The Empire of Zarustra hereby announces it's introduction into international relations with the rest of the world, following a long period of isolationist politics. We wish to seek embassy exchanges, trade deals and investment opportunities for both ourselves and potential foreign entrpeneurs.

Brief Description of the Empire
The Empire of Zarustra is a Hereditary Monarchy headed by the royal-blooded Zarus family line. The current Head of State is 35 year-old Emperor Alexis Zarus II. Zarus has a unicarmal Parliament, headed by a Prime Minister and a Cabinet, which proposes, debates and votes upon legislation. The current Prime Minister is Julian Desoto.

The Empire currently comprises of an island in the Northern Hemisphere, identical in size and shape to the country of the United Kingdom. The Empire was largely settled by migrants from the British Isles, so culture inside the country is largely similar to British culture, with a few differences in popular culture of music, television and clothing. For example, clothing tastes in Zarustra largely resemble the Victorian Age styles of dress, whereas popular television comprises Comedy and Science Fiction programs. Musical tastes vary, but the most popular genres are Heavy Metal, Rock and Classical music.

The Empire is industrious and economically strong, comprising large Primary and Secondary Sector industries, with a growing Tertiary Sector as the general level of wealth and income increases. Zarustra has large quantites of coal, iron, gold and other metals, along with untapped underwater oil reserves off the north-east coast.

Militarily, the country is a very minor power, maintaining only a small, conventional force for home defence. The Imperial Zarustran Armed Forces currently comprises of 3 branches; the Imperial Guard, the Imperial Navy and the Imperial Air Force. The country has no nuclear or biological warfare capabilities, but maintains stocks of Mustard Gas, Napalm and VX Nerve Agent developed domestically. Chemical Weapons are controlled by the Imperial Zarustran Unconventional Warfare Directorate, a subdivision of the Ministry for Defence which allocates weapons to each branch should usage be authorised.

The Empire of Zarustra would be interested in an exchange of embassies with the Federation of Tombo-Bill to quicken the efficiency and further the development of diplomatic relations between our two countries. We also wish to establish a trade agreement to purchase quantities of wheat and lumber from the Federation to bolster our own industrial supplies.

- 250 'Security' Personnel equipped with A-47, Grenades, Body Armour.
- 5 Cooks.

- $1,000,000 (Tombillian Dollars) excess cash for use if needed.

I hope you find this acceptable, we hope for very friendly relations in the future between our two nations. We will also be sending over large amounts of both wheat and lumber for a trade between our two great nations.

On the behalf of His Majesty’s Government of the United Kingdom of Oceania, thank you for your offer of friendship and trade relations. It is the opinion of this government that our two peoples will share a great deal in common owing to a common ancestry, as the majority of the population of the United Kingdom can trace their lineage back to the great days of the British Empire: the Home Islands being a great bastion of British strength in the North Pacific during the 19th century.

Since those times, of course, we have achieved our independence, created our own monarchy, and forged our own empire across the Pacific with the intention of bringing peace, prosperity, and stability to all those in need across the globe.

The Oceanian economy depends mostly upon the continued success of its tertiary through quinary sectors of the economy; this is not to say that a resurgence of the primary and secondary sectors cannot be found in our developing colonies and home countries, but that they contribute only a minor portion of the nation’s gross domestic product.

I have also been asked by leading members of the Oceanian business community to express their interest in opening Zarustran markets to Oceania and Oceanian markets to Zarustra, and that furthermore many companies would be willing to make significant long-term financial investments into your nation as they see great growth potential for the Zarustran economy in years to come.

Regarding your concerns about defence, the United Kingdom would be willing to consider means of augmenting your defence forces in whatever means our two nations’ defence officials deem both necessary and appropriate. Thus far, I have been instructed to inform the Imperial Zarustran Government that such aid could even extend to deployment of Royal Armed Services units to help defend or perhaps train Zarustran military personnel.

May this be the start of a friendship between our two peoples that will deliver years of plenty and prosperity to both nations.

