The Streets of Seattle (Closed - Torontian Spinoff)
McKagan DART's, or hardcore Special Operations soldiers, had moved covertly into Seattle using McKagan Central Intelligence Division assets. The target was, to put it simple, any "characters" around the conference. With the McKagan delegate inside discussing things very vital to McKagan Strategic Security the mission was one of the most important ones in the Torontian theatre of operations.
The mission had started off as a risky move. MCID units that were escorting the McKagan delegation had picked up traces of highly focused electical signals around the center - signals commonly used by microphones. The first order of business was to stop this threat by using any means necessary. That had meant using high powered jammers that also messed with civilian assets.
At that very moment, a torrent of complaints would be made, obviously. MCID spy satellites above the nation recorded every move Xirnium military assets made. McKagan wasn't, in any way, considering attacking Xirnium - simply keeping a watchful eye for how they reacted to a 'threat.'
Then, after only a short time of operation, the jamming stopped. The SUV's went passive and only recorded any new attempts to pierce the wall of electronic security they had formed around the conference center. At the exact moment the jamming stopped no signals were operating the the Seattle area. As civilians started operating again, the MCID could create a database of them and register them as non-threatening as they presented themselves. Then, once the high powered signals started up again, the MCID would be able to register and track them.
All that left was contacting the Xirniumites and tell them just what was going on - then hope they don't blab to high hell about it and ruin the operation.

Greetings - You may have realized that currently there are some very strange electronic activities going on in downtown Seattle. As of this moment, we officially announce to you that it is us who were causing these issues. We are terribly sorry that we have betrayed your trust by going after these leads ourselves without asking your permission, but we had our reasons.
We feel that a grave security threat is currently presenting itself in the Conference Zone (CZ.) Very recently our agents picked up focused energy beams similar to those from a microphone intelligence device that is not used on the civilian market. It was our assumption that if we brought you into the loop on this information that you may pull security assets away from the immediate CZ and thus allow personnel security to slip.
If this trace turned out to be a non-threat, then it would have risked security for no reason. Realizing that we disrupted civilian signal traffic, we are willing to pay IN FULL (and discreet) to everyone who lost money because of our actions. Futhermore, we are currently operating passive devices in Seattle in an attempt to locate the threat should it show itself again and prove that it wasn't an isolated signal fluke.
Would it be possible for Xirnium to put a Police Team on standby incase we locate the source of the transmissions? It would be much more discreet and easy if a team that didn't look like professional soldiers did the hypothetical raid. We'll have our own team on standby and send them in too, but we'd like for either you to take the lead in this, or to give us permission to operate freely.

The former upper class area, the Victim of repeated attacks, First by The Lone Alliance Drone attack, then by Red Tide's Artillery Barrage and lastly by controlled Demolition by Saint Fedski. The former housing of the New Order elite, now a ghostly shadow of it's former self. Empty safe for construction crews and a newcomer. Dressed in a hardhat and other equipment he walked over to one of the few remaining buildings that had not been rebuilit, old Warehouses, which while still standing, leaned awkwardly to one side. Currently Shovels and other stuff was stored in the cleared rooms. Looking around quickly the Man crept inside and began searching through the rubble. Finally he found what was the remains of a staircase and crawled downward into the ruins of a Basement, now only around 3 feet high. Turning on a flashlight he began digging through the rubble. Finding the objects he pulled out a group of tools and began hammering the parts off of them and placing them in a little backpack that he held. After getting the supplies he quickly smashed down the rest of the electronic equipment and departed. He quickly left the Construction zone for a payphone.

"He'll go and plant the Transponders in multiple areas throughout the city as well as in cars and buses and other things, we'll set them all off at once with the default Morse beep and with the Counter-Intellegence people so busy tracking them down we'll take the data from the bugs."

