Commander's Office

Six officers of the National Police, the civilian law enforcement agency of Kahanistan, sat across the desk. Major Mara Fulton, the commander of the Presidential Guard, was showing them declassified files.

For weeks she had struggled over what to do. She was finally convinced that the former President was definitely a war criminal, or at least a coward too afraid to do more than privately criticize the Amestrians. Either way, his inaction had allowed POW's to be murdered.

"This (http://forums.jolt.co.uk/showpost.php?p=10086885&postcount=265) is evidence that President al-Za'if knew of war atrocities in Torontia and did nothing to stop them," said the Major. "And this (http://forums.jolt.co.uk/showpost.php?p=10085185&postcount=263) shows that by following these orders, he was complicit in the execution of thousands of prisoners of war."

One of the National Police officers looked at her. "Major, why are you bringing civilian law enforcement into this matter? Certainly, you have the power to make the arrest, from what I gather, the Presidential Guard has the same authority as military police to do that."

Fulton smiled. "I'd like to do that myself, actually. All the time I've been working for him, and he's been a war criminal. As you can guess, however, I have other things to do. Besides, we're not going to put him before a military tribunal, I'd like this to be a civilian trial. They're more likely to convict him than a military trial."

The National Police officer smiled back at the commander, taking an instant liking to her. "So, you want to see him get sent up, don't you?"

Fulton nodded.

Six hours later

Residence of former President Mohammed bin Yusuf al-Za'if

Mr. al-Za'if was busy in local affairs. He had lost the Presidency to his Defense Minister, but he had no intention of retiring from politics. He was sitting at his desk, filling out forms to put his name up as a candidate in the next mayoral election. His wife heard a knock at the door.

"I'll get it." She opened the door. It was Fulton. "Mara. It's nice to see you again. What brings you here?"

"May I speak with your husband?" asked the Major. "Is he busy?"

"No," said the woman. "He's at his desk, doing some paperwork. Come in."

Fulton followed her into the ex-President's study. "Mr. al-Za'if, may I talk to you in private?"

"Certainly," said al-Za'if. "What about?" He turned to his wife. "Can you leave us for a while?"

The ex-President's wife went into the den. Meanwhile, Mr. al-Za'if and Major Fulton were talking.

"So, Mara, how has Mr. Valens been treating you?" he asked.

"Fine, I've had to do some extra work since you left, but not a lot," she said.

"What kind of work?"

"Until he could find a new secretary, I had to take that role. We've also been testing the new Merkava VK design. So far it's been doing a good job. The turret is a little slow and the crew isn't used to not having a mortar, and they complain a lot about having to crawl under the tank to get into the hatch, but it's a good tank."

The President nodded his head. Fulton pressed a button on her radio. Instantly, six National Police officers rushed into the apartment. al-Za'if's wife screamed. Fulton stood up.

"Mr. al-Za'if, you are under arrest for complicity to the murder of 307 Torontian prisoners of war, suspicion of complicity to murder over 1,000 other prisoners, tampering with evidence, dereliction of duty, and whatever else these guys can get to stick. You're looking at spending the next few thousand years in prison," she said icily. "Take him away," she said to the police.

Al-Za'if merely looked at her sheepishly, an expression of betrayal on his fat face. Finally, he drew his pistol. Fulton grabbed him by the hand and he dropped the weapon. The officers cuffed him and dragged him out of the apartment building, from the 87th floor to the ground.

The next day, in the news

Najaster, Kahanistan (AP) - In a bold move today, former President Mohammed bin Yusuf al-Za'if was arrested yesterday for war crimes.

Al-Za'if, 45, is accused of complicity to murder 307 Torontian POW's and of collusion with Amestrian military officials to destroy evidence of such crimes. If convicted, he faces up to 20 years in prison for each count.

The former Socialist President strongly maintains his innocence. "I did not order the deaths of any prisoners of war. That was the Amestrians' doing, and I had nothing to do with it."

A recent poll showed that 63% of Kahanistanians believe al-Za'if is guilty, with only 28% convinced he is innocent, and 9% undecided.

This arrest is expected to improve Kahanistan's international reputation, which suffered after Republic Guard Captain Grant Foster exposed war crimes committed in Torontia by Amestrian and Kahanistanian soldiers. These revelations contributed to the deadly 2006 Kahanistan riots targeting Amestrian citizens and property, which killed 700,000 to 800,000 civilians and injured 7.5 to 9 million. More than 60 billion USD in damage was caused by the riots.

Kahanistanian Minister of Foreign Affairs Margaret Delray hailed the arrest as "a sign to the international community, that war crimes are not a part of our policy and those who commit them will be punished, even if they are a head of government." Delray's approval rating has steadily increased since her candidacy for President in the last election.
