the Great Library in Alexandria and important scientific discoveries. However, Roman supremacy in 30BCE officially ended the reign of the pharoahs, which signaled the rise of the Roman Empire later on. The majority of the Emirate would remain under Roman control until the reign off the Khaliphs.

The Islamic Era (639 - 1882)
Following the preachings of the Prophet Muhammad, the Arabs invaded Egypt and seized control over the land. They laid the foundations for Al Qahirah, the capital and largest city of the Emirate. It is under this period that Egypt begins to blossom into a center of creativity and learning, especially with the sack of Baghdad by the Mongol hordes and the continuing strife among Muslims, regarding the true way of faith. With the increase in prestige, Al Qahirah became the center of the Islamic world, with every good Muslim passing through the hallowed city on their passage to Makkah. For a time, the Khaliphs resided in the city until the Ottoman Turks replaced the line and moved them to Constantinople. Even as the Mamluks were defeated, the Ottoman Sultan granted semi-autonomy to the people and thus Egypt maintained its identity as a separate nation.

The Ottomans continued exercise loose authority as the Emirs of Egypt began modernizing the country. The most famous of them was Khedive Ismail Pasha, who is renowned for his marvelous renovations of the capital city, building the foundations for the modern West Bank. Bringing inspiration from Europe, the Khedive desired to make Egypt a powerful cultural center once again, building a "Paris on the Nile" - to which some day, the same could be said of "Al Qahirah on the Seine". However, even with the completion of the Suez Canal and the various modernization efforts, Egypt faced serious economic debts to Great Britain and France. The troubles cumulated in the eventual overthrow of the Khedivate in 1882 by the British, who established a protectorate over the region.

British Protectorate (1882 - 1955)
Under the protection of the British, Egypt began to become more liberalized, opening to people of all religious denominations. For a while, the number of Christian Cathedrals outnumbered the number of mosques in the country. Furthermore, much of the Egyptian economy was devoted to repaying the debts to Great Britain, leaving a great multitude in poverty. Nonetheless, the country became a powerful center of learning and culture - as it had been for the past thousands of years. Egyptology became a widespread science, with numerous tomb discoveries in the early 20th century. Despite the free religious doctrines, Egypt remained a devoted bastion of Islam. The Suez Canal likewise opened numerous opportunities for the country's economic potential, especially as the British exploited the advantage of utilizing its ports and facilities.

The Emirate came into being after the the First World War, when the United Kingdom established a working Egyptian government to govern Egypt and Sudan under a British protectorate. Following the Allied victory in World War II, the Egyptian Emirate broke away from the British, formally renouncing the protectorate status and joining with the Saudi family in an aliiance to preserve Arab interests. However, British troops in Transjordan and Palestine quickly reacted and initiated the Sinai Conflict of 1947. Although lasting for only three months, the Sinai Conflict was serious blow to Egyptian national pride, as the British forced the Egyptian Emirate to concede its authority to the British governor in Palestine.

However, the transition was short-lived - particularly seeing as the British had quit their possessions in Palestine and Transjordan - and the United Kingdom once again permitted the Emirs in Al Qahirah to resume their authority, albeit with sterner provisions governing the protectorate status. In order to refinance the pain from World War II and the Sinai Conflict, Britain seized the majority of the Egyptian industry and commerce to pay off its debts, leaving the Egyptian populace disgruntled at the British protectorate status. From deserts of Qattara, a local Sheikh Mahmud ibn-Abbas al-Misri united the Bedouin tribes into the Alif-Laaam-Miiim Coalition to fight off the Emirate and the British. Citing the religious duty to preserve and expand Islam, the Sheikh declared jihad and storm Al Qahirah with incessant firefights and attacks. In 1955, the ALM Coalition won a critical victory at Port Said, forcing the British to quit the long war and formally recognize Egyptian independence. The people abolished the old Emirate and proclaimed Sheikh Mahmud as the new Emir.

The ALM Emirate (1955 - )
Under the inspirational leadership of Mahmud, the ALM Emirate spearheaded a massive referendum of nationalization and Islamization. Mahmud began expanding and constructing new mosques, while promoting the general welfare of the common folk who suffered under the poor economic conditions left after the Sinai Conflict. His controversial nationalization of the Suez Canal went over with wide criticism, leading to the Pact of Istanbul, where Mahmud promised to permit liberal usage to all vessels operating under private companies and limited military ships as well - although he was free to make good use of the fees for its use. He also led out construction of the first Nile River dam, near Aswan. Following his modernization appeals, he created the Parliament to help arrange and manage the government, leaving Mahmud to focus his attentions on many fields of improvement at the same time. Among his most prized and valued managements was the commpletion of the Pan-Egyptian Transportation network, a series of railroads that linked Al Qahirah to the five principal cities in the Emirate: Alexandria [Al Iskandariyah], Tripoli, Benghazi, and Aswan. With these rails completed, the ALM infrastructure became more integrated and easier to manage, connecting people and resources more easily. It ultimately proved effective in saving thousands of lives when the 1975 famine set off a food panic in the Emirate. With effective management, Mahmud easily managed the crisis, losing minimal lives directly affected by the famine. Ironically, the famine was caused by the damming of the Nile River, which stopped the annual floods that replenished the fields with fertile soil. Hoping to avoid another crisis, Emir Mahmud ibn-Abbas al-Misri set up an extensive network of irrigated farms along the Nile and prepared fertilizer depots to keep the soil healthy for good crop yields in the harvest. He also invested much of the budget in food imports to prevent another crisis. Although these measures were costly (to say the least), Mahmud secured the entire popluace with safe food stocks.

The 1979 Sinai War
When the British left Palestine and Transjordan, the Jewish people present immediately declared independence and set up the state of Israel. While most of the Arab neighbors fought wars against the Israeli state, the Emirs in Egypt opted to stay out, choosing to focus their attention on maintaining their status quo. Although an ardent Muslim, Emir Mahmud realized early on that the Egyptian military was completely inept to fight a full war with any nation, even Israel - especially considering Israel's miraculous hold against the otherr Arab powers in the region. He decided that the best option to war with Israel was to wait for the ideal moment and build up a large military resource, under pretenses to defend the Emirate from British and other foreign interventions.

The Israeli government always remained wary and finally decided that by the late 1970's, the ALM Emirate had become too powerful. In April of 1979, Israel prompted a surprise strike on the Emirate, destorying and encircling an entire division in the Sinai on the first day alone. Emir Mahmud was shocked at the attack, and mobilized the forces quickly to prevent Israel from advancing too far too quickly. By the end of the month, the Israelis were on the Suez Canal, ready to invade the main part of the ALM heartland. Even as he called to the Saudis and the Syrians, Emir Mahmud seriously wanted to make this a solo war with Israel and sent a large naval flotilla from Benghazi out to sea, hoping to sink the Israeli navy. He found good luck as the ALM forces suck the Israel fleet just off Alexandria, and although the fight was actually a draw, it was enough encouragement to push back the Israeli navy their home waters. Seeing the best opportunity to strike, Mahmud initiated a counterattack near Port Said and suffered a dismal defeat. Undeterred, Mahmud sent another attack force across at Ismailya - led by his own son, Jalal ibn-Mahmud al-Misri - and managed to secure a foothold on the Sinai. Puncturing the Israeli center, the ALM forces pushed back the Israelis, who immediately offered a status quo truce. Although he was venting with anger and vengeance, the war and old age had taken its toll on his health, and Mahmud conceded the stats quo. Confident after their limited success in the Sinai War of 1979, the ALM continues to be a dominant military presence in the Middle East and North Africa.

