IC:
The Participant Nations
1.The Participant Nations will provide 10 trillion dollars a year and additionally an equal sum of resources each, for 90 years (OOC: 90 days RL) to finance the manufacture of the Ringworld. In exchange for this, each othe participant nations will receive a fraction of the surface area of the Ringworld, equal to 149,999.95 Earth Areas.
2.There will be 20 Participant Nation Slots. Any nation that chooses to pay 20 trillion dollars and an equal sum of resources per year will be provided two Participant Nation Slots, and so forth. In theory it would thus be possible for a single Participant Nation to buy all of the Slots singlehandedly – if it were able to pay out 200 trillion dollars per year for ninety years.
3.The Participant Nations will further contribute lbor and expertise to their abilty to participate in the construction of the Ringworld.
The Contractor Entity
4.The Contractor Entity is the Allanean Arms Corporation
5.The Contractor Entity will receive one Earth Area of land on the Ringworld once it is complete, to aid in management of the Ringworld.
6.The Contractor Entity will use the resources and funds above to actually construct the Ringworld, keeping relevant profits, and coordinate the efforts of the signatory nations. It will also maintain the Ringworld once it is constructed.
After the Construction
7.The Participant Nations will receive their slots on the Ringworld. They will by this treaty be bound to a treaty of mutual defense and nonaggression, and further to the defense of the Ringworld itself.
8.The PN's will be bound to a treaty of free trade between their Ringworld Territories.
9.The Contractor Entity will maintain the Ringworld Defense System, from chambers inside the Ringworld itself

This is the Ringworld, which has been discussed extensively via PM's with different Roleplayers It is monstrous, and it will require 3 months of RL RP time construction. Also below are the IC conditions on which I think it should be built. Please don't post here if you think Ringworlds are stupid or, on the other hand, if you r nation can build one on it's own, because I OOCly am aware of the various failures concept, as well as of it's varied use in NS.
