OOC: All right, in the interest of restoring diplomatic relations between our two nations, and bridging the gap between us both IC and OOC, I suggest this RP. Perhaps it would result in a lack of blacklisting between us? We will also explain the blacklisting in this RP. Should be fun as well...

President Keith Johnson walked slowly around his office of the House. Today had been a particularly difficult day in the government, and recently relations had fallen to untold dangerous threats between Geneticon and New Feluca.
Keith talked with himself, no one else present, "Well, I guess we could take a shot at peace, and perhaps friendship. Plus I'll get a chance to try out my new vessel. I'll give it a try."
He walked over to the front of his desk and hit a red button in the corner. A vocie chirped in, "Yes sir?"
"Angela, send the following message to New Felucans immediately." Keith hit a few keys on his keyboard and watched the monitor as he clicked his mouse a few times.
"Yes sir."
"Thank you."
Keith pushed the button, fading the computer screen to black instantly. Hopefully the Felucans would accept a chance at friendship...

President Cyan leaned back in her plush leather chair, (Unknown to her, it was armored in the back with layers of kevlar and other ballistic materials) rubbing at her eyes as she looked over the day's schedule laid out. "And why did he 'blacklist' them from our military arms?"
An aide coughed, "Uhm m'am, they 'blacklisted' us first. He retaliated."
Cyan groaned, "Yeah. That's Dmitri. Get him on conference, please. Also I want a Foreign Affairs officer in here."
Minutes later, a flatscreen TV was set up, and the image of General Dmitri at his desk was seen. Several Foreign Affairs officers and other staffers had gathered in President Cyan's office as well. Cyan was speaking, "They also seem to want to restore military relations with us for some reason. How much money are we losing by refusing to sell arms to Geneticon?"
"Nothing, Mrs. President. We have no record of trade between Feluca and Geneticon, military or domestic. Infact, they deploy mostly standard American and Russian equipment, where-as our equipment has been adapted and modified beyond that. It's unique, hence our booming sales to Disius, Tauk and Morgiland. Infact, we've made around 55 billion dollars worth of sales recently. Considering we put almost zero dollars into advertising, and we're much smaller than the 'big' guys, that's swell."
"Then why should they care about a blacklist? We don't even do business with each other."
Dmitri spoke up from his TV screen, "Tah wot ah said tah yor! Ah dun cah abah sum stoopah blacklister when ah got ah milertarah tah run, 'n business tah do wi' upstandin' folk! We dun need tah nergero.. nergo.. neh.. we dun need tah talk tah yondah Genercon! Infact, ah dun tink we need er talk tah ---"
A red MUTE appeared in the corner of the screen. Dmitri continued to speak, glowering, not even realizing he'd been muted.
Cyan looked up from her remote control, "Can someone translate that?"
"Yes madame President. He says he retaliated with a blacklist because they did it first. He doesn't care about Geneticon because we don't do business with them. He feels we shouldn't negotiate."
Cyan sighed, "Very well. If they want to talk, they can talk to Dmitri. Although how they expect to get him on a boat is anyone's guess."

A pair of beautifully sleek Banks Class destroyers came out to escort the visiting ship the last hundred miles or so to Northport. New Feluca is at war, and to let anything happen to their guests would be bad.
Intelligence on this 'General Dmitri' suggested something akin to a national hero. During the war of Felucan Independance, he had been a Colonel in the Mechanized Infantry. Through brilliant manuvering and skillful leadership, Dmitri had lead a brigade of battle-hardened soldiers on several assaults throughout the western mountains.
Once the visiting ship had docked, they could look out over lines of white-clad Felucan Navy personel standing at parade rest. Marines in their darker uniforms also stood by, white-gloved and looking proper.
As the Geneticon President came down the ramp from his ship, someone barked an order and the thousands of soldiers came to attention with a snap. Geneticon's national anthem played across the base's loud speakers, while a small group came to the end of the ramp to wait. Several officers, and among them a short, somewhat chubby figure wearing Army dress fatigues with rows of ribbons on his chest.

