The Shallow Bay class, named after the area where the first amphibious assault in Imperial Marine history was conducted, is the answer to the need of the assault fleets for an amphibious ship that is cheap and small enough to sail into mostly secured enemy ports and offload critical secondary (non-combat) equipment for the Marine divisions conducting an assault. Although it cannot by any means be confused with a hardened assault ship like the Masada class, which are built more like a warship to withstand multiple hits from shore defenses, the ship is no weakling and will take hits from medium artillery (although not many) and still be capable of carrying out the assigned task.

The class is to be built in a single flight of 288 ships, with each ship costing one billion one hundred million and the unlimited production liscence costing fifty-five billion. Total construction time is to be twelve years for all ships, with the cost per year equalling roughly 30.98 billion per year.
