Section 31 Infiltrates the Empire

Overview of the “ Canon “ Section 31


Section 31 is a "black operations" group that exists outside the sphere of influence of Starfleet Intelligence, which deals with threats to the security of Earth, and later the United Federation of Planets. Its operating authority stems from an obscure provision of the Starfleet charter — Article 14, Section 31, from which they derive their name — that makes allowances for bending the rules during times of extraordinary threats. While the original intent may have been to give Starfleet personnel some leeway when it comes to unusual or extreme circumstances, some Federation Council and Starfleet officials have taken it a step further and secretly created a standing organization able to respond to any threat, preemptively if need be. Section 31 might be compared to the Romulan Tal Shiar or the Cardassian Obsidian Order, but operates much more covertly. Also, unlike its alien counterparts, Section 31 does not interfere in the day-to-day lives of Federation citizens - in fact, most citizens of the Federation have no idea it even exists.
They defy the principles of the Federation in order, supposedly, to protect them, which is one of the reasons why Section 31 is not officially sanctioned by Starfleet, and even its very existence is not acknowledged openly. But the philosophy of "protection at any cost" that allows for Section 31 is also employed by Starfleet in certain other venues; examples include the ultra-secret “ Omega Directive “,which gives captains almost unlimited authority to destroy the dangerous Omega molecule, including violating Starfleet's Prime Directive of noninterference. Another example is Starfleet Intelligence's program of temporarily reassigning line officers to covert operations (such as Picard's team in "Chain of Command, I and II", TNG).
Unlike other black-ops groups in the Star Trek Universe (Such as the Romulan Tal Shiar, and the Cardasian Union's Obsidian Order) Section 31 does not have a base. Instead it just consists of members of the Federation who are also part of Section 31. This makes the group one of the most dangerous black-ops groups in the Star Trek Universe.

Kor’s Section 31 Overview

Ok, now that you have been updated on the “ Canon “ version of Section 31. I will now explain my changes within my version of Section 31. Essentially I think that Section 31 should have there own base/s & ship/s; the U.S.S. Freedom is such a ship. Finally I would like to thank United Planets for the link to the Enterprise-D Battling the Empire. It will make a nice piece of background for this thread, I intend to use that battle as the Catalist for Section 31 involvement with the Empire.

Captains Log

After having studied the log entries and sensor logs of the U.S.S. Enterprises battle with the starships of this sector my superior ordered Section 31 to set up a permanent presence here. To accomplish this task the Freedom was given a card blanch on equipment, personnel, and ship needs, and I have been assigned to this sector permanently. I thought about recruiting some of the Enterprise’s Crew, but then thought better of it after reading Commander Riker’s portfolio. In my opinion it seems that Captain Picard sometimes inspires qualities in his personnel the could be dangerous to Section 31 and our mission here, or anywhere for that matter. That being the case I have assembled the best that Starfleet has to offer from other venues within the Federation.
One year ago we started using the permanent wormhole found by the Enterprise
to ferry supplies to this sector. Because of the knowledge gained from the Enterprise logs we of course had to equip even our freighters with Phase Cloaking devices so we could enter the outer regions of this sector undetected. Soon after we started converting a large asteroid into a usable base of operations. We now have a finished base that boasts every conceivable weapon known to the Federation. Now the Empire is ripe for infiltration, because of the Enterprise’s shall we say …. unsuccessful first contact, the Empire has been identified by Section 31 as a huge threat to the continued existence of the Ferderation, and must be dealt with accordingly.

Section 31 Asteroid Star Base

Captain Cochrane sat at her desk in her ready room aboard the Freedom looking at the waiting universe through her computer monitor. The universe beyond beckoned to her, yes the time had finally come, she would start her voyage into this unknown sector. Getting up out of her chair she walked to the door that connected to the bridge. As she neared it, the door swished open and she walked out onto the bridge and said, “ Prepare to get underway Number one ” as she took her place in the center seat. Then continued saying, “ When we are ready to leave engage the phase cloak, and as soon as we clear the asteroids surface set course to the wormhole. I want to make it look as if we just emerged from it to protect the location of this base.

