Hamilay looking for orbital weaponry

The Democratic Republic of Hamilay is looking for a contractor to construct a selection of orbital weapons for the defence of Hamilay. This would include the following:
Fifteen (15) Ortillery platforms, based upon the "Rods of God" system
At least twenty (20) ICBM- launching satellites, with a minimum capacity of ten (10) missiles each
One (1) missile defence system, the nature of which to be decided by the contractor
Money is no object. Our defence budget currently stands at approximately 3.5 trillion dollars, but a payment scheme over a number of years can be worked out if this is necessary.

May i offer my support of any such space defence mechanism. We have several launch sites availbale and would be interested in seeking and agreement to aid your proggress by offering our services once the construction has taken place with the upkeep of these satellites. With over 25 launches currently to our name with our re-usable space shuttles we are more than capable of the upkeep of a defence system such as these, should you accept we will not ask for anything more than the pay for equipment used, and your friendship for the future, as we look to expand both economically and militeraly.

We have been informed that you wish to purchase an orbital defence system (class C) consisting of various components. We are more than capable of producing such systems, with oversight from your own engineers, on a bespoke basis that can either be produced by us, and maintained by yourselves, or designed using our experience, and produced in your nation.
Costs will not exceed $20 billion, either way.