Jalal ibn-Nur ibn-Mahmud al-Misri
Following Emir Mahmud's death in 1985, Jalal ibn-Nur ibn-Mahmud al-Misri became the first succeeding Emir of the ALM Emirate. Like his father, Jalal has continued to push for the modernization of the ALM and of Islam in general. On the anniversary of his father's death, Jalal made a surprise Hajj to Makkah, paying his respects and praying for all goodd Muslims in the world. While persecution of other faiths has diminished under his leadership, Islam continues to be the official religion of the ALM Emirate. He also has not forgotten his father's commitment to improving the conditions of the common folk, expanding the innfrastructure and the economic resources of the country. He set up the Institute of Higher Islamic Learning in Al Qahirah in 1990, hoping to draw the resources and intelligence of bright scholars from around the world. He has also cultivated friendlier relations with the United Kingdom and other Western nations. Nonetheless, tensions along the Egyptian-Israeli border continue to draw fire. There are times when the border conflict escalated into drawn skirmished, but international pressure at the moment helps maintain the peace in the region.

In 1996, Jalal ibn-Mahmud began a massive urban referandum to resettle the five principal cities in the Emirate - hoping to remove the slums and furthermore to increase the wealth of his lowest citizens. While tourism was certainly a concern, the Emirate realized that massie areas around the capital were untaxable primarily because the people were too poor to pay them. After the oil revenue began to decrease after the Irazi war of 1990, the ALM budget became more pressed as imports began to exceed exports. Rather than reform the trade market, he ventured into slums and instantly began building improvements, such as schools, houses, mosques and government aid centers, not to mention recruitment posts for the armed forces of ALM. While these reforms remain speculative on their success, the ALM Emirate continues to build on this investment in addition to others, hoping that the pay-off will be well worth the costs.

Despite the economic pressures, the ALM Emirate sprouted into a blossoming economic center in the Mediterranean, in the Middle East, and in North Africa. Al Qahirah became host to a number of international events, such as the 2002 WTO conference, the 2003 UN World Conference on AIDS/HIV, and the 2004 African Cup. Along with these cultural venues, the ALM Emirate has a prosperous tourism economy, having been an essential stop for many visitors to North Africa or the Mediterranean. Many Muslim tourists also visit the Emirate, primarily on a stop before heading to Makkah. The trade became such a high-profile business that the Emir Jalal began complementary cruises from Alexandria to Jeddah. Additionally, the ancient history of Egypt makes a great venue for the blooming tourism industry, as Al Qahirah is next to old Egyptian ruins, including the famous Great Pyramids. The city also hosts the largest Egyptology museum in the world. With Jalal's leadership, the Emirate easily became a major economic power in the world, with a high standard of living and comfortable conditions set for future expansion into the global market.

Peace in the Sudan
The ALM Emirate began a push into the remaining portions of the British mandate in the Sudan, which has since its creation lacked any effective government. As such, attacks originating from the border compelled a restoration of order into the Sudan, with the Army of Aswan, led by General Abd-Allah Aziz.

After two weeks of fighting, Khartoum fell, although the majority of the country remained under the effective control of the Sudanese military. Building up forces in Khartoum, General Aziz planned to wait out the military developments, until nearly three months into the campaign, the Sudanese began a march on Khartoum. The ensuing battle along the banks of the White Nile River are decisively ended much of the resistance to the ALM forces in the Sudan, although much time afterwards was required to incorporate the state in Sudan to the ALM Coalition. Nonetheless, tensions with the Sudan virtually disappeared after the battle.

The Red Sea Alliance and Sistan's aggression in the Middle East
The Emirate of Alif Laam Miim joined and helped found the Red Sea Alliance between the Kingdom of Kopparbergs and the People's Republic of Arabicia - in an effort to bind the three powers together and reduce unneeded tensions. In addition, the Alliance sought to counterbalance the growing influence of Sistan's militaristic power, with their invasion of Kuwait.

Developments in Yemen and Arabicia have increased tensions with Sistan, whose policies in Iraq and Kuwait were viewed with spite by many in the Emirate. However, in the interest of diplomacy and politicacl stability, the Emirate made no mention of condemnation, offering tacit support to the invasions. As Arabicia took steps to consolidate their defensive position, attacking Yemen after brutal terrorists strikes in Riyadh, Sistan proved to be a great bully and threatened the Arabicia.

As the crisis developed, Sistan ordered an illegitimate blockade on the Gulf of Aden and the Strait of Hormuz, which inevitably led to the sinking of an Emirate ship in the Gulf of Aden was attacked by forces of Sistan, which the Persian Empire justified in saying that the vessel was not a civilian tanker, but rather a military transport. The Emirate maintains that none of its military vessels had entered the Gulf of Aden since the blockade was issued, and pressed the case further. As reports of genocide emerged from Ethiopia, as refugee camps began to rise in the Sudan, Sistan and Asherton declared war on the Red Sea Alliance.

Due to the relative unjust call of war by Sistan, much of the international opinion supported the Emirate's cause for a righteous and orderly Middle East. In an address to an emergency session of the United Nations Security Council, the UN delegate Ghazi Muhabi outlined the crimes of the Persian Empire of Sistan and of the state inn Asherton, and having cited these crimes, offered amnesty and mercy to both nations if they ceased hostilities. Further stating that the Emirate would retaliate strongly and with much wrath if they ignored these calls, the delegation reminded the UNSC that a speedy resolution to the crisis was necessary in order to maintain the balance of the world power and economy, stating further that Sistan must quit its blockade of the Gulf of Aden and the Strait of Hormuz, Sistan and Asherton must rectify their crimes in Ethiopia, and furthermore Sistan must end its affiliation with extremists in the Arms of Allah - the radical group responsible for the Riyadh bombing that intiated Arabicia's involvement in Yemen. As of yet, these calls have gone unheeded.

Pacification
In time, Sistan's own aggression fell under its own pressure and the government collapsed. With the given task to pacify the Sistani Empire, the RSA began operations to occupy Sistani territory - however, this was not until after the Sistani fleet planned a devious strike against the Emirate patrols in the Red Sea, inflicting much loss in life. The Emirate began operations in the UAE and Qatar, with the cooperation of two new RSA allies - the Empire of Vineyard and the United Caucasian Republic. In time, the order in the Middle East will be re-established in the favor of the RSA. Already, two incidents with EATO and a misfired Tashkent Accord threatened to propel the region into conflict again. However, due to the civil nature of the involved parties, conflict was avoided and nearly all was placated by the results that ensued.

Back in the Emirate, the Qattara Project was nearing completion and expectations were high in the proposals and possibilities that the Project opened to the Emirate economy. Furthermore, Emirate claims in the Sistani territories were expected to help boost the local economies as well as the Emirate economy and industry. Yet despite all of these improvements, there still remained the wary threat of Asherton to the south, and military planners continued to plan what things could be done to resolve this dilemma.

Development of the Protectorates
The Emir had recently granted other territories to affix to the state of the ALM Coalition, under the reign of the Emir. While these territories are officially separated from the Emirate, their policies are subject to the wills of the Emir, who commands all of the territory under his crown. In the former states of Chad and CAR, a new Central African Protectorate was established, with its capital set in N'Djamena. The government began to address the numerous faults in its structure, which inevitably led to the confrontation with Emirate forces against rogue elements in their countries. Nonetheless, the formation of a stable Protectorate has helped to bring a wealth of options to both the Emirate and the local peoples. In the former Asheron territories, a new East African Protectorate was established, with its capital set in Addis Ababa. With territory and a population that rivals the Emirate itself, the East African Protectorate was formed to fit the needs of a more tolerant culture to the prevalent Muslim community in the region. Additionally, inquiries in the Asherton genocide have been on-going, as the extent of the crimes committed by the Grand Imam of Mogadishu have yet to be revealed. In Sistani territories, the Emirate assimilated the provinces of Hormozgan, Fars, Sistan and Baluchistan, and Kerman - as well as the territories of the UAE and Qatar Emirates. I knew this would happen eventually, but just to be fair, please post in IC from now on - only because you're the only one, I'll play along...

IC: We would be glad to exchange embassies with Arabicia and the potentiality to expand trade routes and trade exclusives between our two nations.

