Frostfang.
Overview-
With a population of 327,000 men, women and children, Frostfang is the smallest of the surviving settlements yet discovered. It's main religion is an amalgamation of indigenous faiths that have taken hold after the apocalypse and is broadly referred to as The Circle, after its leadership of druidic elders. It is currently headed by The Circle and its 16 members meet every day to discuss issues and dispense justice.
Militarily, Frostfang's militia is mobile among the snow drifts and can deploy several batteries of heavy artillery on the battlefield when pitched battle is called for. Currently the militia stands at 63,000 motivated men and women well versed in arctic warfare and counter-insurgency.
The head of the Circle is known simply as Shadow, he is rarely seen without a hawk perched upon his shoulder and a grey cloak over a thin frame. His talent for diplomacy and leadership has seen him rise to the highest position in Frostang and he presides over The Hall of Council. A 65 member parliament that is the voice of the people. Currently, Shadow is pressing for a campaign to the ruined city of Moscow to recover relics among the debris but the Hall of Council opposes him, saying that more should be done to protect Frostfang from the Wind Runners, whose daily attacks halt the projection of Frostfang's power and seriously limit her attempts to communicate with The Haven.
