This is an open letter to all nations:

Fact Colorado and Texas has not always had the greatest politcal and or diplomatic points with other nations. In an effort to reposition our selfs in the world and universale playing field. To do this we are going to offer reperations to all nations who can prove that we have harmed them in the past. Be it that we may have killed them with regular firepower and or bio-weapons. They must prove that we have done this. If they do prove it we will give them monetary and or tech to pay them.

*Inside a large warehouse under heavy guard many crates were being moved. These crates were full of gold, weapons, bio and regular, medical supplies. Along with the crates hundreds of heavy military grade trucks and rare automobiles were being put in place to pay any that earned it*

*outside the fortifided warehouse protesters marched. They screamed in anger at what the goverment was doing. They for the most part belived that there goverment never did anything wrong*
