The Congressional Republic of Ceorana: Department of State
Welcome to the Ceoranan Open Diplomatic Exchange. We are actively looking for nations to exchange diplomatic relations with us (Yes! You in the back row! Second from the left! Yes, you too!), and this is the place where we do it. Simply reply to this topic with a request for one or more of the following relations, as well as information about your nation and why it would like to have diplomatic relations with Ceorana if you are so inclined. We'll try to respond quickly, and then we'll discuss specifics, such as locations of embassies, names and personalities of ambassadors, etc.
There are several different levels on which Ceorana is interested in pursuing relations, listed below. You are free to use your nation's own terminology or specifics for the different types of embassies.
I. Exchange of Embassies
There are three types of embassies that the Congressional Republic sends to other nations. They are described below. Applicant nations will usually want to ask for simply an "exchange of embassies" and we will decide which one to send, but you are welcome to be more specific if you are so inclined.
Your embassy will be located in New Boston, Ceorana's capital, and consulates can be located in any other Ceoranan city. In order of size: Tzatzing, Fjord City, Agriqo, Komosit.
A. Special Diplomatic Envoy
A Special Diplomatic Envoy, or SDE, is a small embassy, used for the purpose of communication, discussions and negotiations. It differs from an Embassy in that it is based more on ongoing talks than occasional negotiation. SDEs are generally established in nations that Ceorana disagrees with on some fundamental issues but is on friendly/speaking terms with. SDEs are led by an Envoy Ambassador (E.A.), generally referred to by the usual term "Ambassador".

B. General Embassy
A General Embassy, generally known as simply an Embassy, is a medium-sized embassy, used for nations that Ceorana does not know very well but generally agrees with. They are led by an Ambassador. Nations with a General Embassy in Ceorana may usually establish one consulate in another city of Ceorana, although this can be changed for individual circumstances. (OOC: If we've never met, and you don't impose huge tariffs, and you're not a dictatorship, you'll probably get this.)

C. Superior Embassy
A Superior Embassy, generally known as simply an Embassy, is a large embassy, used for nations that Ceorana is on good terms with and knows at least a bit. They are led by an Ambassador. Nations with a Superior Embassy in Ceorana may generally establish consulates in two cities of their choice. (OOC: This will be mostly for UN players, as that's where I play most.) Note: Just because you don't have a S.E. doesn't mean your nation isn't superior. It just means that Ceorana has more relations with you and therefore needs a bigger embassy.

II. Trade Agreement
Ceorana is strongly committed to free trade, and will welcome free trade agreements with most other nations. These will generally involve reduction/removal of most/all protectionist devices. Additionally, they might involve other items that would increase trade. This is an open-ended category, the Department of State wants your ideas!

III. Human Connection Exchanges
Ceorana's people are very interested in getting to know yours. This category involves any time of exchange or connection that would help our people get to know each other in the interest of a more friendly world. These might include teaching of native languages (Ceorana is mostly English-speaking, but has some Spanish and Norweigan speakers from the old tribal and newly discovered days), pen pals for schoolchildren, sister cities, etc.

IV. Miscellaneous
Do you want to open relations with Ceorana in a different way? Go ahead and contact our Department of State in this topic, and we'll see what we can do. Our goal is to strengthen and create international ties and relations and improve economies and cultures, so if you would like to suggest anything towards that goal, go ahead!

On the behalf of His Majesty King George and His Government, I should like to take the opportunity to thank the Ceoranan government for their interest and commitment to the proliferation of peace and prosperity through diplomacy and mutual understanding. To further such ends with the United Kingdom and her people, His Majesty’s Government would hereby like to petition the Congressional Republic for a permit to establish a general embassy within New Boston. Although the United Kingdom is not a signatory to the United Nations we feel that many of our statues and regulations advance and recognise as their underlying rationale human rights, and to that end it is the opinion of His Majesty’s Government that our two great states share a great deal in common.
Correspondingly, an increase in diplomatic relations would likely witness pressure from the private sector in the United Kingdom to open a broad commercial trading relationship with the Congressional Republic. Of course the specifics of any trade agreements would entail further discussions and bilateral agreements, such discussions would of course be facilitated by a more substantial embassy arrangement hence the request for a general embassy rather than a special diplomatic envoy, despite our lack of relations prior to this point.
Lastly, His Majesty’s Ministry for Art and Culture would be most interested in pursuing programmes intended to increase understanding between the peoples of our two nations, perhaps, but not necessarily limited to the mentioned pen-pal programmes as well as twinning of cities. It might be possible, with permission of course, to even investigate state-aided educational exchanges on both student and instructor levels.
It is the hope of His Majesty’s Government that you should find these proposals acceptable, or at least negotiable for the United Kingdom and the Congressional Republic appear to have a great deal in common upon which I personally hope our two countries can build a deep and lasting friendship.

