First Senatorial Gathering (FT; Closed; Attn: ISEAPA members)

Deep in a unmolested galaxy, the Class M planet of Alagaësia, capital of the alliance known as the International Space Exploration And Protection Agency, or the I.S.E.A.P.A. for short, drifted like a jewel in the night sky of space.

The planetary defences, put into place by all the member nations, were manned and ready. It was time for the first full gathering of the I.S.E.A.P.A. Senate.

Thus, a message was sent by curiour(sp?) to all member nations requesting their presence inside the Senate chambers (http://i17.photobucket.com/albums/b91/SeaQuest_Sim/ISEAPA%20Stuff/Locations/CouncilChambers03.jpg) inside the capital building (http://i17.photobucket.com/albums/b91/SeaQuest_Sim/ISEAPA%20Stuff/Locations/m_gate.jpg) on Alagaësia.

OOC: A'right, guys. Here is where I leave the RPing up to you. All you have to do is arrive at the co-ordinates you've already supposedly recieved at the time and date indicated in the missive. You can RP recieving the message if you want and take things from there.

The Bekhaeran delegatieof I.S.E.A.P.A had departed Bekhaerabefore the war had come to the planets system and so had little news of what was going on as she entered the system upon where the I.S.E.A.P.A chambers were

The co ordinates she had been given had taken ehre to aplace not even the Bekhaerans had known of until recently, a planet known as Alagaësia, where all alliance members had fortified the planet..they didnt want a war to come to it

The Bekhaeran delegate was known as Te' Vanda Sha or Vanda, it was her job within the alliance to usher in a new age of strength and peace for her empire, they had never been part of an organisation with such great potential as I.S.E.A.P.A. had and failures had always happened with previous allainces and organizations

Her vessel, The Matriach landed was heading towards Alagaësia before her ship sent a message to her allies

"This is Te' Vanda Sha of the Bekhaeran empire requesting entry to Alagaësia, I am here and am requested at the senate chambers of the alliance"

And with that the Matriarch sped towards Alagaësia with haste, a new dawn had arrived for her people, she would do her best to make sure this alliance was strong and not corrupt like the old alliances she had heard of

As the Matriarch entered the orbit she placed the vessel on auto pilot as she changed into her official uniform

She was flanked by 2 Elite Chimera Troops who acted as as her assistants as well as protectors

She left the Matriarch and exited to be greeted by a representitive of the Alliance and of Alagaësia

Landing Pad Alpha was one of a group of pads in the plains surrounding the structure of the capital building.

IC: The craft touched down on Landing Pad Gamma. Lord Raiden was there to greet the Bekhaeran Senator.

"Welcome to Alagaësia," he said giving a bow in greeting, "Senator Te' Vanda Shah," he paused as he looked up to see the Snake Eater's shuttle pass by over-head on its way to Landing Pad Alpha, "It seems the second Senator has arrived."

He returned his gaze to Senator Te' Vanda Shah and continued, "Now, please follow me."

Raiden led the way down a stone path through the grass of the fields towards the Millenium Tower, better known informally as the I.S.E.A.P.A. capital building.

The massive structure rose to a breath-taking height of one kilometer into the sky and spread out to three point two kilometers at the base. Inside was enclosed a self-contained biosphere with its own ecosystem. The council chamber was buried several stories down for protection from orbital bombardment.

Once inside, Raiden led the group into a lift that took them down to an access corrider that led directly to a door that opened onto one of the path's that led to the central dias of the senate chamber.

OOC: I'm assuming you've sent a shuttle planetside. If I'm wrong, let me know.

"Thank yu Lord Raiden" Vand replied as she followed the lord to the Millenium Tower, she wished this alliance to finally realign the power and control that the other allainces had assumed, weakening many whiel the large became even more powerful...this woudl shift the balance to the way it was meant to be she hoped

The Building she was entering to her was most impressive, a beacon she thought for a new era, the chamber was underground for protection but she wouldnt mind..she knew it was for safety and not for any other eeason, her Chimera guards watched around them, half suspicous, half intrigues at what lay before them

Landing Pad Alpha was one of a group of pads in the plains surrounding the structure of the capital building.


