An Imperial World General Diplomacy & International Events Thread

Purpose: This thread is intended for General correspondance between nations and random international events. In the event of a conflict, conference, or any other type of specific matter between nations, please delegate it to a seperate thread.

As of now(January 1, 1895) the following people are declared wanted by the Spanish Government and a reword of 100,000(USD) has been issued for a capture of each of these men.

Jose Marti- for suspicion of treason and plotting rebellion
Antonio Maceo- rebellion and treason against Spain(ten years’ war)
Calixto Garcia- rebellion and treason against Spain(ten years’ war)
Maximo Gomez- rebellion and treason against Spain(ten years’ war)
Tomas Palma- rebellion and treason against Spain(ten years’ war)
Juan Rivera- rebellion and treason against Spain(ten years’ war)

The Austro Hungarian Empire orders to be built 4 Destroyers and 1 Battleship to add to it's small fleet. This order came after the blowing up of a minor gunboat that was docked at the city of Poret. Naturally Serbians were blamed, and the army is now investigating.

The Argentine Congress has very recently passed a new bill. The bill calls for the modernization of the military and the transportation networks. Work on new shipyards, able to build the newest ships, has been undertaken as of now. The military has sent emissaries to foreign countries to see what their arms manufacturers have to offer. The transportation networks are being upgraded, most roads in major cities are being cobbled, and therefore made permanent. The bill comes into effect immediatly.

Another wave of riots occured in Chicago led by many unemployed former industrial workers. It soon got out of hand and President Cleveland was forced to again call in soldiers to break up the strikes. Overall, though, the economy seems to be slowly recovering after the Panic of 1893. Unemployment rates are dropping instead of the pattern of increasing unemployment that has been the case for the past few years.

The USS Plunger, designed by John Holland and contracted by the US navy should be completed soon. It is steam-powered on the orders of the US navy even though Holland insisted that steam power was not feasible on a submarine.

A bill was introduced into the House of Representatives by members of the Republican Party calling for an expansion of the navy. It would call for modern battleships and armored cruisers to be built. It would also give Holland a contract to build another submarine after the Plunger. The bill is expected to pass the House easily since the Republican Party holds a 71% majority. The main question is whether or not it will pass the Senate since the Republicans only hold a plurality of the seats there, thus needing the support of Senators from other parties, too. President Cleveland has not announced whether or not he supports the bill.

Several US manufacturing companies have expressed interests in gaining military arms contracts in Argentina, currently modernizing its military.

Due to the fact that Argentina is the most powerful country in the Americas after the USA, it would be very interested in fostering links with said country. If the USA could present what they have to offer, our diplomats in Washington DC could examine these pieces of equipment.

The US would also like to garner closer links with Argentina, perhaps some trade agreement could be worked out. Concerning our military equipment, US companies could help Argentina build modern shipyards similar to the ones in the US. Also, the US is one of the leaders in submersibles, so perhaps we could help Argentina build one for herself. On the matter of land weapons we could sell Argentina the latest versions of the Gatling Gun or the rights to the gun's design so Argentina could begin manufacturing machine guns. We could also sell or help Argentina to produce Model 1889 Springfield Breechloader Rifles. If Argentina is interested in other types of arms, too, then those could also be presented to your diplomats.

The Ottoman Empire until today formally controlled it but Austrians gathered the taxes and raised the armies. The Turks are expected to react negatively and the Emperor has called for 100,000 reservists to secure Bosnia. The Empire now waits for a world reaction.

The United States of America would prefer to not have any empire controlling Bosnia, though no action will be taken except for asking the Austro-Hungarian Empire to let Bosnia have its independence. The US hopes that the takeover does not provoke any unnecessary bloodshed.

Jose Marti along with other rebels have recieved a shipment of arms from illegal sources in preperation for a rebellion against Spain. They begin asking for support from all Cubans to gain independence once and for all. Jose Marti shortly after goes into hiding for being wanted by Spain.

