The Commonwealth of Hydac has recently purchased an undisclosed number of nuclear artillery shells from a third party. We intend to test fire one of these shells early next month. We will allow any nation to send a delegation of no more than 10 obervers to monitor this test and document the proceedings, however we set the following conditions:


You will be allowed a visual inspection of the shell being tested, no disassembly is allowed
You may bring recording equipment, however all delegates and equipment are subject to any search we deem necessary
No more than three of your delegates may be armed with a sidearm, if any additional weapons of ANY type are found your entire delegation will arrested and tried as terrorists
We will provide accomodations for the delegates, however you are responsible for transporting them into and out of the country, vehicles will be provided while in Hydac

Diplomatic Message To Hydac

Troubled slightly by these events we will send in 10 observers, 6 of them scientists for the Toopoxican Organisation projectiles lab, 1 will be the Department of Defense vice minister, and his Aide, and the last two shall be Bodyguards, you did not specify how many people were allowed weaponary so we shall take the precaution of allowing 2 9mm P-22's for our bodyguards.

While we will not be sending any observers to your test program (our recent detonation of an eighty megaton "uberdevice" was astounding enough) we would be eager to assist with further development of your nuclear capabilities.

Our nation has recently become embroiled in a foreign conflict, but our advisors will be able to assist you nonetheless. In addition, the Ministry of Defense will be sending a delegation seperate from the technicians provided to train your personnel. We want to ensure product quality. If the weapon does not detonate or does not operate in the intended manner, a replacement will be supplied and any damage will be paid for and/or repaired.
