Terror Incognitia – Early Modern Times.
(In this case meaning the mid-late 18th century.)

Terror Incognitia’s base territory is the Indonesian island chain. Spreading beyond this, it also encompasses the Philippines, the Malay peninsula, and some territories on the fringes of India and in Africa.

Current population totals some 30 millions (This, people, is a modest increase from my PT RP population of 20 million, considering the additional territories, and three centuries of growth).

The industrial status of Incognitia is powerful. Having always been economically advanced, right now the Industrial Revolution is in full swing. Fuelled by resources from the colonial territories, an extensive canal network links into a vast quantity of foreign trade. What is more, iron steel and coal production rise every month. New factories are churning out products either never seen before, or never made so cheaply and so well. Ambitious engineering projects, such as tunnels beneath rivers, soaring bridges, and locks for the canals, are showing the mastery of a new breed, the engineer.

A nation-wide network of semaphores carries vital information across the nation in minutes.

Meanwhile the many denizens of the universities and newer “tecknologickal institutes” are forever working, often in concert with the engineers, on new devices. One of their first successes was the “engine for raising of water by fire”, known to posterity as the Newcomen engine. Never ones to be content, more recent developments have seen attempts to put one of these in a metal ship. Traditionalists still see this as a dead end, but a faction of the Navy keeps it funded, insisting it is the future.

In the political sphere, the High Seneschal still rules; but each High Seneschal must pay more attention to his advisors from the elected Consilium; and each Consilium broadens the franchise, cutting back on property restrictions. Soon any male with a bit of education will be able to vote in his government. The regions have irregular, mainly amicable disputes between royal governors and provincial assemblies which subordinate to the Consilium.

Upon the deck of a small ship, stood a man. A philospher, a kind and gental man, pacifist, but not afraid to fight. A young 10 year old stood next to him.

"Our first Destination *Yasashii.* Let's hope our journey will be productive and peaceful."

"Yes sensei."

"Keep your Katana close, stay close to me. You still have more to learn about fighting. We don't know who will be freindly, and who will be hostel. We must be cautious."

As with most vessels entering Nescia, the greatest port in the known world, no notice was taken of this one.
Well, Customs noted it, to check at the wharf before it could unload. And, indeed, on docking the vessel was met by two officials.
"Welcome to Nescia. We're from the Excise, do you have any duty-bearing goods aboard? May we have permission to search your cargo hold for duty-bearing goods?

And finally, are there any passengers remaining here?"

The two officials, one male one female, moved off into the hold of the small vessel.
A swift search showed that there were, indeed, only provisions for the ship and her company; certainly no goods liable for dues.

"Thank you for that, we have confirmed you are not liable for any customs charges. The main markets are that way" pointing southwards into the city.
"You are permitted to remain as long as you wish to, and keep paying the harbourmaster the modest charges for your docking space. Anyone planning to remain here when the vessel departs is requested, though not required, to talk to us beforehand.
Enjoy your stay."

The two officials departed; not hurriedly, but fairly swiftly, as more vessels were arriving all the time, and there were never enough customs-men. The visitors had the whole city spread out before them; from the dockside taverns to the coffee-houses and bustle of the 'Change, from the theatres on Cheapside to the Opera House; from the Consilium Chambers (accessible to the public at all times apart from critical debates) to the markets.

The waves crashed on the hull of the 'HMS Hibernia' as it slid through the dark blue towards the known lands of Terror Incognitia. His majestys flag fluttered in the wind and the sails were full of ocean air, Captian Hart stood by the helm his eyes scanning out over the waves and towards land,

"Mr.Stuart...keep us straight bringing us in.."

The three-decker had 120 guns, The largest ship in the kings navy bearing the name of 'The Hibernia'.

Hibernia had a sister also carrying 120 guns, her name was 'Neptune' and was stationed at Sicily.

