Venezuela would like to propose creating a League of South American Nations(LSAN). This would be a League to promote economic activity and closer military assistance between all South American nations. Venezuela feels that South Americans should help each other out, so that the whole continent can enrich itself. If non South American Nations wish to apply, the members will vote on whether or not the nation in question should be allowed membership. Membership is voluntary, of course, but the benefits of joining the League would be:

-a Mutual Protection Pact among all members, so that if one member were to be attacked by an agressor, than all other nations would come to its aid

-the reduction of tariffs on all member nation's goods by 30% that would promote trade between members and thus help out each member's economy

-the sharing of technologies among member nations and cooperative projects to discover new technologies(i.e. fusion power)

-less restricted travel among member nations allowing for diffusion of ideas, people and economic prosperity

-these parts of the League agreement will be reconsidered every year by member nations to decide if they need to be changed

If any nation would like to add to or take away some of these benefits of the League before joining that can be considered. We hope that all South American nations will join this League, but like we said membership is voluntary.

(OOC: Right now, only Columbia could join, since the other South Americans are unclaimed, but as soon as they are claimed they can decide whether or not to join the league.

To the World:
The Reformed Kingdom of Saudi Arabia is willing to establish friendly relationships with any nations it has been in conflict with before its re-foundation. Muhammed al-Quasi has been removed from the government and now lives in Syria. King Mutaid bin Abdullah Al-Suad wishes to clear the family name and return to diplomacy with the nations of the world. Any nations untrustworthy of the Kingdom's actions should understand that HAMAS is now outlawed in Saudi Arabia and is no longer part of the Parliament.

"So, you wanted to see me?" Presidente Perez said, walking into his foreign minister's office.
"Oh, yeah!" Foreign Minister Gisela Mireia Gomez said, looking up from her work.
Perez took the liberty of sitting down, "So, we have to get back into the UN. What do you need me to do about it, pray tell?"
"Well, you know, Arsenio's Rebuild Our Panama program can't rebuild Panama at an extremely fast rate, despite how much we're spending on it," Gomez said, "To expedite the process, we need UN aid. And to do that..."
"The UN has to recognize the RMP," Perez finished, "But what are we going to do? The Republic of Panama is one of the UN's founding members. It's a sore spot for them to recognize us over Lopez." (Guillermo Lopez, once South Panama's Minister of Defence, runs the South Panamanian government-in-exile.)
"Well, that's where you come in. You charmed Panama, didn't you?" Gomez said, twirling her hair around her pen.
Perez snickered, "So, I should go into the UN General Assembly and tell them, 'The fat cats in Panama City would have you living in this capitalist hellhole for the rest of your life!'?"
"You know what I meant," Gomez said.
"Yeah, I'm just saying it won't be the same. I'll try, though," Perez said.
"Okay, I'll send Firuza with you to New York if the General Assembly will listen," Gomez said.
"Cool," Perez said, "I gotta go talk with Arsenio now. Bye."
After Perez had left, Gomez immediately opened up another Wordpad document and began typing a letter.

To: The member nations of the UN

The Maoist Republic of Panama would like to appeal to the General Assembly about its decision not to recognize our government in Panama. If you will listen, we will send Presidente Adrian Perez to New York, along with our delegate Firuza Salehi, to negotiate.

ooc: Originally a bump, realized I needed to put in something else. I'm assuming, that because we are all on pretty much the same ideological track, Russia and China would recognize the Maoist Republic. If either don't, just say so and I'll shut up. Factor into your pricing that the Type 81 is being phased out of Chinese service and the PMM Makarov never caught a market in Russia.

To: The Socialist Federation of Russia, the People's Republic of China

The Maoist Republic of Panama, while facing the much greater need to repair itself, also needs to rearm its Army. So, we would like to buy some weapons for testing with our Guardia Presidencial in Colón. From China, we would like 350 Type 81 assault rifles. From Russia, we would like 500 PMM Makarov pistols. If they are satisfied with them, we would like to discuss purchasing a liscense. Thank you.

It has be come obvious that the drug cartels and gangs in Colombia are becoming very dangerous to the world in which they act.

We call upon UN members to send military forces to Colombia to help the Colombian Homeland Guard search and destroy all Internationally illegal Drug Trade centers and all illegal crops.

These forces will remain in Colombia for 5 years or until the problem is solved in any way.

The Union of National Bolshevist States would be highly interested in increasing relations between us. Russia has returned to a socialist mindset, which is a plus, but has not yet joined us in the great Nazbol revolution.

Regardless the U.N.B.S. wishes to further trade between our nations, and may be interested in some arms deals as well. Also, we ask that Russia withdraw all support for the criminal Serbian regime, which has plauged our state since revolution. perhaps if Russia took a harder tone against the fascistic Serbs, a great deal of bloodshed could be spared.

