To the Technologically Advanced Nations of the World:

The Republic of Aralonia is interested in procuring advanced technology to further the lifestyle of its people.

We are interested at the moment in obtaining:

-Nuclear fusion technology
-Long-range spaceship hulls below 30 kilotons in mass
-Anti-oceanic disaster safeguarding measures
-Space elevator technology

In exchange for these technology, we may be able to interest the more, ah, hostile nations with laser application and light railgun techology, as well as advanced architectural design for earthquake-prone nations. We are also posessant of heavy mass drivers for throwing craft assisted by rockets up to orbit, and can provide usage of these facilities to particularly helpful nations.

The Republic of Aralonia also wishes to procure ramscoop technology, if available, for ships of a 100-meter class to mine the gas clouds of Jupiter. We would attempt to apply what technology we have now and what we may be able to obtain and build a light ship around a ramscoop and a fusion/VASIMR combined drive system, running on a deuterium-tritium fusion reactor to allow almost unlimited longevity in Jupiter's atmosphere. We would like to know if this action infringes on the laws of any other nations, and will scrap this program when any information is brought up.

Naturally, the creation of the ramscoop gas-miner would necessitate a wheeled station to be built in Jupiter orbit, perhaps in the region of Ganymede's orbit. We are close to commence construction of a wheeled 250-meter station of our own in Earth orbit as a science lab, and we would expect that modifying a design for use as an interplanetary gas station would be quite simple.

The Confederacy of Sniper Country can only offer Nuclear Fusion technology. While it is a common technology out there today, we are willing to give it to your nation as a token of welcome into the world at large today. We entrust that you will not use any of this technology to the use of nuclear arms; however, and if you so do intend on utilizing it in this manner, we will be forced to retake our offer. We have VASIMR technology if you want something equivalent to fusion drives for space ships. This would be in exchange for your mass driver technology. In exchange for your earthquate proof structures and advanced structural engineering we would be willing to trade a third generation sonofusion plant. It is indeed of no inconvenience. The fusion drives would allow our nation's spaceships to travel between places quicker, allowing for easier transfer of goods from one orbital station to another, or from a station to an asteroid mining colony.

In exchange we ask for three systems using laser technology-- THEL-- Tactical High Energy Laser, Mid Infrared Advanced Chemical Laser, and ABL-- Airborne Laser. We ask that these systems be designed to be pumped by nanobattery ultracapacitors and sonofusion power.

We are in posession of an advanced version of THEL that could be easily mounted aboard aircraft, powered by supercapacitors that are available to your specifications. And while we do have a prototype gigawatt-class chemical laser for research purposes, we cannot provide enough power without crippling the power infrastructure.

In short, we can meet two and a half of your requests. After sonofusion has been acquired, we should be able to meet the third.

We here at the DTT have recently received word of your desire to acquire, amongst other items, nuclear fusion technology and space elevator designs. My superior, Minister Theodore Cochran, thought we could afford to share some of our technology. He has instructed me to conduct the negotiations, unless his personal attention is absolutely required.

We here on Luna Athenia draw over 60% of our power from nuclear fusion plants of the seventh generation, and the DTT has clearance to trade fourth-generation fusion reactors and second-generation fusion drives. Our fourth-generation reactors require very little power to initiate the fusion reaction, and have a large power output, even on a small scale, whilst being able to run on the minimum required amount of hydrogen for four months. The containment fields operate not on the magnetic principle, but are of a unique design utilizing a thin wall of low-energy plasma automatically refined from the reactor to keep the plasma where it belongs. When initiating the reaction, a magnetic field is needed until the plasma wall can be activated, which takes .05 to 40 seconds depending on the size of the reactor. After that, hydrogen is automatically filtrated out of the surrounding air by an (optional) chromatographing device running on roughly 2% of the power output of the reactor. If the 'mato isn't present, you'll have to refine and refill the hydrogen separately, which uses roughly 8-10% of the reactor's power output, all in all.

The fusion space drives function roughly as fusion torches but are somewhat more advanced. The fusion process is initiated in a separate fusion chamber (so you can have a ship with four engine ports and twenty-odd maneuvering thrusters and just a single fusion chamber) using pulsing argon lasers (don't look at us, we only figured it out by accident. Took out half a laboratory and six scientists). The plasma is then routed to one or a few storage tanks (in case your fusion chamber ever decides to quit, or you run out of hydrogen) after which it flows through conduits made of a plasma-resistant alloy to the main engine acceleration chamber or the maneuvering thrusters. It can be set to low-fuel usage, low-acceleration, high-efficiency mode for long-distance space probes, high-usage, high-acceleration, terrible-efficiency mode for rapid speed bursts or takeoff from within a gravity well, and anything in between. The plasma mix does give off potentially dangerous radiation, but the amount emitted is less than the background radiation on Earth.

I will provide you with details on our space elevators later.

To the Sephrioth Ministry of Trade:
We regretfully reject your offer of the Star Destroyer hulls. Since they require a minimum of 2500 men to operate, we do not have enough people in our defense force to operate these ships, and the posession of any spaceship greater than 300 meters in length would violate the terms of our self-defense force. Also, the cost of upkeeping such vessels of incredibly high technology past our knowledge would be too great per year. We do not seek to decimate planets in hope of estabilishing commuications with other sentient planets.

To Commonalitarianism Delegates:
We accept your offer. Mass drivers are ready for launching into a low orbit the parts of two THEL units modified for airborne use. We are contacting the other nations of the world to clear the airspace above our nation and launch the objects into orbit.

To Balrogga Delegates:
We are interested in procuring the technology for ourselves. Additional space elevators could possibly be connected in a large "Star-City" of some sort in the next several hundred years if more elevators are constructed to serve as long-duration orbital cities.

We realize the misunderstanding involved. This system is specifically designed to intercept ICBM systems. It is defensive in nature part of the SDI systems. It can also be used on aircraft, but the main point would be prevention of ICBM systems. The Mid Infrared Chemical Laser was the only component of SDI that was successfully built and tested. It would be the anti-ICBM system. The Tactical High Energy Laser would be a point defense system for planes and tanks to knock out missiles, mortars, and shells.

We will assemble the system in orbit. Thank you for your consideration.