In regards to our domestic policies, we are a parliamentarian emirate, with a monarchial emir who submits his authority to the constitution, which permits the establishment of a parliament. The parliament is elected by popular majority in the people, and from the parliament, the ministries are selected and approved by the Emir, who holds a considerable amount of executive authority, although his roles as a religious leader is drafted in the constitution so as to prevent his duality from spilling into the state. For this reason, Islam is considered the official religion of ALM, but the Emir's role as Head of State requires that he also attend to the rights and privileges of non-Muslim citizens - thus we do not deliberately discriminate against non-Muslims in any affair pertaining to their rights, their citizenship, and their opportunities. Furthermore, the Emirate maintains official law under the authority of the Sharia, with provisions to allow a more moderate stand on extremely Islamicized conventions, to permit a more liberal atmosphere to our non-Muslim citizens [and to our Muslim citizens as well - after all, we do not discriminate]. In regards to our foreign policies, we remain open and free to all nations who have the diligence and character to welcome Muslims into their society. In connection to the Royal Mission in Khartoum, His Excellency Emir Jalal authorizes the mobilization of the 2nd Army Group in Benghazi, to assist in combat operations with the 3rd Army Group in Khartoum. 30,000 troops are to be transferred within one week to Aswan, where they will mobilize for combat. The remaining 20,000 troops are to remain in the Benghazi garrison, to provide support and training for officers at the Alif Laam Miim Military Academy, and furthermore to supplement defense duties there. His Excellency is also preparing to mobilizing 10,000 troops from the Suez garrison, to join the 30,000 reinforcements from Benghazi. In addition, 10,000 troops freshly graduated from military training camps around the country have been selected for the formation of a special combat arms unit to support the operations in and around Khartoum. The troops havev been granted two months additional training for this plan.

Though he left no children for heirs, in his last will and testament, he declared that his second cousin - Jalal ibn Mahmud Al Misri - shall inherit the Emirate of Bahrain. Though not especially close to the late Emir, Jalal has instituted a three-day period of mourning for Al Khalifa family and has likewise offered them to stay in residence in the Royal Palace Al Qahirah or the Royal House in Al Iskandariyah.

The government of Bahrain has been permitted to arrange for the inheritance ceremonies three days from now as the Emir Jalal prepares to visit Manama and accept the claim.

In accordance with the last will and testament, Emir Jalal ibn Mahmud Abd-Allad Al Misri will be crowned Emir of Bahrain. "I inherit a rich kingdom - but a troubled one at that. 200 kilometers northeast of this city lie the shores of the Persian Empire of Sistan - a nation that proved itself to be a belligerent and uncooperative menace in the region. They have pursued enemy troops into Kuwait, and when faced with the inconvenience of a neighbor performing a similar defensivev measure, they revolt and force the attention of the world upon them. They seek to subvert the people of the Middle East into their sway - as it so seems. I only pray that their leaders are not the sort of seek global conquest.

"Just minutes ago, I received from my country that a tanker - an empty oil tanker - on a routine track to its home port in Suez, was sunk without just cause and without warning by an enemy submersible. While I do not wish to put the burden of suspicion on Sistan, they had recently declared an unrestricted blockade of the Gulf of Aden, and it thus leaves them as the only viable suspect. We have allies in the region, no other nation has professed any hostility to the Emirate, and there were no other military vessels in the area save those of Sistan. I am glad to say that the majority of the survivors have returned to home territory, where our officials are providing assistance to recuperating from the tragedy. However, in the end, Sistan has the lives of 500 ALM citizens to answer to, and I don't believe that it will be easy to answer them.

"I respect the Persian Empire of Sistan as a sovereign nation. Regardless of their tirades and wailing cries, they are still a nation. But as of late, they have become nation that does not respect the sovereignty of their neighbors. Ali once told me that he feared dying because of Sistan. He had no sons, and he had no brothers. He couldn't lead Bahrain in the hands of a woman, due to the laws of the Sharia. And yet, he confided to me - Bahrain needs a strong leader and asked me if I would that strong leader. And it was with great difficulty that he told me that he would pass the Emirate of Bahrain to my responsibility, and it will be a great responsibility indeed. He feared my ascension would spur the Persians to attack Bahrain, to prevent the inheritance of the Emirate. But we are here, and we can tesitfy of these events to the world.

"Bahrain has a dutiful citizenry of over five hundred thousand people, and they all value their dignity as their faith. I talked with some of the people and they have agreed that Sistan is a problem. One of them mentioned that it was good that I inherited the kingdom. I will not say that I agree, because I cannot know. It has never been the interest of the Emirate to wage war on Sistan, because of the effects on our neighbors. The People's Republic of Arabicia would likely fall sway to the brunt of the Sistan attack. Israel would be second. Under these cushions lie the Emirate of Alif Laam Miim, a coalition conceived in my father's mind to be the guiding light of Islam and the Middle East. With the pacification of the southern stretches of the Sudan, we have brought order to a nation that has otherwise suffered under anarchy for so long, after civil war tore their government into a reckless and wasteful administration. While Bahrain is nothing of the same sort as was the Sudan, we consider the ascension of the emirate of Bahrain to be a great development in the security and peaceful order of the Middle East - save the scrouge of the encroaching threats by the Sistan Empire.

"I have many too mentions of that Empire, and I understand that it might draw some apprehensions in you. I am certain that no one in this room wants to draw the world into a war in the Middle East, and I maintain that the ALM Emirate seeks no war with Sistan. It will be thus their fall and their mistake to wage war upon the Emirate, as we have noted and staunch allies who support us. We have the opinion of the world with us. SIC reply: not in Bahrain - unfortunately, our supplies are limited to the local armory, which does not have sufficient supplies to afford a staging area. Elsewhere in the Emirate, we are in full supply.

The majority of the ALM fleet began moving out to the Port Said area, with limited patrols and vessels to remain at their parent port. In addition, the ALM Air Force has been ordered to mobilize its forces more quickly than the rest of the ALM Forces - in 24 hours. In 24 hours, ALM pilots are expected to be in the air making strikes against Sistani forces in Sudan. All air force units in the Sudan are have already began reconnaissance flights and will be engaging enemy forces upon contact.

"Ladies and Gentlemen, Honorable and Esteemed Secretary General of the United Nations, Fellow Delegates from around the world in the United Nations Security Council, other dignitaries with a vested interested in the proceedings in this Council, on behalf of Emir Jalal ibn Mahmud Abd-Allah Al-Misri, I give my sincerest welcome and most heart-felt gratitude that you have welcomed a voice of reason where reason has recently failed. It is with a hard heart that I send news from the people of the Emirate that this news of attack has dented our trust in the Sistan and Asherton – that they are a compassionate people, that they are willing to utilize all diplomatic channels to avoid hostilities, that they are a respectful people and likewise honorable nations with a dignity to acknowledge differences. Today, we have witnessed the true nature of the two nations that now threaten security in the Middle East and perhaps for the world itself.

I come with news, intelligence, and with some hope, that in this time, the United Nations can reason with the Sistani, to stop their senseless attacks and aggressions against the people of the Emirate, and of our allies, who are likely in their forefront to their military schemes. You have all probably heard of the news coming from the Gulf of Aden, where a tanker was sunk – without warning and without just cause. Sistan has admitted to this attack, yet they are not remorseful. Instead, they justify the sinking as a military cover-up by His Majesty’s Armed Forces, in which a large transport was traversing the seas – which are in the first place neutral and not within the domain or the legitimacy of the Persian Empire to secure and blockade. For the facts, the Emirate of Alif Laam Miim has approved the use of tankers for personal transport of company employees visiting and working in foreign countries – to avoid paying for airline tickets and other costly methods of transportation – to utilize tankers as a transport for these workers and citizens, as long as the ships are returning to their home port empty and unreserved. Such was the case, when our tanker was returning to Suez, with about 1500 workers returning home after disturbing news of possible conflict urged the company to recall its workers in Pakistan and India on the next available ship. The ship now lies at the bottom of the Gulf of Aden, about 50 kilometers off the coast of Yemen. Our Navy has yet to recover the vessel to investigate the absolute cause of the destruction – either by torpedo or by mine – and to make the just and right cause to lay the dead to rest in peace.

