Kavelin, Dubrovka Province:

Aleksandr Olenka was highly perturbed.

The young banker had been jogging down the street, hastily scarfing down the last of his sandwich as he raced back to the office. Already five minutes late returning from his lunch break, he hardly had time to swallow, much less pause to throw out the sandwich's wrapper. He dropped the trash to the sidewalk without a second thought as he turned yet another corner in the capital's winding city streets.

"HEY YOU! HALT!"

It was only moments later that Aleksandr had found himself face to face with a very large, very angry police officer.

"You know the new litter policy. Christ, kid, there are posters everywhere!" The officer paused to readjust his belt, then sneered, "We gotta keep the city clean for all them foreigners... So, go on; pick it up!"

And so, to his great embarrassment, Aleksadr was marched back around the corner, fixed with an imperious glare as he picked up his sandwich wrapper and gingerly placed it in a garbage can, and slapped with a five hundred rouble fine and a long-winded lecture.

He would later wonder exactly how he had talked his way out of the unemployment line when he arrived at his office an hour late, for the second time that week.

Message to all nations:

Greetings,

The Confederated States of Stanimir (CSS), rebuilding itself out of the rubble of the old socialist system, has finally set aside its long policy of strict isolationism. As our internal strife has finally been laid to rest under the stewardship of President Nikolai Korjev, we can finally turn our attention outwards to our friends on the international stage.

President Korjev, casting aside the insular nature of his predecessors, has set in motion plans for an embassy exchange program. Before this plan is put into action, however, he wishes to begin establishing diplomatic ties with other nations so as to build the foundation for what is to come.

It is therefore my great honor to extend the first ever international invitation to the Stanimirian Celebration of Confederacy. This annual event is held in remembrance of the ratification of the CSS Constitution following the collapse of the United Socialist States of Stanimir. Parades, fireworks displays, and a variety of other festivities mark the occasion.

Foreign delegates are invited to attend a formal banquet in Cheboksary Hall--featuring a performance by the Kavelin Philharmonic Orchestra--to be held two weeks from today. Guests may choose to attend only the banquet itself, or may stay within the capital for as long as a week. Five star accommodations will be provided by the Petrov Arms Hotel, with guests invited to explore Kavelin's many fine restaurants, museums, and opera houses through no expense of their own.

May many blessings be bestowed upon your nation, and may blessings continue to be bestowed upon Stanimir.

Aleksei Iarlyk

I wish that I could continue this letter but alas, I must depart from the Pen. Best wishes to you.

Thanks for telling me. I hope some do agree to attend. Will you abandon this if none do come or something?

Cheboksary Hall, Kavelin:

The conducter's hands danced in the air before him, seemingly weightless as the violins' haunting melody was joined by the woodwinds. The notes climbed higher, higher--with a wave of his hand the brass swept in to join in the thundering refrain--only to be cut dead by a quick hand motion and a shaking head.

"No, no... for the last time, this is pianissimo! You'll all get to blow each other's heads off when we come to the next movement..."

The conducter sighed, pausing to mop some sweat off his forehead. "We'll take it from the coda, and this time-"

He was cut short by a crash and a shouted curse. Turning, he saw one of the crewmen hired to decorate the hall struggle to his feet under the weight of a fallen banner. Regaining his footing, the crewman smiled sheepishly at him and softly applauded.

"Uh, sorry... hey, you sounded real good, though."

The hall had been bombarded by a stream of decorators, security personel, government officials, and curious members of the press for the past week. Too often had the conducter endured a beautiful largo being destroyed by the shouted directions of those insufferable people milling around the place.

This celebration, he decided, would be the death of him.

Sighing in a defeated manner, he turned back to his orchestra.

"From the coda, then..."

Petrovaradin Fortress, Novi Sad, Socialist Autonomous Province of Vojvodina, Yugoslavia

Beneath the baroque town, in modern extensions to the strongest of Austro-Hungarian defences against the Ottoman threat, Marshal Lav went over the day's points of interest, paying greater than usual attention to opportunities for international diplomacy since the initiation of his new initiative in that field.

"I suppose that it would be best to show that Yugoslavia does not hold a sovereign nation's own unwise political and economic diversions against it." The President mumbled, thumbing through a slim dossier on a newly post-socialist Stanimir, which he'd found attached to a general communiqué announcing some sort of diplomatic function.

The office of Aleksei Iarlyk would soon after be in receipt of a reply from the desk of Aleksandar Milutinov, Foreign and Information Secretary to the Socialist Federal Republic of Yugoslavia, informing him of the President's desire to attend the Celebration of Confederacy in representation of the seven Socialist Republics and two Socialist Autonomous Provinces of Yugoslavia.

President Larionko Aidarov (A.K.A. Marshal Lav, the lion), who absconded from the Byelorussian Soviet Socialist Republic as a young man under investigation for Titoist sympathies, became Yugoslavian President for Life a year* before the demise of Stanimir's socialism, and only recently has initiated a vigarous drive for improved diplomatic relations between Yugoslavia and the outside world.

To: President Larionko Aidarov
From: Aleksei Iarlyk
Subject: Celebration of Confederacy

We are deeply honored to host you as a guest in our humble nation. President Korjev has personally expressed a desire to forge diplomatic ties with the nation of Yugoslavia despite relatively recent economic and political differences. Rather than dwell on these disparities, we wish to focus on our common spirit of international cooperation and friendship.

Enclosed you will find more specific information regarding your accomodations during your stay in Kavelin; additional information has been provided by the Kavelin Tourism Bureau highlighting some of the city's main attractions, should you choose to extend your stay.
