So you ask what offer? The offer that the Colonial government will stop blowing up Farmina if, I, President Tobias Grey depart for the Northern Colonies. I would happily leave; but this request comes from an enemy that has launched a series of unprovoked attacks, that we are yet to launch ONE response to. An enemy that cannot ensure my safety; that cannot ensure that my plane might not ‘accidentally’ fall out of the sky in international waters.
This latest attack goes too far. The Republic shall respond with full force against the Northern Colonies, and calls all nations of the world to act in kind. The answers have been demanded; but never provided. The Republic calls on all nations of the world to cripple the military and industrial machine of the Colonies. This is a long series in unprovoked and unjustified wars in the name of peace. The Colonials attacked Farmina without warning or negotiation. The time for pray and kindness has passed; soon we shall respond in kind.
I pray that your aid will come swiftly; that the stream of the Colonies abuses will come to an end.

This resolution applies only to the current conflict between the Democratic Republic of Farmina and the Federation of Northern Colonies.
Be it known, that, until Parliament otherwise provides:
the United Imperial Kingdoms of Macisikan [UIKM] shall not knowingly harbour, aid, support or provide for any combatant nation or faction, nor its forces nor military allies, nor any extra-national combatant force or militia, including but not limited to air forces, naval ships, land forces, agents, or those undertaking to procure the goods and supplies of war;
and, the UIKM shall not actively or covertly act to hamper or assist any force or agents of an active combatant nation or faction, nor the militarily allied force of another nation, nor any extra-national combatant force or militia, through either force of arms or other support;

yet, the UIKM reserves the right to take whatever actions it deems are necessary to preserve its national security and its interests, and to ensure the realisation of Imperial Neutrality;
and yet, the UIKM is willing to facilitate the evacuation of civilians, foreign citizens, and other non-combatants as refugees to other nations, including the UIKM.

Your words fill me with hope; however more than words, but action is required. The Northern Colonies have words, but we have seen them to be poisonous things, with two meanings and hidden agendas. It would be suitable to the government of the Republic if their fleet just went away; but they demand we ‘negotiate’, we cannot but believe these words has other meanings; their words always have.
To those who ask for verification of our claims; I point to the fires that burn in Farminan cities and Colonial ships in our waters. Your satellites will confirm what we say; not a Farminan weapon has yet been deployed against the most treacherous of our enemies. See what the Colonials mean when they ‘peace’ and ‘democracy’.

While His Most Serene Majesty's Government deplores the nature of the Colonial attack on your city of Ricco, we are uncomfortable with your apparent unwillingness to reach any sort of compromise with the Federation; this is not verified by an independent source, so we choose to believe that you are willing to consider a negotiated settlement to the matter.
We have on public record Colonial claims that they offered a cease fire, and are still doing so; intelligence, which you no doubt have access to, indicates that they are sincere in their desire to terminate the conflict between your two nations.
Should you be willing, His Most Serene Majesty's Government is willing to host negotiations between your two nations to reach a lasting peace. Such negotiations need not be attended by President Grey; we will have no objections to his nomination of a plenipotentiary ambassador to act in his stead.
This offer has been put to the Colonials; identical conditions are laid upon you both.
Your emissary would be allowed an honour guard to ensure his/her personal safety. Tradition holds that such a number not exceed fifty, and you may not bring a guard greater then that of the Colonial delegate. We are flexible on the exact number, but the "equality of protection" stipulation is non-negotiable.
Be aware that should both parties concerned accept, we will not tolerate any hostilities of any sort being conducted within the bounds of the Greater Macisikani Empire; you should understand that the penalties for Breaking The King's Peace are extremely severe. The Mauvasian Government wishes to express its concern over several matters as already stated by the UIKM: namely, Farmina's seeming unwillingness to negotiate peace accords with Northern Colonies; the lack of verification that the unfortunate deaths of civilians in Farmina were in fact perpetrated purposefully by the military forces of Northern Colonies; as well as the number of nations expressing an almost unhealthy interest in deploying military forces to the area despite the various doubts as stated above, and said nations' apparent lack of attempts to exhaust all other diplomatic avenues before resorting to such a step as deploying troops.

