Mosque:

Happy revelers celebrated near the Mosque as both Christian and Muslim celebrated in the streets. The fleet pulled into the harbor at Dili. An emissary from the ship was dispatched to the government with a letter from the admiral.

From Admiral Greenfleet
To Timor Leste Government

Our fleet is in position in your harbor. We will make you a protectorate. Do not attempt to resist. All we ask is 35% of your yearly income, mining rights in your nation, and limited conscription of your populace, in return for protection against outside powers looking to exploit or even worse conquer your new nation. You can use an ally in times like this.

From Timor Leste Foreign Ministry

We accept the role of protectorate under your nation but we oppose conscription of our people into your national army unless our parliment reviews requests from your government that state how many, and what kind of mission they will be on. We will allow 35% of our national income to go into your coffers, but that will decrease in time as we become more autonomous and independent. And we will allow joint mining rights in our nation, joint Timor-Exponent companies as long as they are environmentally friendly.

Now that we are allies, we feel that we shud give you some arms to defend yourself. We have just sent a shipment of 10,000 advanced AR22A3 assault rifles, produced by the Poenix Militia, which is the main armament of our infantry, We have also dispatched a shipment of 600 T-72 tanks to bolster your army.

Not so very far to the west, the Indian Soviet Commonwealth was resolved to stop this gross abuse. Exponent, a mere flounder, flapping violently on the deck so far as the Soviets were concerned, had big ideas on taking control of an island of petrochemical and even navigational significance, and the Commonwealth wasn't much impressed. Before long, Soviet frigates were in Timorese waters, offering AKM rifles and the learning to build Molotov cocktails and other petrol bombs. The Soviets never once engaged with state authorities, but sailed their warships in, totally ignoring territorial claims, and sent consuls to talk with ordinary people.

The message was quite simple. The Indian Ocean -as all on its periphery- is free. The Soviets thought that, if independent revolutionary idealism was at a high in the former Tim-Tim province of Indonesia, well, perhaps they could make in-roads. Ordinary people were offered assault rifles and university scholarships. Governmental authorities were ignored until the Soviets felt that they really reflected the will of every last citizen.

A bullhorn blared off of helicopters flying over the harbor. "Soviet forces, pull your frigates out of Timor waters or be fired upon."
Beth Gellert
27-05-2006, 06:26
Needless to say, the Soviet frigates were unimpressed, with missile-locks on over-flying helicopters, and their own birds in the air. This was the outer edge of home-waters for a fleet two million hands strong. Any helicopter threatening Soviet warships was less than three seconds from destruction at any given moment.

The idea that these imperialists should take a third of East Timor's productive energy was highly offensive to the free Geletians, and, having no particular fear of death an several thousands of years spiritual connection to the water, the Soviet warships were manned by crews quite prepared to go to just about any lengths.

Soviet ships continued in efforts to tell the people of the island that weapons were available should they wish to oppose foreign domination of their lives. Soviet missile submarines were, of course, already on location amongst the islands and on either side -in the Indian and Pacific oceans- due to the place's proximity to Geletia. If need be, the Soviets were prepared to erase Exponent or other foreign influence in the area.

Imperial Communique

Dear Esteemed Leaders of Timor Leste,
The newly-formed Holy Empire of Rhominia would like to extend the hand of friendship unto you. We would, first of all, like to agree to an embassy exchange (Please find attached, our embassy specifications). Additionally, we would like the rights to construct a single military base on your nation's coast. This base would be a jointly-run base, accomodating soldiery from both of our nations. If you do agree to this, you will gain several profits. First of all, you will have the full aid of the Imperial Armed Forces in any of your military ventures. Secondly, you're troops will be afforded the chance to train with, and learn from, Rhominia's most elite units. Thirdly, through some of our allies, we will be able to provide you with military equipment, in the long-term.

It was some time before the Soviets bothered to reply.

Eventually they pointed out that those missiles were worth more than the value of all material resources in Timor.

"Are you capitalists? Do you wish to make a loss on day one of a war that you start and lose?" This was the thrust of the argument put by a hastily elected consul.

"Geletia is but a few hundred miles away, home to more than six and two thirds billion Celts, and one of the 0.5% richest nations on earth. Are you in pursuit of martial conflict with our people in their back garden?"

Thus read the communiqué from Consul Bostoverenix aboard the Commonwealth Ship Orangutan.

"We care not for your missiles -our own counter-missile batteries are strong and, more than this, a war over Timor Leste will be a financial loss for your nation, and will end in the sinking by mine, missile, gun, or torpedo of all your ships here."

To the Geletians, sackers of Delphi, communists to the core, the loss of even a hundred ships was next to insignificant. They had more ships than the Exponent had missiles, and were not yet convinced that there was any reason for even a single citizen of Exponent to live to see tomorrow. Each Geletian was worth two of the Exponent's warriors, and there stood twenty Geletians to each of the prospective enemy. The posture of the Geletian frigates was as if US Navy ships challenged by Mozambique.

The helicopters flew by the Geletian ships once again, but this time, they did not send out a warning. Instead, they unleashed a disatrous mixture of corromis and aeroclot. None of the Geletians were expected to survive the chemical attack. Those that did would meet the guns of the battle ship. Volcano 1 opened up its missile barrage on the submarines in the area. If they want a battle, they have one.

CS Blanqui in the Timor Sea

Leading a two ship patrol on the fringe of what the Geletians considred their sphere of influence, the Bodkin Class general warfare frigate was still ahead on the port side of the Gauntlet Class Orangutan fleet defence frigate, which was only now moving to change that disposition and put itself between the Blanqui and shore.