"Sir! Ostian vessel! Hibernia class, approaching from the North."
"That would be number 9 spotting that, would it?"
"Yessir. Would have missed the patrol routing coming in from there, but 9 balloon picked it up."
"Very well. Send a sloop out to bring them in."
"Aye sir."

The swift sloop Streaker, showing influences of the Angerman masters in her construction, though identifiably an Incognitian vessel, left the dock within minutes, and was 'vectored in' by the balloon, a new technology being trialled by the Navy for reconnaissance and command and control.

"Captian! Incognitia sloop dispatched to bring us in" fist mate Burton announced

Captian Hart leaned on the rail gazing off into the distance, he spotted the vessel,

"very well Burton, maintain our course steady all ahead.."

"Hibernia, welcome. If you would follow us we'll lead you in to harbour, where you can dock."

"Thank you Streaker! we shall follow you in accepting your request!"

Hart raised his hand to show he acknowlaged the request....

The master of the Streaker had his vessel turned around, and zipped away into the harbour; under the guns of the fortress, past all the bustle and busyness of the harbour, into the quieter, though still active, naval dockyard.

In a bravura display of skill, the Streaker went into the berth the Hibernia was to enter; turned within it and came out, allowing the larger ship to come alongside.

While this had been going on, a party had been gathered to take the Ostians up to see the High Seneschal.

The Hibernia moved in towards the jetty and the crew was making the proper arrangements for docking. Captian Hart had returned to his quarters to prepare himself for a parlay, he was dressed in his finest attire wearing his navy blues.

First mate Burton knocked on the door,

"Sir, shall i have the redcoats form on deck..?"

Hart nodded doing up his last button, he then placed his cap on..

"yes, yes of course...impressions are important Burton..as you know"

Hart and Burton made their way to the upper decks where the redcoated marines awaited their signal to form up, the crew was still busy making preperations,

"Attention!!" Burton commanded glancing at Hart..

The soldiers straightened up bumping the butt of their muskets down on the deck....

Having had some warning, a contingent of Marines from the fort garrison had formed up. They saluted the visitors:
"Guaaaard, Pre- Sent. ARMS!"
Up -two-three over -two-three down.
"Welcome to Incognitia. The High Seneschal is aware of your arrival, and will meet you up at the Palace."

Captian Hart and Burton made their way down the gang plank and saluted the Incognitians,

"Thank you for your kind welcome sir, i would be honored to meet The High Seneschal"

Hart straightened up and looked at the troops who had saluted,

"Very fine men, very fine men..." he commented...

Before long they reached the palace. The Ostian was shown into a broad, airy room, looking out over the harbour.
The High Seneschal rose from his desk in the centre of the room, and came over;
"Greetings, what does your fine nation wish of us in Incognitia?"

"Can't tell for sure. It very well could be. But rember, Capitalism isn't always bad. The problem is too much capitalism, and not enough social balance."

"Yes sensei."

he paid the man double what he actually owed.

"Generosity, always has it's rewards, immediate, or later."

"Yes yes. You taught me." Yasashii replied, ever enthusastic.

"Very good, you are remebering my lessons, very good."

"Maybe I will be as great as you one day. Maybe I will run a country too."

"Maybe someday, but for now, continuing learning."

"Yes sensei." Yasashii saw the big ship dock. "Wow big ships."

"Likely from a very powerful country. Let's check it out."

In the kirisuban embassy in Nescia things carried on as normal.

most of the work they did revolved about trading permits and the Ambassadors staff were kept busy with those.

Ambassador Yoshinaka Tanaka and his translator Lady Toda Kimiko were relaxing in the garden of the large house, her daughter toddling around the garden. she had brought her daughter with her because her husband was in the council of Daimyos and wasn't home very often.

little Fujiko was running after the dog although she stumbled occasionally.