The diplomatic shuttle (http://www.shipschematics.net/startrek/images/federation/runabout_anaconda.jpg) came down through the atmosphere gently, it's near silent ion sublight engines giving it the power required to traverse the short distance. Aerogel panels on the underside abosorbed the heat as she approached the landing pad. Three 'feet' emerged from the underside of the craft, cushioning the landing as coolant began to vent, draining away the excess heat. She shut down the ships systems, and waited a moment before opening the rear hatch, walking out in the sunshine. She arrived without companions, as it was not the Snake Eater way to advertise power through overt displays, be they of weaponry or otherwise, but through the power to decieve. Like a true snake, they would decieve until the last moment, before striking full force when it was required. Besides, as a precaution, she had her side-arm, tucked neatly into a shoulder holster that could not be seen beneath her suit jacket. Like all Snake Eaters, she had served in the military, and had served in the Generals Corps. Whilst still trained for combat, she had not had to fire a weapon at an enemy solider more than once during her time served, and she felt comfortable with the weight under her arm. A fully-loaded Glock 20 (http://marina.fortunecity.com/harbour/347/10mmJames/JR03.jpg) wasn't too much to bear. It was odd, that such an advanced nation would still be using some form of chemical-explosive based weapon, but it had served them well enough, and looked set to continue for a few years to come

She was not an unattractive woman. Standing at some five foot ten, she had a good complexion, and a face that had naturally high cheekbones. Her figure was graceful, but she dressed fairly conservatively for such an important meeting. Knee-length black skirt, with a light blue blouse, open at the top, a jacket slung around her shoulders and buttoned at the midriff. Her hair was dark, with some highlights within, and fell to her shoulders naturally, but was tied back right now to maintain her appearance.

She started towards the exit from the landing pad, making sure the shuttle was secure before she did so. As she walked, she could see the welcoming delegation waiting for her. There was a slight bout of nerves within, but she pushed through it, and continued to walk towards them,"Good morning. Catherine Linton, appointed Senator from Snake Eaters."

Raiden, overhearing the guards comment, replied, "The Millenium Tower took eleven years to fully construct. Larger than many starships, there are secrets it contains that we hope won't have to be used."

He gestured at the table at the center of the dias that would be used for this meeting. Due to the current small amount of I.S.E.A.P.A. members, the dias would be the only part used today and the vast rows of representative seats around it wouldn't be used.

"Welcome to Alagaësia, Senator," he said as he bowed in greeting, "My name's Amon. Perhaps later you would like to try your weapon on the firing range," he then added, to avoid confusion, "the smell of gun oil is unmistakable. You'll also need to check any ammo you have with security. Loaded weapons are not permitted inside the senate chamber for safety and security purposes. I hope you understand."

Raiden smiled, "You would be surprised to learn of many of this construct's hidden features. Though some will have to be kept secret for now to avoid word getting to the forces of darkness that gather even now to confront this alliance."

"Sorry to say it," replied Raiden, "but yes, they do exist. The I.S.E.A.P.A. is a force for good, truth, justice, and liberty. There are those, the forces of darkness, who have goals opposite of our own. The nation of Shadow SeaQuest, for example, seeks to promote darkness. They've already slain the population of an entire world. Last I heard, they had even approached the forces of Chaos in the form of Chronosia seeking terms of alliance. Knowing Phobos, he'll probably start an alliance of darkness and shadow to counter our alliance of light."

Vanda replied, a former Padawan herself before she left the order to take up this role, a role her parents had once taken, ambassadors to other wolrds

She sat down expecting fellow delegates...she continued to wait , whilst she did she began to think back to her youth...she was not of the Bekhaeran royal house and few who were not became ambassadors especially if you were of foreign descent as she was, born into a Mandalorian family but born In Bekhaeran to Bekhaeran/Mandalorians she understood the concept of winning and giving your all but alos when beaten accept defeat

She would not lose for he people though that is why she asked to becoem the chosen representative of Bekhaera..so she coul help the empire

Ambassador Terinxx greated them. Finishing scratching an itchy patch of skin covered in the Furling's fur on the back of his left hand, he bowed in greeting and said, "Welcome to Alagaësia. My name's Terinxx. Nice ship you've got there, but I've got to ask, does it come in red?"

He let a soft snicker out at the end. It was obvious he was just being cheerful in asking about the color. Of course, some could mistake his humor here for a serious question.

She sipped from her glass of sweet berry juice, she ddi not drink, she saw what it had done to her father

"Tell me..could Phobos be beaten by this alliance if one day we sought to...I mean to challenge one's own father....I find that most dishonorable" She continues

Raiden, who was drinking from a glass he had poured from one of the pitchers of water on the table, started coughing as the comment caused water to flow down his windpipe.

When he recovered, he shook his head and said, "No, he's not my son, but he is a member of the SeaQuestian royal family. His father, the SeaQuestian Emperor, is busy managing the nation as well as other matters and was unable to attend this gathering.

