As the lumbering Megalopolis slept, the very heart of the Schultarian political machine was ablaze with frenetic light and vigor. In every hall dozens of pages, interns, and assorted low-level bureaucrats scurried without any order or design, and in cramped workrooms within the rigidly windowless and sterile basement to the crowning spires of flowing onyx and shimmering crystal atop the vast monument of steel and stone not a soul stood idle. Those who could afford some leisure wandered out to the high rise courtyards for conversation and small meals in defiance of the silent city's illusion of night while deep within the lower floors hushed voices and burly valets flanked the vast mahogany and oaken paneled Directorate chambers, thick black suits muffling the clink of lead and steel from a multitude of pistols and submachine guns trained to act without remorse.

The building's mood exuded tension, and it showed in the faces of those who had volunteered their industry to serve the Schultarian Directorate. Beneath the breath of every one of the thousands who had stayed behind concern and anticipation floated from lips to silent and invisible ears locked within minds that could not respond. Even with feelings running as tense and strenuous as the situation imposed, the overall atmosphere was a feeling of great charity and selfless devotion. Few of the employees, if any, had opted for extensions monetarily or otherwise as Schultaria Prime's multi-billion citizens slowly slept and aged into the early morning hours. The domestic staff, whose required work normally ended a few hours after their white-collared and robed counterparts left each working day, also volunteered their precious time with family and friends to help tend to the needs of the beleaguered officials. Of course none of the faceless mass toiling within the federal monolith expected to earn any praise, respect, or acknowledgement from the endless litany of lives they would invariably change; then again, most of them believed their efforts would be rewarded in pride and adulation for generations to come.

Those most privy to the activity knew to be more cynical of the results...

Seven months had leveled a heavy toll on the government, but predominantly Central Director Elliot Schultz: two herniated spinal discs, growing arthritis in his fingers, severe loss in stamina, and the symptoms of clinically serious heart disease cropped up in such rapidity and severity that many prominent government officials had been preparing for Elliot's possible resignation, only to be proven too politically ambitious against the Central Director's resolve. With a long and frustrating recovery following batteries of exploratory operations, inquiries made by the central government concluded the health problems incurred by the six decade old leader were decidedly stress related, especially after nearly three decades of service guiding the state's most ambitious international projects. Despite the insistence of Schultz and his Directorial counterparts Joan Covey and Sarnow Haarvekord that the concerns of their position were not enough to promote the Central Director's ill effects, the Constitutional Court and National Assembly convened in unanimity: day to day operations would be delegated, if not permanently removed, from the direct intervention of the Directors and placed in the hands of Directorate appointed ministers.

-Central Director's Office: Early Next Morning

Schultarian society, held in check by the three meter high plate glass windows of the Directorate, awoke Central Director Elliot Schultz who became enveloped deep within the folds of his old, soft, black synthleather chair. Stirring to consciousness, the aging head of state attempted to curb his sounds under the subdued conversations of the several dozen guards and secret service members standing beyond his door. "This'll be a rather uneventful day," he thought with a mental smirk as he noticed the blanket of reports and memoranda he had collapsed under late the previous evening; "as uneventful as maybe combat or a revolution can provide." Carefully peeling his impromptu comforter of electronic and bio plastic papers, he pried himself from his sleeping position to approach the vast windows overlooking the capital. Beneath the seventh story of the artistic and aesthetic splendor of his office, Elliot stared at the thousands beginning their lives for the day unaware of the efforts undertaken the previous night. He began to well with tears, of joy, at the new day. He knew that Schultaria Prime would bring themselves back into the fray of international politics, and that the actions of the thousands who toiled into the early morning hours would be the catalyst of desperately needed change.

A soft knock at the massive wooden and iron-inlaid doors jostled the Head of State from his morning contemplation. Sneaking quietly past the threshold, Director Haarvekord slipped inside the office with cat like stealth and dexterity unbecoming of his normally demure attitudes. As he quickly took a chair at the head of Elliot's massive work desk, Sarnow relaxed his composure like a prisoner relishing a breath of ill-gotten freedom.

"Well, what brings you to my office acting more like a spy than a friend," replied an unsteady, but humored, Central Director, "you trying to scope out the furniture you want to keep if you get the office next election?"

Sarnow sighed as he reclined in the memory chair, its silvery steel frame bending and contorting to fit the Director's posture, "I wish that was the case, but I believe you're missing one factor: the rest of the damn government. The way you've been carrying yourself with your health problems..."

"Your damn right the rest of the government has been itching to whittle away at us, but don't bring my health in question," cut off the Central Director in caustic anger to his counterpart, "my health has only been an excuse, a convenient propaganda tool as it would seem, to try and bring the executive under their reigns since my predecessor Harlen took reigns over the economy and foreign policy. Yes you can say that I may be a bit... limited in carrying myself since the tragic Firestorm of Famine, but godamnit I'll keep working for those people outside until they and not the damn DiAL party tells me otherwise!" Emotionally charged and livid, a twinge of lingering pain struck the Central Director's back confining his pacing tirade from the polished granite and hardwood floor to his Spartan office chair. "I swear the doctors who worked on me didn't know what they were doing, or perhaps they might have been on the payroll of the Corporatist Oligarchs," Elliot said with a sly facetiousness.