Flanked by James Cartwright and his secretary, as well as four guards on either side, Keith felt quite safe in this enviroment. In fact, the welcome was quite pleasant. Almost too pleasant considering teh circumstances which had brough them together.
In the recent hours Geneticon had fought against Hataria, and Keith ad found out via Paul King (Secretary of Defense) that the Felucans were also fighting the Hatarians. When Keith heard the report, the news instantly brought him satisfaction, as both nations now were fighting a common foe.
In fact, only a few hours earlier two Hunter class submarines had sunk 9 aircraft carriers with a single volley of missiles. Yes, this was indeed a day to remember. Keith made a note to honor the captains of those submarines when they returned from the conflict.
Keith stepped up the man decked out in the army getup. In his own suit and tie, Keith felt utterly undersdressed in the prescence of this man, with all his numerous ribbons. It mattered little. It was time to begin a relationship.

General Dmitri was an almost comical figure. Trying hard to look stern and fierce in his army dress uniform, even scowling slightly at the foreign ship in Northport harbor. Everyone else around seemed to welcome the foreign president however, and soon even Dmitri was getting into the moment. His tail twitched back and forth slightly, watching the party approach down the ramp.
When a hand was extended, he'd reach out and take it, giving it a shake, while around him the staff from both countries exchanged handshakes.
Dmitri spoke english, or what passed for english in his case. Reaching into his jacket, he produced a crumpled and wrinkled sheet of paper which he squinted at. A nearby staffer and some news people pointed microphones at him, "Ahem! Wot. Ah'm Generah Dahmeetree. Ah welkum yor tah Feluca, 'n ah officiahalah repersentin' yon govahment in tah case. Ah-loud moi tah welkum yor, 'n accept Felucan hospertalitah. It ah honah tah hab suh derstinkished guests, 'n hope yor foind tah hospertah fittin'."
He wasn't much of a speech-giver. - Several news cameras and microphones then pointed towards the Geneticon President.

Keith was a little suprised by teh media coverage. But I guess that's how it was done here in Feluca. In Geneticon, the media was generally held back from any political interference, at least in the matters of summits and such.
Keith smiled as the man went off in his little speech. Such a small, short, and some may say fat, little man, yet he spoke big. Funny. Instantly, Keith had taken a liking to the man.
"Thank you for your welcome sir. We will accept your hospitality." Keith turned to James, as the young had whispered in his ear, "no need for an interpreter James, I understand him just fine."
Keith kept smiling, then said in a louder voice, "Thank you Feluca. Thank you. I am honored to be on your soil today, and though I may say that in the past our relationship has not been the best, I will make every effort on my part to create a strong bond between Feluca and Geneticon.
After all," Keith said, turning to the cameras, hoping some of the Geneticon people back home would be watching, "It's on the shoulders of the world that we will prosper... isn't that right?"

Dmitri's big purple tiger eyes blinked once, then turned towards the camera to see where the visiting president was looking. When the cameras turned back to him, he cleared his throat and gestured grandly, "Anahwah, ah'm tired ah standin' around in yondah sun. Let us go 'n talk diplomah-ticks."
A few armored limos pulled up to accept the visiting president, while Dmitri climbed into the passenger seat of his personal Armadillo for the ride across the base to a multiple-level, ordinary-looking building.
Escorted inside, the Geneticon representitives would realize it's a command center. Pretty typical offices and cubicles on the ground level, and probably more in the upper levels.
Up an elevator they go, then down a hallway to a large room with a big table and dozens of comfortable chairs. The thick, armored glass window gives a great view of the harbor where dozens of Felucan ships are docked, and beyond that the shipyards. The half-assembled skeleton of a brand new Daewoo aircraft carrier is visable, workers going about their duties while huge cranes moved pieces around.
General Dmitri took his cap off, ears flexing slightly as he ran a hand over his furry head. The Felucans are quaint animal-people. Full anthropomorphs, like a Disney cartoon almost. Dmitri would settle into a chair with an omph, then set his cap down on the table infront of himself. "Nah, wot can ah do fah yor sah?"
The media had been left behind, the two or three cameras present just the military sort, recording the proceedings for documentation. Aides were either taking their seats at the table or along the wall. One soldier wearing the white uniform of the navy stepped in and poured glasses of water and coffee.

"Well, I am here to set all of this straight." Keith took another sip of his water and smiled at the diplomat. "We are not predjudice against you. The reason we decided to blacklist you was your support of Kraven, directly against a member of CASS, Pythogria."
Keith paused to let this seep in, "Well, we finally came to the conclusion that this was a little overboard, as you never directly made an attack on our ally. Therefore, I have come to set things straight again. As of this very moment, you will be removed from the blacklist."
He took out a small blackberry and dialed the House. "Jerry... hi. Take the Felucans off. Thank you." He flipped the device back down and stared back at the diplomat.

