Address to the Nations of the World

From now on, the name of the Republic of Mosquitia shall be the People's Republic of Mosquitia. The new name will symbolize the Mosquitian people's advance on their path towards freedom and socialism.

The name change follows the landslide victory achieved by Popular Front / Frente Popular -coalition in the first free and open elections in the history of Mosquitia. Popular Front, consisting of the Socialist Party of Mosquitia (Socialists), Socialist Worker's Party of Mosquitia (Communists), Izquierda Democratica Unida (Spanish-speaking Socialists) and various minority groups, PF won 68 seats of the 99 available in the unicameral assembly. In the simultaneous presidential election, Popular Front candidate Juan Francisco Ascencion defeated incumbent president and former military dictator Carlos Patrese by over thirty points, gaining 66,5% of the popular vote. The election results handed absolute majority to the Popular Front, and swift progress towards social reforms is underway. Equality, both political and economic, will be the backbone of the new Mosquitian society, guaranteeing equal freedoms to all of it's citizens.

"The People of Mosquitia have spoken. We now leave behind decades of corruption, foreign imperialism, military dictatorship, false democracy and stolen elections. The bourgeois republic, undermined for years by the military dictatorship and then presidency of Carlos Patrese, will cease to exist. Regardless of propaganda spread by reactionary circles, the People's Republic will maintain it's constitutional democratic and multi-party character. Civil rights and civic freedoms as well as freedom of religion will be preserved and advanced even further. Due to the past experiences with the military, the size and manpower of the Mosquitian Army shall be dramatically downscaled. Instead, voluntary local defence units will be formed. They will not be assigned a political role, but are solely formed and trained for the defence of the country.

Mandated by the people, Mosquitia will now seek international support on it's path towards socialism. We are willing to join progressive coalitions working to increase international peace and prosperity and to develop friendly diplomatic ties with countries of similar outlook. It is our duty as a human beings to work towards socialism, democracy and human rights, in our country as well as on the international level. This solidarity is at the core of our way of life. The road to socialism will be long and winding, but with our hard work we shall reap the rewards.

For your information, our nation is taking a democratic, constitutional, socially liberal road to socialism, empowered by a strong popular mandate. Even though the Socialist Workers Party is a part of the government, we, the Popular Front, do not subscribe to the dictatorship of the proletariat or any other Marxist-Leninist dogma.

We have seen the polar opposite of freedom happen in our country for decades, first by undemocratic, rigged elections, then outright military dictatorship and then again fraudulent elections, all to maintain the endless corruption and capitalist exploitation, that have, by allowing foreign imperialists and corporations to trample our fatherland, driven our economy into the state it is now in.

By taking the road to socialism with the will of the people, we will extend freedom to the entire population of our country, not just the ones that can afford it by birth or good luck. The work will be hard and the road will be long, but in the end the people shall triumph!

I am sorry, but at this time we must decline your offer.

While we stand for openness in both internal and international relations and wish to see more cooperation among and between the peoples of the world, opening diplomatic relations with a government openly endorsing the heritage of fascist dictators such as Mussolini, Franco or Salazar would be in a too sharp contrast with the values of the Popular Front and a betrayal of the memory of those countless comrades jailed, tortured and murdered by the aforementioned regimes.

However, we wish to emphasize that we have nothing against your people nor it's freedom to choose it's form of government. We feel that all opinions and views must have a right to be expressed, hence we have not outlawed even the Mosquitian pro-fascists, nor shall we do so in the future. So, should you embark towards not only international but also internal openness in the future, we would gladly reconsider your request.

Our own recent history, the battle for independence against the nationalist scum that had replaced the rotten and twisted form of socialism that Soviet Union introduced, feels somewhat similar to that of yours. We both have chosen the path between the two exploitation systems, between dictatorial communism and the tyranny of corporations. In Kronstadtia it had to be achieved by bloody struggle, whereas Mosquitia managed to liberate itself without violence, something we truly envy you for.

First, we wish to thank you for your kind words and congratulate your people for choosing the road to liberation as well. Unfortunately, like yours, the trail to the peaceful state our country is now has also been long and hard and paved with the blood of innocents. There are martyrs in Mosquitia as well. In the 1960's and the 1970's there was an active guerrilla movement fighting against the military dictatorship and since the 1980's the civilian government was guilty of repressing the parties that now make up the Popular Front. With Patrese and his henchmen finally out of power, however, our objective will not be revenge but construction. We honor our martyrs by establishing the kind of society they fought for, not the kind of society they fought in. "Freedom is always the freedom of dissenters", as Rosa Luxemburg said.

An agreement on the topics suggested by you is most welcome. I have been authorized by our Foreign Minister, Pedro Recabarren, to see to the technical details of Embassy exchange.

Negotiations for bilateral trade relations an alliance can be initiated as soon as the Government has met over the issue later today. Should a formal alliance be negotiated, it will have to be ratified by the Parliament of Mosquitia before coming into effect.

I hope we can proceed in establishing a lasting and fruitful relationship between our nations!