We have also received news of genocide from Ethiopia. Before Sistani and Asherton forces lined the border with the Sudan, an estimated 25,000 Ethiopian refugees created a camp, which our Armed Forces in the Sudan investigated and we supply their testimony here. According to the commanding officer present at the camp, he reported that numerous men were limbless and some castrated by crude methods. There were reports that many people have been decapitated and other butchered. The majority of these victims were Christians, more or less desecrated by forces from either Sistan, Asherton, or the both of them. While it is unlawful for such refugees to make camp inn the sovereign territory of the Emirate, General Abd-Allah Aziz has requested permission to grant amnesty to the refugees. Hereto, the Emir granted this and the 25,000 refugees were relocated to more secure facilities and attention near Khartoum, where our own reconstruction of the Sudan still continues. And the report continues to be staggering in the number and cruelty of atrocities occurring in Ethiopia, mostly to Christian men. This prompted the Ministry of Foreign Affairs to confront Asherton and Sistan to confirm these reports and furthermore to reconcile and resolve the crimes being perpetrated by the forces in the region. As we all know, their response was a declaration of war.

Genocide, reckless destruction of civilian vessels, and an unrighteous declaration of war; what more do we need to add? This is sufficient proof that neither Sistan nor Asherton are rightful members of the international community, and they furthermore prove their lack of resolve to be committed to diplomatic agreements and furthermore to peaceful endeavors, by opting to remain out of the affairs of the United Nations Security Council; even after the Secretary General had made its invitation to the world, they have yet to reply.

Moreover, ALM intelligence has revealed that there is a very possible connection to the government of the Persian Empire of Sistan and the extremist forces under the banner of the Arms of Allah – the group that had staged the attack in Riyadh. While the Arms of Allah continues its own war against the Yemeni government, several branches of the movement have been seen moving recently acquired Yemeni arms into Oman and Qatar, where they seek to topple those governments. Progress in Yemen has led to these confirmations, supplied by the Military Intelligence Forces of Arabicia. The only problem is explaining how Arms of Allah forces could be penetrating Qatar without crossing either Sistani territory or Arabician territory. According to intel, we have not only confirmed that Arms of Allah units are passively crossing Sistan, but we have also confirmed that Sistani vessels, positioned in the Gulf of Aden have been making regular stops in ports of Yemen – at least in those controlled by the Arms of Allah. Whereas Sistan has only had severe condemnation for Arabicia for fighting against the sovereign nation of Yemen, they have failed to mention that they were covertly supporting these armed radicals that have committed these atrocities in the southern quarters of the Arabian Peninsula.


With all that has happened in the Middle East, we are certainly surprised at the declaration of war – but upon reflection, we can see now that war has been the thought of the Persian Empire of Sistan since its inception. They waged a war against the former socialist government in Persia – they extended that war to the United Arab Emirates, and they continued to push it into Socotra. When there was no one else to subdue, they requested permission to seize Iraq and began fighting a war to secure the rest of Iraq from forces that had existed long before them. They then pursued them into Kuwait. Now, with news of Sistani aggression in Ethiopia and this current that they have wrought upon themselves, we can only conclude that Sistan is a nation of war. They have some corruption of the divine – to believe that their work is the work of Allah. But we know otherwise, as Islam would never condone what Sistan has done, and Islam worldwide supports this view. This is a war between the world that cherishes peace and order and the world that seeks war with all of its neighbors.

Yet, for all of that, the Emirate of Alif Laam Miim maintains an optimistic mood that peace will prevail. Under assurance by several nations, including those present in this body, we know that the world is not corrupted by the rhetoric of Sistan. We furthermore know that the world accepts that Sistan’s declaration of war is unrighteous and thus puts the burden of the pains and suffering it causes upon them. But again, as a peace-loving people, the Emirate shall be merciful to Sistan if they are willing to accept peace again. They must cease all action against the Emirate, our allies in the People’s Republic of Arabicia and the Kingdom of Kopparbergs, and all vessels seeking passage in the Gulf of Aden and the Strait of Hormuz. We furthermore implore them to cease their acts of genocide in Ethiopia and in other regions where our intelligence is limited. We implore them to cease aiding extremist forces in the Arabian Peninsula, and we implore them to abandon their hostile nature that has earned them this infamous reputation of a bellicose and unrighteous nation. We feel that these provisions can be secured to offer a lasting peace in the region, and furthermore bolstering the position in the Middle East as a safe and secure region.

Whereas, we offer these warnings in the event of war that proves to be costly. At the current moment, a number of 200 million lives exist in the regions that are to fall under war. The current statistic and proportion of trade passing through the region is astronomically high, such that any disruption of trade in the Red Sea and the Suez Canal could cost billions for the entire world. The amount of oil produced and traded from the Middle East covers over one-third of the global production of oil, and over 80% of the world’s export of crude oil. With all these things concluded, we can pray that order will prevail and the world can sleep more easily with conflict off its shoulders. But let us remind the United Nations Security Council that if Sistan refuses these protocols, or nothing of practical matter or of peace arrives in this organization, the Emirate of Alif Laam Miim will do all in its power to ensure the safety of its citizens, of its allies’ citizens, of citizens and civilians abroad under the oppressive regime in Ethiopia, and wherever there is a threat to our national security and to the general well-being of global security. Elements of the Tripoli Army Group loaded onto the ALM fleet in the Mediterranean and made headway for the islands of Crete and Malta, after the recent supposed acquisition of Cyprus by the Empire of Dweladelfia Prime.

Malta was swarmed by planes carrying leaflets,urging the people therein not to resist Emirate Forces as they sought to defend the population against future agressions. While many did heed the call, a large element of loyal Maltese forces resist ALM landings on the north side and through the ports. The action in Malta was rather swift and bloodless, although casualties are still present.

The Emir will be making a televised appearance later this evening, likely to offer his official stance on the circumstances around the events in the Mediterranean. Forces have yet to make any advance on Crete, although planes have been sent to drop leaflets over the island, to placate any resistance.

At the moment, the Suez Canal is nationalized, in so far as the canal is open to all traffic, except for those that are hostile to the Emirate. There is a base surcharge, but the profits work out such that the costs are nearly equivalent. If need be, the Emirate hike up the prices, but that wouldn't make many people happy.

In terms of ironing out the details, we would be more than glad to send a delegation to Cape Town - as we believe that the situation in the Emirate and our neighboring territories is still somewhat volatile at the moment. Sending a delegation to Nairobi would be inappropriate for the kind of work that such a conference entails.

In sum, we are glad that you accepted our proposal, and that such a proposal in extension shall proof to be mutually beneficial to both our states. We look forward to both our prosperity, and luck in your future campaigns. Should you require assistance, we will gladly oblige to send whatever aid we can provide.

Updates from ALM actions to pacify Sistani forces:

A final note of optimism, the Emiress has given birth to two young boys. The first boy to come out was rightfully named Aziz Abd as Salah al Malik ibn Mahmud Al Khalifa-Misri, and his name has been engraved into the annals of the Emirate history, as Crown Prince of the Emirate. His brother has been named Ismail Abd as Salah an Nasir Al Khalifa-Misri to similar ceremony. The newborns were cherished in their first seconds of life, and the words of wisdom were whispered to them, that the words of Allah may be yet still upon them in life and guide them in true wisdom and the charity of godly folk. The ceremony for the birth of the twins has been otherwise quiet, and its presence left the entire city in a mixed state of exuberant joy and solemn gratitude. The mosques were left open as if for Friday services, as the Imams issued their prayers and asked Allah's blessing upon their house. In addition, numerous temples and churches opened for services to commemorate the births, and virtually the entire country had stopped to pay respects at some point. Nonetheless, the children have been safeguarded at the moment, to prevent illness and other sickly ailments from plaguing the first precious moments of their life in the world. The Emir's family has yet to offer an official statement on this event.

The Emirate has concluded a $160million contract deal with HK for a complete Domestic Production Program, based primarily in Qattara. This has granted the Emirate capability to manufacture HK weapons under domestic production licenses.

Aziz Abd as Salah al Malik ibn Mahmud Al Khalifa-Misri - the Crown Prince - has been noted to be proficient scholar, while his brother -Ismail Abd as Salah an Nasir Al Khalifa-Misri - has been viewed to be a dutiful student. Allah's blessings continue astound the Royal Family with many surprises and gracious mercies.

