After Manuel got into Psyker Bearzerkers' capital city airplane, he was carying no bombs, knifes, nothing, he left the airport. He caught a taxi to the city center. After about a 45 minute drive to the city center, he took out a package of matches, a bottle of alchohol, then he light the bottle of alchohol on fire and threw in a buildeing window.

ok fine but the terrorist had nothing that could be used as a weapon so unless they closed the borders to people, he would be able to get in.