The annoyingly insistent ringing of a bedside telephone abruptly woke Mordont Norath, Director-General of the Secret Intelligence Service, from the dark, warm void that is deep sleep. Blinking tiredly, the Xirniumite peered through the dimness of his bed chamber at a nearby clock, which told him that it was currently about four thirty in the morning. Having barely slept two and a half hours, the Head of the XSIS reluctantly picked up the receiver and mumbled into it in an unenthusiastic monotone.
‘This is D speaking…’ announced Mr Norath, referring to himself by his well-known codename. The Director-General did not bother to ask what the meaning of the disturbance was.
For someone to bother me at this early hour, clearly the matter must be one of fairly great importance, thought the Intelligence Chief grimly.
‘Sir, a minor situation has developed in Torontia that I believe you should be made aware of,’ explained a man whom D recognised by voice as being the Deputy Executive Director of the XSIS.
‘Well… exactly what has happened?’ asked the Director-General.
Before his subordinate could answer, however, Mr Norath was interrupted by the movement of a soft, feminine figure beside him, quietly turning over and sighed gently. ‘Who is it, my dear?’ asked a sleepy Anne-Sophie Ciryature as she pulled the bed’s luxurious sheets more tightly around her, returning her head to rest on the remarkably comfortable pillow and looking up at Mordont with her brown eyes. Evidently, all the noise had roused the lady from her slumber.
‘Oh, it’s only Mr Eruvaryar,’ Mordont explained tenderly to his wife, holding his hand over the receiver. ‘Don’t worry, I’m sure it’s nothing important. Try to go back to sleep,’ the Director-General added, affectionately kissing Anne-Sophie before standing from the opulent bed.
‘Don’t forget that we are having lunch with Mr Eruvaryar and Ms Lasselivn at the Ehtë Ambarmétta* on Sunday, Mordont…’ added Anne-Sophie rather trivially, already drifting back into deep sleep.
‘I haven’t,’ assured Mordont with a smile, pulling on a dressing gown as he stepped out onto the room’s balcony - affording the XSIS Chief a remarkably stunning view of the River Hostaewen (in which the city’s lights where reflected most beautifully) and its, almost three hundred year old, Georgian-style bridge, which contrasted marvellously with the ultra-modern glass skyscrapers on the opposite bank. The morning’s air was extremely chilly, though Mr Norath was fortunate at least that the freezing rain seemed to have stopped earlier that night.
‘You were saying?’ continued the Director-General in a much more serious tone, speaking once more into the receiver.
Mr Eruvaryar briefly summarised the situation for his superior. ‘The Intelligence and Security Select Joint Subcommittee for Torontia has decided to convene a meeting at six this morning, where they intend to determine Xirniumite operational objectives. We're more than a little suspicious of the motives of McKagan, since it was they who had been jamming civilian broadcasts all along. It's a little strange that they have only chosen to come foward now with this information.
After that meeting is concluded, the Chief Minister has asked that you meet with part of the IA,’ explained the Deputy Executive Director, referring to the Ministerial Standing Committee on the Intelligence Agencies.
‘Cabinet will not be impressed with this at all, McKagan spies have no authority to operate inside East Torontia,’ mused D, sighing frustratedly.
‘Apparently, the Foreign Minister is furious.’
‘Have a planning assessment for increased surveillance of the McKagan state and its intelligence services on my desk by noon,’ ordered the Director-General.

Xirniumite Eurocopter XH-476 “Erinys” medium-weight military police helicopters of the Xirniumite Gendarmerie begin aerial patrols over the Seattle metropolitan area, increasing the response capabilities of the occupational authorities in East Torontia.
On the ground, the first couple of modified radio transmitters are located in buses and cars stopped by the police at temporarily erected road blocks. After it is determined that they are merely decoy emitters, Army Group East Torontia orders the majority of its electronic warfare resources devoted to detecting more subtle radio signals, and to filter out the more obvious transmissions.

As the Assistant Director of Department IX (responsible for foreign operations, intelligence-gathering and counter-espionage within the Torontian operational sector) of the Third Chief Directorate of the XSIS, all future liaison between the Secret Intelligence Service and the MISA, on any matter pertaining to the current foreign espionage situation in East Torontia, shall be conducted through me. It is my personal hope that this arrangement will result in a most productive relationship.
To address the concerns raised by your agency in a methodical manner:
Issue 1
Does this include the retrieval of decoy transmitters that the enemy recon team are deploying? We can currently move a greater number of agents into the city to aid in discreetly picking them up and deactivating them. Agents would carry no overt weaponry, and wouldn't operate in large groups. Frankly, we'll need everyone we can get for this.
It will not be necessary for the MISA to position any additional or operational agents inside the East Torontian area of operations. It is my understanding that the capacity and resources of the Xirniumite Gendarmerie are more than sufficient to deal both with the decoy transmitters and the true intelligence threat to the Convention adequately.
Additionally, having MISA agents perform operational activities within East Torontia might result in an unacceptable organisational disharmony with our own counter-espionage efforts. Furthermore, unsupervised activities of foreign intelligence agents within East Torontia risk the possibility of having them run afoul of any unfamiliar aspects of Xirniumite Law, so I must refuse your request. The MISA will, of course, be kept informed of any relevent developments on the ground as and when they occur.
Issue 2
Permission is granted for the XSIS to deploy operatives to cooperate with all MISA Administrators. Administrators are guarded with using their staff to coordinate operations of MISA personnel and strike teams.