The watch were...keeping track of this odd pair. Something about them struck the Customs official who'd met them as dubious, and so each of the regular patrols made sure to note their whereabouts, and report back afterwards. Nothing so crude as following them, of course.
This careful surveillance may have paid off, when a group of pad-foots, having noticed the man paying well over the odds in the market, decided these might be worthwhile pickings.
A dozen men...gradually drew together...as the odd pair of foreigners walked through a slightly quieter area of the Merchants' Quarter.

The Aphrodit Raven 2, a large trade ship of the pair masted sort that Angerman used for carrying bulk quantitys of anything from A to B over the sea, came in towards the harbour of Nescia.

the ship was something of a rogue. after the success of Explorer Tazkook's expidition, his decendants were still well off. even through all the chaos, they had maintained their wealth, though they had.. shifted it. they now formed a merchant marine "clan". not yet big enough for their own seat on any councils, they were still a significant force to be reackoned with at sea, and in the market place.

and so it came to be that Elaji was the capitan of the honour ship of the fleet. not the flag ship, however, as that was more modern. the next flag ship after the Aphrodit Raven 2 met whatever fate awaited her at the end of her time would be the Aphrodit Raven 3, and both flag and honor ship.

Elaji born heraldry for the clan of Tazkook, of course, a ships capitans insigna, and the marks of various fighting syles and educational institutions. hidden away in the heraldric patters however, were several incognitian symbols. Elara, the famed Incognitian navigator on Tazkooks voyage around the world, was one of his ancesters also. most of the crew from that voyage had at least some decendants in the Tazkook clan.

this trip, the load consisted of a mix of gold, greenstone, fine furniture, high quality wool products, and linen. he was hopeing to sell it all in Nescia and make a fine profit, however if any did not sell, he was purfectly prepaired to extend the trip.

raiseing all the relivant flags, the ship came to a halt just outside the harbour.

As they walked, Yasashii handed out small pamphlets of information, regarind their ways of life, and the values of freedom, and liberty. But they did it cautiously, handing out to people who genually we're intrested. Even kids as young as 14, whom we're studing polotics, we're given these pamplets.

"So sensei, is it really true there are so few democratic countires?"

"Yes, many of them we're always in that way, some we're once democratic, but fell."

The Aphrodite Raven 2 was a not unfamiliar sight in Incognitian ports.

Not least because descendants of Elara were to be found on both sides of the seas between; and a surprising number of them had not lost her fierce intelligence and sparky manner.

The quality goods the Angerman traders brought always sold well, and in Nescia everything found a reasonable price.

A Customs boat welcomed them, conducting the usual search, and they were brought to an open dock near the central market.

The foreign strangers appeared to be...distributing pamphlets. While the footpads, seeing the crowd of people, had withdrawn, the Watch would continue to keep an eye open.

One of this crowd, a young girl called Alyssa Silk - a distant descendant of Elara, with all her ancestor's intelligence and most of her fire, and with Angerman blood to boot - had a question for the stranger.
"Pray tell, sir, why do you spread the good word of liberty and accountable government here, where we have it in such abundance. Why not in a nation benighted by tyranny?"

"My good lady, you are absolutley right. And we do pass these out in tryanical worlds, but no nation is exempt from learning the words of the old scholars. It is good to know that this nation has an abundence. But learning never stops, even when it already applies."

"Yes ma'am" Yasashii said. "We hope to further educate the world of our philosphies. Be it in a free land or not."

Alyssa seemed to be thinking for a moment, but her impulsiveness soon reasserted itself.
"Now, I would imagine you two have some tales to tell; would you accept dinner in my father's house in exchange for a few of them?"

"My father is Jonathon Silk; his house is at the top of Flass Street, which is in the Merchant's Quarter. That will suffice to get you directed there. About...seven of the clock?" she pointed to the clock on the Town Hall opposite, and dashed off, hair flying out behind her.

She would be spending most of the intervening three hours using all her powers of persuasion to get her father to agree that this WAS a good idea.

