Zurich, Rhominia - This afternoon, the six-way conference between Germany, Austria, Switzerland, the Netherlands, the Vatican, and Italy were concluded, resulting in a new, Pan-Holy Roman state. The series of multilateral talks began about two years ago, after half a decade of resurgence in Holy Roman patriotism, Catholicism, and pro-unity feelings.
In late 2006, Frederich Smutts, the newly elected Chancellor of Germany, called for the convening of what is now known as the Pan-Romanic Council. Delegates from Holland, San Marino, Austria, France, Italy, Monaco, Greece, Cyprus, Macedonia, Malta, and of course, Germany, attended the Conference. The Council's agenda was to preserve and inspire works related to the Roman Empire and all of its successor states.
In early 2007, several members of the organization expressed the desire for a more intimate relationship between eachother. Leaving the European Union, Germany, Italy, and Austria began these talks. By November of the same year, the conferences had expanded to include Heads of Government from the three original nations, as well as the King of the Netherlands, and delegates from Switzerland and the Vatican. The Swiss government had expressed interest in returning to its roots, however, there was a large faction in the Swiss legislature that wished the nation to remain neutral and independent from all international responsibilities. The papal delegate stressed that, while Pope Leo XIV, encouraged this unification, the Holy See would prefer not to join with other nations. It was not until late 2008, when the delegates decided to turn Roman Catholicism into the official religion of the new nation-in-making, that the Vatican agreed to become party to the merge. It was around this time that the Swiss government also gave allegiance to the new, emerging nation.
By January of this year ('10), the nations were nearing unification, though one main barrier still stood in the way, the form of government to be had. The raging debate over monarchy and republic went on for three months. Finally, it was decided yesterday that the nation would be a constitutional monarchy. King Christoph of the Netherlands, the only monarch of any of the nations of the agreement, would become the new ruler of Christendom. The pontiff of the Catholic Church would also play a major governmental role, as spiritual leader of the new empire. Despite these two compromises, the main responsibilities of government were to be handled by elected bodies.
The empire has taken on the official languages of Italian, as well as both Low and High German, though there are plans to standardize language in the future. In addition to the federal government, the nation will be divided into first-tier administative divisions, principalities, and second-tier administrative divisions, counties. The principalities; Nederland (Netherlands, Nordrheim-Westfallen), Teutony (Schelswig-Holstein, Mecklenburg-Vorpommern), Saxony (Sachsen, Sachsen-Anhalt, Neidersachsen, Brandenburg), Bavaria (Bayern, Baden-Wurttemberg, Upper Austrua, Northern Switzerland, Salzburg), Liechtenstein (Liechtenstein, Vorarlburg, Tyrol, Lienz, Southeast Switzerland), Hessen (Hessen, Thuringen, Rheinland Plaz, Saarland), Sudosterreich (Carinthia, Styria, Burgenland), Lombardy (Lombardia, Southwest Switzerland, Piemonte, Aosta, Alto Adige), Venetia (Veneto, Friuli-Venezia Giulia), Romagna (Emilia Romagna, Liguria, Loscana, Marche), Umbria (Umbria, Abruzzi, Molise, Apuglia, Basillcata), Two Sicilies (Calabria, Sicilia), Latiany (Latium, Campania), Vaticana (Vatican City) and Sardinia; will be ruled by hereditary princes, except for Vaticana, whose prince will be the Pope, but stric[/RIGHT]tly under royal/federal law. Counties will be run by Counts, appointed by the Prince of their jurisdiction and will be subject to federal and principal law. The name chosen for the new nation is the Holy Empire of Rhominia, a modification of the word Roman.
Currently, the government is being lead by a coalition of heads of government and chiefs of state from all involved nations. However, elections are planned to take place later this year, where the Imperial Senate will convene and the first Prime Minister of Rhominia will be elected. The new Emperor is appointing interim princes, whose rulership shall not be official until they can be confirmed by the Senate.
