1964 - The new Mexican Government has been sworn in. Over 300,000 people gathered outside Los Pinos where Oswaldo Sanchez was sworn in as the leader of Mexico. Sanchez's party, NRI (Partido Revolucionario Institucional/Institutional Revolutionary Party) made a dramatic return to rule Mexico, which had previously spent many years under the American sponsored rule of Gilberto de la Cruz. Sanchez has promised to "bring Mexico's wealth to the people".

Expropiación petrolera

Everywhere he went, Oswaldo Sanchez, or el Caudillo as he prefered to be known, had been greeted by admiration by the public, who were eager to see him fulfill his promises of wealth for the nation. But everywhere he went, he could see the people who were taking Mexico's own wealth away from the people. The super rich supranational oil and petroleum giants, be they American or European, were sapping away at Mexico's resources, and Mexico's wealth. He had called together a team of special scientific advisers, and top Government officials.

"El Caudillo, it's good to see you here so soon."

"Indeed it is, but I have not finished my tour just yet. I will visit my people in due time, but this is a matter which we need to act quickly and decisively on."

Jose Fonseca had organised the meeting on behalf of the Sanchez, whilst El Caudillo was half way through a pre-election pledge of spending a day in each of Mexico's major cities.

As the two of them walked in to the room, the rest of the room immediatly stood up in recognition of their leader.

"I thank you all for coming here on such short notice, and I'm sure you are aware of the situation, having read the dossier provided for you in advance."

As he glanced around the room, he caught the eye of a slightly nervous looking Scientist, who seemed to be fumbling desparately through his bag.

"But for those of you who haven't had a chance to read it yet, let me give you a synopsis. We are going to nationalise oil production, and take over all oil and petroleum refineries in Mexico. Sounds simple, eh?"

This last comment was met by a chuckle around the room. A smiling moustached man, wearing Army uniform, with many medals, added to the laughter:

"Easier said than done, no, let me change that, it'll be easier done then said."

"Well I thought I said it without a problem, but you're right, with your men, we should be able to take them over without a problem."

"Most certainly El Caudillo, the companies in Mexico only have minimal security, which wont present a threat. And as for reprisals from Europe, or America, neither will risk open war with us, even if we are not a major power."

A slightly nervous looking Government minister, Raul Mendez, the Minister for Industry and Commerce, raised a point:

"But, El Caudillo, are we not to expect sanctions?

"Yes we are, but this bold move will also win us friends abroad, and great economic wealth."

"And do we have the manpower, and expertise to run these facilities?"

"We will most certainly have the man power. Our inefficient predecessors left us with masses of unemployed, and we will put them to good work. As for the expertise, that's where our friends come into play"

He gestured towards the scientists, who had already come up with many plans, and come up with a working formula for obtaining gasoline from oil.

Meanwhile, across the nation, armed forces were already getting position to take over. Backed up by civilian workers and scientist teams, they would ensure minimal disruption to oil production. It was hoped there would be no bloodshed, but they were prepared for the worst.

The US hasn't intervened in Latin America since 1904, and that was to drive the Germans out of Venezuela. The US signed a treaty in that time period called the Pan American Treaty which stated the US would not intervene in the internal affairs of Latin American nations, and would protect them under the Monroe Doctrine.

During the 1920s and since the US has spent a huge amount of money on upgrading the economies of the Central American nations, while the FNS (all of Spanish South America plus Panama) has industralized. Thus Central America and the Caribbean lie between two of the largest industrial powers in the world (meaning practically no need for huge numbers of emigrants out of Mexico and those that do move tend to gove south where they speak the langauge and need workers just as much). Both the US and Colombia (the founding member of the FNS and its largest industrial region) have been allies since 1900, and are strong partners.

Mexican troops fought alongside US troops twice in Spain, during both the 2nd and 3rd Great Wars by the way.

Points are gained through growth.. read the first page of the economic page carefully. You can also build shipping, enlarge your airline and tourist industry by spending on it etc.

The US will cheerfully loan money (ie points) to Mexico at any time, as it has worked hard for 64 years to keep up good relations.

As for the CIA cracking Indochinese codes, I expected they had. Not much seems to escape their attention so it seems best to assume the worst case scenario.

The Commonwealth of Australia and New Zealand sends a cordial message to the new Mexican government, an old ally through their mutual friend in the United States. Though we are on opposite sides of the world, it is always good to maintain such bonds.

January 13th 1964 - Mexican forces seize the assets of all petroleum companies in Mexico.
January 14th 1964 - Petróleos Mexicanos (PEMEX) is formed by the Government, and resumes production of oil and gas.

Expropiación petrolera II

An army had gathered outside Chicontepec Basin. Not of soldiers, but of workers. A convoy of 4x4 vehicles entered the vast complex, shunting open the padlocked gates.

This is Mexican property now, thought José Perez, as he began to oversee the extraction and production of the fossil fuels. Many workers would have to be trained, but fortunately many of the previous workers had agreed to stay on, knowing that they would be provided for better than they were under the employment of a foreign company.