Something more than a usual family dinner had been prepared, and - though she was going to be in somewhat hot water over it - her parents were used to her ways, and would be entirely welcoming to their guests.

the Tazkook clan had it's own marines. due to the nature, quantity, and quality of the cargos they regularly ran, they had aquired exemptions from the prince when it came to the useual laws reguarding military forces. every marine officer and ships capitan carried a copy.

this resulted in less vulnerability to pirates as well. several times on longer runs pirates had been foolish enough to attempt to capture the Aphrodit Raven 2, and 3 of them had found the tables turned so compleatly that the Raven's crew had captured and looted Their ships.

so when moveing these valuable cargos to the market in Niscea, fear of theives and bandits of all sorts was greatly reduced, as they had an armed escort.

Elaji certainly felt more comfortable moveing valuables around with them present, and they arrived at the market place without significant incident. one of the men had triped over a barrel and landed in a fruit merchant's stall, and they had had to pay for the damaged goods, but that was about it.

and so it was that they set up and began their trading, hanging the clan banner from the frount of a rented stall.

"You are most welcome. My daughter rarely gives me more than two hours notice, so you must have had quite an impact on her to make her give me three.
I am Jonathon Silk, merchant about town, you might say - though I have also stood for Nescia in the Consilium.
This is my wife, Rachel.
My daughter Alyssa you already met - my other children aren't here at the moment.
Still, come in, come in - no need to stand around on the doorstep."

The guests were ushered in, first to an open hallway, with stairs rising up to the first floor, and rooms leading off in all directions. Understatedly expensive was the general theme- old money, in other words.
They went into the dining room, and were sat around a table. In deference to Yasashii's age, she was sat next to her Sensei, with Alyssa facing them on the other side of the table.

The High Seneschal made it his habit to survey the dock every now and then.

This time, as he cast his eye over it, he spotted an obviously Angerman vessel.
"Captain!"
"Sir." came the effortlessly efficient reply of the Captain of the recently instituted Palace Guard.
"That ship down there. From Angermanland. Have it impounded, and it's crew interned. Can't have an enemy vessel kicking around the harbour of the capital, after all."

A few minutes later, 100 men, the Captain at their head, tramped down the dock.
He barreled up the gangplank brandishing a warrant on which the ink was still damp.
"I am warranted to impound this vessel, under the laws of Incognitia and the rules of war.
No harm will come to any of the crew of this vessel or their associates, and you will all be released, unharmed and duly compensated, at the conclusion of hostilities.
Are there any questions?"

"You have been a great allie to Ostia for quite some time your greatness, We could renew our treaty and maybe improve the terms of the past even..the possibilities are endless.."

Hart stood straight with his chin up looking very presentable to his allied leader.

the first mate's responce was short and to the point: "yes i have questions. lots of them. the first one being 'what the hell have you been smokeing?'."
he paused, trying to reign in his temper "at any rate, we're not going anywhere untill the capitan gets back from selling our goods, so anything stopping us leaving does nothing untill then. go talk to the capitan."

in the background, those marines not assigned to guard cargo in the market were busy drilling. the Aphrodit Raven 2 riveld a behemoth's main hull in size, so could easly cary a couple of hundered marines, even allowing for the fact that the bulk of the ship was made up of three big cargo holds.

if it came to blockades, well, the customs officers may have inspected the ship, but somehow the hadn't noticed that the inside of the hull was somewhat smaller than the outside. the Tazkook clan's ships had never had problems here, so the incognitian officials had never had opertunity to find out the rest of the reason why pirates generaly left them allone.

secret and mostly unused as they were, that hidden space housed enough cannon to rivel an incognitian frigate. of coure, the ship didn't have dedicated gunners, like a war ship, so the marines were the ones who would have to work the guns. but life was never perfect.

the holes in the hull for the gunports were hidden not by the normal wooden hatch, which could be easly spotted, but by canvas banners proclaimeing the ship's heraldry. funcitonal And appealing to the eye.

so, it was easy to see why the crew was more annoyed than worryed when a watch capitan decide to impound their ship.

something occured to the the first officer at that point however.. "wait. did you say war? Terror Incognitia and Angermanland have been allies since the day we first became aware of each other existance. or was it the day after that? whichever. what do you mean, rules of war?"