His Highness Emperor Alexis Zarus I extends his greetings and offers of kind friendship to the monarchy of the United Kingdom. On behalf of the government, we would like to greatfully accept the offer of opening our markets to United Kingdom enterprises in a bid to achieve greater economic growth through free market trade and cooperation. Foreign business are required to achieve approval regarding their business practices from the Zarustran Board of Economic Affairs in order to enter our markets, so as to ensure that businesses are not exploitative of our workforce.

We would also like to express our interest in forming an agreement for the stationing of Royal Armed Services units in Zarustra for defensive purposes. This gives the United Kingdom a base of operations in another area of the world, and would give us an economic benefit in the basing of soldiers as consumers in our economy.

The Imperial Caedrynian Ministry of Foreign Affairs would like to thank you for your offer of friendship. We would like to establish an embassy in your nation.

The Empire was founded long ago, suspected by historians to be sometime during the early Middle Ages, however all records from that period were destroyed during the Great Interregnum, which ended when Imperator Julius Vercingetorix I reunited the fragments into the current Empire. The Senate is the unicameral legislature, currently headed by Consul Marcus Flavius. Similar to Zarustra, the Empire has been isolationist for a very long time.

The main economic sector in Caedryn is the Information Technology industry.
Our military is small (for a nation our size) [OOC: Which translates to about the size of Zarustra's population...](BIC: ) and is divided into the Imperial Army, Imperial Navy, and Imperial Air Force.

On the behalf of His Majesty King George, I would like to accept His Highness Emperor Alexis Zarus I’s offer of friendship between our two great nations. In this spirit of friendship, I have been instructed by Prime Minister Lord Salisbury to invite the leader of your government to visit the United Kingdom to better cement the good relations between our two nations.

Until that time, the commercial interests in the UK have agreed to abide by Zarustran laws and fiscal practices to create a transparency that will facilitate a deep and rapid growth of our two nations’ economic relationship.

With regards to any defence relationship, after a brief consultation with the Defence Secretary, with your government’s permission the Ministry of Defence will dispatch a small team of military and civilian personnel to liaise with your defence agencies and armed services and begin to establish the necessary groundwork for a potential deployment of UK personnel to the Empire of Zarustra.

Personally I look forward to meeting your Foreign Minister and I would like to invite him or her to visit the United Kingdom at a time which is convenient.

We thank His Majesty King George I for accepting our Emperor's offer of freindship between our two nations. We are currently engaged in a potentially military situation concerning a breakaway Socialist Republic in our territory with possible outside backing. Therefore, Emperor Zarus I is currently engaged in the activities of Executive Office, and regrets that he cannot visit the United Kingdom until the situation is resolved. However, arranging a visit to the United Kingdom by the IZ Ministry for Foreign Affairs, Harry Waltz, would be entirely possible.

We would also like to accept the invitation for United Kingdom personnel to visit the Empire in order to liase with our own nation regarding Azazian military deployment.

His Majesty’s Government regrets to learn that some elements of the Empire of Zarustra have taken it upon themselves to solicit foreign assistance in committing, in the eyes of the United Kingdom, an unwarranted and illegal secession. The United Kingdom fully recognises the sovereignty of the Imperial Government over the Isle of Man and will immediately freeze any and all financial assets held by the Isle of Man within the UK – although given the nascent nature of our relationship the total value of said assets may very well be negligible.

In the interim, His Majesty’s Government would welcome the opportunity to host Minister Waltz in Imperium, where he would be introduced to myself and the Prime Minister. Additionally, officials within the Ministry of Defence are preparing a small delegation of civilian and military analysts and representatives to coordinate the deployment of an anticipated division of light mechanised troops, a small squadron of Royal Navy warships and a squadron of Royal Air Force aircraft – all of this pending the approval of the Imperial Government.

However, as your conflict appears to be intensifying, on behalf of Lord Salisbury and the other Secretaries of State, may Fortune smile upon your most noble soldiers in their time of trial and tribulation.
