-"Here, sir. The final draft for the telegram." The young clerk from the Information Agency passed a single sheet of paper to the President of Anreik, John Johansson.
-"Thank you, Thomas. And please, don't call me 'sir', we stopped doing that a long time ago."
-"Yes, ... Mr President." John chuckled. The clerk was less amused, knowing that the president's mood could change swiftly. Although he rarely burst into anger publicly, it was a well-known fact within the government building that their leader had temper changes with similar magnitude to major earthquakes. Thomas quickly left the room and hurried through the corridor. It was late, and he was eager to get home to his family.

President Johansson eyed through the telegram one last time. It looked good, but he was still quite nervous. Soon, he would announce the existence of his nation and launch it into the chaos of international diplomacy.

On his way out, he left the draft to the night-shift receptionist and told her to make sure it reached the world leaders a few minutes after working hours began. She smiled and nodded in response, and John made a mental note to himself to ask her out when opportunity arose.

The next morning the following telegram reached all government offices (with working computers or fax machines):
Nations of the World,
The people of Anreik, led by the venerated President John Johansson, are happy to announce their entrance from the shadows onto the political scene. We are a humble and small nation, lacking many natural resources, and would gladly open up trade routes to anyone able to provide us with what we need. (Iron, steel, oil, oil products, natural gas, foodstuffs, and clothing mainly)

Our nation is situated in the northern hemisphere, 62 00 N, 15 00 E, just south of the arctic circle. The geography is dominated by forests in the north, and rolling plains in the south. Our borders consists to ~60% of coasts, and of the remaining 40% much is low mountains. Thus, the best way of reaching us is by air or sea, but plans are on the way of constructing a bridge connecting us to the main continent.

Anreik and her people embrace democracy, but we have found that both direct and representative democracy have many weaknesses, so an autocratic president has been installed. He acts on behalf of the people, and even though his words are final, referendums are common and a highly educated cadre of advisors always contribute with their expertise in their respective fields.

The state invests much money in social welfare, education, and research, and prides itself with great achievements within the field of human biology, especially when it comes to genetics. An active atheist policy is in effect and we strive to reduce the influence of religion and the sects devoting themselves to it, but everyone is free to have their faith if they so please. Overall, tolerance is one of the cornerstones in our policy-making.

Our military is highly advanced but very small, and we rely almost entirely on diplomacy and the international community to maintain our borders and keep the nation safe.

Now, in order to facilitate international relations, we offer you all offices on Embassy Lane in Anreik City.

First of all, I, Joshua Lin Cheuk Kitt, Minister of Foreign Affairs of the Union of Southeast Asian Nations [our alternate official title], send my warmest congratulations on Anreik's entrance on the international stage.

We in Southeast Asia recognize the Democratic Republic of Anreik as a legitimate sovereign state, and we smile on the fact your government's international relations policy seems to endorse diplomacy over force in this world where belligerent dictatorships seem to surface at every corner of the earth.

I personally cannot formalize trade relations, as that is out of my jurisdiction - that is for the Ministry of Finance to deal with. Parliament is just starting to debate the issue of formalizing trade relations - but diplomatic relations are definitely having a high chance of establishment.

I look forward to hearing from your and your fellow Anreikian colleagues in the future.

-"Not at all, I've had my fun.." President John Johansson snickered to himself. He knew full well that Mårten Zetterberg, his youth comrade and nowadays Foreign Minister, had begun writing some kind of official document as soon as they began recieving replies to their latest official telegram. It was just like Mårten, he always worked whole-heartedly with whatever was his current task. And he was always very strict about keeping everything extremely formal. Those other nations will get a looong telegram detailing every possible aspect of the exchange of ambassadors, he thought to himself.
-"Have you seen the report on the empty estates on Embassy lane?" John asked the Minister
-"Yep. Some asbestos in the basement of some of them, but nothing out of the ordinary. They aint gonna be disappointed"

Mårten Zetterberg continued his work as the President left for the day. He had been working on the regulations for diplomatic exchange personally, rather than assign one of his subordinates as was common, during the entire day and was starting to get tired. Normally, the President didn't like when people did work "behind his back" (he preferred ordering people, having people tell him what they were doing, or simply doing them himself) but since the two of them had been friends for such long time Mårten counted on the fact that John would know what he was doing. He didn't dare sending the documents on his own though, and placed them on the President's desk before leaving for his swanky apartment.

The following telegram dropped into the mailbox of the foreign ministers of Southeast Asia, South Guacamole, and Philip Johnny Bob the following day:
Dear colleague,
Allow me to introduce myself. I am Mårten Zetterberg, Foreign Minister of The Democratic Republic of Anreik, and I have recently assumed responsibility for negotiations with your great nation from President John Johansson himself.