"Between you and me, I don't know what the hell is going on - the Consilium hasn't declared war, after all - but intimidation aside, I'd strongly advise you to play along while this blows over. The bits about no harm coming to you, and compensation, are serious, and there's no point us killing each other when you could be getting paid to quietly sit in a house somewhere for a week or two."

"a valid point, i suppose. however, like i said, i can't actually do anything untill the capitan gets back or you go see him and one of his men brings me back permision. and it doesn't matter 'till our goods sell because we're not going anywhere untill then anyway. so, yeah" he shruged "paperwork. even the Clan needs some. In this case it covers me, and the capitan, if you Don't return the ship later for whatever reason."

IC: A small Caladonnian sloop neared the easternmost area of Incognitia, on New Guinea. Aboard was a high-ranking diplomat, Jeron Sulamar, with instructions from the Imperial Senate to renew relations with Caladonn's ancient ally.

"Here is the warrant. I shall leave my men here, I would advise you not to leave your ship until I return. I shall search out your captain and bring him here. I don't want unnecessary trouble, but I am loyal to the Crown, and I have my orders; please don't make me choose them over you."
The Captain thrust his scroll upon the mate, and turned and left. After a brief discussion with his second-in-command, he commandeered a passing horse, and rode off to the markets. Finding the Angerman traders would not take long.

Ostia:
"The possibilities are limitless; perhaps to start with a renewal of the old treaty and re-establishment of embassies. We could even offer you the site of the old embassy, though it would require some refurbishment."

Caladonn:
A balloon providing overwatch on a patrol out of Dunkennen spotted the Caladonnian vessel. It was recognised as such, and a sloop sent to meet it.
"Men of Caladonn! Happy times that we see you again! Would you like to go to Nescia, to meet with the High Seneschal?"

Kanami:
"That is a wonderful thing, sir. Many people never visit another nation than their own, and I think that is a loss to them.
Sometimes, for all our Consilium and democracy, I think this nation could do with a little more freedom and accountable government.

Between you and me, my dear sir" here he lowered his voice; only Yasuragi would hear him "there may well be conflict here. And not just any conflict, civil war. Sadly, I think it will come too swiftly for you to get clear, so you had best find a safe place to await an opportunity to leave. My house is available if necessary."

the first officer simply shruged, and the crew went back to what they were doing. which was mostly loungeing around and playing card games with the unuseual decks that Angermanland used. 7 sets of 7 types of cards, with 3 irrisistables, 3 fates, and two Gods. for a total of 57 cards.

they'd deal with the consiquences based on the capitans decision.

On finding the Angerman traders, the Captain asked their leader or leaders to come aside for a quiet word.


curious as to what the local watch could want with him, Elaji followed the watch capitan, leaveing the crew to do their jobs.

"'zup?" was all he said. it was unlikely that the watch capitan would understand what was really only lower class youth slang of the capital of Angermanland in the last couple of years, but the tone it's self would carry the message. or at least force teh capitan to be the first to say anything meaningful.

And I certianlly can't use an existing NSnation, because that would be deflamatory Not to mention this is in the late 1700's so it's a little more easy to make fictious varriations in geography.

A balloon providing overwatch on a patrol out of Dunkennen spotted the Caladonnian vessel. It was recognised as such, and a sloop sent to meet it.
"Men of Caladonn! Happy times that we see you again! Would you like to go to Nescia, to meet with the High Seneschal?"
As the sloop came closer Sulamar raised a speaking trumpet and shouted, "Greetings! that would be excellent, would you be so kind as to escort us to there?"
Sulamar diplomatically blocked out the insulting reference to Caladonnians as men, when they were clearly elves. Some of the marines had half a mind to fire upon the Incognitians, but luckily cooler heads prevailed.