"All things aside Cent... Elliot, we need to show an outlet that the Directorate isn't just a curiosity or a triumvirate of figureheads. Perhaps it might be best to foster the National Assembly's resolutions for cabinet ministries with our full support while drumming up some international clout to show that we still hold a part of the political deck."

"I like your thinking Sarnow," Central Director Schultz replied after a brief respite to survey Haarvekord's solution, "call Director Covey for a meeting in fifteen minutes and warm up the press corps and Hifex wires. We'll have the first move before the Assembly can convene for morning session."

After many arduous months addressing concerns of serious internal significance we, the three Directors of the United Socialist States of Schultaria Prime (USSSP), would like to announce the expansion and diversification of our national political and diplomatic assets in light of our unfortunate severing of key international diplomatic ties. Following the Firestorm of Famine, which damaged or outright destroyed nearly fifteen percent of the nation's agricultural surplus, and Central Director Schultz's ill health, the decay in active interaction with the international community has been a regrettable and entirely unnecessary byproduct of such critical events. Although several key nations have offered us tremendous amounts of support and aid of both material goods and otherwise intangible shows of solidarity, the preoccupation of our government to keep with the responsibility of appropriately feeding several hundred million citizens directly impacted by the Firestorm disaster has left scant little time to show our measures of gratitude; as such we apologize for our lack of oversight, and thank all of you profusely for your continued assistance.

It is time, however, to bring ourselves out of our carelessly fostered isolation and allow Schultaria Prime to be brought back into synchronization with the rest of the international community. As we are sure that our friends and allies have undoubtedly altered their domestic and foreign policies since our absence, we have made a few subtle alterations to accommodate our nation's unremitting population growth.

1. The Schultarian Defense Forces (Schultaria Kamor Collabraci) has been expanded, in some cases considerably, to increase flexibility in responding to physical crises within the legally defined borders of the United Socialist States of Schultaria Prime and the Protectorate of Islandia Schultaria. In response to this increase, the overall funding of the SKC will not deviate considerably from current levels but will be staged to accommodate the influx of new military personnel. From initial allocation increases providing more demanding training regimens to a later increase in defense research, the Defense Forces will provide the same level of professional quality with a larger size and smaller per budget per soldier.

2. In an effort to preserve a balance of fair trade, the government of the USSSP will be conducting a complete and thorough audit of all international trade conducted by the state. With the assistance of the State Industries of Schultaria Prime: Designwerks, the Schultarian Intelligence Directorate, and the Ministry of State, Schultaria Prime's current tariff and trade restriction policies will be dramatically altered on a per nation basis. Those nations viewed as holding severe prohibitions on civil liberties, government transparency and participation, basic protections on intellectual properties, or the fostering of basic rights for working individuals will be subject to severe fiscal limitations both in the spheres of Schultarian Banking and the open marketplace.

3. Following the Firestorm of Famine, the USSSP has allocated nearly thirty billion Schultarian Merlons (54.42 billion USD) towards the fostering of an international institute geared exclusively towards the study and manipulation of climate and agricultural phenomena to better benefit human use. This institute, funded by the Schultarian Government, is the first in a series of research facilities in the design stage by Schultaria Prime to help promote the need for collective scientific effort through open discussion with a variety of academic disciplines and national cultures.

4. Recent developments in the declining health of Central Director Elliot Schultz has made it prevalent that although the triumvirate system of the Schultarian Executive Branch is capable of working without its leader, the impositions placed on a leader in helping to best manage a safe and free environment for over five billion documented citizens is extremely taxing. Thus, in collaboration with the Constitutional Court and the National Assembly, the Central Directorate of Schultaria Prime has announced the creation of a Cabinet Ministry responsible for the thorough administration of policy, but subordinate to the final decisions composed by the three Directors of Schultaria Prime. The first five appointees, made by the Directorate, are as follows:


Advisor on Foreign Affairs: Markus Sommerville (PhD. - The University of Schultaria Prime - Schultaria Prime)

-A former ambassador to Manhattan Prime and The Burnisian Desert, Doctor Sommerville is one of the most experienced diplomats in the Schultarian Government; having been called numerous times to represent the nation in significant matters from military concerns within the New Alliance Treaty Organization (NATO) to organization of an emergency Congress of Foreign Nations to arrange immediate multilateral agricultural assistance, his influence has been an invaluable asset.


