the U.N. is the closest thing I think.

Nope, no Geneva Conventions. The only factors in play in this regard are public image. A lot of countries simply ignore all moral issues in war, exterminating civilian populations that are harboring enemy forces, using terror tactics (IE, strapping the disemboweled corpses of your foes to the front of your tank), torturing POWs, etc.

In fact, there's no international laws period, meaning there's no real reason that I couldn't use the poor in my nation as "volunteers" for a variety of experiments in chemical augmentation or brain functions (I've done both, actually...). Well, besides the aforementioned public image bit, as it could quite well get me invaded by various moralistic nations.

The problem is, only the people who sign it will use it, and you cannot enforce it on other nations. The morality of war on NS is determined by those who are more powerful and nobody else.

Your welcome to create international laws to govern whomever will submit to them. As a policy, however, The Community will not submit to any international laws. That being said, we do not randomly torture our citizens and we do not go around imposing our will on others unless it is to protect our interests or for the greater good of the international community (Usually preventing wars from breaking out or stopping terrorists that may threaten our interests).
