Nations of the world,

The negotiations between the Democratic Republic of Farmina and the Northern Colonies in Macisikan have broken down. The delegate of the Northern Colonies has behaved criminally and we hope he feels the full weight of Macisikani law.

The Republic is now preparing Operation: Full House, a naval and aerial strike against the Colonial homeland to force their fleet to withdraw from Farminan waters and cause the final capitulation of the Colonial Parliament.

However, the Republic is already fighting a tyrannical dictatorship with one hand, and cannot end the madness of the current Colonial government alone. Hereby, we request international support to strike decisively at what is becoming increasingly a rogue state. We now know they have worked with terrorists and tyrants; risking to undermine the stability in their own region, including plans to interfere with the territorial integrity of nations they pretend to befriend; and now we see how they behave in negotiations and their use of inappropriately large scale weapons in the conduct of war, posing an excessive threat to the public.

We call upon all nations to devote themselves to the cause of striking decisively against the Colonial threat. This nation has pushed Farmina too far. This nation has pushed neutral nations too far. We have never seen such behaviour; from either dictatorship or democracy. There are boundaries and they have clearly been crossed.

Operation Full House is the solution. Fly the banner of the hawk.

His steps echoed down the corridors of the Ministry of Defence building in Sarnia.

"Rubbish, rubbish, cop mudered in Southeast Asian, junk..." He muttered to himself as he shuffled through the pages and pages of faxes he just picked up. Suddenly his lit up as he caught the word 'Farmina'.

Admiral Ken Murphy has his roots firmly planted in Farmina. His father, another Murphy in a long line of Farminian natives, was born and raised in Farmina before emigrating to Saint Fedski. Ken's mother was born and raised in Saint Fedski. Her parents however came from a long line of Farminians.

Murphy walked briskly to his office where he immediately picked up the phone.

"This is Admiral Murphy, I need to speak to General Pentz immediately. Thank you."

Superior General Kevin Pentz was the head of the Army and always on call.

"Pentz here" he answered sleepily.

"Kevin, there have been some developments in Farmina. Do you have a division that can be deployed immediately?"

"Yes. The Fifth is on standby to head to Ansuria."

"Order them to immediately deploy to Farmina."

"Yes sir"

"Sorry to interupt yoursleep."

"Anytime Murph." Pentz hung up the phone before picking it up again.

"General Alina Lynds report to brief room A. General Alina Lynds to brief room A." Pentz's voice blared over the loud speakers in the officers quarters as he called a quick meeting of t he fifth division command.

Meanwhile Admiral Murphy left his office, strolling to that of Secretary General Edward Teach, another Saint Fedskian with deep Farminian roots.

Teach was sitting behind his massive desk reading some reports on the days activities in Ansuria when he was interupted by a couple louds knocks at his door. He slowly stood up pushing his chair back towards the wall.

"Enter" he bellowed across the large office.

"Good morning Secretary" Admiral Murphy boomed as he entered.

"Ahh Murph, what can I do you for at this late hour?"

"I have ordered the fifth division to deploy to Farmina immediately sir."

"What's happened?"

"The Northern Colonies and Farmina are preparing to go to war. I have taken the liberty to alert our armed forces for a second possible war. The fifth division along with twenty squadrons of fighters, 480 aircraft altogether, have been ordered to Farmina."

"What you have done is perfectly within your authority. Why must you see me?" Teach was puzzled. Usually the Admiral just made the decisions and filled everyone in later. He was never unsure about his decisions and he never sought advice.

"Many of our citizens have roots in Farmina. Many of our citizens travel to Farmina for whatever reason. Although we have no permanent contact with their government and very little trade, I feel I need approval before making any major commitments."

"You know I support your actions. You have yet to steer us wrong. I will push this issue but to be fair, you know our priorities lie in Ansuria at the moment. Judging by these reports though, I expect them to be relatively easy to defeat."

"I have called an emergency meeting of the Security Council for 09:00 this morning to push the issue."

"Very well Murph. I will see what I can do."

"Thank you Ed. Have a good night." The Admiral turned around and walked out the door, shutting it softly as he left.

He returned to his office where he immediately sat down to write a message to President Grey.

Mr. President, it has come to my attention that there is trouble brewing with the Northern Colonies. I have used my authority to dispatch an entire division, and an entire air group to Farmina immediately. All we need is your permission to land and we can begin this operation.

I have called an emergency meeting of the Security Council for 09:00 this morning and will push for a larger force to be deployed. I must inform you however that our forces are currently involved in a war with Ansuria and the Security Council as already committed more forces there. Ansuria is expected to be dealt with quickly. They have made no attempt to resist our intrusions into their air space and they have not resisted our soldiers landing by parachute. I will keep you informed both of the Ansurian situation and of decisions of the Security Council regarding activity in Farmina.

Though your help is much appreciated, no land troops will be allowed in the Republic. Enhancing defence emphasises a defensive strategy. Emphasising a defensive strategy will allow the Colonials to strike our infrastructure instead of us striking theirs. The Colonials have made fools of us; and half the world. It is time to rebalance the scales of justice. All efforts after the sinking of the Colonial navy in Farminan waters, and the strike against Alice, (which are sufficiently equipped for) must be concentrated on forcing the Colonials to see what we can do to their homeland.