“ Aye Captain “, said the First Officer as she turned to give the necessary individual orders to the bridge crew.

“ Captain we have arrived at the wormhole coordinates, “ said First Officer Jules Scott.

“ Good work Number One … now lower the phase cloak, but maintain a ship wide yellow alert. I want this vessel & crew ready to do battle if necessary at a seconds notice. Mind you we will try to hail them first and find a diplomatic solution and hopefully start friendly relations. But until that happens we remain ready for anything. Mr. Strohm set course for Naboo in the Chommel Sector of the Mid Rim at Warp 3 “ said Captain Cochrane.

“ Aye Captain, Course laid in, helm answering, ... warp 3 achieved, “ answered Sonya Strohm.

( Some time later the Freedom encounters their first ship )

“ Captain! The long range sensors have picked up an alien ship at extreme range. It doesn’t seem to have seen us yet, but who knows what their range is.

“ Thank You Mr. Heinsoo, I want a full sensor work up on that vessel, and tie it into all stations.” said the Captain.

“ Aye Sir, “ answered Iain Heinsoo.

“ Number one take us to Red Alert, shields up, do not arm the weapons just yet. Also reference the library computer for all weapon information contained in the Enterprise logs. Ms. Strohm set an intercept course & engage. “ said the Captain.

“ Accessing library computer … transferring weapons information to all stations. “ answered Jules Scott.

“ Aye Sir, course laid, helm engaging.” answered Sonya Strohm.

“ Ms. Strohm “ drop us out of Warp, and come to a stop just outside their weapons range. “ Mr. Mikaelian send friendship messages on all subspace channels, and put the ship on the forward viewer as soon as we stop.” said the Captain.

( The Freedom dropped out of warp and stopped as near to the vessel as was deemed safe according to the information they possessed )

" This is very strange ... it looks deserted, any reply to our hails? " asked the Captain.

" No Sir " answered Mr. Mikaelian

" Number one assemble a boarding party I want to get a first hand look at that ship. " ordered the Captain.

" Aye Maam " answered Jules Scott

Aboard Dane Ardens Star Yacht ...

Dane Arden had barely had time to get out of the star destroyer and get back to his modified yacht via the newly installed hidden in a nearby nebula before the strange starship had arrived. He was now very glad he had place sentries to keep watch for intruders while he was occupied in aquiring the needed equipment. He watched it now on his monitor via a cloaked sensor unit that he left attached to the hull of the destroyer. The new arrival was totally alien to him, he had never seen a ship like it before. It looked sleek, powerful and very deadly in a beautiful sort of way. But he was taking no chances until he could learn more about the aliens. He was able to steal some really nice equipment off of the destroyer and install it in his Yacht before he had been disturbed. However there was some other equipment that he had wanted to get that he hadn't had time to get. But he wasn't giving up that easily, after all if wasn't everyday that a man found a star destroyer adrift and vulerable. No he would watch and wait for his chance to return to the ship and finish what he had started.

Aboard The Vic ...

Meanwhile aboard the Star Destroyer. Jules Scott leading the away team had just materialized on the bridge of the alien starship. The first thing that hit him was the emense size of the the room. Beyond that was the fact that it appeared that some of the bridge station equipment had been taken.
Turning to the away team he gave orders to the computer specialist to get all the information they could from the computer system on this ship hoping it would shed some light on what had happened here. To his engineering team he gave orders to take a look at the engines and power supply. Then took out his tricorder to began a shipwide scan for life forms. Back on the Freedom Mr. Heinsoo had thought he had seen a single lifeform for just a second then it had disappeared as if never having been there. If there was anyone left alive on this ship he would find them.