Having settle it's affairs and determined it's place in the world, the various members of the Republic hereby wish to reestablish diplomatic relations with The Emirate. With Allah's blessings both The Emirate and the Republic of United Nations will be able to maintain these peaceful relations.

As a first step towards ensuring Peaceful relations between our countries, we request a meeting between our governments to discuss our roles in the new world order. Only through proper communication can we seek to avoid misunderstandings that can lead down the wrong path.

Prime Minister Willem Drees is just the President of the Republic for now, the President of the Republic rotates once a year to a new member of the Republic. So, for instance in one week RL time a new President will take over. This way, each member has a chance for their country to be heard better and for the Republic to see and try a different way. I think the motto, one for all and all for one best describes what the Republic stands for.

IC: The Emirate, in response to expanding problem of a limited armed force, has instituted recruitment orders for an additional 100,000 auxiliary forces to serve as National Police, Border Patrols, and other functions in support of domestic order and stability. The expansion of the Dubai docks:

The Emirate, in response to the growing pains of space travel among global partners, has announced an additional plan to develop a new space program, to be based in Djibouti, in the Abyssinian Protectorate. A site suitable for space launches will soon be decided by the General Staff and members of the scientific community, and a program will be thence decided. The objective of the program is not to bring competition with its neighbors, but moreorless to help keep the Emirate in line with the modern technology curve.

Projected costs and budget allotments for this project will soon be made available.

An economic survey in the Emirate raised a startling conclusion - the GDP per capita in the protectorate states was at least 60% lower than the national standard. Somewhat distraught at this discreptancy, the Ministry of Industry and Economy has pushed for an economic revitalization program [to be performed in conjunction with the current Emirate efforts to build the space program at Djibouti] to help boost the economic standards in the Protectorates of the Emirate. Among these discreptancies, the Protectorate State of Chad suffers the worst, with a GDP per capita of nearly $5000, compared to the Emirate standard of over $17000.

It has been confirmed that a series of explosions ripped through AL Qahirah's market square earlier today, creating a scene of mass panic during the evening prayers and rush hour. The Emir made a public appearance minutes after the bombings, in part to show solidarity with the people. Members of the Royal Family also made efforts to ease the pain and clean up the mess caused by the explosions, while the hospitals in the area were quickly filling up with the injured, dead, and dying victims.

At about 1654 local time, a bomb exploded near the Al Aqsa mosque at the center of a marketplace. The initial damages suggest 5 people died in the bombing, with dozens of injured lying around. Two minutes later, near a subway exit, a vending machine exploded, but no serious injuries were reported. At the same time, a man revealed a trigger on the market square. Local authorities were quick to react, but not before the trigger supposedly detonated a bomb at the center of the square, killing many victims and injured hundreds more. Another bomb blew near Al Gizah Boulevard, which started massive traffic jam, running back to the Nile. The last explosion fell at 1701, which tore through crowds trying to flee from the scene - at the entrance from the St. Catherine's Coptic Cathedral. Numbers are still coming in from these incidents, a great travesty and tragedy for the entire country.

As of the current moment, authorities have yet to conclude those responsible for the actions. Suspects range from remnants of the Arms of Allah faction in Yemen to those who committed the grave atrocities in Moorington [see this thread for details on that]. Given the relative peace in the Emirate, and furthermore the tranquility instilled for the past years of isolation, this abrupt crisis presents an unusual case.

Emir Jalal gave a few words at the scene of the bombings: "Those who expected to commit these crimes and pass smoothly in that darkness from which they came, they shall find no peace. As vile terrorists who seek to kill, their peace shall be wrested with the Allah's blessed judgment. They shown themselves to be heartless murderers, as they have attacked the people - not the Emirate itself, but its people - and shown no mercy to those innocents who perished this very day. If they can harbor no mercy for these people, then likewise we can reciprocate the very hostility that these people seek against us. May Allah's blessed wisdom heal the wounds of this day, and may it be with Allah the dead of all the faithful children of the Emirate. To those who died - Muslim, Christian, and alike - we offer our sincere apologies for not having prevented this, and we offer our sincere vows that the Emirate shall not rest until those responsible - dead or alive - are held to the judgment of the Emirate and of Allah's will. They who seek destruction will be destroyed themselves! They who seek to inflict pain and oppression shall feel the blades of our wrath before being committed to judgment! In all of these things, we pray Allah's mercy for these criminals, because Allah knows that we shall harbor none for them. And may Allah's peace return to us, the faithful children of the rightly guide way."

The intelligence community in the Emirate has stepped up efforts to apprehend those responsible and to bring justice to the criminals, wherever, whenever, or however they may be found.

The Emirate Ministry of Defense has made plans to send mobilized patrol groups in the Suez Canal, Bab el Mandeb, and the Straits of Hormuz, to protect our sovereign waters from infringements by military vessels involved in the Americas dispute conflict. Air force patrols are to accompany these patrols, to be completed in one week's time.

These deployments are again asserted as parts of Emirate declarations to remain strictly neutral in the conflict. Civilian vessels from all factions are still granted access through these naval territorial domains.

The Emirate has granted permission to the Al Arabiyya Oil Company to sell 500,000 bbl/day over a minimum period of 1 year, which can be extended after that if the contract works to our mutual benefit. Since this is our first official Earth V sale of oil, we will offer a low rate of $40 per bbl [RL prices tend to hover around $60 nowadays, I think... anyways, it's still a discount from RL of sorts...]. Given this agreement, the price of this exchange is set at $20,000,000 per day [the annual rate is $7,300,000,000]

Here, the Company offers you some options:

1 - If we find our business to be worthwhile, we will offer you a refund of $1,000,000,000 from the gross annual price;

2 - If your government finds it difficult to procure the finances for this purchase, we can accept an exchange of other products, to be reimbursed in equal amount for the price [meaning if you wish to sell me something worth $7.3bil, we can consider a simple trade for the one and other].

3 - If you terminate this contract before the one year period has expired, we will incur a penalty of $50,000,000 for its termination. If we terminate the contract before the one year period has expired, we will refund a maximum of $500,000,000 for its termination. The Emirate has granted permission to the Al Arabiyya Oil Company to sell 500,000 bbl/day over a minimum period of 1 year, which can be extended after that if the contract works to our mutual benefit. Since this is our first official Earth V sale of oil, we will offer a low rate of $40 per bbl. Given this agreement, the price of this exchange is set at $20,000,000 per day [the annual rate is $7,300,000,000]

Here, the Company offers you some options:

1 - If we find our business to be worthwhile, we will offer you a refund of $1,000,000,000 from the gross annual price;

A number of interior ministry details to follow:

The Ministry of Religion and Faith has universally declared subsidies to all mosques and centers of Islamic learning and understanding are to receive grants from the Ministry. To attain this, the Ministry has established a bulk sum of funds - roughly $300bil - to distribute to the mosques around the country. Additionally, all hospitals are to receive government support, totaling $100bil from the Ministry. All other religious centers must apply to receive stipends for extraneous matters. In addition, there are plans in the Ministry to establish an official College of Imams, to discuss matters of Islamic faith and provide a central dialectic challenge to the doctrines of radical Islamist theology, which breathe the flames of extremists. There are also councils being formed to allow for the genuine freedom of religious expression - regardless of the faith. Those of primary concern are those among the Coptic Christian and Judaic communities, with some significant focus on other Christian groups and animist communities as well.

The Ministry of Domestic Affairs has listed the "Jaysh al-Inqadh al-Haqq Arabiyya al-Dar al-Islam" Organization as a terrorist and outlawed extremist organization. As such, all citizens claiming affiliation to this group have irreversibly revoked their citizenship in the Emirate and are unable to receive benefits of its services. In addition, these people may be seized for interrogation, to uncover further plots and to aid in eliminating the threat it presents to the Emirate. Those who cooperate with the Emirate will be granted amnesty, while those who refuse shall be judged by the Emir himself to the adequate punishment for their actions.