I and all Anreikians thank you on your recognition of our status as a sovereign nation.

Following your positive views on establishment of diplomatic relations, I have prepared some estates on Embassy lane for your review. Two of them are included as examples:

We would be very pleased to recieve a representative to review the estate, unless you think we are moving to fast in this process. Of course, if you wish to construct your own building from scratch or if you are not pleased with our selection for any other reason, other options are available.

Below I have prepared a document outlining the terms we expect to be in effect between our nations.


Anreikian Diplomatic Contract

This document provides the authorization of The Democratic Republic of Anreik for the establishment of Embassies within her territory.

Rules for Diplomatic personnel and stations are as follows:

Extraterritoriality of Embassies
Embassies are considered to be extraterritorial. Anreikian personnel may only enter with the permission of the Ambassador.

Embassy Law Enforcement
Embassies are responsible for their own security and law enforcement. Embassies are as such permitted to keep armed personnel within their perimeters, as long as the number and role of this personnel is reported to the Anreikian Ministry for Foreign Affairs. No foreign nationals may carry weapons outside the Embassy compound, unless granted special permission by the Anreikian Ministry of Justice.

Subjugation of Anreikian Law
With the exception of the Ambassador all Embassy personnel are subject to Anreikian law outside the Embassy itself.
More employees of the Embassy may be granted Extraterritoriality after submitting an application signed by the Ambassador to the Anreikian Ministry for Foreign Affairs.

Expelling of Diplomatic Personnel
The Democratic Republic of Anreik reserves the right to expel any and all members of any foreign government found violating this contract. With the exception of active hostilities between Anreik and the government in question, any personnel so expelled are secure in their persons and personal baggage until after they have been removed from Anreikian territory.

Diplomatic Security Outside Embassy Compound
If need be, The Democratic Republic of Anreik can provide diplomatic security outside of the Embassy compound in the form of armed bodyguards, escort vehicles, etc. The nature and extent of these security measures is agreed upon in a separate document when the situation arises.

Diplomatic Pouch Communication Outside Embassy Compound
Messages between the Embassy and its parent government may be carried by the Ambassador or one of the Embassy staff with Extraterritoriality in a Diplomatic Pouch- which may be no larger than a standard briefcase. This pouch will be secure against any search beyond normal non-invasive passive sensors.

Communication with Foreign Nationals Accused of Crimes
Embassy personnel will be permitted to communicate with citizens of the Embassy's government accused of crimes within Anreikian territory. This communication may or may not be confidential to Anreikian authorities according to the wishes of the Embassy's government. However, the Embassy is required to report to the Anreikian Police Force that communication has taken place.

Diplomatic Vehicles
Each Embassy will be permitted to import non-military vehicles for use by the Ambassador or Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by the Ambassador or Embassy personnel with Extraterritoriality. One vehicle per individual is allowed to be considered Diplomatic Vehicles

Diplomatic Personnel and Jeopardizing Anreikian Safety
Any Embassy personnel engaging in espionage, sabotage, or terrorism will be summarily expelled (if granted Extraterritoriality) or prosecuted within the full extent of Anreikian law (all others).

Assuming that these terms are acceptable, (and if they are not, please reply with suggested amendments,) the Foreign Minister and the President of The Democratic Republic of Anreik welcome the opportunity to establish diplomatic relations with your government. Please send any applicable restrictions for Anreikian Diplomatic personnel in your territory.

President Aaron Atkinson sat down behind the vast desk in his office and paged through the folder that his secretary had given him at the door. It was the Daily Presidential Briefing and in a few minutes a few of his closests aides would arrive to elaborate on the montorage of issues to be dealt with.

His mind began to wonder as he thought ahead to the morning's Parliamentary debate in which the years budget would be discussed. The phone rang out through the office, breaking through his thoughts.

"I have Jackie Warner on the line, Mr. President," his secretary announced.

"Thankyou, Janet, put her through. Jackie!" he pratically shouted down the line as soon as he heard her voice, "How are you?" His Minister of Foreign Affairs had been one of the people who'd made his first week as President as much easier.

"Goodmorning Aaron, I'm just calling to confirm your nomination of Tom Francis as Ambassador to the Republic of Anreik."

"Yes I think he'll be the right man for the job," said Aaron, nodding as his Communications Director and Press Secretary entered the room. "I want him settled into the Embassy by the end of the month."

"Sure, I sent you their conditions last night, I don't think there are any changes to be made. We've been given a choice of Embassy buildings, I'll have Tracey send the file over at once. Personally I think the first building..."

"No, no, I trust your judgement Jackie, I've gone over Anreik's conditions and I dont have any amendments to make either, I'll bring it up in Parliament later. Send our own conditions back to them, they're exactly the same anyway. Thanks alot Jackie, I'll talk to you later."