After brief consultation with the Congressional Committee on Diplomacy, the Department of State wholeheartedly agrees with the establishment of a General Embassy for the United Kingdom of Azazia. (OOC: SDEs are only for nations we disagree with on most issues.) Would it be acceptable to have your embassy on 4472 Olive Branch Avenue, our embassy row? The building is slightly overgrown with ivy, but we can have our gardeners fix that up. It also needs a new paint job, but I assume you'll want to paint your information on it anyway...? Our ambassador is still going through Congressional approval, but it looks like he's going to pass. His name is Edward Coppers, he's a nice fellow, real entrepreneurial, slightly reserved as well...we hope he'll meet with your approval.
In terms of a trade agreement, yes, that will require additional discussion, but we are pleased you are interested. Our basic agreement would be something like no embargoes, quotas or tariffs on each other except in cases of economic emergency, some sort of reduction in subsidies on sectors that trade with each other, etc. However, your nation seems to have a rather higher tax rate, so this may not be completely acceptable. If you'd like to send us a draft agreement, we would be happy to look at it, otherwise our Office of International Trade might be able to get something approved by Congress.
A "pen-pal" program would be relatively easy to set up, it could possibly go along with the twinning of cities. We would probably have to limit the twinning of cities to one only, because of our low number of cities (only five incorporated ones, although there are of course smaller municipalities). Do you have any specific cities that are looking for a sister city? We could probably work from there.
An exchange student program would also be acceptable. Are there any fields of study that are exceptionally prominent in your nation, or any specific landmarks or interesting historical events? That could help gather specialized interest in our nation. Otherwise, we will most likely have a large base of students to begin with, and we can work from there. In terms of instructors, that could probably work as well, although of course we would need to have further discussion.

Your proposal for a facility on Olive Branch Avenue is most gracious and host humbly accepted; as far as grounds in Oceania, a site exists on St. Albans Court, within our capital’s Diplomatic Quarters alongside the New Thames River, and with mountains off to the west the site offers a quite spectacular view of the island of New Britain. Currently, His Majesty King George must still approve Parliament’s choice of one Thomas Hill as ambassador, though said approval is expected by the end of the week.
Regarding a bilateral trade agreement, His Majesty’s Government fully supports measures to reduce hindrances to free trade, with the noted caveats of emergency clauses for economic emergencies. Generally speaking, the United Kingdom does not subsidise its industries, although statues do prevent His Majesty’s Government from looking overseas for defence hardware and software. Additionally, the United Kingdom does maintain golden shares in those companies deemed necessary in terms of national security. Currently, the government maintains an 18.5% flat income tax, although the Chancellor of the Exchequer is reviewing plans to reduce that by a few percentage points in the next five years.
In terms of cultural exchanges, there are numerous cities in the United Kingdom that would be willing to twin, however, in terms of appropriateness three stand out: Philadelphia, the commercial capital of the UK; Queensbury, the growing centre of Oceanian culture; and of course the political capital of the UK, Imperium. With regards to pen-pal programmes it may be best to leave the details to local agencies and interested groups once we reach agreement upon the twinning of cities.
For student exchange programmes, fields in the area of political science, economics and business, and the creative/graphic arts remain extremely popular. Also of importance, of course, are the sciences and maths. Our history revolves around the theme of imperialism, as the origin of our European population comes from colonial enterprises while we have also witnessed two civil wars that aimed to better integrate marginalised peoples into mainstream society and the political system. There are monuments for those who fell during the Second World War and likewise historic buildings stand in historic districts of cities and counties across the UK.

