To Build An Alliance... [Closed]
[Outside Concord city limits - Leafanistan]
The weather in Leafanistan was as usual for this season. It was snowing, but not so much that a modern military couldn't operate. MTDF KHaU-13 Attack Helicopters still roamed the countryside randomly incase they were needed to bombard a reformist, Kraven, or tiberium target.
Those targets had grown hard to find in the recent weeks though, as the war started to move to a gridlock. With the McKagan Tactical Defense Force currently evaluating whether it should declare victory in not allowing a reformist victory, or by destroying anything left of the reformist military - Leafanistan presents an interesting theatre.
McKagan had also advanced PAST Leafanistan. McKagan military doctrine was one of global asymetric warfare. In that doctrine, creating alliances with shady organizations was paramount.
The Leafanistani Mafia would be a perfect organization.
Each of the 4 DART's sent on this mission knew exactly why their government wanted them to undertake such an assignment.
The DART's had moved into the area just two days before. The zone they had chosen was perfect for the mission they were supposed to undertake. On the outside edge of a curve of a two lane road, a treeline was located a good distance away. Between two hills, a single COV-12 Infantry Fighting Vehicle had parked.
"We've finally been given clearance to commence the operation as planned. Let's get this fucker started so we can go home," the DART Heavy Weapons Officer said while sitting at the rear of the vehicle. The teams sniper sat across from him, holding a laptop computer with his 9.9mm Sniper Rifle laying beside him.
"Yeah, we'll be heading back towards base in a few hours. You just do your job at keep us covered incase any of those tiberium fuckers show up... or the Capitol Police."
A few moments later the Sniper had connected to a Leafanistani Mafia site used to place orders.

And with that a BTR-70 M1986/1, not an uncommon sight in these parts, painted in Loyalist Tiberium Patrol colours began running down the road. They didn't exactly have enough Loyalist camouflage, but neither did the Loyalists, so they gave a few of the 5 men just white pants.
They arrived at the mile marker and one of the enforcers put down his MS-58 and mounted the turret. 3 thugs appeared carrying the heavy ammunition boxes with AK-74s slung over their backs. An enforcer carrying a AK-104 with a GP-30 appeared and looked at his watch. He was impatient, McKagan airstrikes along with patient harvesting had cleared the Tiberium fields, but the war was statemated, and at stalemates, the sides start looking for ways to break it.
In WWI they used chemical weapons, aircraft, and tanks to break the stalemate. The enforcer was worried about a group of Tiberium fiends, or perhaps a Reformist airdrop. The Loyalists would probably leave them alone, they looked just like a Patrol on a pissbreak.
The enforcer was getting upset now, he picked up his radio and radioed in,
"He isn't showing, I'm going to sit here for another 15 minutes, maybe he is snowed in or something."
Little did the Mafia thugs below know, a McKagan DART team was hiding a few meters into the treeline ahead. More importantly, however, the same sniper who had faked the order to them was now in his concealed position atop the southern hill.
After waiting about 9 minutes, the Mafia witnessed a healthy man in an obviously McKagan battlesuit exited the treeline and walked towards the Mafia. As he got closer he raised his arms slightly, clearly showing that the only weapon on him was his 9mm sidearm.
"Greetings... comrade. Look, my dress should verify for you enough that I am not the Snow Farmer who placed this order for several thousand rounds of P90 ammunition. I am a McKagan special operator sent here alone to engage a conversation between the government of the Imperium and the Leafanistani Mafia. Please go back to your base and tell your commander this, and that I want to talk to someone as powerful as I can. Not just a cell commander... Whoever wants to talk to us will need to be back here within the hour. Oh, and you want payment? This card will link you to a Raytta Credit Union account that contains several thousand USD more than this order was for. Consider yourselves paid."