He put down the phone and turned to the people assembled to advise him on how to run the country that he had just recently been given the reigns to.

-"Oscar Blomén"
-"Good morning Mr Blomén, this is Jerker Einarsson calling from the Ministry for Foreign Affairs.
-"Well good mornig to you, Mr Einarsson. What exciting news do you bring me?"
-"Very exciting news indeed. You have been appointed Anreikian ambassador in South Guacamole. The Foreign Minister and your future staff wants to meet you as soon as possible at the Ministry.
-".. Oh. What a surprise. I can be there at 10:00 tomorrow morning if that's ok."
-"That's great Mr Blomén. Thank you, and congratulations."

Oscar Blomén's political career had been a winding one. It was only after working as a fisherman for five years that he decided to get an education, and his results at the University of Ketias Meir had been just above average at best. Rather, it was his amazing social skills, charm, and ability to connect to people that propelled him into the circle surrounding the President.

We believe that an influx of foreign capital will contribute greatly to the economic growth of the nation, and we hope that this initiative will lead to more companies following the example of Kallan and Co Inc".

We suggest that you settle in the Hagalund region, a growth pole fueled by new technology much thanks to the (within IT nationally leading) University of Hagalund. Here, much industrial land is available and skilled personnel can be recruited easily.

Asylum Pact: This pact is basically means that any nations citizens that sign it are entitlted to seek asylum in my nation for a period of one year, completely free, if your nation ever becomes attacked or in direct danger in some way. Natural gas: We can offer you 155 million cu. m. of natural gas a year. The first year free.

Donation: If you would accept, I am ready to offer you $100 billion in monetary aid a year, until you're off your feet. Please consider this gracious offer.

Jaredcohenian officials welcome Anreik to the world, they send a gift basket. Inside is several fruit; Jaredcohenian apples (the size + weight of bowling balls), oranges, and the finest grapes. Also is a bottle of finely aged vodka, also with some orange juice. Added is a "Welcome to the World" pamphlet, and finally, there is a "Can We Be Friends?" paper, encouraging peace between the nations.

Maraque: Emperor, the people of The Democratic Republic of Anreik salute you! The government has joyfully gone through all your generous offers and hail you as a great leader of one of greatest nations in existence.

We are very much interested in exhanging embassies with you. The prime estate on Embassy Lane (number 01) in Anreik City has been reserved for you. The people of Anreik will send Mr Tobias Normann to represent them in your great nation. Mr Normann is our most experienced man on the international scene and we are sure his efforts as ambassador will be appreciated by you.

On the Asylum Pact, the President in unison with all his ministers have decided to accept your offer. We are fully aware of the perils of the world and are satisfied knowing there is a safe haven should the need arise.

Our offer for the natural gas is $0.25 per cu m., which would total $38.75M a year, except for the first year.

The first payment of monetary aide, a total of $8.3B, has been sent.

And as by request, you will recieve 200 tons of grains, and 100 tons of meats.

We are most honored and surprised that we would be presented with a similar contract, a familiar one at that. Why? Because we Southeast Asians have an embassy within the Benevolent Dictatorship of Iuthia ourselves, and we were authorized permission to adopt their Diplomatic Contract and modify it for our own uses.

The Anreikian embassy's design is accepted, and we would like to see what you have in terms of personnel. This is our embassy proposal:

In speaking of trade relations, the USNSEA, which possesses a vast amount of bauxite deposits, can offer that. However, given our location in the world [in east Asia], the trade of bauxite shall be quite expensive. A powerful state that should be close enough for the sake of convenience of trading and cost efficiency, is the United Kingdom of Isselmere-Nieland (http://www.nationstates.net/isselmere) (located somewhere between Great Britain and Iceland). The UKIN is a large maritime power and possesses some of the finest vessels in the world. One of it's best known corporations is the RSIN [Royal Shipyards of Isselmere-Nieland] Corporation (http://forums.jolt.co.uk/showthread.php?t=484448), we in Southeast Asia have found Isselmere-Nielander vessels like many others, to be of marvelous quality and are worthy of virtually any navy's service, time and money.

On the behalf of His Majesty’s Government, the United Kingdom of Oceania should like to express its official interest in developing relations between our two states and their respective peoples. Although as a constitutional monarchy we would prefer a more representative democratic government, the fact that the people of Anreik have chosen your government structure impresses upon the United Kingdom greatly and should you wish to commence relations His Majesty’s Government is fully willing to recognise the sovereignty of the Anreikian government.

With regards to the need of natural resources, although the United Kingdom embraces a free-market devoid of government interference, we can point the leaders of the Oceanian economy to Anreik as a stable country with great growth potential.