In order to help verify Farminan claims, we wish to call for a committee of independent persons, including but not limited to envoys from Mauvasia herself, to investigate said claims of atrocities against civilians within Farmina, and come to a conclusion regarding how and by whom they were perpetrated. While we look unfavourably upon the murder of civilians in any circumstance, we feel that in this case it may prove necessary to launch an investigation of the type described above, unless another neutral nation can come up with an equally viable idea.

As I speak for the entire of the SSUN in this conflict (Though nothing has erupted so far) military action is the only thing we can communicate with the Northern Colonies.
Its more personal then Farmina, Northern Colonies opposed our unification of West and East Lesser Land, they had verbaly threatend us and had even dedicated troops to the conflict. Though said troops were not delpoyed our conflict with The Northern Colonies was not forgotten. We do not look to wage a massive war, only to promote the fact the The Northern Colonies cannot win a war with us. Our troops are a means to distract them into the going for peace talks.
As a result the SSUN wish to open peace talks in East Lesser Land, it is both a neutral territory of Nerotika as well as a highly guarded state. Nerotika will not make a single move against The Northern Colonies untill we found out where they stand. At a dock a few miles away, several sea lift ships were being loaded with ground division equipment. With Farmina permission they would be deployed to the Farmina mainland to help with defenses.

Forgive our bluntness, but your nation is a belligerent state as regards the Northern Colonies; you have engaged in active hostilities with that nation, and from what we can gather from your own communiqué are still engaged in such hostilities. Therefore you are not a neutral entity. There is no such thing as a neutral territory of a belligerent state; to say otherwise is to perpetuate a legal fiction. And that aside, we must have a venue that the Northern Colonies will consent to; we highly doubt that they will consent to the venue being an a "highly guarded" area that is part of your nation.
On the other hand your willingness to commit to a temporary cessation of hostilities is, frankly, the most positive development yet. Most other nations with an active involvement in this affair seem all too eager to shed blood.
Be that as it may, we will not mediate nor monitor any negotiations that are not held in a confirmed neutral state, as such negotiations can not be considered without undue influence. At this point in time, that category has only two nations in it; Mauvasia and ourselves.

Again you raise reasonable concerns, but I feel I have answered them all before. We are happy to negotiate with the Colonials, in fact it was we who first suggested it; however we seen neither the need or the capacity. No Farminan aircraft can lift off without the risk of being shot down, by either Colonial or Messian forces; or perhaps a fourth party. Our concerns also relate to the fact that the Northern Colonies have repeatedly taken extreme action when it uncalled for; including the initial attack on Farmina and the bombing of Ricco. I cannot imagine a treaty will prevent the use of surplus measures against other nations.
We thank the Macisikan for their offer of protection. The Colonies had two chances for negotiations and peace. If the protection is ensured, we shall send a minor diplomat to meet in Macisikan; but we doubt we will get the peace or the answers we seek. If the Colonials were truly interested in peace; wouldn’t their fleet simply withdraw, in that Farmina could not pursue?
Farmina has never named any figures on the civilian deaths in Ricco or the scale of destruction; for the simple fact that we haven’t estimated them. Our resources have much greater concerns; like the Messian invasion force on our northern coast. If you want proof that the Northern Colonies is responsible for the attack on Ricco; simply listen to them gloat on the radio. Is a confession enough evidence?
I think it should be understood that Farmina is naturally suspicious of any negotiations. Only months ago the Militia Enforced State and the Northern Colonies were devout allies of Farmina, the government of the Northern Colonies, my personal friends. It is even on the public record that I played poker with Jonathan O’Brien of the Northern Colonies. Within two months, friends and allies conspired against Farmina and launched a surprise attack with no prior attempts to negotiate. See now why I have little value in paper and words; especially those of the Northern Colonies. It also for this reason that foreign forces will be banned from deploying in Farmina; we allowed our allies to do that before and now see where we are.