"As for the dishonor you see in a youth rebelling against a parental figure, something that I thought was common everywhere, only more drastic in Phobo's case due to that his position gave him access to things normal people his age can't get at.

"And the Abyss's influence also has to be factored in. We don't exactly know what the Abyss is, but Phobos was dark to begin with and didn't aspire to what he does now until he saved his sister, Princess Elyon, now leader of SeaQuest DSV, from the Abyss. Somehow, he and the Abyss become one in the process."

The Eternal thought for a second and then replied,” Yes, that would be great to travel across the universe doing stand up comedy for all peoples to see.”

Terinxx snorted, "We'll continue this discussion later. Now, however, we've got to get to the Senate chamber for the real reason we are all here."

The Furling led the way along a similar route as the others had led their charges to the the underground section of the Millenium Tower containing the Senate chamber.

"The Abyss wasn't a place," Raiden replied, "but an entity. Some say it was the personification of all the darkness that has ever existed and will ever exist in every reality. Personally, I haven't decided due to the lack of information.

"Though, I do think that this his councious mind was overwhelmed by the fusion and his subcounsious has taken over control of the body to enable survival. As he was never of the light, that was his sister's department, what really needs to be done is to bring him back to the side of good. Light and Dark can't exist without the other, probably why the Emperor's children embody one of the two aspects."

"Ri-an requesting permission to beam aboard." Came a Human voice. This in and of itself was an oddity, as it was usually a Computerised voice transmitting the Aquamarinian's words, only translated to common. The Voice sounded, feminine.

"We also bring, to contribute to the defense of this , the Capitol base of our Glorious Alliance, Dalshan, one of the most powerful Space Dragons, and one of the wisest. Communicate with him, as you would any ship. His Frequency is in the higher ranges." The Voice said.
The response from the local traffic control officer assigning any ships not going planet side safe orbital paths came almost instantly.

A response message was also sent, "Whatever you plan to do, you've been cleared for Landing Pad Pi. Uploading the co-ordinates to you know. Be aware that three other Senatorial parties have already arrived and are now planetside.

"As for Dalshan, our A.I. will be contacting him shortly."

The Octopus ship landed, and attached itself to the Landing pad like a Real octopus clinging to the side of a Ship. It wasn't going anywhere.

One of the legs opened, and out strolled a woman in Robes that accuratly reflected the local area of space, as well as three Aqua Marinians, and two four armed Gareens.

Dalshan landed on a nearby floating rock in space, and settled down for a long wait.

Dalshan didn't have long to wait. A curious A.I. contacted him on the specified frequency for a little chit-chat. As long as the great dragon was in range of a SeaQuestian ship or station, he wouldn't run out of people, A.I. or organic, to talk to while wiling the time away.

Meanwhile, on the surface, Miho Karasuma bowed in greeting and said, "Welcome to Alagaësia, Senator."

OOC: Is this the same space sorcer(sp?) that was around when Miho last visited Ri-an? Speaking of which, what ever happened to the Shadow Saga RP?

The Furling led the way along a similar route as the others had led their charges to the the underground section of the Millenium Tower containing the Senate chamber. The same Eternal that had made the joke said,” Alright, then let us proceed.”

Yet, as they continued deeper into the Millennium Tower the Eternals now began to be ever more serious as the y now began to take on a on their more logical sides which they were infamous for. As well, they began to talk to one another in the ancient Eternal language on the matters of the meeting.

Terinxx opened the final door to the Senate chamber and gestured over the bridge towards the central dias's table where Raiden and Vanda were discussing the trio of SeaQuests.

OOC: yes. And, it died. 90% of the players vanished.

OOC: Meh, it was getting interesting too. I wonder why everyone just upped and left.

IC:

Dalshan's voice was young and strong.

"Who, or what, are you?" he asked.

IC: "I'm the N.H.-A.I. for the traffic control station. Call me Annie. You, I already know, are named Dalshan," came the reply.

The A.I.'s voice was decidedly feminine and sounded youthful and cheerful.

Surface...

"It has been awhile, Miho." Laet said

"That it has, Laet," she replied.

Gesturing at the Millenium Tower, she asked, "So, on first inspection, what do you think? While I think a more effecient structure could have been used, I've been told that I don't know everything about this one. Which is probably right."

'Annie' chortled and replied, "If your curious about if there's anything for you to eat around here, don't worry. While I don't currently have the species you mentioned in my database, there is a space faring breed of flying fish that frequent this area. They feed on various minerals in the asteroid belts."

