The leader of Nouvelle Angleterre has deemed it appropriate action to set up the IHC, a body which would provide humanitarian assistance to peoples in need.

The details of the confederation are listed below-

Membership- Any nation with "good" or above ratings in the Civil Rights and Political Freedoms classifications may join the confederation. Economical strength does not matter in principle although it may not be in the best interests of poor nations join the confederation as this may have an adverse affect on the economy.

Applications for assistance- Any nation may apply for assistance from the IHC. The senior members of the IHC would then decide whether assistance should be automatically given or put to a vote of all IHC members. On most occasions an application would be voted upon by all members of IHC although in what senior members deem to be exeptional circumstances the vote may be bypassed in order for immediate action to take place.

Offers of assistance- In some cases, the IHC may deem it appropriate to offer humanitarian assistance to a nation or area where there is a poor humanitarian situation. This assistance may be offered in the case of a civil war where a government may not have requested humanitarian assistance.

Civil War- In the case of civil war, the IHC would take no alliegence and would offer aid and humanitarian assistance to both sides. It is the intention of the IHC not to be involved in conflict but to minimise the hardship of innocent civilians.

The IHC is accepting applications for membership immediately. Senior positions in the IHC would be given to the nations deemed suitable for the position by the acting Director of the IHC, Mattieu Robinet MP.

We welcome any inquires into the IHC. These may be posted here or telegrammed to the IHC via the official Nouvelle Angleterrais telegram service.

Esteemed Members of IHC,

I am His Divine Majesty Hughes of the Totaltarian Empire, and to your surprise, I would to become a member of this organization. I am sure you are rather weary to permit my nation due to its rather low civil and no political rights. Though we do have, and have maintained, excellent humanitarian status. Our people do not go hungry needlessly, our people are given everything they need to survive, and are allowed some freedom of those money.

The Totaltarian Empire is, however, extremely strict in what we allow our people to become. We see Freedom of Future as more a civil right, than a basic human right. Rights we see as nessecary are: Security, Stability, Peace. We see everything else as secondary, 'wants', not 'needs'. We inform our people, after years of testing and education, what the government believes is best for them to do. I assure you, it is a very secure and open-minded test that is indeed expensive, but worth it in the long run. Our people are happy to say the least, with order in their society.

You may still be weary, you may ask why should you allow a Imperialist State that has never even experianced liberalism. The fact of the matter is, we have. For five hundred years, or so, our nation was in a state of anarchy--caused my liberalist anarchist centuries before who believed that anarchy would bring happiness. It didn't work, and thus after centuries of countless horrors, the Military (not what you think, more like a political organization) organized and restored the country.

In essence, that is what the Totaltarian Empire is. We care for our people more than most liberal democracies would, and we share the fact that the people of this world need to be defended and protected and basic rights ensured.

I do hope you will take our membership into considersation.

To Your Majesty King Tristan:

It brings me great joy to hear that a confederation has been established to offer humanitarian services to the needy nations in our world. Human rights has always been a major issue that our nation likes to champion both domestically and internationally.

After reviewing your prerequisites to join as a member of the International Humanitarian Confederation, it saddens me to discover that my empire is not eligible to join due to the fact that my people cannot elect their head of state (political freedom outlawed) and because our civil rights record is only average (we are always working to pass legislation when possible that will increase our civil rights rating). I am personally writing to appeal this requirement in our case, because human rights is of utmost concern to both myself, my father, grandfather, and the entire history of our imperial government. Your consideration in this matter is greatly appreciated.

I have recieved your request to join the IHC. I have noted the fact that your nation has has a decent civil rights record. I have also noted your claim that you are seeking to increase your civil rights levels.

It is with due consideration that I have decided to allow your nation provisional membership to the IHC. I will grant Edvardus membership to the IHC, however, at the present time you will not have a representative on the senior commitee. I will, however, require you to fullfill your promise to work to further to increase levels of civil rights in your nation. If this is adhered to then I see no reason why the situation cannot be reviewed and a representative from your nation cannot join the senior commitee.

I would like to point out that your nation will be under scrutiny from the IHC at all times and membership will be removed if promises are not met.

The Eternal Necrontyr Empire considers itself one of the most generous and humanitarian states in existence, with at least seven percent of every budget being spent on overseas aid, and several prominent organisations dedicated to humanitarian operations. However, we are unable to join such an organisation due to our sphere of operations being located in a distant area. It would however be our pleasure to appoint a representative, we have in mind Martine Nareeeman, to your organisation in order to liase with it where possible and provide the advice of the necrontyr people to the IHC.

While the Republic of Kanami finds this council to be acting in the right causes, and purposes, unfortunatley we must protest the restriction on civil rights/politcal ratings.

First off basing on politcal rankings from a already redundent international alliance, (the United Nations) is a sever flaw for any nation. If we we're too base off that, we would be out of allies. Especially some of our ginest allies.

Secondly, with so many nations possibly in need of humanitarian aid, this council so easily segergates and rules them out.

We have seen first hand how a nation strugles under pressures of enviormental factors, (such as sever weather) and how nations are willing and ready to ignore. (Kuronan Storm Crises) While it may not be the intentions of the committe to do such things, it's just too easy to press IGNORE to a nation with a low Civil/Politcal Status.

Having read your concerns I feel that I must make some things clear.

Firstly, there is leeway for nations with low political freedoms to join the IHC. We focus mainly on Civil Rights as we believe that it is hypocritical to have a nation with low civil rights for its own people giving aid to foreign citizens.

The second point is with regards to the giving of aid. At no point will a nation be refused aid due to its political or civil freedoms. These criteria are purely for membership of the IHC. A nation does not need to be a member, indeed it would be an unusual if this was the case, to recieve aid from the IHC. Any nation can apply for aid and in most cases this will be given without question.

Please see this as an invitation to join the IHC and I hope that I have eased some of your concerns. The IHC is a transparent organisation and is always open to criticism and suggestion.