President Saltzman was nodding off in his seat, since the operations in Red Tide had started nearly thirty six hours previous, he had been awake or partially awake to monitor the situation. He had finished with coffee, having consumed so much of the black ichor in such a short period, he had switched to water and almost immediately regretted it. General Von Mann, Chairman of the Joint Chiefs, approached the president with a report, Saltzman looked at him with rolling eyes, "Yet another SITREP from Red Beach?"
The general shook his head, "No Sir, it's a message from the nation of Farmina, they have requested aid from the international community to expell a foreign invader, Northern Colonies I believe they were named."
"Have our intel people done their homework for this one?" Asked Saltzman, his eyes bloodshot.
Von Mann nodded, "Yes Sir, it's good, depending on the Farminan(sp?) airlift facilities, we could easily deploy an entire division there with armoured assest within five to seven days."
Saltzman nodded, "All right, make it so, let's help these good people out."

It must be made known that we have made serveral attempts at opening peace talks with Farmina, all of which have failed to yield any benefit. The orginal intention was to bomb a military base.
May it also be known that when the War began, the purpose was to eliminate James Palmer from the Presidency and to arrest certain members of Reaction Corps, the quasi-security-police force. Those people are wanted over acts of piracy. James Palmer is included in the list (as he has shares in Reaction Corps and may have had prior knowledge or have ordered the attack himself).
May it be known that the Northern Colonies Government, has has always and will always be willing to negoiate peace terms with the Farminan Government. The Jedo Assault Fleet departed from Moronyicka and set a course for Northern Colonies. Their orders were to station themselves 3 miles from the colonies national water and wait to see the results of the peace conference.

As Viceregal Head of State of the Eternal Republic, I have, for some time, monitored the steadily deteriorating situation in Farmina with increasing concern. Though the Supreme Parliament of Xirnium has adopted an entirely neutral position in regards to the current unfortunate armed conflict between the Federation of Northern Colonies and the Democratic Republic of Farmina, recent developments have particularly disturbed the Houses of Assembly and Councillors.
Chief amongst these concerns includes the alarmingly indiscriminate and excessive use of force by the Colonial military. The deliberate targeting of civilian areas, as demonstrated by the recent and ghastly aerial bombardment of the city of Ricco, is a particularly appalling example. I also note, with distinct abhorrence, that the Colonial Armed Forces have gloated at the destruction and misery wrought by their mass aerial bombing raid, going so far as to further threaten an extensive and widespread campaign of terror-bombing should the political demands of their ultimatum not be met.
Such conduct is completely unacceptable, and constitutes a violation both of the commonly accepted Laws of War and the undelegable responsibilities and duties imposed on all Sovereign States by the operation of the International Law. Terror-bombing campaigns blatantly violate the Just War concepts of discrimination, proportionality and minimum force, resulting in an armed conflict that is not jus in bello, and thus illegal.
As Vicereine of the Xirniumite Republic, I therefore call on the Federation of the Northern Colonies to immediate and totally cease its criminal conduct, and to conform diligently to the articles that dictate the conduct of civilised states in times such as these. Should this not be done, the Supreme Parliament of Xirnium has indicated that it reserves the right to impose full diplomatic, economic and political sanctions.