The scan would reveal that the structure actually continued for a fare distance below ground. The section containing the Senate chamber was near the core. Even deeper was an area that gave off more than enough energy to power the bulding than should be required. Of course, the offensive and defensive emplacements were quite obvious. But, a few areas showed as null voids due to active sensor jammers.

Planetary Orbit

'Annie' said in response, "There's a larger asteroid that has a played out mine that should work. Its about twenty klicks in diameter at the widest point. It'll take a couple days to arrive, but I'll arrange for it to be towed into orbit.

Lord Trieoati responded,” So far we have found the Millennium Tower quite impressive in size and architecture.”

Raiden replied, "There's also a few little tidbits that make this construct unique compared to other ones in the SeaQuestian databanks. Later, there will be a tour, but we won't be giving away all the secrets due to security concerns. Not that we don't trust you, but word of mouth has caused several security leaks in past recorded history and we're taking as much precaution as we can to prevent any leaks regarding this construct in case we'll have to use some of them down the line."

Well, the Senete Chamber is near the core, but there seems to be tremendous power from the core itself, giving off far more power than is neccessary, and a few places have some active sensor jamming. More than that, I won't say, but I know about it. Its just not my place to spill the beans, as it were.

"I'm Lord Raiden, one of the SeaQuestian delegates and the formal representative for the SeaQuestian Empire today."

The other SeaQuestians then took turns at introducing themselves to everyone they didn't know. As each person introduce themself, a nameplate in front of their seat would appear with their name and nation of origin on it.

By now, with seemingly nobody calling the meeting to any real order, her head was beginning to spin... in Snake Eaters, they had what was called a Chinese Parliament system - everyone had their say. For example, f you didn't say anything about a new bill about to be passed, you didn't have the right, in a way, to criticise the bill at a later stage, as you contributed nothing when you had the chance. The system worked very well, and by and large, things ran smoothly.

She began to fell the familiar pangs, her mouth going dry as her thoughts turned, momentarily, to drink. She used to have a drink problem, one which she had battled to overcome... the temptation to slip back was strong at times, but she resisted. I am stronger than that... I am stronger than that...

Pouring herself a glass of water, she sipped at it, and then cleared her throat, loud enough for everyone present to hear her,"This session is going nowhere without firm leadership. I suggest that the leading member take centre stage, and dictate how we shall address matters. Otherwise, we will discuss various unrelated matters in little detail, instead of focusing on drafting the constitution, if you will, of this alliance. The issue of temporal technology, whilst it should be considered, must be considered in it's relative position when the other, arguably more important facets, of this alliance, are taken into account."

Her voice was strong, with prescense((Sp?)). It was obvious she knew how to speak her mind... and little could stop her. Halting a moment, she looked at Raiden, and spoke quietly to him,"I apologise for cutting you off like that, but something had to be done to bring this meeting to order."

"I agree with my colleague here, the creation of a SAR fleet would detract from any other possible fleet, the creation of one fleet capable of multiple purposes would make any SAR fleet redundant but then again placing them within the medical fleet is more an idea I suppose and that is an idea we like very much so"

"That is good Raiden, however, if all species are to be accomidated, then there will be a need to flood some sections with the same kind of water one finds in the ocean. Aquamarinians are finding ways to adapt to non-aquatic environments, and they will not mention it themselves, so as not to impose, however, I've noticed, none of them have ever gone longer than one week, without returning to water, and either taking a long rest there in, or living there for a few months. They wish to assist, and serve in the alliance, but they cannot live for long periods in the same environments we can. I do not wish to add stress to the plans, however, they also know of ways to accomplish this without doing too much." Said Laet.

"Yeah, sections that can be flooded, or, the ability to flood any section. Both have other benefits as will, which I am certain you can discover with a little thought." Shron said.

"Oh, I think we'll pass on design contests. We design what we will, but we do not compete, not in that area. We'll leave that to others more experienced in designs. As for ships optimised for magick, that is... intresting." Laet said.

Shron smiled. He alone what was coming in that area.

"Its just that, that concept has never actually been thought of. Other objects optimised with magick have been, yes, such as various weaponry and defense, usually through the use of Crystalised mana, such as this Time crystal in my pocket." Shron said, pulling out an hourglass shaped crystal with sand blowing around inside.

"Though, why Time crystals adopt so sterotypical an appearence, is beyond me. Anyone want to see it?" he offered.

Schools to teach things like magick, armed and unarmed combat in all its forms, basic training, and so on.

"As the medical fleet proposal has gone off rather well, I think we should hold a contest between our internal ship design and production firms to see who gets the contracts to build it. Agreed?"

