After years of research, the state-owned labs have produced the first working prototype of a learning robot, "R. Daneel Oliwav" as it's been called (to honour great science fiction write Isaac Asimov), was presented today at a press conference.
The Chairman of the Council commented on the subject:

Its is clear that today is a great day for our country and the world.
Today, years of work and funding have produced a great invention which we think will help make the world a better place.

On the other hand, angry religious mobs protested in front of the Presidential Palace in a vain effort to stop the research. More news on this issue later.

An official announcement was made later on the day, which openly invited any interested scientific teams to join the investigation.

NEWS UPDATE

On more news, later on the day, an angry catholic mob under the banner of "Flesh Good, Metal Bad!" stormed a public college today, the mob, believed to be lead by religious extremist Ron Podgers, ravaged the science's lab and burnt most of the books in the libabry. There are no official comments on the subject for the moment, but we expect the goverment to do something soon.

Hail!, being a politician myself, Im not very sure. But, for what our scientists have told (our managed to explain to) us, the robot's "brain", although simple at this stage of development, is capable of reacting to its enviroment, and for now, as we plan to expand on this, learn repetitive works and store the codes necessary for them, thus having them avaliable if they are needed later.

We just recieved your letter and found it to be interesting, to say the least, specially seeing that it comes from a nation populated by self-aware AI. As of the moment, our top scientists are trying to figure this out.
Anyways, yes, you may send a group of diplomats and technicians to study this creation, we hope you'll be able to help us develop it into something that might as well benefit us both.
As for your second question, we do not currently have any Self-Aware machines, so there's no way of classifying them. If anything, we should hold a nation-wide referendum to resolve the issue, rest assured that our people are very understanding and wont probably have a problem with it.

The tube spoke echoing down the musty old hall, the DOVE walked out from its chamber and presented forth the ceremonious silver apple in its hand.

One of the problems we have had in recent research is putting our simulated strong-AI brains in to humanoid robots; as of yet, these sentient machines are not able to fit in to a body the size of an ordinary human due to the scale of processing power required. In addition, the cost of these devices is prohibitively expensive save for the government and for the wealthiest corporations in our country. Further advances in computing power and miniaturization will help us achieve this, but we could achieve these goals significantly faster if we were to have access to technical data associated with your robot so as to provide insights in to optimizing machine learning and performance.

In exchange, we offer Vetalian public research data on strong artificial intelligence and a cooperative research grant with the Vetalian Institute for Artificial Intelligence. With this kind of cooperative effort, we could rapidly advance these prototypes with an eye towards commercialization. This would also aid advances in bionics and cybernetics, which are becoming increasingly widespread components of Vetalian society and pose a significant opportunity for all involved.

The Three Monorotors lifted from the landing platform, the panoramic view of the cityscape below gave a fiersome sight of cold steel and blackened ash, in almost unity the jets sang out a loud burst of flame before moving out of sight from the city and dispursing thick cloud behind its movement.