Thousands of men lined up outside the gates, showing their papers to the security guards, who would then proceed to let them pass. Similar events were taking place across the country, as Mexico rediscovered its wealth.

Oswaldo Sanchez's plan had worked so far, now it was up to his men to ensure that Mexico's resources were in good hands.

Giant flags were being erected around Mexico, 14.3 meters in height by 25 meters in width, and mounted on flag poles which extend 50 metres in to the sky. They had been placed in Tijuana, Ciudad Juárez, Veracuz, Iguala, Guerrero, and Monterrey to instill a sense of patriotism, which Ramon Morales, Secretary of the Interior, felt the Mexicans had been lacking for many years now. He was in Mexico City to oversee the largest flag of all being raised. Located in the centre of the city, and with a pole height of 100.6 meters and a flag measuring 50 by 28.6 meters, built to double the size of the other monumental flags, this flag was designed to become the focal point of the whole of Mexico.

Between 1964 -69, nearly 4 million North Americans of Mexican or Central American descent immigrate to Mexico, mostly from Arizona, New Mexico and southern California, and to a lesser extent from Texas.

This is caused by the great drought, which is particularly harsh in those parts of the US that depend on seasonal waterflows (snows in the mountains) and irrigation agriculture, which completely collapses in the Imperial Valley of California (right next to Mexico) and Rio Grande Valley (mostly in New Mexico)

They will bring with them sufficient capital for Mexico to get a free production center

On January 1st 1965, the countries of Mexico, Guatemala, and El Salvador joined to become the United States of Central America. The nations will be represented in a fair split between the three countries based on population. The capital will be in Villahermosa, but all other province and state capitals will remain the same.
The other nations in Central America initially showed little interest in this venture, with Costa Rica citing the fact it wishes to remain isolationist, only looking out for Costa Ricans. According to many Mexican Political Analysts, Costa Rica is fast becoming the 'Switzerland of the Americas'. Honduras showed much initial hostility to such an agreement as they believed they would have little say and power, but it is believed that since the unveiling of the new coins, the Honduran public has been won round by the fact that one of the coins includes an image of Francisco Morazán Quesada, a former President of the the former Federal States of Central America, who is a national hero in Honduras. This, however, could be a factor of the Costa Rican opposition as Morazán was executed in Costa Rica after declaring that every able bodied Costa Rican male would be subject to compulsory service in the new Central American armed forces. Nicaragua is following Honduras, and has now shown an interest in joining. It is believed Honduras will join in 1967, with Nicaragua following in 1969. Both countries are currently receiving aid from EUC to help with integration.
EUC has purchased Hawker Hawks from the UK to replace its ageing F101s, and is currently increasing its armed forces to give it the protection it needs in this war.

The origin of the USCA

In 1964, after Mexico joined the Central American Economic Organisation (CAEO), the nations looked to further economic integration, and such issues such as a common currency. The coastguards also begin to co-operate with each other on a daily basis, whilst the free trade agreements mean that business flourishes between the countries. The future looked bright for the countries of CAEO.
After the Twilight War, and the collapse of the USA, the Central American countries had lost their main backer, and their main trading partner. Civil unrest was created, as people worried about their economy collapsing. In late November 1964, the leaders of Mexico, Guatemala, Nicaragua, Honduras and El Salvador met for talks on a possible union of nations, with Central America acting as one country. Costa Rica was also invited to the talks but refused. Traditionally the least in favour of a united Central America, Costa Rica is morely likely to concentrate solely on internal matters, and remain relatively isolated from the world. Meanwhile, the other countries, even Mexico, were worried that their individual voices were being drowned out in this modern era of superpowers.
However, the initial round of talks were only partially successful. Honduras and Nicaragua pulled out believing that their nations would lose their say altogether, believing that this would come to nothing. They both issued statements that they would leave their options open, and possibly opt in on the union, if it ever arose, but only on conditions that suited them.
The second round of talks involved Mexico, El Salvador, and Guatemala. Worried about possible Mexican domination, the leaders of El Salvador and Guatemala put across a plan whereby Mexico would be represented in small partitions in the Government, based on population size. Mexico grudgingly agreed, on the condition that a Office for Mexican Affairs would be made. The talks carried on over many days. Guatemala and El Salvador realised that a union with Mexico would give them access to much more resources, and a massive market without tariffs. Mexico in turn saw that this union could finally give Central Americans a major say in the world, the together, they could bring a much higher standard of living for their people, as well as ensuring their freedom. Other matters discussed were the location of the new capital. Initially, the Mexican entourage were insisting on Mexico City, but after much pressure, other locations were considered. It was agreed that a new capital would be built, in a smaller city, one further south in Mexico. A new currency would also be developed. In a clever PR move designed to appeal to Hondurans, certain denominations of coins would feature Francisco Morazán Quesada, who was a former President of the now defunct Federal States of Central America, and still a national hero in Honduras.

Unfortunately following pressure from the parliamentary opposition in London the Ministry of Defence has had to cut back the number of foreign purchased aircraft and the order for Aztecs has had to be reduced to 3 squadrons for overseas service.
