The Command Marshall of the Verusan Alliance, Cirteo, has announced the founding of a Medical Volunteers Organization much like the Red Cross on the grounds that there are no known current ones.
Our symbol is to be that of a Red Diamond, as that symbol has no religious or political significance.
Nations that are interested may purchase medical vehicles from Cirteo. Proceeds will go to installing equipment on said vehicles.
Such vehicles will include:
Mercedes Van Ambulance ($35,000)
Chevy Suburban Paramedic ($30,000)
Mercedes Car Paramedic ($25,000)
Volvo Bus Ambulance & Field Hospital ($50,000)
BK-117 Medevac Helo ($500,000)
Mi-26 Medevac Helo ($100 million)
C-130J Flying Hospital ($250 million)
Canadair Challenger Medical Plane ($2 million)
Airbus 340 Transport ($300 million)
Hospital Ship (1 billion)
All costs in USD.
-No member nation may refuse medical service to a person or country on the basis of Race, Color, Religion, or Political views.
-The Organization shall be named the IMSV (International Medical Service Volunteers)
-All purchased vehicles must be marked in IMSV colors and may not be used for any other purpose.
-The HQ will be in Collin City, Cirteo.
-No nation may be refused entry into the IMSV on the basis of the adjectives in rule One.

If it helps the list price of a A340 is $218million
A C130J comes in at $64million
BK-117 i can't find an exact price but i woudl expect in the $2.5-6million region
Mi-26: $12-15million
Now addmitedly these are RL retail prices and don't include refitting costs so even if you could produce these aircraft cheaper the cost of refiting would even out the rpices (an airubulance fit for a BK-117 sized helo would cost about $0.5million for all the bells and whistles).

You're all right, I made the aircraft too cheap. I looked up the prices for these vehicles online and the operating costs for each one during Hurricane Katrina.
Keep in mind that I intend to make the IMSV as common as the Red Cross, and may even try a UN Resolution on it. Those of you who have applied, you are all cleared for membership and I ask you to please advertise.

The Empire of Xeraph applauds the vision and foresight of the people of Cirteo. The Emperor has decided that this organization will be funded by The Empire's Royal Treasury to the tune of five billion USD per year.
Cirteo/IMSV has had an account set up in Xeraph's national bank, TNBXx. You may access the account at any time and withdraw whatever amount you need, in 10 million dollar increments, up to 5 billion dollars. The only restriction is that we ask that you do not attempt to withdraw more than 10 million per week.
In addition, the Emperor has ordered that three Hospital ships be delivered to Cirteo within the week. These are up-graded surplus battleships, retro-fitted with the latest in medical technology. All weaponry has been removed from the ships, and each ship has an infirmary that can admit 150 patients.
The MedShips will be sailed into your ports as soon as you give us clearence. They will be under the temporary jurisdiction of the head of our Provincial MedServices, Abbot Mencius Merton of The Community of the White-Robed Monks.

I realize that this is a medical force. However, not everyone in the world follows the Geneva Convention. So, by using a loophole in the Convention, I am able to arm MedEvac helos because only medics cannot carry weapons. Also, each vehicle is for a different tech level.