Meanwhile Aboard The Freedom

Captain ... a subspace message is coming in from ASB for you personally.

Thank You Mr. Mikaelian I'll take it in my Ready Room. Ms. Strohm you have the con, said the Captain.

( After entering her ready room Alessandra Cochrane activates the monitor on her desk where she finds Admiral Slone staring out at her as she
sits down in her chair)

Admiral ... How can I help you sir? asked Alessandra Cochrane

Alessandra since this ship you found is abandoned I want you to take it in tow and bring it back here for study, stated Adm. Slone.

Admiral I'm not sure that is advisable sir. We still haven't found out what caused this ship to become abandoned, answered Alessandra.

Alessandra this isn't up for discussion, you have your orders ... Slone out! stated the Admiral.

Alessandra thought about the orders she had just recieved. Slone was always pushing her, and she didn't like it. She had already started making plans to tow the alien ship back to the Asteroid. But she would have liked to take more time to investigate first. Reaching forward Alessandra tapped the intercom button and said, " Engineering this is the Captain.

" Immediately a response was recieved, " Aye Captain ... how can I be of service to you maam? " said Chief Engineer Talbot.

" Chief I need you to ready the alien ship to be towed while we are cloaked. Admiral Slone has ordered us to bring her home. " replied the Captain.

" Aye Maam I'll get a crew right on it! " answered Talbot.

" Thank You Chief ... Captain Out.

Alessandra sat back in her chair again thinking about Slone. He was getting sloppy, and in to big of a hurry. She knew what he was trying to do, he was trying to discredit her and take all the credit for finding the alien ship. Well she wasn't going to allow him to get away with it.

Dane's Yacht / The Vic

Using some of the new equipment he took off the Vics bridge Dane Arden was monitoring communications when the alien vessel recieved it's orders. Quickly he teleported aboard the Vic to a shielded area in the engine room where he hoped he wouldn't have to worry about being found by sensors. He wasn't going to allow these aliens to steal his find out from under him!

Aboard the Freedom ...

A couple of hours later on the bridge of the U.S.S. Freedom Capt. Cochrane is contacted by her Chief Engineer over the intercom system, ' Engineering to Captain. ' said Chief Engineer Talbot. ' Yes Chief how is our towing preparations coming? ' asked Alessandra. ' They have been completed
maam, we are ready whenever you are. However, there may be a problem of another kind though, ' answered Talbot. ' What kind of problem Chief? ' asked
the Captain. ' Well maam I believed I picked up some type of transporter at work a while ago, I didn't recognize it as a transport at first because of it's differances when compared to our transporters. So I ran a few tests on the ships sensor records which I found supported the reading I got with my tricorder. ' stated Talbot. ' So maybe the party guilty of removing the missing bridge equipment has decided to that he or she isn't finished yet, ' said the Captain. ' That was my first thought Captain, ' answered Talbot. ' Ok, well we will just let our intruder think that they are undetected until we get the alien ship safely tucked away at ASB then we can track him or her down at our leasure. For now I want to get underway, ' said the Captain. ' Aye Captain, answered Talbot. Minutes later both ships cloaked and got underway for ASB.

U.S.S Freedom arrives at ASB

Some time later the Freedom arrives at the location of the Asteroid Base. Because of the cloak they are able to pass through the solid surface of the Asteroid into the hollowed out area for Starship docking. Within the Star Destroyer's engine room Dane Arden uses his telepathic link to his Yacht to land it on the surface of the Asteroid unaware that his presence has been discovered and that he is now being watched very carefully.

Meanwhile ....

The Section 31 Engineers begin there study of the Victory Classes technology and copying & uploading all information found on the Vic's main computer. From this information they learn enemy location's, enemy star fleet strength & base location , location of possible allies, location of shipyards, etc...
As that is being done another group of engineers are adding Federation technology to the Vic so it can be used to infiltrate the inner core with total impunity.
