Formation of Alliance of Petroleum Exporting Nations announced

The Commonwealth of Hydac has decided that since out economy is based largely on the revenues generated by our considerable oil reserves (estimated at 6.5% of known world oil reserves) that we must maximize the economic potential of petroleum exports. To that end we are pleased to annouce the formation of the Alliance of Petroleum Exporting Nations (APEN). The purpose of APEN is to restore stability to world oil prices and ensure a balance between high revenues for oil producing nations and reasonable prices for consumers. All member nations of APEN will be required to do the following:
Send a delegation to APEN headquarters in Hyden, Hydac
Supply a fair share of the APEN operating budget
Agree to follow APEN mandates for oil production levels
Supply military forces to defend fellow members who may come under attack by imperialist powers who seek their oil


If your nation wishes to join APEN please supply us with your average daily production figures, estimated remaining reserves, and the name of your appointed delegates.

OOC: Member states can leave if they feel their economic interests are not best served by following APEN mandates, however they may not leave to avoid war if they are called on defend a fellow member against imperialistic aggression (I relly don'y see this happening though).

The primary purpose of APEN is to influence and to an effect control oil prices by altering demand, similar to OPEC. I plan to hold summit RPs to discuss supply changes from time to time. I'm working on a complete IC charter that will outline APEN in more detail. Look for it in a 2-3 days hopefully.

OOC: Alright, I will probably join then, but I will reserve the right to control prices in my own nation. Also, I hope this does not become like the real OPEC.

IC: The Scandinvan Empire has decided that such a group as this will help to serve the international community and thus the Empire has decided to join the APEN.

The Secular Empire of Maraque wishes to join APEN.

Currently we're producing 200 million barrels of oil per day in our 21 oil fields around the country, with the capacity to produce as much as 75 million additional barrels daily. Estimates of our oil reserves are between 24.64 trillion to 61.6 trillion barrels underneath the ground, which could last 200 to 500 years.

We would be grateful if all new members submit the name of their delegates as well as their information. We plan to hold an election for the APEN Secretary General once more nations join our alliance and the final draft of the APEN Charter can be presented for a vote by the APEN Asembly.

With the word received a number of important persons were selected to be part of the delegation. They were Lord Evark, Lady Elhame, and Lord Henry. When all was made prepared the delegates boarded a private luxury jet and began their flight to Hydac. After a fairly long flight they arrived in the airspace over Hyden and began to fly and then they put in a request to land at an air port…

The name of our delegate is Alexandre Bitzehn. He was the Finance Minister under Emperor Stephen Norris (who is no longer in power due to a coma.)

Although us here at Griffincrest are not Hydac's biggest fans, and realize that we will most likely be under attack frequently by other APEN members, we will join. Also, our motherland of the Blackhelm Confederacy wishes to join, so there are two more groups to count.

Under that clause, the Griffincrest Corporation is out, but the Confederacy is still in.

Modnoth will send the Former CEO of the Eastern Mondoth Trust, Edward Hye to represent our holdings of 19 oil fields (including three off shore fields) that are currently producing 165 MBD (Million Barrels a Day) with potential to produce an additional 81 MBD. The currently surveyed fields hold as many as 34.5 Trillion Barrels. With estimates of currently unsurveyed fields running to an additional 43.8 Trillion barrels.

Hydac's oil production is stimated 37 million barrel/day with the ability to triple that production if so desired.

Our total proven reserves are 41.6 trillion barrels with a further 40-50 trillion barrels believed to exist in unsurveyed and untapped oil fields.

Toopoxia would like to join purely as an economic member but not under any other guise, our Oil reserves do not make up the majority of our economy but we do still have a substantial amount for use.

OOC: The military clause only applies to defending member nations against other nations who try to take their oil by force. You aren't obligated to defend them if their attacked for other reaspons or if they are the aggressor nation.
