Andrellus MacMillian, the leader of The Empire of Bellum Perfero addresses the world in this introductory speech from his office:
"Hello everyone. My name is Andrellus MacMillian. The Empire of Bellum Perfero is located in the Pacific region. Our civil rights are excellent and we are mainly concerned with Social Welfare, religion and spirituality. Peace is my goal to succeed. Through peace and treaties, much can come to offer. My goal is to minimize, if not eliminate, all present and future terrorists. "
Mr. MacMillian pauses for 3 seconds and proceeds:
"The world is at risk of deadly forces articulately plotting and carrying out attacks on nations and killing civilians including hard working men and women, and most importantly, our children. War is not something I enjoy, but if it must occur then it will occur. It is in my best interest to protect my citizens and the rest of the entire world. I have addressed a security program with the social offices of my nation. This program will protect civilians in my nation through advanced technological surveillance monitoring borders and airports. If the social offices agree with this program then it will be carried out as soon as possible. It will then be documented as Operation: VIEWER(Visual Implicate Extraordinary Within Erratical Recipients)."
Mr. MacMillian holds up the documented proposal.
"I hope the other nations will offer aid in this matter. Terrorism is a threatening force that must be abolished. Thank you and Godspeed."