The man in the turret was a millimetre away from firing with the heavy 14.5mm MG. The various thugs had dropped the ammo and unslung their AK-74s. The enforcer was stunned for a bit, then moved his hand down, the man in the turret raised the gun and let go, sitting backwards a bit to get a better viewpoint.
The thugs lowered their weapons, and the enforcer spoke into the radio for a moment.
"We have a problem with the delivery."
"Such as?"
"McKagan, we got McKagan Spec Ops saying it was a set up, they want to talk."
"Why didn't you waste him?"
"I think he has other people up there, we are by some trees and some hills."
"..."
"He says he'll pay, much more than the stuff we are carrying are worth."
"... He really wants to talk, is he unarmed?"
"Just a sidearm."
"Take him to point 3, it is an aircraft hold, we'll set up a security team."
"Roger that."
The enforcer put down his AK-104 further calming the thugs. He walked up to the special operator, "How about a ride, he doesn't feel like leaving the building, bad weather. You know those higher-ups. "
The enforcer gestured toward the BTR-70 and the thug on the turret perked up.
"We have enough room for you. We won't mess with you, a small time drug-lord maybe, but not McKagan spec ops. What do you say? If anything we can get another car out here for your friends."
The enforcer gestured to the treeline and the various hills nearby.
"I didn't think he'd want to come out. Anyway, I'll get my partner to come with me. I need him for communications with my government incase we have to negotiate anything. If you don't mind..."
The DART slowly removed a PDA like device from a back on his battlesuit, pressed a few buttons on it, and then put it back. Just a few moments later another DART exited. This one armed with a Hali-21 rifle.
"I hope you don't care about the weapon. You can't expect two special operators to go somewhere without a single rifle between them, can you? Anyway... um... you lead the way, I guess."

"Sure," the enforcer said, "it will just be a bit longer, waiting for another Bronetransporter to arrive."
Within 20 minutes another Loyalist Tiberium Patrol BTR-70 showed up, the man in the turret was well dressed and alert, a mafia heavy, and the back opened up. Another enforcer got out and said, "Gentlemen, your ride has arrived."
The thugs left with their unused ammunition and the bank card. The other BTR-70 was to transport the enforcers and the DARTs with only the driver and turret gunner as company.
Both DART's sat in the rear of the BTR-70 while it moved through the Leafanistani countryside. The DART's battlesuits had tracking units built in them, and if things turned bad they could call in an extration team. The other DART's back at the camp had access to air support options as well.
Now it was just a matter of time before talks would begin.

Both DART's sat in the rear of the BTR-70 while it moved through the Leafanistani countryside. The DART's battlesuits had tracking units built in them, and if things turned bad they could call in an extration team. The other DART's back at the camp had access to air support options as well.
Now it was just a matter of time before talks would begin.
The BTR-70 roared through the streets, only stopping once for a Loyalist checkpoint. The driver was a legitimate Tiberium Patrol officier hired on short notice to do the drive. Another 20 minutes later, the vehicle came to another stop and it was visible from the gunports that this was a mafia controlled building. Some well dressed men in trench coats were carrying M50 SMGs, high-tech stuff, soon the BTR-70 was shrouded in darkness as they entered the building.
The doors opened and the enforcers stepped out. In the dim light, a table was observed with refreshments and a man with 2 guards flanking him and the top catwalks were covered in guards. The man in the seat spoke up,
"Thank you my men, you may leave now. Drinks anybody?"
"That's ok," the lead DART spoke up. "Before we start talking, I must know just how powerful you are in the Mafia. Are you someone who can actually speak FOR the Mafia?"

The man laughed a bit, and walked closer into the light. While it was still dim, the man was now seen as an older 40 something man wearing an imported suit, he had a pistol holster hidden underneath his clothing which was visible when he leaned forward or turned.
"I am a representative for the higher-ups so to speak. But you must understand, in these difficult times we had to decentralize and we aren't as meshed together as we used to be. So, I don't think this is a social call," the man is suddenly more serious, "why are the 'DARTs' as McKagan calls them here in my country? Do you need weapons? Perhaps information, or maybe you are here to get friendly like you claim. So, how will you go about doing that?"
"McKagan is currently spreading its influence around the world. However, we specialize in aymetric operations. Special forces, the DART's, are at the forefront of this policy. That's why we'd like to incorporate what would basically become another military branch into our ranks."