The Ministry of Charity and Hajj has declared a grant of $200bil for purposes of refurnishing medical establishments and services [bringing the total to $300bil]. This is to be considered a permanent annual contribution to the health care system in the Emirate.

The Ministry of Defense has announced plans to completely integrate the Armed Forces of the Emirate into one central command, instead of its current divided chain of command, to provide a more concrete response to national threats [especially concerning the present crisis involving the extremist faction responsible for the attacks in Al Qahirah and Gaza recently. The Ministry of Defense will retain the operational control established presently, to allow the Protectorates to retain their status of subsidiary states of the Emirate, and thus remain responsible for their own defense.

Another matter that concerns me is the blatant disregard for the safety, the livelihood, and the security of those citizens inhabiting the Southern Indian Ocean. Just recently, seismologists detected another explosion there on one of the islands, and it has been confirmed through other sources that a nuclear device has been exploded within RUN territory. This is the third travesty that continues to poison our lands while the RUN reaps the benefits of the illusive securities that nuclear weapons present to the state.

And I address my grievances to the RUN - the first being the nature of their tests, the second being the secrecy behind these tests, and the third being their blatant disregard for the sovereignty of those inhabiting those islands, and the countries nearby. The first - I have been distressed every time I hear of rumors of nuclear war, especially since the dastardly attack on the UARCA some time ago. I felt that the RUN was a sensible state, and would actively pursue a weapons program. Yet lo and behold, they have come out declaring their nuclear capabilities - only after they had exploded a weapon. I could tolerate the first explosion, considering the weight of the conflicts in security that they face in other spheres. But my second grievance concerns their active secrecy in providing these tests, all within the Indian Ocean. Emirate territory is not far from these islands that they use, and I have sent numerous officials to monitor the radiation levels there. Thankfully, they have not peaked significantly, but I grow more worrisome with every new attack, and I am not certain when the next one will occur. If a next one will occur - which I hope to be the case. The RUN has given no warning to their tests and they have wasted the patience of my government, my people, and myself. I received numerous letters from my people demanding that we void the treaty that was signed recently. I disregarded their calls, as I felt it was natural for the RUN to consider something as this to be necessary for their security. I tolerated the second bomb.

Now, I wake up to find another explosion in the backyard of Africa, and it has boiled my tolerance of these attacks. They have never declared their tests, to give warning to neighboring countries, they have not given sufficient thought to the people inhabiting the periphery of the blasts, and they have given to a selfish and self-destructive quest for security in the world. I have tolerated enough nuclear explosions, and I now make my plea to their government, if they will even consider it.

As Emir of the ALM Coalition, I demand that the RUN cease all nuclear tests in the Indian Ocean or any periphery of the African continent. Only by this acquiescence will be satisfied. Otherwise, I will be forced incur a penalty upon the RUN. They have not made sufficient effort to consider our grievances, they have not given warning, they have not pursued policies aimed at the stabilization of our country, choosing instead to gain their own security at the detriment of our own. If they choose to bomb another bomb - without our consultation and approval in advance - they will considerably void their own treaty by the said action.

At the moment, the Emirate plans no military response to the RUN's actions, and we are still hoping that the sensible ranks in the RUN will plead with themselves to consult with us and to address our grievances. I do not aim to make matters worse by completely ignoring their side as they have ours - I am offering the last chance to extend an olive branch, a battered branch with no leaves left. It is the last that I offer, and I sincerely hope that the RUN will take it at full opportunity, so as to continue cultivating good relations. However, if things come out as the worst possible conclusion, we give full warning that it will be our full and undeterred objective to disarm the RUN and its constituent states of nuclear weapons, as they have neither demonstrated restrain in their usage - for testing and otherwise - nor responsibility, as they have presented these tests in sovereign domains that present to them no absolutely clear problem to their mainland, and of their wishes. I can only empathize with the Republican state in Madagascar, as they have received the brunt of these nuclear blasts, and it is not right or fitting to expose one state to its harms at the benefit of all the other states.

If things should fall for the worst, that the RUN would ignore my calls to conference with them, and in consultation decide the termination of these tests in the African periphery, I want the world to know and acknowledge that the RUN shall be responsible for the diplomatic results of their actions, and that furthermore the Emirate and its constituent states shall be fully absolved of those responsibilities. I pray Allah's blessings upon you, and I can only hope that they are in full accord with the peace and harmony that Allah promises to us all."

SIC:The RUN has heard your calls and accepts your olive branch of Peace. The RUN has no desire to make an enemy out of dear friend. The Republic is in fact confused by some of your public statements. For one, the Republic took every concern for the safety, the livelihood, and the security of those citizens inhabiting the Southern Indian Ocean. The Test site in the south Indian Ocean was chosen exactly for that reason. The islands where the testing, limited testing took place are located at least a thousand miles from any Major population centers and thousands of miles from the African or Asia coasts. Second, all nations were notified months ahead of time about the coming test. [OCC-I have an IC post declaring as much.] Third, the risk to any territory of the Emir's is limited at worse to non-existent at best. We have been monitoring the area carefully sense the last test and yet to detect any major problems. The low yield of the weapon test was designed for exactly that purpose. To limit the amount of area exposed to radiation fall out. So, far radiation levels have remained normal around Sri Lanka and Madagascar-both Republican nations are closer to the test site then any Emirate territory.

The Emir need not demand the RUN to cease testing in the Indian Ocean. The RUN has cease testing on it's own, the Republic will be conducting no more nuclear tests in the area for the foreseeable future. We are sorry if we haven't made in your eyes a sufficient effort to address your grievances. If, there is anyway we can address those grievances now- we are listening.

Let the Republic make one thing clear, if any nation threatens the peace and harmony that Allah has been kind enough to bless unto us. The Republic will use every weapon in it's powers including Nuclear Weapons to protect and secure for future generations living in the Republic the right to live in peace. The Republic will do whatever it takes to uphold the freedoms it so cherishes, treaties be damned. The Republic may not start the war, but it will surely end it and end it for good.

We must thank your government for making the sensible decision to speaking with us, as is in the convents of our treaty.

However, we make a vehement protest to your actions, which seemingly have been all ignoring the sanctions in place in Africa and the Indian Ocean. For one, we realize the sparse population of those islands inhabited in the Indian Ocean - specifically upon those islands where tests are being conducted. Yet we must emphasize that the average person - lest he be well-informed at all times of the consequences of a nuclear explosion - will not be allayed by your comments. The public fear of the RUN - for specifically, of a nuclear accident near or within the vicinity of the Emirate - has grown tremendously. I have consulted with the Prime Minister of Abyssinia, who has claimed that since your first test, over 500,000 people called the government offices there over the course of the following week, nearly all of them unanimous in their calls to disarm the RUN.

I'm going to be pragmatic - I don't care if you have nuclear weapons, as long as you use them responsibly. I have instructed them to dismiss the calls, and assuage their fears. Then, the second test - even closer to home - brought over a million calls. Even after your warnings, we received a great number of calls, more so because it happened than they didn't know of it. Considering the population in the Abyssinian Protectorate only numbers around 100 million, that supposes that at least 1% of the people inhabiting that region is upset with the nuclear tests. I try not to play with statistics, but I happen to become very concerned that you can play with the numbers a little bit and find something there. It was then that your own state of Equatorial Guinea voted to quit the RUN - and only one can guess why they voted to do so. To better relay this situation, they went from one state - that was flaunting nuclear tests in the Indian Ocean - to another state, which had thence declared a nuclear free zone in the whole of the African continent. And Allah only knows if they fare better with Kopparbergs than with the RUN.

But digress - they had their own motives, and I presume much. My gravest concern comes to the most recent of these tests. After much vocal discussion over the medias between your government and the government of Sharina, we witnessed perhaps the largest explosion yet, and I cannot tell you how many people called. I even had the offices in Chad booked completely with complaints, and I can guarantee that not everyone called, telegrammed, wrote letters, sent electronic messages, chat rooms flared, and every sort of communication expressing their discontent - to put it softly, as there were groups chiding for jihad.