The Hawk Coalition swells gentlemen. I have received support both public and secret for round of decisive attacks against the Colonial homeland. Some have suggested we instead bolster our own defenses and fight a defensive war, but I say nay. This plays to the Colonial hand; allowing them not to feel the consequences of their action.

Operation Full House will commence with a naval blockade, followed by a massive air and sea bombardment campaign to drive home the point that their cause is lost. Farmina and the Coalition will destroy the handful of Colonial ships in its waters, securing the Farminan homeland for the rest of the war, in combination with a massive strike against the Messian occupied Alice.

With the collapse of Messian government imminent; the Republic rallies this Coalition of the Hawk to destroy the other great threat to international peace. The Northern Colonies regional allies of Macisikan and Rotovia have pledged to turn a blind eye to any Hawk Coalition against the Colonies; up to and including an invasion. Rotovia has also arrested nine Colonial citizens under the Suspicion of Conspiracy to Commit Espionage. Tarlag, another regional ally, has also made no real objection to any direct strike on the Colonies, and is expected to completely drop its objection. It is now the opinion of the Moralist Administration that all major political objections to Operation Full House have been removed. Any further objections will be again dealt with diplomatically. The Republic will also be requesting that members of the region of Reformed Oceania allow Hawk Coalition forces to pass through their territory; as far as possible with out violating the neutrality of the region.

The preparation of ordinances will soon be complete. The Hawk Coalition will strike as one. The Hawk Coalition will strike without warning. The Hawk Coalition will show the Northern Colonies that they have badly miscalculated this time.

By provision of Cabinet regulation, this resolution, binding on the actions of the United Imperial Kindoms of Macisikan, is re-issued jointly to the governments of the protagonist parties in this conflict and to the international press, having been reconfirmed by the Cabinet of His Most Serene Majesty's Government at the petition of Members of Lords Spiritual and Temporal, and Representatives.

This resolution applies only to the current conflict between the Democratic Republic of Farmina and their allies in the Hawk Coalition and the Federation of the Northern Colonies.

Be it known, that, until Parliament otherwise provides:
- the United Imperial Kingdoms of Macisikan [UIKM] shall not knowingly harbour, aid, support or provide for any combatant nation or faction, nor its forces nor military allies, nor any extra-national combatant force or militia, including but not limited to air forces, naval ships, land forces, agents, or those undertaking to procure the goods and supplies of war;

- and, the UIKM shall not actively or covertly act to hamper or assist any force or agents of an active combatant nation or faction, nor the militarily allied force of another nation, nor any extra-national combatant force or militia, through either force of arms or other support;

- and, the UIKM shall not conspire to influence the outcome of armed combat through overt or covert means, excepting efforts to mediate or negotiate a truce or end to the conflict;

- and further, UIKM may allow and facilitate provision of humanitarian aid by neutral third parties, including government agencies, to civilian populations and to military wounded, and may allow such organisations to operate from, travel through, or stage in Imperial territory, for the express purpose of delivering said aid;

- yet, the UIKM reserves the right to take whatever actions it deems are necessary to preserve its national security and its interests, and to ensure the realisation of Imperial Neutrality;

- and yet, the UIKM is willing to facilitate the evacuation of civilians, foreign citizens, and other non-combatants as refugees to other nations, including the UIKM.

As of last night, the INGC has mobilised the 1st-10th fleets to assist farmina in their blockade of the Nation of the Northern Colonies. This decision comes from the request of the farminan government, after having their sovereignty breached, in the form of an invasion on their soil, by said party. Illior's policy to "Protect National Sovreeignty Internationally" was the main reason for any response at all. As the breach of sovereignty was a major breach, Illior has decided to step in with force.

In light of the aggressive policies of the Northern Colonies in Macisikan, their intentions to instigate chaos in the region, and their disrespect of Farminan territory, we wish to detatch a portion of the Chevrokian armed forces to participate in Operation Full House, which we hope should help enforce Farminan sovereignty and to halt the rouge activities currently being carried out by the Northern Colonies. Should any aid come to the Hawk Coalition; the Republic will only accept if it comes completely through generosity, honour and good. It is not the interest of the Republic to spend resources acquiring allies, in a cause that can recruit purely by its fair intention.

Furthermore that should the Colonies insist they continue on this foolish path; then I doubt the resources provided by the Conspiracy would be decisive. Therefore we must decline your offer; and hope you understand our desire not to engage in activities that could be misinterpreted as recruiting mercenaries.

President Kurt Moltke received a telegram earlier which invited the opportunity for the Northern Colonies to present its own side of the situation to the president. Doctor Moltke accepted the invite and is now awaiting the NC representative so that he may witness the entire situation before fully committing Aequatian military forces to the Hawk Coalition.

Buristan would be willing to allow Farmina to use our airfields as staging grounds, and would allow them to perform military exercises in the Suti Sea.