Armed with portable radio transmission tracking devices modified to immediately detect the setting up of the Black Hand decoys before the foreign agents can make good their escape, the Xirniumites prepare to apprehend probable suspects and question them.

I appreciate your concerns and shall keep them in mind. Unfortunately, I feel joint operations on the ground are, at this point in time, unfeasible. Due to the very nature of undercover work, which demands a certain amount of autonomy and a lack of the usually high level of supervision, having MISA agents working alongside Xirniumite operatives would present problems from a command and control point of view.
That said, I will do my best to integrate MISA agents into any future operational mission done in relation to this current espionage threat, if that is at all possible. At the moment, however, electronic surveillance remains the primary focus of our efforts.

Joe stood and called up the insider. "Hello?"
A quiet Voice answered over the phone. #"Yeah who is it?"#
"It's Johnny from last week, you have those Recipes from when you showed me your dinner menu?" #"I almost have them printed for you, but it might take awhile, I have to get the rest of the Ingredients listed."# "Alright I guess I can wait." #"Don't worry it will be worth it."# "See ya." *Click*
Mere minutes after tracking the location of a new transmitter, heavily-armed Xirniumite gendarmes arrived at Room 213 of a typically rundown and shabby-looking Torontian hotel. Ensuring first that no one had left the room during the time that had elapsed before arriving on the scene, the military police officers took up positions and quickly forced open the door, swarming into the room.
The Xirniumites were met with the ear-splitting sound of an air horn.
‘Bloody hell,’ exclaimed one of the gendarmes, angrily kicking the horn away. The Black Hand's sense of humour was not appreciated.
‘It seems the bastards are using some kind of delayed timer on their decoys,’ noted another officer, stating the obvious. Rather disappointedly, the military police constable went over to the transmitter and picked up a note which had been intentionally left behind.
In the meantime, other members of the Xirniumite Gendarmerie would canvas the hotel's staff and patrons in an attempt to determine any details about the foreign agents - though the operation was already deemed to have been a failure. Efforts would now focus on the Xirniumite Defence Force's sophisticated attempts at tracking the significantly more subtle transmissions of the eavesdropping devices.
Sipping from the fine glazed china cup of a steaming hot, East Friesland-blend, black tea with cream, Clement Lloyd-Hume (a senior operative of the Special Intelligence Service) stepped unannounced into Room 213. Clad in the official uniform of a Xirniumite intelligence agent, which included a well-cut, black coat (with dark-purple lapels and trim), large intelligence officer's cap, and a long, heavy, dark-grey greatcoat, Lloyd-Hume distinctively wore a long, woollen scarf and horn-rimmed spectacles.
‘You didn’t find anything, hmm?’ asked the intelligence agent, taking in the entirety of the room in one quick glance.
‘Nothing of importance, no,’ replied the commanding officer of the gendarmes present. ‘It seems that the decoy devices were activated by some kind of timing mechanism that allowed the spies to make good their escape long before the transmitters become operational - an expected precaution.’
‘Quite. Was anything else left here?’
‘No. Well… there was a letter left by one of the foreign agents,’ clarified the military police constable.
‘May I see?’
Carefully placing his teacup and saucer on a nearby wooden cabinet, Clement took the scrap of paper and quickly scanned it.
Comin don't you guys have better things to do? I'm not hurting nuthin! read the XSIS operative, vaguely offended at the crudely inept way that his language had being utilised by the unsophisticated fool.
‘Charming…’ noted Llyod-Hume dryly. ‘Well I imagine that the investigation focusing on the decoys will be called off fairly immediately. It’s been a waste of resources and time, all told. Oh, and apparently the eavesdropping devices have already ceased transmitting their weak signals, so that closes another avenue of inquiry.’
‘It appears that we way be out of leads, then,’ opined the gendarme.
‘Counter-espionage is a rather tricky business, Provost Sergeant,’ agreed the intelligence operative as he removed his glasses and wiped their lenses thoroughly with a handkerchief. ‘I understand that the Foreign Ministry plans to change conference venues whilst the XSIS sweeps the Admiralty building for any covert listening devices,’ Clement added almost incidentally, causally looking out of the room’s windows onto the Seattle street below, ‘just as a precaution to allay any concerns about an intelligence threat.’