The Consilium had met in emergency session. Every member had filed in, all sombre; and they had gathered in two distinct groups.
"I call this house to order! We have an invited guest at this session, come to speak to us all about a most important issue.
Admiral Clarke, you have the floor."
The Admiral cut an impressive figure. Stern countenance, eyes blazing.
"We are here, gentlemen, because the law has been bypassed, this august chamber usurped, and all by the man who should be upholding the honour of this nation; the High Seneschal."
A gasp. Not because they didn't know already; because a man as highly placed as Clarke was expressing such an opinion in open chamber. And because even this august body had a sense of the dramatic.
"A squadron of our fleet has been sent to attack our oldest and most loyal allies, Angermanland.
I resisted this plan, and when the High Seneschal insisted, resigned in protest.
What is worse, this body was not consulted. War has not been debated. It has not been declared.
Three centuries of faithful alliance has been thrown down the drain.
And why? There is no good reason for us to attack Angermanland. They pose us no threat. Even if they did, everyone from the Prince to the humblest peasant is well disposed to us. They have been ever faithful allies. We have learnt much from them, and traded much with them. They have shown us no provocation.
The only explanation is that the High Seneschal himself has lost his reason."
The other thing they had here, was a sense of timing. In an outrageous move, the High Seneschal marched in to the chamber, at the head of a body of his personal guard.
"These words are treason. This man is under arrest. He shall be executed tomorrow."
There had been waverers. There had been a middle ground. But with the privileges of the Consilium ignored; the judicial process cast aside; and the arrogance of Cadrez on show for all to see - all but a few hardened monarchists turned against the High Seneschal in that moment.
Clarke was bundled out by his partisans, while the rest obstructed the soldiers.
Within minutes the news was alll over town; within hours it had reached the ends of the telegraphs, and thus all the major cities; it would soon reach everyone in the country.
Incognitia was at war; this time with herself. The High Seneschal was gathering soldiers. Admiral Clarke and his supporters were hitting the press, and gathering a mob. Within hours the Palace would be assailed by a riot. Soldiers could wait; they would aim to finish this before an army could be gathered.

"Ummmm. Since the troops from the fort will take an hour to get here; and the Captain informs me they could be in here within half an hour, with a determined assault."
"Very well. I will talk to them."
"Thank you sir."
Advancing to the balcony, Cadrez threw open the windows, and emerged into the view of the crowd. His reception was boos and catcalls more often heard at the theatre. He almost halted for a moment, but stepped forward.
"Who speaks for you?"
"Who do you speak for, Cadrez?"
"I speak for order and government and tradition. By what right do you question me?"
"Because, High Seneschal, in this country we have a tradition of free speech. A man may speak his mind"
This voice was identifiable as Admiral Clarke.
"A tradition you trampled on by bringing armed men into the Consilium Chamber."
"That was a necessary act!"
"The same as attacking Angermanland? Our ally of three hundred years, never done anything to us?"
"I never did anything that was not necessary."
"Will THAT be your answer to the wives and children of the casualties? To Angermanland, when they ask what the HELL we think we're doing?"
A murmur in the crowd was growing to a roar of discontent. The popular mood was very much against the High Seneschal; and he now, finally, began to realise this.
At this point a horn sounded behind the crowd; a unit of Heavy Cavalry had come down to deal with "a Mobb". Clarke could be seen gesturing his men to disperse; not prepared to fight disciplined cavalry.
"Sire, we must get you out of the Palace. Nescia is not safe!"
"I AM NOT LEAVING MY CAPITAL!"
"Yes sire. However, it is not safe here at the moment. Perhaps best to lie low a little."
"No, dammit, I will not be intimidated in my own city by a bunch of filthy rebels! Tomorrow we go down to the Consilium, that Chamber will be closed!"
"Sire..."
"No, I won't hear it. Who is in charge here, after all?"