I fail to see why schools should be established on this planet when students could instead travel to the appropiate world for such learning... for example, students with an aptitude for magick could travel to Ri-an to recieve their training. Also, that eliminates the outside chance that an enemy could destroy this world, and thus wipe out the majority of the student population."

There was a pause as the next proposal was considered, before she responded once more,"As for the design proposal, I'd like to put forward the Tiravano Shipyards for the competition."

Her mind flitted away. The Gareens were notoriously stupid, and had nothing resembling a temper at all. She could just see a Gareen all alone on a seaquest ship.

"Hi." some random person would say.

"Hi? what do you mean by Hi? your words both anger and confuse me. DIE!" The Gareen would say, Followed shortly by an international Incident. Clearly Gareens would have to be sent with Aquamrinins to keep them under control.

She thought this privately of course.

She shook her head.

"Er, I find that any officer exchanges done with us, mmust be done in two's, mainly due to the nature of, certain members of our military." Laet said.

"As for the shipyards, they are capable of most designs. We've got the capacity to hold Executor-class Super Star Destroyers, although we have never used such vessels. We find some nations like to build big."

"The Imperial Commonwealth prefers not to build so large in order to conserve resources. We may not have the size or numbers of many nations out there, but we've found ways to compensate for that.

OOC: Actually, we're just getting ourselves put together. Seaquest2032 is currently the informal Leader, at least until we form the charter and decide who's who. He'll still probably be leader. I also know he would welcome you to the group, but lets keep things formal. Go register at our off-site forums, which by that I mean, its an NS related website we created specificly for the alliance, to keep things together in spot. Its free, its quick, register using your nations name. SQ'll make the final decision there, but, since at the moment we're all equal, I'm saying welcome. SQ still has the final decision. (SQ is Seaquest2032, but its easier to put SQ.) Besides, helping newcomers to FT is why we're here. we'd be amiss in our purpose if we didn't accept you and help you.

"Either way, Dalshan, one of the rare space Dragons that lives near Ri-an space, has come with us to take up residence. A space dragon protects its territory, taking up a protective relationship with those it considers strong. We have talked to Dalshan, he will protect this space as far as his abilities will let him. Think of him, as being as strong as your average battleship. Patrols need not always consume the resources of nations. With a little time, and effort, we, The Sorcerers of Ri-an, can establish a peaceful space-based Ecosystem. Certain creaturs, like Dalshan, can keep in contact with us, or communicate with ships on certain frequencies, and can perform just as well as a normal regular ship. The only limitation is that they cannot carry much as a cargoship. In this manner, we have defense, without expending much of our national resources, the only adjustment, is making sure they recognise what ships will be entering and leaving space, or the more ambitious may fire first, and ask questions second. "

OOC: If accepted, I'll write up the creature/ship conversion chart to show what each creature equals, to account for a fair decent size of military force. Each creature costs a bit less than its equivalent ship, but also has its limitations that a normal ship would not have. I'm not saying have a big ecosystem, but maybe a small one to help aliviate the initial difficulty of establishing an alliance military.

"Consider the advanteges, a guard that never needs repairs, never blows up, doesn't have a crew each person with their own needs, no room for inside traitors. If you think we would have a monopoly, consider this, as strong as the Ecosystem would be, life has its limits, they cannot be everywhere at once. Even still while the Ecosystem is seeded over a time of a year, how could we, by ourselves, see to the defenses here, without leaving ourselves weakened eslewhere. Over that course of time, patrols and routines would be established, I see no reason to change them, we merely seek to add to them, to aid them, to let everyone conserve some of their strength, and use it elsewhere, when needed.

Even still, consider why regular ships and patrols are still needed. I won't go into detail, but sick dragons are not really the ideal sort of creature to guard anything. As well, they need to eat, while they hunt, their minds are elsewhere. and what of mating season? An Ecosystem is just that. an Ecosystem, filled with individual creatures, with their own patterns. The can provide strength, but the Ecosystem still has gaps. It compliments a well thought out military. It cannot replace it. To say we would have a monopoly on defense, would be to say light can persist, without darkness. It is, impossible." Laet said.

"You are assuming that defence of any system needs to be large scale, both in terms of ships, size and manpower. That is by no means the case. A small number of smaller ships, with superior tactical flexibility, could accomplish the same task much more efficiently. And if this alliance grows, as we all hope it shall, then all nations need only send a small number of ships to help govern it. As it is, we do not have a large area to call our own, and as such, we do not need large ships or creatures. The point is essentially moot at this point in time, as this system is one of very few we have, and is already extremely heavily fortified.