His name was Tom Beran, a native Torontian, one of the Chefs for the meeting, and one with an unhappy marriage. "Hey Tom," One of the waiters muttered as he worked, "Your wife's across the street with that Look, I think she's drunk again." Tom stopped what he was doing, "That's it, I can't take it anymore, I'm ending this today." He said stomping off, "Cover for me Will." "Alright." "He walked down the service hall to where the back doors stood open, guarded by Xirnium soldiers. He walked just outside within reach of the soldiers and stared at his wife. Her name was Meril Beran, Orginally from the former state of Oregon and who like some other frustrated Torontians, had turned to liquer from Depression during the previous unstable Government.
"YOU LITTLLLE ****!" She started screaming in, much to the suprise of the guards as well as those on the street. She ran rapidly across the street as in a threatening manner causing the Xirnium guards to move in front of the door to block her way. "I KNOW YOU HAVE IT!" "GIVE IT TO ME!" She kept shouting over and over. Slurring her words as if Drunk. "SHUT THE **** UP!" Tom yelled from inside the door. Gasping she paused, suprised at his response. "I'm fed up to HERE with your crap, since you can't quit making up imaginary things that I've done wrong and since you're such a boozer... We're Done!" He shouted pulling off his wedding Ring and throwing it across the street. "I never want to see you again!" He shouted turning back inside. She rushed the door as the Xirnium soldiers grabbed hold of her.
(I am not sexist if that's what you're thinking, it's all part of my plan, the Xirnium soldiers will have to put her in Jail or something at least though.)
‘Please calm down, madam, you are not authorised to proceed beyond this point,’ explained one of the Xirniumite gendarmes in a calm and controlled voice, gently yet firmly preventing Ms Beran from entering the restricted area of the Admiralty building. ‘What exactly appears to be the problem, is there something wrong?’
The bizarre scene had already attracted the curious attention of several other patrolling guards, and the sentries near the gate looked at one another with slightly bewildered expressions, collectively wondering what to do. The Torontian lady seemed in a highly agitated state, and was acting as though intoxicated.
‘Why don’t you come with me and sit down for a moment, madam?’ asked the military police constable in a perfectly reasonable tone, gesturing to a small, nearby guard station at the perimeter of the Admiralty complex’s grounds. ‘You can have some tea and tell me what’s the matter, if you like.’

A casual passerby stopped at the other end of the road and began to look around, spotting his goal he waited, and as soon as the guards looked away, walked over to the curb and picked up a small wedding ring in his gloved hand. "Perfect." he muttered dropping it in his pocket and pulling out an identical one and dropping it in the same place. "Just Perfect." He looked around once and walked away, the whole thing taking less than 15 seconds.
-Guard Post-
After having a cup of Tea, Ms.Beran finally calmed down. "Thank you, I just don't know what..." "It's alright madam," The constable said, "Everyone has their problems, but what seemed to have caused this?" he asked kindly.
"It started two weeks ago, Tom said someone kept trying to follow him around, he became quiet and nervous, I was beginning to think he was seeing someone on the side." She paused to calm herself down. "But last week... We got robbed inside our own house, or at least I think..." She paused holding her head mumbling. "I know what I saw..." The constable thought closely. "Madam go on I feel this may be important." he said. "Well I was eating Dinner and I suddenly felt very sleepy, Tom wasn't home yet but I decided to go to bed early, I swear that as soon as I opened the door I saw a person standing in the room with our Dresser drawers scattered all over the floor, but then I just... Fell asleep?" She paused again. "When I woke up, everything was like it was, I tried to tell Tom but he didn't believe me, even though I showed him that it was gone." "What was gone?" the constable asked. "I had this gold watch that I brought from home, I showed him that it was gone but he insisted that I must have lost it, I know I didn't, but he kept saying that, I think he stole it and pawned it for money, he refused to tell me what he did with it, even though I begged him, I was going to demand he tell me today but... I don't really remember what I was doing." She stopped speaking. However the constable was already trying to put 2 and 2 together.

The 'passerby' stepped into the room, took out the Ring, and handed it over to the chief intellegence officer. "Mission Acomplished." "Excellent, call everyone up we got what we needed." "Yeah I'll tell them to pack up." The Nod officer quickly held up what seemed to be a Barcode scanner over the surface of the ring.
