The government of Biotopia condemns the revelation that the government of Tilean Free States has undertaken and successfully detonated a nuclear weapon. Nuclear weapons pose an international health risk, security threat and a danger to impeding the goodwill and security of all international actors. In particular the government of Biotopia records its concern that the Tilean nuclear program is to be directed for aggressive and possibly offensive purposes.

A simple test cannot be classified as 'aggressive' and making threats - Yes, that is exactly what your government is doing - will not be tolerated. We will not see the soverignity of Tilea violated in any way.

Furthermore, unless a test is taking place within proximity of a neighboring nation, a government is under absolutely no obligation to inform anyone of their actions. Even then, the only notification should be given to that neighbor.

Since we inhabit the same world- we are neighbors, so we have ever right to defend our soverignity from rogue nations that threaten us. And yes a test can be view as aggressive- what other purpose can nuclear weapons be used for other then a first strike weapon. So any nation that has nuclear weapons has to be viewed as a threat, when he goes to test launch ICBM's without first letting the rest of the world know- our government has only minutes to decided if this is a first strike against us and a declearation of war or merely a test. Without information how are we to make the right decsion.

We understand his reason for devolping nuclear weapons, which btw our government has no problem with, we have a problem with him endangering the lives of our fellow citizens to undo risk. And no it was not a threat merely a warning. A threat would be saying my government is going to do something, a warning is we will do something. All his government has to do is issue a warning that their planning on doing such and such. That doesn't have to be ever thing- just things that relate to WMDs, and medium to long range missiles that carry those WMDs. The government of United Earthlings gives its full support to the above proposed plan. We took the same route when starting our nuclear weapons research- ie mostly for power generation- but we did build a few warheads but it was less then a thousand and most of these were under 20 kT. After reveiwing the current crisis with the heads of state and the Stevian Foreign Office, the Government has decided to defend Tilean Free States nuclear testing. We concur with the nation of The Xeno who are correct in saying that the national soveriegnty Tilea stands above and beyond the personal feelings of any nation. If however, Hataria takes military action then Stevid too will interfere.
