Australia will attend the conference. The past six months have been the deadliest in human history. There is no reason for any combatant nation to not appear at Caracas.

The German Delegate speaks. He says that while Germany is not especially fond of war, the CSPS will not be taught a lesson unless the following occurs:

-Holstein be returned to Germany. The Scandic Factories in Kiel may be returned to the SU.
-Memel be returned to Germany.
-All Scandic Nuclear ICBMs be dismantled and handed over to the UN for disarmament.
-Those who are responsible for the destruction of Egypt, both Scandic and Turkish, be handed over to the ICJ for trials as War Criminals
-a Non-Agression Pact be signed between Greece and Turkey.
-All Islands taken by Allies stay in the hands of allies.
-St. Petersburg be returned to Russia as is desired by its people. Half of the Factories will return to the SU.
-Pre-War lines on the Continent, aside from those proposed return.

These are very easy terms that Germany feels is appropriate, and hopes that the CSPS accept these before further bloodshed happen.

A British delegate is sent who makes it clear that British High Command will not consider cease fire at this moment, the war is too far progressed. Nothing short of an unconditional surrender of the CSPS will suffice, with British Intelligence is worried about their continued military strength if a weak peace treaty is put in place and state that only the confiscation of the SU missiles, their nuclear weapons technology and a limit on military sizes will work to remove them as a threat.
