It's a young country that is spoking to you, but a young nation that has a lot of ideas to make international relationships a better way to establish good relations.
I propose to establish commun rules, international rules for all pacific countries. By submiting to this rules a country does not lose his autonomy. He will use his freedom to accept that today the world faces international problems and that the only answer to those problems is an international answer. A Pacific United is to recognize that the better way to answer to our nations problems is an international answer. Necessarelly, the well fair of all is the well fair for us.
This is our main idea and we propose you to start negociations with us to accomplish this Charte of Pacific United principals.

I have the pleasure to annonce you that you're country is the first interested in a discussion about this theme. As we told in the threat, we are a young country that doesn't knows yet how international relationaships works here. That's why we search friendly countries with commun values with us to do, together, a threat establishing durable peace between all Pacific countries. We have a lot of ideas but we need help from experimented countries to realised them. Attention, this commun threat does not have the goal of usurping independence from nations. We are searching consensus to make our Pacific a better place to be. This way, we ask you where should a rigth the threat?and to whom? And are you interested in our project? We are excited with the idea of echanging ideas with new partenairs.

As our country is not land based we ask you not to charter anything outside of your territorial waters. This would be intrusive to our privacy and wish for freedom from interference. We have laid claim to the right to grow unmolested in international waters. Our structures belong to us, but international maritime law falls outside of these structures. Establishing rules for travel over international waters would be considered intrusive.

The intrusion of land based powers onto our ocean cities and underwater domes is unwanted. Durable peace is desired, just not interference and limitations on what can be built on and in the ocean depths.