It is in lieu of these remarks - first that the RUN has pledged itself to peace while preparing an arsenal of destructive weapons, second that the RUN has claimed to aiming for the protection of its sovereignty, while only decreasing it, and third that the RUN has claimed to be a defender of the peace while vigorously pressuring innocents and their governments into unfathomable fears - that the Emirate has resorted to these demands: the first, that the RUN vows not to conduct any tests in the Indian Ocean without the explicit consent of all neighbors in the vicinity of those tests within 2000 miles; the second that the RUN vows not to conduct nuclear tests anywhere without giving at least 48 hours notice, to up to one week; and the third that the RUN vows to restrain itself from using its nuclear arsenal under any circumstance, save the point of oblivion.

Why I mention this - you are well aware of the situation in the Americas, and in the organization Sharina hosts currently lies an African ally. We support the Boer Republik fully in their quest to preserve their security, realizing that it at times conflicts with our support for the RUN's quest for security. Having realized this, the Emirate now acknowledges that there are covert programs within the Boer Republik to rekindle a nuclear program - something that the Emirate detests absolutely, as it now presents to the Emirate a situation of insecurity. Your current flamboyance in your nuclear tests, not far from the Boer Republik itself, only helps to confirm these fears - and while the radiation may never come to letahl doses, while the explosions may never harm us, while the bombs may stay away, your nuclear tests only help to create a rift in a precocious region of the world. And so far, we have not seen any proof of reaction from the Boer Republik, but as it has been often the case, the Boer Republik resorts to secrecy often, and we cannot always confirm the status of their government's reaction.

If that weren't enough, we have concerns that one of our allies - Vineyard - is growing a bit too pretentious, and may interpret your tests in a negative light. We understand a bit of the nature of our ally, and we understand that a accident would be enough to convince them to commit to the action. It is a much more delicate situation than what your government could imagine - being seated on a continent thousands of miles away, with the stresses of America and Europe coming. If your government wishes to Africa out of the picture, they will do well to cease their tests without the consent of those neighboring, because the tests do affect us all, more so than you could imagine.

The fact is that the world has grown much more delicate, with the pool of nuclear weapons states growing, and it has been hard to justify to the people why we shouldn't engage in the barbarism. They say that it is in the interests of national security, but I fear worse from losing control of them. Hence, the RUN must foremost realize that the Emirate cannot and will not tolerate another test in the Indian Ocean, or even near the continent of Africa. And trust me, I would rather say this now than say worse later.

And for the sake of those who invoke Allah already, do not use that name in vain, for it is a blasphemy as one who does not actively proclaim the Faith. It will only stir to anger those who have other interpretations of the Sharia and the Quran. And if your government truly cherishes freedom, then they will indeed sacrifice their nuclear arsenal, as then they become a slave to it - its power captivating those who use it and those who seek to wield it. But I do not think that I will have the liberty to convince your otherwise to abandon those pursuits, and hence I must leave this demand with you - the three that have been stated: (1) the RUN will not test nuclear weapons in the Indian Ocean without the consent of those states nearby within 2000 miles of the site, (2) the RUN will always give warning within 48 hour to 1 week of their intentions to detonate a weapon for test, and (3) that the RUN will always be responsible for their actions and policies concerning the use of nuclear weapons.

Before I reply to your new message there are a few things I want to point out that I find hard to believe, I.E. are not realistic with how the real world works and second, I have no idea what you are referring to.


I'm aware of no sanctions not allowing the testing of Nuclear Weapons in Africa and in Asia (Indian Ocean). I know their's a resolution to ban Nuclear Weapons from Africa. However, that still doesn't apply to me as I tested them in the past, in the South Indian Ocean and for that matter the ban has yet to come into effect.
Over 500,000 people? Over a single test, that I find highly unlikely. Then you say over a million, that's even harder to believe. I don't recall millions protesting the Nuclear Testing-Russia, China, India, the United States, France, United Kingdom so on... did over a 20 year period. As, for the Public fear of a Nuclear Accident-well I'm sure there is some fear with some people, but not 1% of a population that has never even seen a Nuclear Power Plant (I don't recall you having a Nuclear Program from what I'm getting about your governments distrust of anything Nuclear). Unlike, the Republic which has operated Nuclear Power Plants for decades without any problems. So, in reality I doubt anyone is calling your government to disarm us. In fact, the Quran states "Fight in the way of God those who fight you, but do not begin hostilities; God does not like the aggressor" (2:190[That's one person interpretation, there are others but, they say the same thing pretty much just different wording. If, you haven't guess- I've been reading a book on Islam. Interesting to say the least, it's a really good book.] In, fact most of the Republic's power is derived from Nuclear Power. During the time of the Iberian Netherlands no less then 10 new modern Nuclear Power plants were built. That's Generation III or Generation III+ for your information.
Closer to home? Run that one by me again, how can it be closer when both tests were done at the same exact location on the North Keeling Island, which is part of the Cocos Islands. I've only done two tests and both of them were at the exact same location. One, was just a slight higher yield. 20 kT for the first test and a single 100 kT for the second test. You describe it as if I have done dozens of tests and some of them in Africa. Chad? Why the hell would Chad care? Listen, if you as roleplaying for the Emirate government is opposed to the tests or any Nuclear Tests of any kind. Just come out and say your government is opposed to any Nuclear Testing what's so ever. Stating that millions of your people are ready to go to war with the Republic over two single tests that are no threat to you in anyway makes no sense, there is not a single real life example to confirm that.

Actually, Allah is Arabic for "God". And when the Quran refers to the God of the Jews, Christians and Muslims all in the same way as Allah or "God". Hence, the saying. There is only one God. "Our God and your God are the same; and it is to Him we submit" (29:46). Adding to that, most of my countries have a Muslim population living within the coutry. In fact, some of the coutries I role-play have a signigcant percent of the population that believes in Islam. 7% of the population of Sri Lanka and Madagascar are Muslims. 3% in the Netherlands, the list goes on. So, with respect to invoking Allah-I did so with the up most respect in mind for all Muslims including those living in the Republic. So, your right-you better not use that name in vain least it stir those to anger living in the Republic, which is why the Republic wishes to maintain close ties with the Emirate.
Last point- You Demand! What gives you the right to demand. How would you like it if I said, I demand you kick Vineyard out of the RSA or else? From my point of view it's the same thing. Countries don't responded well to demands. So, Unless you want a not so nice reply I would advise you to edit that out with something more respectful. Such as, The Emirate kindly asks the Republic of the United Nations to consult with us and any other nations in Africa before conducting any future Nuclear tests. Much better huh? Next, your first point is invalid not counting the point I brought up above. The nearest territory of yours is Somalia and that is over 3,000 miles away from the test site. :confused: So, I have no idea what your trying to get at.

1 - ICly, my country recognizes the the Nuclear-free zone in Africa, and in particular views the tests as a violation of this declaration, which has not officially been ratified in the RUN, I believe. It also perceives that Kopparbergs's evident denuclearification (?) is currently ongoing and thus presents the basis for a nuclear-free zone pact's activity and legitimacy.

2 - ICly, that's just numbers that got awry after a mostly unaware country got bombarded with phone calls and as with all hastened documents, stats can be "tweaked" to suit the situation. Whether you want/can/wish to perceive them the same way is your matter; the one thing that I can say is that ICly a lot of people did call, and to the Emir, seemed like the majority of his country, noting that public opinion polls have not been submitted to interpretation yet, so, the truth is that there is not way to validate these stats [yet again, it can't prove it wrong, but it can't disprove it either].

3 - Again, an IC interpretation. Although the last bomb [Test C] was detonated in Mauritius, which is significantly closer to the Emirate than in the Cocos Islands, which not far off the coast of Australia - something no one ever seemed to mention until I actually figured where the two island groups were in comparison to Africa - the Emirate does not share the same intelligence as does the RUN, especially in matters of human intelligence. It is therefore right for me to state this things, and it is equally right for the RUN point out these accusations as false and present to the Emirate the proof - an effort on your government to be open and explicative to the Emirate and lead to a greater understanding between our two governments. That said, I didn't anticipate that my remarks would be excessively wrong...