Citizens of the US may currently be selling weapons to the Cubans, but we do not think that it is our task to interfere in the economic ventures of our citizens. Firefights have broken out near the small Bosnian villiage of Jelod. An entire regiment was ambushed by what is being called Serbian nationalists angry over the take over of Bosnia. The 23rd Light Infantry took heavy casualties before the villiage was set on fire by unknown sources. It is believed that all the Serbians have either been caught or killed by Imperial troops. Austrian High command is furious and has called up another 100,000 men to secure the new territory. The Emperor Franz Joseph made a statement condeming Serbia's actions and saying that force shall be used if these attacks continue.

Our diplomats have examined your weaponry, and are most interested on the Springfield rifle, as well as the Gatling gun. If it would be possible, we would like to adquire production rights for the springfield, as well as 20 Gatling guns. As the major powers on the continent, we feel that it would be advantageous for both The United States and Argentina to have closer military bonds, as well as economical ones.

Kaiser Wilhelm I has promoted Johan Guiderian to the rank of Field Marshal, and has placed him in charge of writing the new doctrine of warfare for the Imperial German Army, which is called "Schmeißen Sie Krieg weg", or Ditch War.


Its principle is the concept of digging long ditches in which soldiers will take refuge, and use as fortified positions against enemy assaults. While German troops will advance from these trenches and drive enemies off and dig new ones to establish control of new territory.

For 1895, one month is reasonable. They might have been able to do it a bit faster, but one month is quite reasonable

the requirement for troops to go to Cuba may be avoided as we will be begining negotiations with the Cuban leaders. the terms for the alliance we plan to form shall be discussed in Madrid as soon as negotiations with the Cubans is finished.

We will sell the production rights to the Springfield for 1 million US dollars and the 20 Gatling Guns for 10000 US dollars. We also feel that closer economic and military ties would be beneficial for both our nations. Therefore we propose that we lower our tariffs on each other's goods by 30% to promote greater economic activity between our nations. For closer military ties, we believe that wargames would be in order. This way our militaries could gain more experience and learn from each other. We also wish to know if Argentina is interested in a Mutual Protection Pact so that both our nations can rest assured that they will have assistance if ever attacked.

The Reforms of the Guangxu Emperor

The Grand Council of the Qing Dynasty, which effectively aids the Emperor in ruling shall be staffed by the following people: Tan Sitong, Kang Guangren, Lin Xu, Yang Shenxiu, Yang Rui, Liu Guangdi, Kang Youwei and Liang Qichao.

The Traditional Exam system of China will be modernized, to take in new ideas from abroad. It will also be mandatory, at this stage, that all young nobles (younger than fifteen) will be sent abroad to Europe, to study the life of the region. Several politicians and high ranking court officials will also go with them. We will examine military, naval, and political institutions to hopefully find a system that fits China. We hope the European powers will accept these "Travelling Young Ones".

Sinecures (positions that provide little or no work but gives a salary) are abolished. Former people who held Sinecures are required to half of their total wealth to the state.

A Modern Educational system will be created, focusing on Math, Science and other things, rather than Confuscian texts. Several officials, mainly those who staff exams, or are teachers shall be sent abroad to Europe to study education there. Such ideas will be imported back to China, so that a new system can be formed.

China has a horrible transportation system. Thus, work will go into establishing a national railway. Goals include to have every single city in China connected by railways. For now, a modern rail-line will be built from Beijing to stretch south along the coast, to British Hong Kong, and north to Harbin, to connect into the Russian railways in Manchuria. We will use prisoners and unemployed citizens to build the railway, and funds from the Sinecures will used to help begin the railway.

Likewise, China is seriously lacking in factories and industrial development. Thus work will begin for industrial development in the ancestral lands of Manchuria, rich in iron and coal. Said desposits will be tapped, and resources such as Iron and Coal can be turned into steel. Manchuria will become our industrial heartland, and it will give many unemployed Chinese a chance to work. We are hoping foreign companies would like to invest into Manchuria...

Religious freedom is to be granted. All faiths are equal.

Foreigners will no longer be granted extorillianlity(the right to be judged by their own nations laws). If a foreigner commits crimes in China, they will be sentenced by the Imperial courts.

