This is the official League of South American Nations(LSAN) thread for Earth 2015 (http://forums.jolt.co.uk/showthread.php?t=489468). This thread is for LSAN members only, though E2015 nations may apply to join. Any proposals about changing the league or happenings in the league should be posted here.

Charter(subject to change and debate)

-a Mutual Protection Pact among all members, so that if one member were to be attacked by an agressor, than all other nations would come to its aid

-the reduction of tariffs on all member nation's goods by 30% that would promote trade between members and thus help out each member's economy

-the sharing of technologies among member nations and cooperative projects to discover new technologies(i.e. fusion power)

-less restricted travel among member nations allowing for diffusion of ideas, people and economic prosperity

-these parts of the League agreement will be reconsidered every year by member nations to decide if they need to be changed

-applicants to the LSAN are only rejected if a majority of the members says no to the applicant, if there is a tie then the applicant is automatically accepted

-every member of the LSAN must contribute to and help further the goals of the OSEE, as stated below

-any changes to the charter must be endorsed by a majority of the members

Organizacion Suramericana para la Exploracion del Espacio (OSEE)

Venezuela proposes creating a joint space agency, OSEE, for all members of the LSAN. We believe that in the future space flight and exploration will be very important and thus having a space agency will be vital for the League and its members to prosper. The budget for the OSEE, if ratified, will come from each member. The more funding each member provides for the OSEE, the more say and people they get in the OSEE and the more contracts the country’s companies get.

The Goals and Purposes of the OSEE would be:

1) The exploration of the solar system and the planets
2) The construction of a space station holding a small crew for research purposes. It would also serve as a base and docking station for spaceships. Several shuttles would be constructed to ferry supplies and crews to the space station.
3) The construction of several satellites to further the League’s communications and surveillance around the globe.
4) A project to eventually send a man to the moon, and after that sending a man to Mars.
5) In the long-term a permanent base would be built on the Moon and Mars.
6) Also, the Asteroid Belt would be heavily explored to see if it contains any resources that can be utilized.

OOC: Remember most of this stuff won’t happen for many years or never at all. You won’t see South American Mars bases for many decades. Plus none of this will happen if Columbia doesn’t vote yes.

Venezuela would be happy to accept Spain into the LSAN, the issues of the past are long gone and your technological expertise would be appreciated. Venezuela votes yes for accepting Spain into the League and Spain is now officially a member. We also hope that Spain will vote yes for the creation of the OSEE.

Space Thingy-Colombia votes YES, but only if Spain votes YES.
Semi-IC: Should Panama wish to join I think that they should be able to since they are so close.

OOC: Sorry, I fixed it, but why are you waiting for Spain to vote yes for OSEE to vote yes for it? If it is endorsed by your country, regardless of Spain's vote it becomes official.
Semi-IC: Venezuela would vote for Panama joining the League only if they promised to have democratic elections monitored by international observers.

Brazil will happily vote to approve the OSEE. We will also lend any help to other league countries in their efforts in creating or developing their own space programs.

Since there are not enough votes left for a majority of the LSAN to vote against the OSEE, the organization now becomes official and it will be added to the LSAN charter. First off the location for the launch site and operations center needs to be decided along with the location for the backup launch and emergency landing site. Venezuela offers to build the operations center in Venezuela in the Bolivar Region if this is suitable with the other members. Though, suggestions as to the locations for the other two sites would appreciated as Venezuela does not have too many good spots for the launch sites.

The Brazil Space Agency operates a launch site at Alcântara, which is nearest site to the Equator so less fuel is wasted when launching satellites. The OSEE may have access to use the base when launching shuttles or satellites.

The first OSEE satellite has been launched from Alcantara. It will serve many purposes and will be the first communication link of the LSAN in outer space. Another satellite with similar purposes will be launched in three months. Also, Venezuela asks the other member nations of the LSAN, to send scientists to Venezuela to help design the first shuttle which will hopefully be launched in 20 years. The goal is for the shuttle to be able to hold a large amount of cargo, necessary for the construction for anything, while having a safe life-support system.

Venezuela is also starting a nuclear fusion power project and we invite all LSAN members to join the project. We hope to start looking for ways to make nuclear fusion power viable for commercial use.

Also, we would like to propose building a LSAN particle accelerator. While this would require lots of funding and resources, we believe that with the help of the other LSAN members it can be done. If completed it would greatly help research into particle physics.

Brazil will be glad to help in all of these projects. We will send 50 scientists to help with research for a shuttle. We will send 20 nuclear scientists to help with the nuclear fusion power project. Also, from Brazilian National Laboratory of Synchrotron Light, we will send 10 of our scientists to help develope a particle accelerator.

Venezuela proposes:

Resolution to help China fight this newest Plague.

-Each member country would send doctors and other aid workers to China to help stop the spread of the plague.

-Top doctors from every member nation would work together with Chinese Doctors to help diagnose and find a cure for the plague.

Venezuela is already doing these things on its own, but we believe that an aid effort from the entire LSAN would be more effective in stopping the plague.

Brazil will commit doctors and aid workers to this cause. We will start a commerical ad for volunteers to send to the region to help those suffering. Also, any of our top doctors (that can be spared) will be sent along with this group. Hopefully this plague will not spread any where else and can be contained.
