The Popular Commitee for Rule by the People in Kologk has, for many years held onto the northernmost province of Kologk, Kiio, in the everlasting civil war. In a new tactic, the recently formed Righteous Alliance for the Restoration of the Kologkian Monarchy has sought to defeat the PCRPK by firebombing the fields that produce almost all the food for the northern province.

The Commitee Spokesperson, Jian Jolk has sent a message to the nations of the world. It reads as follows.

The people of Kiio are starving. We desperately need food. Please, if
you value human life, help us. The monarchist dogs prevent the Kologkian
People's Republic, our southern allies, from shipping food to us. Please, help
us.

"Sir, we got a message coming through!"
Steven Wright, secretary of foregin affairs comes running to the computer screen and reads the message. Then he rereads this several times.
"You got a piece of paper?" He asks.
"Uh, here sir."
"Thanks."
Steven pulls a pen out of his picket and writes a note.
"Send this to the minister." He tells the man at the computer.
"Yessir."
The man goes running off.

Subject: Humanitarian Aid

The Confederated States of Stanimir would like to express its distress over the present crisis in Kiio. Although we do not feel compelled to offer our support (militarily or politically) to either side in the Kologkian Civil War, we will not stand idly by while innocent civilians are left to starve.

Therefore, we wish to offer the people of Kiio a humanitarian aid package to ease their plight. We are prepared to airlift shipments of food, limited medical supplies, and a small number of doctors to care for the malnourished.

If we can save the lives of but a few innocents caught in the middle of this conflict, we will consider our mission accomplished. I await your reply.

He told his secretary
"Tell the military to start gering up. We're sending 20 men on a recon mission. Also, patch this note through to Kologk." He handed his secretary a note.
"Yessir. Right away"

We have heard of your dire situation, and we cannot stand to see a fellow natioin die. We are sending you medical and food supplies via air/ Expect a red cross station to be set up soon. Also, be aware that we are sending a division of infantry as a recon, as well as defence of the food stations.