We will sell the production rights to the Springfield for 1 million US dollars and the 20 Gatling Guns for 10000 US dollars. We also feel that closer economic and military ties would be beneficial for both our nations. Therefore we propose that we lower our tariffs on each other's goods by 30% to promote greater economic activity between our nations. For closer military ties, we believe that wargames would be in order. This way our militaries could gain more experience and learn from each other. We also wish to know if Argentina is interested in a Mutual Protection Pact so that both our nations can rest assured that they will have assistance if ever attacked.
We would be glad to pay for these weapons. Also, dropping tariffs on each others goods sounds like an excellent idea. The federal congress has passed the Conscription Law. According to the law, all Brazilian men aged 18 must report to a recruiting office until April of the year they turn 18. The Armed Forces shall draft the number of recruits necessary to reach the desired manpower. This law takes effect immediately.

The law is part of a series of measures to modernise the Brazilian military, and provide the country adequate defensive capabilities. Other measures taken include the purchase of modern equipment, and the adoption of more up-to-date doctrines.

The Empire of Germany is working on a document which can help all nations with developing economies and militaries become adept at fighting wars.


"In this time, weapons have changed, and with change comes more change. By this I mean the way in which war is waged. No longer can two armies meet on a battlefield and exchange blows, it is not that easy. With the invention of repeating weapons, and arms becoming more accurate, an army would be torn to pieces as they tore apart the other. This would not do! Which is why I, Field Marshal Johan Guiderian was appointed to rewrite the rules of war. In this paper, I shall explain my new concept, which I have termed, "Ditch Warfare", through principles.

Principle #1:

Your men must be in protection of some form. Be it behind a wall, a bush, or a hole in the ground, they must be in some form of concealment. At times, this will be difficult to find. Therefore, I have decided it would be prudent to dig long ditches, in which a nations army could find refuge. The other army, which would assault this fortified position, will be wiped out, enabling the unharmed force to sally forth from their position, and annihilate the opposing army, with minimal losses.

Principle #2:


To do this however, one must bombard the enemy with cannons. But not any cannons. I am referring to longer ranged artillery which can fire from behind friendly lines, and decimate the enemies position through prolonged bombardment, sofining up the already destroyed force even more for quick victory.


Principle #3:


For defense of this position, the ditch must be deeper than the man is tall, and yet allow him to fire over it. It must have underground quarters which will not cave in, and Headquaters departments on the front lines, but made of a material which will not burn. For the first, the ditch should be dug to be at least 6 and one half feet down. Doing this will allow the men ample room to hide in. However, to shoot above at their targets, there should be a "Step", or a wooden plank which allows them to easily shoot, or even climb over should they need to. this is recommended to be an increase of two and one half feet, allowing men of five feet to be able to look, and shoot over. If a shorter man requires a boost, there is the obvious wooden crate lying about which he could use. (OOC: That is meant to be funny) The underground living quarters would be a challenge, but with skilled engineering, it is doable. Through testing, I have also discovered that bullets do not easily pierce a bag filled with dirt. There fore Sand Bags may be placed along the tops of Trenches to provide ample protection, and also to construct the Headquarters departments on the front lines. These will not catch fire, and will stop enemy munitions, and are therefore perfect.


Principle #4:
After taking territory, the soldiers should dig rudimentary ditches, to accomidate themselves, but when possible, the Engineer Corps, or any workers, should be sent in to make more protective ditches.



Through these Principles, victory can be attained, and territory won easier, and with minimal loss of life..."

2. to share any technological advancements with other member nations.

3. to stem the trade of the world dominated by nations such as Great Britain and encourage trade between member nations.

4. to protect and advance Latin nations interests world wide.

Acceptable members to this alliance include any and all Latin nations and only Latin nations.

Other terms to this alliance may be presented and voted on by all member nations. And will be accepted into the terms in the event that 66% of all members accept it.