Advisor on Land Allocation: Pnolerbia Vak'tros (M.A. - The University of Schultaria Prime - Dolec)

-The current head of the Land Resources Agency, Ms. Vak'tros has been an instrumental force in developing the "Back to the Base" style of disciplined land management designed to maximize the often delicate balance between the natural world's requirements, the scant real estate on Schultaria Prime, and its startlingly dense population base. During her fifteen year tenure as head of the S-LRA, the Schultarian nation saw a net increase in land and species reclamation and growth; in many endangered areas such as local wetlands and the eastern foothills country, native species of diverse plant and animal life have taken root that had otherwise been considered on the verge of imminent extinction.


Advisor on Scientific and Post Secondary Intellectual Growth: Tomar Orrow (PhD. - The University of Schultaria Prime - Schultaria Prime / LtCol. - SKC Keital [RET])

-A former pilot and engineering feasibility researcher for the SKC Air force (Keital), Mr. Orrow was appointed by the previous administration under Central Director Harlen Damien to head Schultaria Prime's first official space program. After thirty five years under his guidance, the Schultarian Space Program and Schultarian Orbital Command Agency stand as two of the finest terrestrial space agencies in the world with an impressive record of an average launch of once every fifty-four hours for nearly thirty years and a success rate standing at over 99.7%. His duties, when not entailing exhaustive launch scheduling and mission modeling, involved significant interaction with research and engineering teams designed to develop advanced, reliable equipment while securing its funding from the Schultarian Scientific Collective.


Advisor on Economic Affairs: Harlen Damien (PhD. - The University of Schultaria Prime - Schultaria Prime / 7th Central Director of the USSSP [SDC 75 - 90] / Former Director of the USSSP [SDC 70 - 75, 90 - 115])

-The preceding head of state for the United Socialist States of Schultaria Prime, Harlen Damien is one of the leading elder statesmen of the Schultarian political establishment and the architect behind Designwerks' first major forays into the international marketplace. His policies in the late seventies saw the State Industries of Schultaria Prime placing themselves in high favor around the world thanks to favorable economic trade agreements and a skillful balance between competitive industrial pricing along with sustainable workers' union protection measures at the home front. During the fifteen years of his administration, Designwerks saw a tremendous boon in their market share and physical cash reserves which in turn directly increased the value of real wages for the first time since the early fifties.


Advisor on Defensive Policy: Otomo Vin'ta'eliah (MilD. - Kerga Prmus Institute on Practical Military Affairs / BasMajGen. - SKC Grovon [RET])

-The only General in the Schultarian Defense Forces to earn the rank of an officer in combat (Bashar), Doctor Vin'ta'eliah is one of the most experienced commanding officers to serve in the SKC's one hundred and seventeen year history. His early talents in commanding squadron and platoon level engagements, coupled with a fanatical desire to explore the historical evolution of warfare, prompted high commanding officers within the SKC Army (Grovon) to place young Otomo on a fast track towards battlefield command. After only serving eight years as an officer Doctor Vin’ta’eliah earned the rank of General, and in doing so became the fourth youngest member to earn such an honor in Schultaria Prime. His talents would eventually be placed to the test during Operation: Brimstone where his forces, in conjunction with significant levels of air and ground support by Vastivan armed forces, helped to subdue the urban centers of former Imperial Zarbian Tanzania with little loss of military or innocent civilian lives and property.

Central Directorate to Begin Diplomatic Audit
New Cabinet Advisors, National Assembly, to Convene with Schultz, Covey, and Haarvekord for Reassessment of Schultarian Foreign Relations

In a press conference earlier this morning the Central Directorate, National Assembly, and the newly appointed Board of Cabinet Advisors announced that the Schultarian Government would begin a series of reviews to "highlight and repair troublesome diplomatic actions with less than desirable states" according to leading Assembly officials.

The announcement, coming just days after the Schultarian Federal Government convened to confirm appointments for the newly created Directorate Cabinet Ministries, has come as little surprise to many political scientists and government officials close to the parties involved in the talks. "The last few months have placed a significant strain on the government's ability to react to external affairs, so a broad scale reassessment such as this is not entirely out of line for either the Assembly or the Directorate" noted Parllyum Thobin, Chair of the Political Science Department for the University of Schultaria Prime - Edgen, "with the Firestorm of Famine and Central Director Schultz's degraded health, coupled by what seems to be an innate Schultarian desire for sweeping, omnibus, political action, this audit will likely be significant in its scale and impact."

When asked for further explanation on the scope and scale of this audit, the Directorate Press Secretary Corps noted that the actions taken in this audit would be part of a larger series of government “reviews and corrections” to account for a lack in addressing “policies both foreign and domestic” that have been otherwise been eclipsed by more significant concerns. In a rare conversation since his return to the public media a week ago Central Director Schultz noted, ”Schultaria Prime has always been a champion of supporting those who support open and freely expressive political and civil societies, but our trading policies and diplomatic contacts have yet to match our ideals. This [audit] will be a chance for the government to reaffirm its pro-freedom, pro-expressive, pro-creative stance by enacting some very real changes in the way our nation does business with the rest of the world.”