Over head, as a rule, passed MaL Morrigan long-range UAVs, including one configured as an AEW platform and others watching more closely events on the surface. Through their links to these, the two frigates were able to observe events in Dili on the far side of the island while shielded by the body of the Timor itself.

Soviet consuls ashore continued in efforts to engage with the civilian population and to convey the idea that Timorese resources need not be handed over to a militant upstart of a nation such as Exponent, and to encourage people to oppose such unwise decisions by the authorities that were supposed to represent them. A minority amongst them also sought to find and encourage any more radical revolutionary ideas in the nation- as a people still fond of their wandering bards, the Geletians were generally said to have the gift of the gab, and the men, being on average two metres tall and not particularly fond of frivolities such as shirts and razors, certainly tended to have a commanding presence.

Still, the low-key actions of the Soviets, whether or not the government or even the people of Timor Leste would pay attention to the warnings, were of no significance in the minute-by-minute unfolding of Exponent's ridiculously ill-advised and heavy-handed over-reaction, which had to be handled whether the people of Timor ultimately wanted Soviet help or not.

"Captain, they're coming back, again." A crewman informed the commanding officer, whom he and his comrades had elected before leaving port several days previous from the Cornovii Peninsula, of the return of Exponent helicopters.

The helicopters were tracked as they came over the island, and had been warned of missile locks acquired upon them.

When they came around for another pass, this time without making communication, the Blanqui again sent-out a warning of her own. "Approaching Exponent helicopters, your actions are a threat to the security of this Soviet naval patrol, you are required to change course and withdraw from weapons range or we shall be forced to defend ourselves..."

"Captain, they are entering A-missile dead-zone and give no response."

There was no time to repeat the warning. The captain gave his order and the crew was quick to accept it. Having been allowed to advance under the minimum range of the Orangutan's long-range air defence missiles, it was the point-defence Loviatar VLS system aboard Blanqui that reacted. The lead helicopter was targetted by two missiles, responding to microprocessor-intelligent guidance systems, which lept from their silos and flipped over to race at Mach 4.5 towards the threat.

Needless to say, this helicopter attack could be tried a billion times, and not once would they come close enough to disperse chemicals as if they were fighting locusts or civilians instead of Soviet warships with two layers of missile defence and CIWS guns. In the highly unlikely event of the helicopters managing to evade or destroy incoming missiles, they wouldn't get closer than a couple of kilometres from the two frigates without being downed by thousands of rounds of 30mm cannon fire, and could dump all the chemicals they liked on the Timor Sea at that distance from fast moving ships.

The initial volley was just the two missiles against the lead helicopter- the Soviets were acting to defend their ships rather than to kill as many Exponent crews as possible. If the attack on their lead unit didn't discourage the others, though, all would be brought down before getting close enough to dump chemicals on either vessel.

As to launching missiles against submarines, well, none were in viable shipboard sonar range of the arsenal ships, though hundreds are to be found in the surrounding seas and the Indian Ocean, prepared to move if war is joined.

(OOC: If Exponent keeps shooting and this becomes a major conflict, I'm happy to take it out of your thread if you'd prefer, TL, though I'm hoping it'll be resolved before it comes to that.)

The Soviet Commune sent to the Timorese of the Commonwealth's regret and grave concern over the on-going and as yet quite unclear circumstance of, "an incident" involving Soviet and Exponent military forces, and indicated that it had not been the Soviet Commune's intention to initiate armed hostilities when a standard patrol was diverted to investigate events on Timor Leste. Had such an intention existed, it is noted, it is more probable that a battle fleet would have been dispatched, rather than a two-frigate flotilla.

It is further confirmed that the Indian Soviet Commonwealth has no territorial ambition on Timor Leste Island.

However, the Soviet Commune shares the concerns of its officers in the region in respect of Exponent's thinly disguised ambitions against the best interests of a free Timorese people. It is reputed that Exponent's forces made demands on the Timorese nation at the time of their fleet's arrival, and indicated that resistance to Exponent ambitions would not be accepted: the Soviet Commune admits that the Commonwealth has no particular reason to support or protect the Timorese government, but indicated that the protection of Timorese people is a natural instinct, and theft-at-gunpoint is essentially what the Soviet Commune has witnessed in the Timor-Exponent relationship.

"We believe" reads the communiqué, "though details remain sketchy, that an attack by Exponent forces against Soviet shipping has been conducted following demands made in protection of Timorese waters without prior consultation by the Exponent forces with the people or government of Timor Leste Island on the specific issue, and that no attempt at dialogue was made before the Exponent forces launched said attack, despite the possibility of such an action putting the Timorese people at the centre of a war between Exponent and the forces of a Commonwealth of six and two-thirds billion people."

On the ground, most Sovietists in Timor Leste repeat similar messages to the one authorised by the Soviet Commune, but beyond that the messages are mixed. Some individuals cheer attempts to resist the authorities by force, saying that the Soviets will be with them if Exponent or government forces try to crush their revolutionary ambition; while others suggest that conflict is not in the people's best interests, and that communities should merely ignore Exponent's demands to the product of more than a third of their work, "From whom do you need this protection that they claim to offer?" Cries one Geletian woman, in a quite public setting, "Refuse to pay the tax that represents Exponent's extortion, and you will soon see who are your enemies! They are the government that has betrayed your freedom, and the national terrorists of Exponent, that's who! When you refuse to pay, and the only nation that attacks you for it is Exponent, the world will see the sham, and will stand at your side!"

Geretzen realized that the Rhominian military needed a base of operations in Asia and Timor Leste was the perfect location. He stared into the skyline as he reviewed, mentally, how long it would take to build this base. Yes, just two months with the amount of manpower, equipment, and resources that we're employing.
