I need a design I can buy the DPRs to, for under 1.5 trillion.

I'm looking for a land vehicle, capable of moving up to 45 miles cross country, and up to 60 miles on the road. It needs to be able to destroy MBTs, although, obviously with the required speed, it won't be able to stand up to MBT fire.
