History:
1990-1996: The IDF and the Israeli government saw the civil war in Lebanon as an opportunity to eliminate one of the enemies to it's north, backing a secular governmental group and Islamic moderates against the Islamic Extremist.
Using fast assault tactics the IDF lead by a brigade of Merkava III tanks reached the capital within two days of the opening assault. The IAF completely decimated any opposition that Lebanon managed to put up.
With a few days the Lebanese Extremist were defeated and most retreated across the border to Syria. Israel helped Lebanon set up a democratic government, but the Lebanese officials refused to set up an army in fear that it would be used by the extremist to stage a coup. Instead they asked for protection by the IDF and before the end of the decade applied for statehood, the request was granted. For the most part the transition was painless, however several Lebanese met rather explosive ends at the hands of extremist, who knew the battle was lost, but wanted to make a mark.
1996-1999The end of the decade saw a expansion the defense budget and the expansion of the Israeli Naval Forces (INF), before the end of the century the IDF was getting 100 new Merkava IVs and 100 Merkava IV upgrades of the older Mk IIIs. Upgrades included turning remaining Merkava Mk I into a new powerful IFV, complete with 35mm armored remote turret, and four ATGM launchers, it was capable of carrying six men, they also turned the existing Merkava Mk IIs into an AFV by mounting a 90mm HVAP gun. Both were designed to be air portable.
Also, operations in the Gaza Strip and West Bank put them wholly under Israeli control, but part of Jerusalem was given to the UE as a gift, and any Arabs that wanted to leave were able to peacefully, for the most part they stayed and lived in peace with their Jewish counterparts.
2000-01: Cyprus has always been, at least in Israeli eyes, a perfect base for their first blue water fleet. Such as a base was required to protect Israel from sea assault by the growing European powers. As always an invasion plan was drawn up, but Israel had one big problem, it had inadequate landing craft. Rather then buy expensive ships they decided to approach the British rulers of the island diplomaticly.
2002-Present: Israeli leaders approach British leaders to discuss the possible transfer of Cyprus from British rule to Israeli rule. The talks are slow with neither party willing to fold, but in mid 2003 the talks come to a high point with a draft of 'terms of exchange' written up, details remained sketchy to the outside world. Talks continued until Israel and the United Kingdom reached a secret agreement. (Read: To still be decided on)
The military continues to build up, percentage of funds spent on the military doubles from 9.2% to 18.4%. The number of Merkava IVs in service reaches 2,200 when production reaches it's peak at 300 Mk IVs per year. Plans with Germany have begun about aquiring a more powerful main armament for the Merkava Vs currently planned, about 400 Mk IVs have already been refitted to new weapons.
The modern Israeli Republic had finally come of age, and with a booming arms industry, a growing Christian tourism industry, and new resources it was ready to become of age. First on the agenda was to create better relations with UE because of Israel's growing demand for oil and natural gas.

Israeli dealings with Morocco, likely guilty of nothing short of genocide against the Saharawis and beyond a doubt an extremely oppressive state, immediately places Tel Aviv on the Indian National Union's blacklist. It is bad enough, thinks Parliament, that the supposedly socialist Southern Confederacy has shown Rabat nothing short of full sympathy, and now the slimey Moroccan King is being succored by ports that the Subcontinental navies can't mine or blockade. There is still hope, though, that Israeli ties with Great Walmington through the joint occupation of Cyprus will convince them to look into less offensive markets for their defense hardware.
It is surprising and frustrating that Israel, of all places, chooses to become complicit in the oppression of the Saharawi people, and Tel Aviv is of course informed that Moroccan atrocities have angered no small number of nations. Parliament does not really want trouble with the Israelis and the new and confusing cult of the free market. Communiques are sent, emphasizing the potentially disastrous nature of any relationship with Morocco and advising discretion on the supposedly neutral state's part. Morocco, they say, for all its neutrality nonsense, committed an act of war against a Union ally. Should the Israeli Republic get in the way when Rabat is made to pay for its crimes, it should not expect any preferential treatment. Tel Aviv could, of course, remedy this potentially painful state of affairs by pressuring its apparent ally to withdraw behind the Berm immediately.

[OOC: The CR-21 never was adopted. And in trials (ie. Me looking at certain specs) the Taver faired better than the CR-21. The CR-21 is just a bullpup version fo the IMI Galil assault rifle. The Taver is also lighter, has better ergonomics, and has a wider variety of aftermarket parts and differen versions.]

The Southern Confederacy offers to Israel its abundant natural resources, in the form of a trade pact. The Confederate army has expressed its interest in the Merkeva IIA IFV, and if possible, would like to adquire some examples for trials. The Confederacy however, hopes that Tel Aviv would make sure they know what its supplies to Morocco will be used for, as to avoid funding the killings of civillians.

