the theocracy had been originally formed from the remnants of five different refugeed peoples, the Thesa, the Tella, the Armad, the Combra and the Aiel. Their lands torn apart by war and strife, they came together in a small cluster of planets, a binary system that had not been settled as of yet.
these five separate peoples came to form different sects within the community, the Thesa formed the funtionaries of the government, the beurocrats and paper pushers who ran the nation through their thankless toil. then the Tella, the thinkers and philosophers, the artisans and makers of beauty. then the Armad, those fascinated by machine, by research, by advancement and understanding. then the Combra, those who looked towards others and only thought of others needs. the self sacrificing ones, they were put in control of the agriculture, wellfare, medical and supply industries, always trying to help those around them. and then there were the Aiel, those who protect. the police force, the ones who looked towards law and order.
here they lived in peace, living a life of scholarly persuits, ruled by the Theocracy, a body of ten made up of two representatives of each seperate people. they were a pacifistic people, with no outright wars throughout their entire history, preferring peaceful negotiation, which in itself became an artform for the Toppites. they progressed as a society, recently expanding onto the intergallactic scene.
the first few diplomatic missions sent out into the galaxy were complete debacles, the fleets destoyed by wanton warmongerers as they had no way of defending themselves. the Theocracy could not abide the destruction of its people, and so a suggestion was made by the Aiel. arm the trading fleets with protectors, so that when forced, they may defend themselves. and so the Trading Fleets were established, based on the four main outer moons of the topping system, Darius and Dolonus, the main outposts conducting trade and matters of diplomacy with other nations, and Solonus and Teranius, the main shipyards, docks and powerhouse of industry off world.
all these infrastructures were put under command of Telus Romanus, a highranking, well connested and achieved Aiel commander, and his first wife Nastasha, an Armad, powerful within her sect and daughter of the Armad representative within the Theocracy.
the desicion has been made, and messages have been sent out into the ether, inviting those nations who will come to the opening of the outer ring moons for trade and negotiations, all are welcome. we seek to establish trading allies and those interested in diplomacy.