IC: PANAMANIAN NEWS NETWORK, PANAMA CITY

Victoria Vasquez, the NNP's anchorwoman, sat at a desk in the half-destroyed news studio used by the government-regulated news network. Since the report was shot around noon but broadcasted at night, people would laugh at, "Hello, this is News at Nine..." while sunlight was coming through the hole in the building behind her.
"Today, Presidente Adrián Perez gave a speech, declaring, among other things, new policies to bring revenue into our nation," she said.
The image shifted to Carmelito, as the people had taken to calling Presidente Perez. In the background of the plaza in Colón he was giving the speech from, angry Panamanians, most of whom looked hungry and homeless, were burning UN and USA flags.
"Well, as you guys know, we've joined the ranks of the...two, including us, 'rogue states.' So, in other words, we'll have to rely on non-UN sources to rebuild our country," Perez said.
"Don't worry though, we have our ways," he continued, "We're going to start with the Canal. All nations currently not recognizing us will have their canal fares doubled. For the USA, quadrupled. These measures will stay in effect until we feel they can be repealed."
"Second of all, the weapons of the former South Panama," he said. He was referencing the SAR-21 assault rifles (about 2/3s with M203 grenade launchers), 92FS pistols, SAR-21 LMGs, Mossberg 590 shotguns, M24 sniper rifles, CTAR-21 carbines, AT4 anti-tank weapons, and MP5 submachine guns purchased by South Panama.
"Obviously, with our ammunition switch, we won't have much use for them. Plus, they're worth a lot of money. We will be selling them at discounted prices to legitimate countries willing to purchase them. I emphasize the word 'legitimate.' We're hated enough, and I won't tolerate corruption in my Maoist Republic."
"Finally, this has nothing to do with moneymaking, but it's important nonetheless. We've figured out something about my succession," he said, "I won't be appointing one. When I die or step down, the RMP will have a plebiscite (SP?) to either uphold the RMP or transition to another government. Either way, you'll get to elect the next Presidente."
"But, there are certain conditions to this," Perez continued, "This plebiscite will only occur if I die of natural causes or step down completely willingly, Pat Robertson."
That made the whole crowd roar with laughter.
"If you make guerilla attacks against me or threaten me, I'll only get stricter. If I am assassinated, People's Security Minister Guiterrez will succeed me. You think I'm kidding? Try me, and I promise you, we'll cement your feet and throw you in the Chagres. So don't even think about it."
The report transitioned back to Vasquez.
"That was our Presidente Perez. Coming up next, we have what Pat Robertson's fundie ass had to say about this..."

As I am sure you are aware, you are in great danger. It will not be long before the US tries to stop you. They are dependent on trade, and will try to occupy your country. You are very brave, little Panama, to take on goliath himself. And we shall stand by you. My personnel will create a NBP in Panama, and in return, you have my word that any agressive actions towards your state undertaken by the US will be countered by my own agressive actions.

If it would be quite fine with you, perhaps some officers from the Red army could help train your forces? The Red Airforce and Red Navy would be willing to train you as well. Our soldiers are the best, having been in war for nearly 10 years straight. Also, my top technicians are working on a new tank design, and would be willing to export it to your country.

If you need any economic aid as well, Panamanian products are quite welcome into our markets. The U.N.B.S. seeks nothing but the continuation of the Panamanian revolution and it's deathless ideal. The Hacker Corps urged for an attack, but the Premier was unsure. If he kept attacking the imperialists, they would only fund the Serbs further.

"We must show the Americans that their arm does not extend into the Balkans...and never will." The order was issued, and the Hacker Corps went to work.

In one day, Serbian banks lost nearly 4 billion dollars. It was larceny on a grand scale. A combinations of lost transactions and full on bank robberys had the Serb government in arms. The NBP-Serbia blew up nearly 4 governmental buildings, and tanks were now on the UNBS-Serbian border.

Announcment to the World

In response to the alarming mass-attack on Serbian banks today, the US has, with the permission of the Serbian government, began to send in troops to not only help train the growing ranks of the Serbian military, but to help secure it's banks and borders. These attacks will not go unnoticed, and we will not allow these rogue states to terrorize the world. Again, we call for all nations to place trade embargos on this UNBS and it's associates. American insurance companies will be replacing the money stolen from the Serbian banks. We will NOT stand for this.

The UNBS denies any involvement in the attacks on Serbia. It furthers states that American troops stationed inside Serbia for anything BUT training is a violation of international law, as all American troops were supoosed to be pulled out and not return in 2010(OOC: During the Balkan conflicts in 1990.)

The Americans have 5 days to remove all military forces from Serbia. If not, the matter will be brought up by the UN Security council by North Korea. We would also liek to point out that such attacks were most likely the work of the american hacker group "Cult of the Dead Cow".

Cult of the Dead Cow Announcment

We are not responsible for the attacks on Serbia, or the FBI website, and we resent that we are labeled this way.

Secret IC

It was a classified fact that the Cult of the Dead Cow had long worked for the United States government. They were given immunity, money, and resources and in return were expected to perform whatever task they were given. Today, people around the world were cracking into UNBS electronic banks and transfering the money into Swedish bank accounts. This money would go through several accounts before being transfered to bank accounts controlled by rebels inside of the UNBS.

The Cult of the Dead Cow may have been good, but the Hacker Corps was a military branch. All acecess numbers were quickly captured and unloaded upon with viruses. True, the swedes suffered as well, but that was war. The attacking computers would be horribly crippled, many cpu's actually frying.