President Kara Maddox looked over the Indian communiques with great concern. 'Genocide? How come I wasn't informed of this?' After thinking for a moment she buzzed her secretary.
"Get me General Sandlar of Intelligence, ASAP." Said President Maddox through the intercom system. "Yes Ma'am." came the reply.
[20 Minutes Later]
General Sandlar knocked on the Preisdent's door. He had been contacted by the President's private secretary and escorted the building by MPs. He knew something serious was up, President Maddox usually contacted him through his men, not through her personal secretary. Not hearing not hearing an from the room he knocked again.
"Come in." Came the reply from across the doorway. General Sandlar opened the door and stepped in, upon seeing the president he stopped and saluted. Her back was turned to him, she was wearing a formal business suit/
"At ease General," She said without turning to him. Just as General Sandlar was about to inquire as to why he was here President Maddox turned around and half-yelled. "Why the hell wasn't I informed that the Morrocans were comitting what looks a lot like genocide!?" She then slamed down a folder containing satellite pictures, news reports and the Indian communiques, on her desk, she was absolutely livid, General Sandlar almost recoiled in surprise, he has never seen her this mad.
The the words of what she said sank in, General Sandler seemed shocked and grabbed the folders, he skimmed through them for a full minute before turning back to President Maddox, whose's rage had seemed to calm for a moment, like the eye of a hurricane.
"I'm sorry Madame President, we had no idea that such things were happening in Morocco, we have no agents in Morocco right now, I am deeply sorry." Said General Sandlar with his head hung down slightly. He knew he'd be lucky if he still had his job when he left the room.
"You damned well better be sorry! You're lucky I don't assign you to clean the bathrooms for a week!" Yelled President Maddox who's rage was back with renewed fury. "Now we're lucky the half the world isn't pissed off at us, now go, I have to go work damage control."
General Sandlar saluted and left the room. President Maddox sighed sat at her desk and prepared a message to the Indian Government.

Following the war with Austria, fought over that nation's attempt to join the Holy League, Yugoslavia has attempted to return to previously favoured diplomatic means of solving problems. The Belgrade-lead non-alignment movement came to little as League aggression forced potential members to align themselves with major factions such as that of the Indian Soviets rather than holding-out for a treaty that may or may not have arrived in time to help them. But Maršal Jugoslavije Larionko "Lav" Aidarov is now pushing the SFRY's individual commitment to neutrality in pursuit of relations with new governments.
Having sent most of his top diplomats to African nations -the African Commonwealth, Libya, the United African Republics, and, newly, the South African Federation- perhaps the last of Lav's experienced diplomats -veterans of posts in the Lavragerian Republic or the constituent parts of pre-unification Yugoslavia- are reserved for deployment to Israel, leaving juniors to conduct Yugoslavia's other relations.
As is often the case for the Socialist Federal Republic, lying within striking distance of sworn enemies within the Holy League and troubled occassionaly by the Kosovo Liberation Army, acquisition of defence technologies remains a high priority, and, like South Africa, Israel is regarded by President Aidarov as a nation with an independent reputation in its approach to trade and diplomacy. Aidarov is often hesitant to deal heavily -especially in defence issues- with world-leaders such as the Soviets and the British, for fear of alienating others or provoking attack by France and Russia, and so has looked to less clearly aligned or influential partners in the development of Yugoslavia's defences.
Having worked with the African National Pact nations and -reputedly- acquired South African-origin technology via Lusaka and/or Kinshasa during the development of the L-20 Putin (http://forums.jolt.co.uk/showpost.php?p=10488861&postcount=9) light multi-role fighter (called Novi Avion and Yu-Supersonik during development), and experienced systems related to Israeli developments as a result of prior South Africa-Israel trade, Belgrade secretly looked again to Israel for acquisition of radar systems for the new aircraft. The nation very much hopes to build on this for great future dealings, being prepared potentially to offer what little Yugoslav technology may be in advance of Israel's, and is beginning to express an interest in engaging Israeli firms to assist in the upgrade of Yugoslavia's small 'frigate navy'.
(OOC: To explain some of that: when I was developing the L-20 fighter, Yugoslavia was (as now) very keen on non-aligment, and as such didn't want to deal too heavily with established powers on any side of political or economic divides. Through the ANP we acquired some South African technology, mostly related to short-range missiles, and as such became interested in Israel, due to its original help in developing some of South Africa's systems. I have since claimed that -secretly- Yugoslavia acquired ELTA's EL/M-2032 pulse Doppler multi-role fire control radar for L-20.
Now that Israel has a player, that may present some problems, so I present a few possible resolutions.
1) Everything's fine, Israel got some money and we got the means to build the radar in question.
2) Everything's nearly fine, Israel got some money and we got a few hundred radar sets built in Israel, but must negotiate new imports should we need to replace attrition or to export L-20 to other nations.
3) You're not happy to deal with Yugoslavia, and blame 'the previous government' for selling Yugoslavia the rights and helping it to produce the radar, possibly setting up a souring of relations between Belgrade and Tel Aviv.
4) You're not happy to deal with Yugoslavia, and blame 'the previous government' for selling Yugoslavia a few hundred radar sets, and refuse to send any more, even if we need them to replace attrition.
5)You're really really not happy, and I look elsewhere for a possibly inferior radar, and RP earlier speculation about the ELTA set as 'erroneous reports'.
Sorry that's so long-winded, but I wanted to get it cleared-up before you stumble across references to Israeli technology in Yugoslav hands and wonder what the heck is going on.)