This kind of man can be easily recognisable anywhere in the world, the kind of man that pulls the strings behind any government. Tall hats, penguin-looking suits, old and greyish faces, surrounded by plenty of the best women money can buy, chat and amuse themselves whilst they wait until the late-comers arrive in order to begin discussing business. When the last penguin-looking man enters the large, sumptously decorated room, a tall and skinny man stands up and begins addresing his comrades: "Gentlemen, it's not a mistery to anyone here why I've called this meeting. Upheavals in the international marked have made coffee prices drop a little bit sharply. If that weren't bad enough, the last harvest was notoriously good, which would normally represent good news, but in the current situation it only means that we shall lose a lot of money even if we ever manage to sell all of it, as it would make the prices drop even more. We could, of course, use our influence to make the government buy the exceeding coffee, but this would be a merely temporary solution to a problem which lies beyond a simple overproduction problem. The problem I'm talking about is our vulnerability to the external markets, particularly to those of the industrial powers, and I can only see one real solution for that: we must become an industrial power ourselves. Just pay attention to those Italian immigrants. They've come to Brazil with little in their pockets and large families to support. Another 300,000 Soldiers are being assembled to sweep from Croatia into the West of Serbia and catch Belgrade in a pincer.

The Inland naval detachment whose main duty is protection of the Danube has sail old Ironclad Gunboats down the river and bombard smaller cities into submission. Austrian demands are high with the entire province of Vojvodina to be ceded to Austria.

war as i know it can be handled two ways. 1. we could have a war mod who would then have battle plans and military forces invalved sent to him through TGs. he would then wright out the battle fairly, i would rather not have it this way due to my personal experiance with it(slowed the game down and takes away from the RPing a bit) or 2. we have people RP there sides fairly in battle by themselfs. any disagreements can be settled by me or anyone who is third party(or we can have a select mod for this). understand the two types?

Oh, another note, since it is June in the game, I am going to figure that the Qing dynasty, now led by the Guangxu Emperor (ready to prove himself as capable of ruling) refused to sign peace with the Japanese, so the war is still going on, despite an actual treaty originally being signed in April. Historically, Cixi was ruling, so yes..some war posts soon, I promise..

OOC Ah yes, but we did still annex Bosnia which was the main cause for the killing of Archduke Ferdinand later, and the start of hostilities. Bosnia, Serbia, (And I think Montenegro) tried rebellion against the Ottoman Empire in 1875 and that dragged on to 1878 at the treaty of Berlin. That treaty of course ceded Bosnia to Austria, and created Serbia, Montengro. Bosnia was semi autnoumous and when we did annex it that shattered the fairy tale dream of a unified balkan state.

Anyway in the case of an attack Serbia was promised help from Russia but perhahps WWI will be evaded this time.

The Chilean delegation was offered the best rooms at one of the most luxurious hotel in the city, where they would have the much deserved rest after such tiresome travel, but they chose to stay in the house of the Chilean ambassador. In the following morning they had a delicious breakfast, and went for a city tour with the President and the same group from the previous day, escorted by the best men in the Army. No businesses were discussed then, as there would be plenty of time for that in the dinner that would be held at the President's residence that evening. 35,000 Light infantry wait outside Novi Sad in the North of Serbia as the cannons lay out high explosive fire on the nearly decimated city. The battle would already have been over if the naval detachment sailing down the Danube hadn't run aground and been ambushed by raiders two days ago. The clatter of the artillery ceased with the last shell taking the spire off an Orthadox church.

The Austrian army had read the manuals of trench warfare, they only got it half right as they crouched behind a small hill that extended on both sides of the Danube with the river running down the center into and through the city. Colonel Klause Rend commanded 20,000 Men to the North of the city who would charge in down the main road. Colonel Vincient Von Harrion commanded 15,000 men on the east side of the city who had already captured a small hamlet on would charge across a Bridge and attack the city from the side. Novi Sad was the first and only stop to the capital at Belgrade if it fell the capital of Serbia was threatened.

At once the charge began, whistles sounded and the Austrian Light Infantry jumped over their hill and charged their various destinations. Hopefullly the Serbians wouldn't have machine guns or this battle could turn into a sluaghter as Austrians packed across the Bridge. The Austrian Maxim guns were brought up in high walled carts and spread out in the ranks of the Imperial army.

at Novi Sad the Serbian army prepared to face the charge by the Austrian army, they where however out numbered, due to the naturally small army of Serbia(due mostly to limited resources and small population) the fact that many where held back to protect Belgrade, and yet more for the rest of Serbia. The Serbian army was also armed with little more then Mosin-Nagant rifles from Russia…still they fought hard firing at the Austrian’s as they charged down the road yet others fired at Austrian’s on the bridge….