I must respectfully disagree with the opinion conveyed in your latest communication that statements, which I had recently made on behalf of the Eternal Republic, were in any way inflammatory or unhelpful to the present situation in Farmina. Although I hold naught but the most profound admiration for the tireless efforts, of both you and the Macisikani State, in attempting to resolve the current conflict in a timely and peaceful matter, the Xirniumite Parliament considered it imperative that its displeasure towards the conduct of the Northern Colonies be conveyed in a measured and reasonable manner. We did not believe such an approach to be mutually exclusive with pursuing peace, and consider it unfourtunate that you do.
The recent actions of the Colonial military have clearly violated well established Laws of War regarding the protection of civilians and innocents. Censure from amongst the Federation’s international peers is, therefore, both warranted and (especially if such pressure results in changes in behaviour and a willingness to respect International Law) likely to be ultimately beneficial. Let me stress that the voicing of such disapproval, by the Xirniumite State, should most certainly not be construed as, in any way, implying a movement away from neutrality, or the taking of sides in this regrettable situation, by the Eternal Republic.

While we regret having to use the weapon, (and indeed, it is the largest weapon in our stockpile) we felt that we had no choice as the negotiations between us and Farmina had became deadlocked. The orginal intention was to attack a military base in the same area. Unfortunately, there must have been a miscommunication during the mission briefing. This will be investigated after the negotiations are completed.
However, one must say that the bombing has brought the Farminan Government to the table. Thus, with the deaths of the civilians, there will be less blood spilt from both of our countries.

To all nations of the world, I have sent a message to your nations in response of condemnation of Northern Colony's actions against Farmina. I am sending this message to clear up this unfortunate situation.
We are unilaterally involved in military action against Farmina in response to former President James Palmer, and his personal Reaction Corperation, whom attacked and partially destroyed our main government building, a key hydrogen-manufacturing facility, has attacked our fleet unprovoked, and even made an attempt on my and the Northern Colony's President's life. They even assasinated a number of our leadership!
These tresspasses are the reason why we have taken against the incalculable corruption that plagues Farmina. We are trying to free the Farminan people from their corrupted officials. They have been in a civil war, they have had a democratically elected official get removed undemocratically, and replaced their police by corporation thugs. They also have some of the worst civil rights in the world. We need to force change on these people, because not just for them, but they are a potential threat to the entire world, especially with a superweapon that was recently exposed against us, capable of striking anywhere, indiscriminately, by boiling things alive. Do not accuse Northern Colony's for their actions. In fact, we are the victims here.

Snyder got word of the negotiations, from various news reportings coming in from the Northern Colony's media networks. He looked out from the MESV Punisher's bridge at the fleet around him. They've been deadlocked in battle against Farmina's navy for a week. Casualties on both sides have been high, though at the moment he seemed to have the upper hand, but only slightly. Although outnumbered in the air war over Rico, the timely drop of the MOAB did severe damage to the Rico-based fleet, giving them the cover they needed to bring the battleships and dreadnoughts into range.
"Mi'lord, we have word that the Farminans are attempting to leave the country. Should we pursue?"
Snyder grimiced. If he let them go, the Northern Colonys would probably drop out of the war. But if he were to stop them, the other nations would undoubtedly get involved and greatly overwhelm his forces. He had a major dillema.
"Dispatch six XG-99 fighters from the Final Victory's Black flight, equipped with droptanks. Have them intercept the diplomatic flight, and order them to return to Farmina or be shot down. If they refuse..."
Snyder stopped for a moment. "If they refuse, have them break off."
"Mi'lord?" the officer asked in curiosity.
Snyder glared in general. "It's public knowledge that the war is not going well for our cause. Casualties are high, and Ackvick's speech had greatly undermined loyalty. I'm concerned about an internal uprising."
"Mi'lord, we still have your loyalists in high numbers. As well, our nation is one of the best defended on the planet. We can defend it!"
"...And yet, with our weakened state, and against vastly superior numbers, it does not auger well."
"Then what do you want us to do, sir?"
Snyder thought. "Try to get the traitors back here when they attempt to leave Farmina. They are too much of a risk alive. After they have been recovered, commit to a slow, fortified withdrawl."
"Mi'lord?" the officer asked, appalled. He looked like he felt that Snyder lost his mind.
"This battle is lost," Snyder grumbled. "Lick our wounds, and try again later. I think we have more luck with manipulation from within, which we're well adept at."