President Johnson looked at the little creature. A silly yet warm and welcoming sight to be sure. He tried to look big and bad, but looking at him made you want to give him a big bear hug.
"Of course. You should do what you feel is right, and what you think is right in the eyes of the international world."
James tapped Keith on the arm and whispered again. Keith looked up and spoke with the furry creature. "Would it be possible to meet with your President any time soon? I would like to discuss trade, embassy exchange, alliance, and several other important diplomatic matters."

Small talk would be made for several more minutes, before the door to the room opened and in stepped a large bear anthro, and a tiger anthro, both in prim black suits. Next entered a tall, sleek female hare with soft brown fur, wearing a classy, yet simple female power skirt-suit.
She nodded to Dmitri, who spoke up, "Missuh Preserdent, moight ah persent Mistah Keif Jahsah ah Genercon?"
President Cyan approached the Geneticon President and extended a hand to shake, "Good morning, Mr. President."

The little furball looked nervous, noted the President, as he watched the short fat furry glance at his watch. "Thank you. I hope she will find our nation interesting."
After recently being converted to a Presidential Democracy, Geneticon was certainly falling into the international much more than it had been in the past. This could very well be the golden age of the nation.
After some small talk, in walked more furries. After a small introduction by Dmitri (if that was his name...) Keith was able to to discern that this hare was the president of Feluca. He bowed slighlty and took her hand in a gentle shake. "Nice to meet you Mrs. President. Cyan is it? I hear you've been looking over a few files concerning our nation."
Keith took a seat and waited for a reply. This was certainly strange, being surrounded by all these creatures. James and the secretary were no less suprised. He could tell by their faces.

Cyan bobbed her head in acknowledgement as she settled into a chair beside Dmitri. Dmitri mumbled, "Yor look awfullah pretty todah, Mahsus Preserdent. Tah ah verrah foine dress."
Cyan shot him a cross look, then smiled shyly at the Geneticon party, "Please forgive General Dmitri. He served under me during the war of Felucan Independance. He still likes to poke at the fact that I'm now technically a civilian."
"As to our investigations, we have so-far found very little to object to in your international dealings. Other than the seemingly-random blacklisting of our nation, our policies have not yet crossed. I cannot find a reason to object to a peace and potential alliance between or two nations." A tentitive offer.

President Johnson chuckled a little bit over the appearent relationship with between the two creatures. Then again, he chuckle to himself, not allowed. That would be dumb. Instead, on the outside all he did was smile.
"No problem... independence eh? How would you be considered a civilian? Aren't you the President and leader of the government?"
Keith tapped James on the shoulder and the man reached down into his briefcase, pulling out a small plastic container and shaking it several long times. He finally handed it to Keith and Kieth shook it once more, then opened the top and took a long swallow. He raised the plastic bottle slightly, "My power drink. Keeps me in good health... or so my doctor says."
He glanced at the note in front of him. Must have been placed there by his secretary while he was drinking. He looked up to the leader. "Very good, we would potentially like to set up a trade agreement, as well as discuss the Hatarian conflict.
First, do you think that trade should exist between our nations?"

Cyan spoke, "Yes, I am currently the Prime Minister of Feluca. As to the civilian part, well. Dmitri here seems to feel anyone not currently wearing a set of dog tags isn't really a soldier. Thus, a civilian."
"As to the idea of trade, it is quite possible. New Feluca produces and exports any number of commodies in the civilian aspect. Militarily? I don't see why Geneticon would want to purchase Felucan arms. According to the briefing notes, Geneticon almost exclusively uses NATO and Russian equipment. Our equipment is unique. If you were seeking to purchase arms, certainly we would not block the move. I just wonder about the logistical problem of having so many different types of equipment in service."

