The Beurocracy was killing him. Emperor Loak was sick of every time he wanted something done, he had to waste weeks, even months at a time listening to the damned Parliamentary Members talk and Filibuster about it when something damn well needed to be done at that moment. He decided that this needed to end, and it needed to end soon. It was time to initiate Plan X. He didn't want to do this, but if the beurocracy was to stop, this would be the only way.
History of Plan X:
Plan X was the brainchild of Emperor Galen Q. Leotardia, the 2nd Emperor of the Pure Socialist Holy Empire of Shazbotdom back even before he won the election that put him into his 20 year term as Emperor. It slipped through the cracks due to the ability of the Parliament to debate things quickly while Mr. Leotardia was in office. He never felt like he had to initiate Plan X during his reign.
Plan X was found by Mr. Leotardia's Predicessor, Emperor Loak, several years into his term. He located it inside of an old desk that was about to be thrown into the dumpster out back of the Palace. Thinking it was a good idea, he adopted it and stored it in his documents.
The Purpose of Plan X:
In the event of a catastrophic incident or iminant threat of attack on the Empire, the Emperor has the sole right and responsibility to call into effect this plan. Dismissing the Parliamentary Body of the Pure Socialist Holy Empire of Shazbotdom from their job and limiting the powers of the Joint Chiefs of Staff (Ministers of Different Departments) down to a purly informational and/or advisorial stage.
The Text of Plan X:
If there is an attack upon the Pure Socialist Holy Empire, the Emperor has the duty and resolve to initiate the following:
1. The Armed Forces shall be advanced to DEFCON 3 rating.
2. The Parliamentary Body of the Pure Socialist Holy Empire shall be dimissed and the Parliament Building shall be evacuated, never to be staffed again.
3. Limitations shall be placed upon any office that the Emperor deems nessicary and those powers shall be transferred to the Office of the Emperor.
4. Any other changes deemed nessecary shall be put into place by the Emperor for any reason he deems nessicary for the saftey of the Empire.
