Aleksandr Olenka was highly perturbed.
The young banker had been jogging down the street, hastily scarfing down the last of his sandwich as he raced back to the office. Already five minutes late returning from his lunch break, he hardly had time to swallow, much less pause to throw out the sandwich's wrapper. He dropped the trash to the sidewalk without a second thought as he turned yet another corner in the capital's winding city streets.
"HEY YOU! HALT!"
It was only moments later that Aleksandr had found himself face to face with a very large, very angry police officer.
"You know the new litter policy. Christ, kid, there are posters everywhere!" The officer paused to readjust his belt, then sneered, "We gotta keep the city clean for all them foreigners... So, go on; pick it up!"
And so, to his great embarrassment, Aleksadr was marched back around the corner, fixed with an imperious glare as he picked up his sandwich wrapper and gingerly placed it in a garbage can, and slapped with a five hundred rouble fine and a long-winded lecture.
He would later wonder exactly how he had talked his way out of the unemployment line when he arrived at his office an hour late, for the second time that week.

Greetings,
The Confederated States of Stanimir (CSS), rebuilding itself out of the rubble of the old socialist system, has finally set aside its long policy of strict isolationism. As our internal strife has finally been laid to rest under the stewardship of President Nikolai Korjev, we can finally turn our attention outwards to our friends on the international stage.
President Korjev, casting aside the insular nature of his predecessors, has set in motion plans for an embassy exchange program. Before this plan is put into action, however, he wishes to begin establishing diplomatic ties with other nations so as to build the foundation for what is to come.
It is therefore my great honor to extend the first ever international invitation to the Stanimirian Celebration of Confederacy. This annual event is held in remembrance of the ratification of the CSS Constitution following the collapse of the United Socialist States of Stanimir. Parades, fireworks displays, and a variety of other festivities mark the occasion.
Foreign delegates are invited to attend a formal banquet in Cheboksary Hall--featuring a performance by the Kavelin Philharmonic Orchestra--to be held two weeks from today. Guests may choose to attend only the banquet itself, or may stay within the capital for as long as a week. Five star accommodations will be provided by the Petrov Arms Hotel, with guests invited to explore Kavelin's many fine restaurants, museums, and opera houses through no expense of their own.
May many blessings be bestowed upon your nation, and may blessings continue to be bestowed upon Stanimir.