Elaji, Kamb, and 7 marines had found an interesting vantage point atop a building to viw the square and the... mob. it would be interesting to see. one of the marines, goofing off, had made sure his gun was unloaded, by way of fireing it off into the air, and was sighting on various people who appeared on the balcony, just for the heck of it. the sound of the powder residue in the gun fireing when he had cleared it had been lost in the noise of the crowed, so it was no worry.

this would be interesting to see.

The following morning, Cadrez gathered his troops, in preparation to close the Consilium. He was going to exercise a traditional right, not used in centuries, to dissolve the Consilium, so that he could rule without it. As with much of the Incognitian Constitution, it was unclear whether this right still held, at all.

He went at the head of 200 musketeers, and 100 heavy cavalry, to intimidate the members into going home quietly.
As the booted feet tramped through the streets, the atmosphere was wary; tense. At first the streets were empty, but as they grew closer to the Chambers there were ever more people, until eventually the streets were packed.
The soldiers were shouting for way to be made, but had to physically move the people out of the way. The eyes of the populace on Cadrez were cold; unwelcoming. No one spoke, but the accusation was clear "You attacked our ally." He had never been popular, with none of the popular touch of his predecessors, but only one event would be at the front of peoples' minds.

As they approached Consilium Square, the crowds parted; leaving them the sight of marines from the docks, formed in neat ranks, blocking the way.
At their head stood Admiral Clarke; a little to the side were gathered the members of the Consilium.
"High Seneschal Cadrez. I have been ordered by the Consilium to take you under arrest, to face charges of treason; the penalty for which you will doubtless know. Will you come peacably to await trial?"
"By whose authority? No earthly power can restrain me!"
"The Consilium has the authority. It is the voice of the people; and your power is the power of the people, lent to you to work on their behalf. You, like all of us" and here he gestured to the marines behind him, the Consilium, and himself "are a public servant. You seem to have forgotten that."
"CAPTAIN! SHOOT THIS ABOMINABLE TRAITOR!"
The crowd gasped, almost as one. The Palace Guard raised their muskets. Clarke responded purely to the Guard Captain thus ordered.
"I would think very carefully about following that order, Captain Bradley. I am one man, but this crowd is thousands, and they are the people. The people that you too serve."
"Stand down!"
Looking relieved, the Palace Guard lowered their weapons. They knew firing on this crowd would be the death of them.
"Will no one rid me of this traitor!?" Cadrez turned to wrench a musket from the nearest Guardsman. The men behind him, however, were melting away. The Guardsman, unfortunately forever to remain nameless, decked his monarch with a fine right hook, and ran for it; the corwd opened for him.
Clarke moved forwards into the resulting vacuum of expectation.
"It ends here! You have all heard rumours of civil war! Well we are a civilised people. We will stick to a trial in a court of law. Now I suggest you all go home."
Four of his men gathered up the High Seneschal, and took him away to await his trial, which would begin the next day.

In the Consiliar Chamber, long the seat of government in one form or another, all the members, along with members of the public packing the open galleries, had gathered to watch the trial of the reigning monarch. The most senior judge in the country, Judge Bradley, was presiding; the jury formed by the usual method.
"I call this court to order!"
"Cadrez Percy, you stand accused of treason against Terror Incognitia, in unprovokedly attacking our ally Angermanland; and subversion in doing so without consulting the Consilium, which alone has the right to declare war.
How do you plead?"
"I do not recognise this court."
"If you fail to plead, a not guilty plea will be entered for you. How do you plead?"
"I do not recognise this court."
"Recorder, enter a plea of not guilty."
Proceedings continued thus; however the evidence was damning, the conclusion clear. Guilty on both charges; sentence, death. An appeal could be mounted, but under the procedure it would be judged summarily by a panel of the Law Lords, not a jury. And the Law Lords sat in the Consilium. So the end was in sight for the monarchy; the date within a week.