In terms of my governments opposition to nuclear tests, that is true, but then the Emirate does not believe in "policing" the domestic policies of other nations unless when seemingly threatened by others. 4 - I understand the meaning of jihad, but I do not say that my government was not ready to declare jihad upon you. In fact, he wasn't even threatening you with war. The only reference to jihad was the fact that some [not the majority or even a lot] of the people in his country are considering performing and declaring jihad in retaliation. The last time my country declared jihad was in 1952, when the ALM coalition fought against the British [in this alternative history run] to free the Emirate from British interventions of that era. A peace was declared when the British agreed to forgo all prior claims and exploits in Egypt and recognized the leader of the ALM Coalition as the legitimate ruler of Egypt [which included Egypt, Libya, and Northern Sudan...]. Since then, the Emirs [only two of them so far...] have declined using jihad as a political tool, saying that the war against the British was a war to protect their religious freedom - not against the British themselves [I'm not sure what jihad that would be, but I'm not a student of jihad...]. So for my government to declare jihad upon your government for detonating nukes would be wrong by all of the standards that I had created in my country.

I'm not saying this as "a matter of fact" explanation, but as expecting you not to know the historical precedence of jihad in my officially Islamic country. And even if it isn't jihad, I still wouldn't declare war on you, because my country is strictly in the mode to defend itself from explicit aggression, as was with the case in Sistan [who sunk and admitted to sinking one of my oil tankers in the Red Sea]. So this aggressive diplomacy is not a pre-text to war [in fact, it's a pre-text to something that I perceive to be worse].

5 - In reference to Allah, my leader is trying to be careful by using the word Allah, because he's already mentioned that people are considering jihad for you testing nukes - if people learn that you are invoking the name of God to justify testing nukes, that will certainly turn some people overboard. It's not a preference of theological application, but more a politically placed warning and request.

6 - Demands - that is a harsh word. But do realize that this being IC - the Emir is probably in heat [not as a woman...] about the situation and wants to make sure that the aggressively placed request [i.e. demand] is understood to be a stark and clear indication of an either/or decision. This is clearly and equally abated by the fact that I believe that you are at the close of your nuclear tests [or am I wrong in that ooc perception?]. Of course, the demand itself is more or less a test of assertiveness - whether the demand itself will make way for a perception in the RUN to a more hostile or a more aggressive personality is one matter that I leave to you to resolve.

I hope that this clarifies a lot of your problems. If there is anything more wanting explanation, simply ask and I'll try to answer them carefully. And just for preference, we can leave these ooc comments here, because I'd like to see more posts in here anyway :D - and with all that is going on in the other thread, I wouldn't want this to complicate it. OCC: I hope not, my time is limited as it is. It, it does that would make me :(

1. Ok, didn't know about a Nuclear Free Zone in Africa. The Republic though agrees with most of the declaration it disagrees with others, hence it would be unable to sign. The Republic fully supports everything Nuclear, Nuclear Power, Nuclear research, Nuclear medicine, Nuclear Weapons as a possible way of maintain peace. Look at this way, a nation stupid enough to enter a full scale war with us (The Republic) is stupid enough to risk having their cities and country leveled and thereby having the Republic cities and country leveled. The Republic is fully willing to commit to the use of Nuclear weapons to prevent war as in Mutual assured destruction (MAD). If our enemies know were fully willing to take it to the next level, would they so be willing to start a war that will in all possibility escalate into a Nuclear War. The Cold War is a good example. Neither the United States/NATO nor the Soviet Union/Warsaw Pact ever risked going into conventional war against each other because both sides knew Nuclear Weapons would be used and that would lead down a very dark path. The doctrine further assumes that neither side will dare to launch a first strike because the other side will launch on warning (also called fail-deadly) or with secondary forces (second strike) resulting in the destruction of both parties. The payoff of this doctrine is expected to be a tense but stable peace. If, I'm willing to dare to launch the first strike, is Sharina or Vineyard, or Great Romeo willing to risk taking it to the next step. So, none of us may get along, but a peace will still be maintained. The Republic is willing to do whatever it takes to maintain Peace even if that means risking the entire world to a Nuclear Winter. Hence, now you know my reason for deploying Nuclear Weapons. Who knows my logic might be right or it might be wrong, but as in real life only time will tell. Though you have to agree it surely, does spice things up huh, which was my whole point of declaring myself a Nuclear State. Sorry, for the long reply to number 1.

3. Um, you might want to re-read those posts again because I never detonated a Nuclear Weapon in Mauritius. I've done only three tests and only two of them were Nuclear. Test B-was the testing of the Missile that delivers the warheads. It was a single Missile and it was UNARMED-I.E. it had no Nuclear Weapon as a payload. I say again, it was a non-nuclear test of the guidance system for the missile. Had to make sure everything worked properly before I dare launch a Missile that was armed. That came a few days later in Test C, the final test. The Sub launching the Missile was in position off Mauritius, however Mauritius was not the target. If, it was I just killed over 500,000 people for no reason. I know I didn't kill them, as the test site was and still is if Nuclear Testing ever resumes (which it won't it all likelihood) North Keeling Island, which is part of the Cocos Islands. So, it's good I made occ replies to that so could clear up the confusion ahead of time. When, I finally put up my IC post, I inform you IC where the test site is and about the Islands and what’s near it. As stated above, the first test [TEST A was a 20 kT explosion while Test B was just the M45 Missile itself with no payload and Test C was the M45 Missile with a single 100 kT payload. The M45 Missile is capable of carry 6 100 kT warheads. I had it armed with just one.

In fact, it cleared them all up. Minus of course some of the corrections I made concerning your false statements about my Nuclear Testing. I don't know IC, if you understand or not that no Nuclear Testing was done in Africa. OCC, hopefully you do understand. We understand if you cannot see the logic in testing and pursing Nuclear Weapons, but you are among a few states that can claim that right. Reports coming to use clearly indicated that both the Boer Republic and the Vineyard Empire were pursuing their own Nuclear Program and some already possessing Nuclear Weapons, though limited in quality as such is the case with the Vineyard Empire. Both, of those nations in question have shown themselves to be a direct threat to the Republic and it's friends and allies including the Emirate. Both, nations have pursued single minded polices aimed at the destruction of the Republic. The Republic could not ignore that threat for any longer and such started it's weaponzation program. The Republic desires peace, however experience has shown that peace never comes without a price. In, the end the Republic is willing to pay that price whatever it might be to secure that peace. If, by threatening the end of the world that Peace is bought then so be it.

The Republic meant no disrespect when invoking "Allah". There are many in the Republic that believe in Islam, “Allah” and his prophet Muhammad. It was to them, out of respect that the Republic referred to when invoking the greatness of "Allah".

The Emirate has increased it internal defense indication to Gim - the highest non-war status. The Defense Ministry cited interests to quell terrorist actions in the Emirate and otherwise distressing expansions of the war abroad to areas closer to home as reasons.

The Emirate Docks in Dubai have received construction orders to build 2 Charles de Gaulle carriers, under license production from the UCF and 5 La Fayette Frigates to be constructed in the following scheme:

Charles de Gaulle - 10 years [5 years for first construction, 5 years for next]

La Fayette - 10 years [2 years for each construction]

Delays are expected, but all eyes are hopeful that the Emirate can begin its own domestic production of new vessels.

News has come from the Space Launch of the An-Nur Rocket - Launch IV - has confirmed that the Emir Jalal has been shot. No further details can be given at this moment, but as precautionary measures, Prime Minister Adobo Hallesie has ordered the city in lockdown, with the 2nd Abyssinian Division to assist in efforts with the National Guard, National Security Forces, and Coast Guard to capture the assailants promptly.

With the war now a receding memory and both the Vineyardian Empire and the Boer Republik long gone, the Republic would like to reopen discussions on the fuel rights for Bangladesh, Sri Lanka and Madagascar. We would also like to add the following nations of Comoros, Mauritius, Mayotte, Reunion and Seychelles to the discussions.

The following list is what the Republic would like to acquire from the Emirate.