Trying to restart a long and productive military relationship, firstly through the Lavi, and later through several Python 3 deals, Beijing sends an envoy to Tel Aviv with the intention of possibly purchasing the Python 5, secondly to "politely enquire" about recent arms shipments to Morocco, and thirdly to enquire about trade and other formalities.
In a letter to the Israeli consulate in Beijing, Vice Foreign Affairs minister Wen Jinbao has stated that he would be interested in flying to Tel Aviv to discuss the resumption of the military deals enjoyed by his communist predeccessors and also to discuss recent global politics and trade.

In the main I am just telling you about the L-20 project, to see whether or not you have a problem with my past use of Israeli technology in that regard. Beyond that it's just what they call 'feelers' as Belgrade is given to wonder whether modern Israel may even consider the Socialist Federal Republic a negative force. Sleepy.

In the interests of expanding their diplomatic profile and gaining new friends, the Japanese Foreign Ministry issues a statement to the Israeli government, extending the hand of friendship to Tel Aviv. The statement expresses admiration for Israel's tenacity given her difficult position, and congratulates the Israeli government on building such a fine example of statehood.
Permission is requested for Deputy Foreign Minister Honda to visit Tel Aviv in order to discuss closer ties between Israel and Japan, primarily diplomatic and economic agreements.

They've done stuff with Cyprus (the Ottomans regard your claims to the country as "false") and Lebanon, so they are afraid that you might find out and attack them and we all know who is stronger. Deputy Foreign Minister Honda reviewed the dossiers on Israel as his aircraft neared Tel Aviv; Prime Minister Minase had made it clear that Israeli friendship would be an excellent development in Japanese foreign relations. Honda had several items on his agenda, most of which would probably meet with Israeli approval and a few that may require more discussion.
As his aircraft landed, Honda looked out of the window at the airport. As one of few Japanese diplomats to visit the Middle East, his mission was regarded with the utmost importance by the government back in Tokyo.

Foreign Ministart Oren was wearing rather informal clothes, he was wearing his old military uniform, green camoe shirt and pants, complete with Desert Eagle holster. Only the rank insignias and a dossier he carried under his arm distinguished him from the guards, and also the fact the guards were carrying Tavor TAR-21A2 carbines.
He was definately glad he was inside because outside the glass and steel terminal it was a good 37 Degrees Celcius while in the terminal it was a pleasant 26 Degrees.
He certainly hoped that the Japanese Delegation brought some warm weather clothes with them.

Deputy Foreign Minister David Starr waited in the terminal on the opposite side of the airport from where the Japanese delegation was.
Deputy Minister Starr was dressed in much the same garb as Minister Oren, but he a bit fidgety. President Kara Maddox was supposed to meet with the Chinese delegation, but a personal message from the German Chancellory had convinced her that she should go to the conference personally because so many nations were going.
Deputy Minister Starr had been assigned to fill her place with the Chinese Delegation and tell them why she was unable to see them. He hoped they wouldn't be offended and was a little nervous.
As the Chinese delegation exited the plane Deputy Minster Starr extended his hand to shake that of the Mr Wen's hand.
"Welcome to Tel Aviv Mr. Wen, I hope you enjoy your stay." he said with a broad smile, masking his nervousness the best he could.

"Japan probably gets more snow than Israel, but I don't know if you'd call that better."
Honda grinned as he followed Oren towards the limo; the initial meeting appeared to have gone well, and Honda's hopes for the visit were improving with every step.

"Yes but snow can be very beautiful, desert and rocks, umm, not so much." Responded Minister Oren with a slight chuckle. "Can't remember the last time I saw snow."
They got comfortable as the limo started to pull away. As the merged onto the main road Minister Oren turned towards Minister Honda with a smile and said, "So, now that we're away from the 'media' (Two rookie reporters with notepads) tell me, what exactly is your reason for coming here? What exactly does the great country of Japan want from our humble country?"

"Well, we like having friends, to be blunt. Reliable and trustworthy friends. Not only that, but we feel a certain kinship with Israel. Despite being native to our particular geographic regions, we've both been regarded as, how to put it....not like our neighbours. Our neighbours want us to settle down and be like them, but both Israel and Japan have a way of going their own path.
Japan would like to have Israel as one of our friends. To that end, we hope to establish economic and ties with your nation, perhaps even a state visit by Emperor Shinseiki in due time."