I personally look forward to developing the friendship between our governments and our peoples as well as developing a working relationship with you as my counterpart. I hope this is but just the beginning of a fruitful relationship between the Democratic Republic of Anreik and the United Kingdom of Oceania.

Dear Minister,

Your proposal is accepted, under one condition: The Elusion-class vehicles are to be examined upon import in order to ensure that weapons and weapon fittings have been satisfactorily removed. This is not because we do not trust you, as you have proven yourself a most trustworthy friend, but simply a part of our endavour to rid Anreikian society of all weapons.

We expect our embassy to correspond to the following:

On the subject of UKIN, contacts are to established as soon as possible, and I will notify you if any deals are struck that would enable efficient trade between our nations.

The Anreikian people thank you for recognising our sovereignity and compliment you on your show of vast tolerance, the mark of a truly great nation, in accepting us despite not entirely agreeing with our political ideals.

We suggest an exchange of ambassadors. I have included our standard terms for this as an appendix, and sincerely hope these will be acceptable to you. If not, please inform us and we might be willing to compromise.

Appendix A
Anreikian Diplomatic Contract

This document provides the authorization of The Democratic Republic of Anreik for the establishment of Embassies within her territory.

Rules for Diplomatic personnel and stations are as follows:

Extraterritoriality of Embassies
Embassies are considered to be extraterritorial. Anreikian personnel may only enter with the permission of the Ambassador.

Embassy Law Enforcement
Embassies are responsible for their own security and law enforcement. Embassies are as such permitted to keep armed personnel within their perimeters, as long as the number and role of this personnel is reported to the Anreikian Ministry for Foreign Affairs. No foreign nationals may carry weapons outside the Embassy compound, unless granted special permission by the Anreikian Ministry of Justice.

Subjugation of Anreikian Law
With the exception of the Ambassador all Embassy personnel are subject to Anreikian law outside the Embassy itself.
More employees of the Embassy may be granted Extraterritoriality after submitting an application signed by the Ambassador to the Anreikian Ministry for Foreign Affairs.

Expelling of Diplomatic Personnel
The Democratic Republic of Anreik reserves the right to expel any and all members of any foreign government found violating this contract. With the exception of active hostilities between Anreik and the government in question, any personnel so expelled are secure in their persons and personal baggage until after they have been removed from Anreikian territory.

Diplomatic Security Outside Embassy Compound
If need be, The Democratic Republic of Anreik can provide diplomatic security outside of the Embassy compound in the form of armed bodyguards, escort vehicles, etc. The nature and extent of these security measures is agreed upon in a separate document when the situation arises.

Diplomatic Pouch Communication Outside Embassy Compound
Messages between the Embassy and its parent government may be carried by the Ambassador or one of the Embassy staff with Extraterritoriality in a Diplomatic Pouch- which may be no larger than a standard briefcase. This pouch will be secure against any search beyond normal non-invasive passive sensors.

Communication with Foreign Nationals Accused of Crimes
Embassy personnel will be permitted to communicate with citizens of the Embassy's government accused of crimes within Anreikian territory. This communication may or may not be confidential to Anreikian authorities according to the wishes of the Embassy's government. However, the Embassy is required to report to the Anreikian Police Force that communication has taken place.

Diplomatic Vehicles
Each Embassy will be permitted to import non-military vehicles for use by the Ambassador or Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by the Ambassador or Embassy personnel with Extraterritoriality. One vehicle per individual is allowed to be considered Diplomatic Vehicles

Diplomatic Personnel and Jeopardizing Anreikian Safety
Any Embassy personnel engaging in espionage, sabotage, or terrorism will be summarily expelled (if granted Extraterritoriality) or prosecuted within the full extent of Anreikian law (all others).

Upon review and after consultation with the Prime Minister, His Majesty’s Government finds the terms provided by your Ministry acceptable and as such humbly submits the following as the official plan for the embassy of the United Kingdom to Anreik.

The chancellery and ancillary buildings, the ambassador, and the grounds shall be secured by 35 Royal Marines equipped with weapons no more powerful than the standard issue L-62 rifle. In terms of diplomatic personnel, His Majesty’s Embassy shall include one ambassador, Sir James North, three attachés for economic, cultural, and defence affairs. Assisting these representatives of the Crown shall be forty-six members of the United Kingdom’s diplomatic corps. For purposes of vehicular transportation we should like to submit the use of three armoured civilian vehicles with the provision that the grounds contain facilities for the landing of a helicopter – although we have no intentions to station such a vehicle within the compound.

I look forward to developing the relationship between our two peoples, which share different values of government but a common goal of peace and prosperity. It is this objective and its attainment through means of diplomacy and compromise that shall serve as the starting point that, I believe, will witness the growth of a vibrant and strong friendship between our two peoples and their respective governments.