"Excuse me, I mixed up President with Prime Minister."
Keith took another gulp of the power drink. He cringed a little, but smiled at the same time. The drink was a concoction of tomato and grape juice, as well as some other chemicals which the doctor had decided not to explain. It was an interesting drink to say the least.
"We were speaking of the civilian aspect mostly. Such things as commodities, oil, aggriculture, and things like that. Would you like to open up trade for these such things between our citizens and corporations?
As for our military, we will likely not need to purchase any of your arms, unless we find a gaping hole that needs to be, and is, filled by one of your products. Yes, we typically use all NATO designs. We don't use Russian technology specifically in our military, but we do sell Russian equipment to other nations.
As we speak, Geneticon is actually undergoing a large transformation away from the NATO designs, and towards original Geneticon designs. A good example of this would be our GF-02 Blizzard, which is going to replace the F-35. The GF-01 Locust has replaced the F-22 in our military, at least for regional purposes, but it itself has been found to have some flaws and will be replaced by the unnamed GF-04 in the years to come.
As for our other equipment, we will slowly change it all into original Geneticon designs, as well as designs from other nations that we find better than things we can create.
In short, we do not specifically use everything we sell at GAFE in our own military, we just build those things. We only use a small part of the items we sell."

Cyan continued on, "Well we use everything we sell. There are some cases, such as our Daewoo aircraft carrier that we won't allow to be produced outside of Feluca, but for the main part we allow friends and allies to purchase our equipment freely. Our military is comparatively small, but highly functional and very effective."
"We are open to civilian trade, provided it is a fair trade agreement. We won't allow back-and-forth trade unless it is equal and fair to both sides. I feel these negotiations have been useful and productive."
Dmitri in the backround, erased Geneticon's name from the official military storefront website with a laptop computer. Next, the logo for Battlefield 2 popped up, and the odd little tiger person donned a set of headphones while Cyan was looking away.
Within moments, his paw was on the mouse, and clicking away furiously with a look of intense concentration on his chubby face.

"Your thoughts on trade and agreements are wise. A free trade agreement can be drawn up, with a small tariff and tax on each item to and from our nation of course. Geneticon citizens have come to expect such things in International trade. Would this be acceptable on both ends?"

"Allright." Keith took the drink and handed it back to James. As Cyan started to reply and was interupted by Dmitri, Keith couldn't help but smile a little. Not just smile. In fact, Keith was doing all he could do to keep from bursting out in laughter. Instead, he chuckled lowly.
"That's allright, I've played enough games in my life to realize how frustrating it is when someone cheats against you. May I recommend that your use your power to penalize hackers."
Keith smiled and sipped his drink, then turned back to the Prime Minister. "Ok then... it's settled. Trade can begin between our two nations immediately.
Now, another important piece of business. We hear that you were scheduled to take an important part in the Hatarian conflict. What are your feelings on that, and what role exactly did your military take. What happened with them?"

Dmitri mumbled a bit, but kept his peace. Meanwhile, Cyan began to explain, "Well, I think we all can agree that Hataria's leadership is completely insane. Vain, self-important, basicly a dictatorship. We frown upon unstable leadership. Mentally unstable, I mean. A pair of taskforces were deployed to support the naval action against Hataria, but by the time we arrived it was over. One of the taskforces was assigned to begin landing marines in Hataria. That didn't go through, either."

"Those stupid Hatarians were ignorant and idiotic. If it weren't for the Questrian interference, we would have crushed them by now. No matter, we at least got compensation. We were able to sink 9 carriers from Hataria before we escaped with all forces intact."
Keith smiled once more, loosening up.
"Well, with this kind of common ground, I think something is in order. How would you feel to a treaty, or some sort of alliance with Geneticon?"

Some minor nations have thrown their hats in as well. If despite that you still want an alliance, we would certainly accept."

Glancing at his watch quickly, he saw the time and gasped. It was high time he were leaving. "Prime Minister, I thank you for talkiung with me, and for allowing us to visit, but I must return home. I have some war heroes to congratulate."
James gathered up the papers and bottles and placed them back in his briefcase. The secretary gathered up any remianing papers and slipped them into her purse. Both waited for the President. Keith smiled at them, then jolted back to reality. "Ahh... yes, ok. Well Prime Minister Cyan, been a pleasure meeting you, I must be going."

The President of Geneticon would get an armored limo ride back to his ship, and a protective escort of destroyers to international waters.

He walked slowly to the limo below, with his guards and aides beside him. Within minutes, he was boarding his ship and headed back to the Genetiocn homeland.
He peered around his cabin slowly as he fell into his bed. He smiled slightly and removed his socks with one hand as he flipped on his plasma TV with the other. This is certainly the life... glad we cleared that Felucan mess up. Now we have a friendship that should last...
Funny how some misunderstandings and problems, allow for the greatest solutions and friendships. Keith pondered it a while, watched his TV, then slowly fell asleep. He was feeling safe with escort...