Luckly, UNBS banks did not run on the internet. They had their own closed circuit ethernet, and as such were immune to any hacking attempts.

The Hacker corps however, was giving strict orders: Maintian defence for the time being. The entire branch now, instead of retaliating, engaged in creating an army of advanced firewalls and protective measures. Only UNBS computers would be able to acecess the ethernet, and all of those were IN the UNBS.

But what to do with the numbers, the IP adressess? They were passed on to CNN, as the locations of cyber criminals. CNN would not be happy with the fact that their government was stealing from private citizens of another country. The story would break, and cause a huge firestorm of uproar.

After all, what the president had donw was....unconstitutional.

We deny all of these accusations that the United States government was somehow involved in these attacks. It is a sad event, but hopefuly these banks had insurance. What we do not know, however, is if these attacks were even from US citizens? There is a strong possibility that... some other country has framed innocent Americans. Perhaps one of the many rogue states who now run rampant? Perhaps even the UNBS are behind these attacks.

However, your calls for alliance are unnecessary and unfitting to the traditions of Juche. All the right peoples of the world should yet unite against imperialism, but alliances are only a mask of imperialist propoganda, as the United States in their alliances with Europe and Asia (ooc: not that they have real alliances in Asia anyway).

ooc: that's assuming a lot, especially for the United States. First of all, if funding an illicit hacker group that inadvertently decides (or not, I don't know honestly) to hack into your banks, then what is funding a group Islamic militants in the middle of Afghanistan fighting against the Soviets in the 1980's? If anything, it's a covert strike and espionage, not war.

Unknown Man in Turban (http://www.tribuneindia.com/2004/20040223/ncr7.jpg): "Greetings nations of the world. I wish to keep myself unknown for the time being, but you will soon be glad to know that I have a plan for seizing power and spreading democracy in the Middle East and see me one day as a hero. Last year in Saudi Arabia, the Arabian people made a horrible mistake, they voted the Saudi Royal Family back into power and crippled the short-lived republic. Even the United States and Great Britain should be wise enough to know that the Saudi's are terrorists and desire not only the downfall of all the United States has fought to keep standing across the world, but the downfall of the United States itself. I however, have the perfect plan to give rise to democracy in the Middle East. What you saw on March 24 was the beginning of the war on Saudi Arabia, I have seized a great deal of the armies of Oman and Yemen. Soon, their governments will fall, and I will begin a war that will make the people of Saudi Arabia realize what they have removed from their once-proud country. I ask all nations who recieve this tape, United States of America, Great Britain, Russia, China, declare war on Saudi Arabia, fight along side me as my allies, and I will make the first true step to where democracy will triumph over terrorism."

King Mutaib Al-Saud saw the tape and was grieved more than ever about what was happening. The attacks, it seemed, were only the first in what would soon be a long line of attacks on the kingdom. He also knew he would have to convince the nations that recieved the tape that he did not support terrorsim, but it would take more than his vow as a King this time. He got out his financial plans to show his annual budget of the kingdom and prepared for a meeting with the U.N. to convince that the mystery man on the tape was the true terrorist.

Venezuela invites all nations of the world to join in our project to make nuclear fusion power viable for commercial use. The project would be based in Venezuela and primarily funded by Venezuela, but any nations that join the project would gain nuclear fusion power technology if it is ever made viable by the project. If the project succeeds it would be a benefit to everyone who values, clean, renewable, and almost unlimited power. Thus, we hope that all nations will join in on this project.

OOC: Before anyone accuses me of godmodding for giving Venezuela nuclear fusion power, remember that this is just initial research. Probably in about 20 or 30 E2015 years, I will have a drawing for which nation (that has stated it is researching fusion) gets fusion tech. I will come up with a formula (with the help of admins and mods) giving some countries like the US and China better chances than others and then the winner of the drawing gets nuclear fusion power. If this project gains a lot of countries it will have a good chance of winning nuclear fusion technology, so even though it probably won't happen, if every country joined, then every nation would get fusion power in around 20 years. So let the fusion race begin.

In all, the time spent chastising the imperialistic powers was significantly decreased from prrevious years, as Kim Jong-chul began to make a focus more on domestic improvement.

We are delighted to render our services to coordinate our anti-extremist efforts against this common threat. In fact, we must band together to show our solidarity against these vile criminals.

King Mutaib found himself in a self-conflicted delima when he learned of Oman's willingness to band together with his country. Were it not for the fact he had just returned to power, he would immeadietly agree to this. However, he found himself having to choose between two paths that would lead down a likely harsh future. His son Fateen told him that if he rejected the idea of banding with Oman, he would likely be refusing aid from a needed source. But Mutaib felt that if he did accept, he would likely be showing the world what his plans for the Middle-East were, and would more than possibly start another western upheaval of his family and re-instate another loathed republican. Before him was the form that would agree to Oman's ideal's and ultimately decide the course of his country, he needed only to sign it to make it official. He reluctantly thought about what he was doing for a while and at 1:45 P.M., signed his signature: King Mutaib bin Abdullah Al-Saud.