I just need to drop off Alicia and Eddi, get some food, rent a DVD, get my hair done, and maybe buy some new shoes on the way home. I can feel these things on my feet going out of style!"

There was a beep as Sammy hung up the phone. The dinosaur on the TV droned on.

She said he seemed to be bored with her, the evening was tedious and awkward, the movie was disappointing, the Taco Bell afterward made her bloated, he wouldn't kiss her good-night, not even a peck on the cheek, and then he said he'd call her, but never did! Now is this the kind of gentlemen we want representing the Federal Republic ... ?"
The phone interrupted the senator's rambling. ... "Yeah? ... No, I don't want anything from Alberto's; just bring me back my car! ... No! No quick movie! I want my car!" Beep.

Madame President was too busy filing her nails to notice.

Indigo switched the television to Fox News, watched for a few seconds, and groaned at what he saw.
"Yeah, sure, yo. When will she be ready to come over? The next SkyCeo flight from Paradise City is tomorrow afternoon."
The person on the other end of the line made a noncommittal noise.
"Well, figure it out and get back to me, yo?"
After a grunt of assent, Indigo hung up the phone and collapsed onto the couch, praying that the Secretary would be back before tomorrow afternoon.

We thank you for your generous embassy location, it will more than suit our needs. Congress has approved a nice-looking embassy at 3141 Utopian Ave, New Boston for your delegation. It was previously the University of Ceorana at New Boston College of Liberal Arts Library, until they got so big they had to move to the bigger premises next door. It's been refurbished: we've converted the old administration offices into diplomatic offices, and the upstairs grad student area has been made into spacious ambassadorial quarters. The undergrad area has been made into offices and conference rooms. Dr. Lopez (I believe you're quite familiar with him from the UN Office?) looked at it last week on his day off, and liked it a lot.
Congress recently appointed one Lawrence (Larry) Fischer to the post of Ambassador to Ausserland. He's a great guy, very knowledgeable. Before signing on to the State Department, he was a political analyst for the New Boston Times.

The bugs we have placed in her house indicate that her older brother is currently strangling her with licorice rope, and she's trying to stave off the attack by beating him with a Nerf bat -- all over a raddy old pair of Mr. Faisano's Levi jeans -- but that the two are now in the foyer, which is the nearest they've gotten to Paradise City International Airport in the past week. Ms. Faisano should be in New Boston in a matter of months!

In fact, our entire capital city has. We've relocated it, along with most of our nation, a bit southward. Rest assured that your ambassadors have most likely evacuated, although the one from Kenny might still be walking around the streets of New Boston, wondering why he's feeling a large growth in his brain and why he's under twenty feet of water. Ahem, the Ceoranan government will attempt to pay for any damages incurred to things in your embassy that we didn't provide. New embassies are also being constructed in our new capital of Stormdale:
Ausserland's premises are located at 2718 Friedman Avenue. They're not completely built yet, and it seems to have a strong smell of smoked salmon and beef jerky (I think our construction team was using it as a storeroom for a while) but we've got the basics up, and Amb. Grundholm has moved in. It's on a street corner, with a glass tower added onto the edge giving you a 360-degree view of Stormdale (not that it's much to look at right now).
Gruenberg's embassy is located at 1993 Sunset Avenue, Floor B1. It's underneath the Sunset Department Store, and above the Kenny embassy. There're some ducts for natural light to come in. And please keep an eye on the Kennyites going up and down the elevator, will you? We don't need another city flooded and radiated.
Azazia's embassy is located at 6584 Sunset Avenue. You've got a nice wooden place, with ample space for a garden around the building, and an wraparound observation deck on the third floor.
Omigodtheykilledkenny has an embassy at 1993 Sunset Avenue, Floor B2. It might need a few halogen lights, but we've tried to put some nice wallpaper over the concrete.

We've got a nice premise at 5381 Avenue of Democracy, Floor 1 (Ground Floor to those following the 'British' system). It's a brick building with some nice bits of ivy climbing up some of the corners. We've tried to put up some soundproofing material to keep out the noise of the 24/7 karaoke bar that's upstairs, but you can occassionally still hear it. Feel free to improve on it.