The man laughed, he really laughed, he kept laughing while the guards stood their stone faced. In the background a man who almost looked like he leaped straight out of a black and white picture while staying black and white and still dressed like a detective put his shoulder on the laughing man. The man instantly stopped and the 'detective' pulled out an engraved lighter, an officiers lighter from the Confederate Guard, gold plated with the national flag of Leafanistan sitting in the middle.
The 'detective' spoke up, "Of course McKagan can do those things, of course Leafanistan, can do those things also. You just want blacker black ops. The whole commercial database thing, you are going about it all wrong. You don't emphasize it enough. I would make it a seperate entity and say it will be paid for in a yearly fee, and subtract that fee from your original offer of a trillion bucks and say that remaining fee is your original offer. That'd sound a lot better and the chump here wouldn't be laughing."
He took out the cigarette, revealing it is another high quality Loyalist officiers cigarrette and the smell was very enticing.
"I'm Cincinnatti Jones, perhaps you have heard of me, if you have then I've done something terribly wrong. But you've seen me, you probably just don't know it yet."

The DART stopped when the other man spoke about "knowing him."

Send a picture in, they'll find me next to every major figure, in a lot of Leafanistani State Photographs, usually in the background. A trillion USD for the whole deal sounds nice doesn't it boys?"
The guys chuckle while holding their guns and looking at each other.
"The truth is that we could be as powerful as we want to be, at any moment I can have resources that make a trillion USD look like chump change. I could outsell many major national storefronts and corporate storefronts, and I probably already do. But we don't, you see the point of being the Mafia, and being in the black market and staying hidden, is staying hidden. If we get an infusion of funds, people will get suspicious. 'Why are those Red Mafia boys suddenly so well armed? How did they take control of the drug industry? How did they take control of the prostitutes? Were those McKagan special ops? Was that Jesus firing an RPK-74 at us while using his halo to decapitate some of our men?' We want to stay inconspicious and hidden. What I'm really trying to say is, what will convince me that McKagan won't sell us out as soon as the check bounces?"
The DART laughed a bit.
"There's a good chance the the MCID has already identified you. Satellites are be teh rockzers. Are you sure I've never shot you? I've shot alot of people."
He paced a bit more.

Cincinnatti Jones turned around and pulled out an officier's pistol and the man in the back quickly sat down.
After hearing the McKagan plan, Cincinnatti Jones perked up...
"Global anarchy? Dissemination of powerful technology. That sounds good my friend, we can destabilize every government outside of our region and make your average terrorist group into a true fighting force. Of course there would be a problem of them turning on us, but we were so kind. And we kinda outnumber them."
"I like your plan, at this point I'm supposed to say 'My superiors will approve of this' but seeing as High Father already loves these kind of things and the head of experimental weapons Dr. Tesla does that already, I know for sure, we are onto something."
"So we'll take the deal, a trillion USD, which includes the yearly bribe to customer database, blah blah blah, do we have a deal?"
Cincinnatti Jones removed his hand from his coat and held it out. A few of the Mafia thugs grinned and snickered. It would be the deal of the century and it would be exactly the reason they were all here.
The DART shook the mans hand, still trying to figure out if he'd shot him before. Then he removed another of the cards from his battlesuit.

"It is usually proper to end this with some sort of gift, you personally paid for a bonus throughout the entire organization and funded so many terrible things. In return, we have this!"
The lights suddenly flick on with the large clang that lights in a warehouse usually do. A dark shadow is revealed as an attractive woman pulling a cloak off a large and fancy sports car. It is thoroughly 'riced out' and neons and a large stereo system.
"I've been waiting for a time to use that rotating platform. Normally we just turn very large and heavy shipping crates to unload to a series of forklifts. I have no idea how you'll take it home, but you guys are driving it out of here, since I'm not paying for more diesel to use the BTR-70s."
The BTR-70s outside filled up with personnel as the warehouse was abandoned, and various other vehicles left. Soon several helicopters flew into the air and disappeared and the DARTs were alone in a warehouse with a shiny new sports car.
Major Axl Sherman stood standing in the empty warehouse wondering what had just happened.
"He's a character, isn't he?," the Engineer who had stood behind him the whole time said in a voice obviously trying to reaffirm that he was still in the room.
"I still think I shot him a while back... but I have a car now..." Sherman said while turning around with a smile on his face. "I like dealing with the Mafia... It's going to be a long drive back to Port..."
A few moments later 2 McKagan DART's were driving a small sports sedan through the Leafanistani countryside with radio hits from the McKagan hairgrunge scene blaring over the stereo. They stopped back to let the other DART's know what was up, and soon both were moving back towards the other side of the continent where they were based off an Amphibious Transport Ship.