Meanwhile Clarke was securing the country for the Consilium. The palace was under control, along with all Nescia; within days the rest would follow suit. The Consilium itself was becoming more active, taking on new responsibilities, but he was being used to exercise some of it's authority. Now the time had come for one or two loose ends.
First a messenger ordering the release and compensation of the Angerman sailors in Nescia. Next a Master 2 to Angermanland itself, to make the situation clear.
And finally a discussion with the diplomats in the city at the moment. Ostia, Caladonn, Kirisubo. All were summoned to discuss the current state of affairs; and reassure them that Incognitia would continue as before.

After the arrest of the ruler, Captian Hart was informed there was to be a meeting with the 'new' goverment officials. He proceeded to the palace from his ship 'HMS Victory' followed by six marines, he was upset that Cadrez was arrested but it was really none of his buisness...

He waited at the gates to be seen, the redcoated soldiers behind him stood looking very serious with their muskets shouldered.

He thought to when Cadrez was being arrested, he was close to defending him but it would screw everything up..there was nothing he could do..

the Kirisuban Ambassador Yoshinaka Tanaka answered the call along with Lady Toda Kimiko.

the Kirisubans never had an all powerful monarchy but the Emperor or Empress was divine in their eyes and had a lot of influence but very little power. this suited the nation.

with an escort of 6 samurai armed with flintlock muskets and their swords the ambassador and his translator waited at the gates recognising the Ostian ambassador and bowing to him.

"Present! ARMS!"

"Hello sir, how are you today..."

"I may not know that much Ostian but well educated people still use Latin as the means of communicating even in my homeland"

Ambassador Yoshinaka bowed and replied in latin, the lady Toda ready to translate "this will not change things between our nations. centuries of being allied will not change because of one bad ruler"

Captian Hart had agreed that the relations would stand with Ostia and Terror, they would remain loyal as they had been for so long.

The next challenge for us is reconciliation with Angermanland; we may then need to focus ourselves outwards for a while, to ease tensions internally. There is a power, Canadstein, which holds territories in Africa and India, but is based in Europe. Their arrogance overreaches themselves, while their position is weak.
Would we have the assistance and backing of our allies in a war with this nation?"

Each of the Behemoths flew the same messages along the sheet between their main masts, and every other flag, except those of surrender and plague was flowen from various spars and sheets all over every one of the ships, hellfires included.

the message read thus:

Prince Deavij uph Alpini gives people of Incognitia his greatings. peace is desirable, burning your city is still an unfortunate option. peaceful contact is adviced. tell your leaders. the Prince is HERE.

The Admiralty had been aware of the approach of the Angerman flotilla for some time, but had diplomatically decided to avoid it, considering it not a serious threat to Nescia. The Nescia squadron had been kept in harbour just in case they were wrong; a sloop from that very squadron was sent to meet the Angermanland ships.

The message pointedly ignored the bravado of claiming a small fleet could raze the greatest port in the world. It also pointedly did not mention the High Seneschal, as he had been beheaded the previous week.

the Devistation, leaveing the rest of it's fleet blocking the harbour mouth for the moment, sailed on into the harbour. the other behemoths lowerd their message flags and added them to the display with the rest.

docking a behemoth is a little tricky, but manageable if the peir is not too wide or has decent buffering on the end, and fortunatly a suitible peir was present in the Niscia harbour, and not in use. the Devistation sailed smoothly up to it, then hauled in all it's sails and glided into place. it stopped, by way of carful and precise use of ropes, anchors, sails and rudder, within a foot of the peir. close enough for sailors to jump down and seccure it, and then the gang plank to be lowered.

the marines formed an honer guard on deck and on the dock, every last one of the 500 that a Behemoth carried. they were ranked two deep on either side, and still streched most of it's length.

"at the ready!"

the prince appeared on deck, and started to walk towards the gangplank. a ripple of salutes flowed ahead of him by 5 men, and were held for another 4 after his passing.

A party of Incognitian Marines were there to greet him. After some dirty looks each way, they had lined up a short distance from the Angerman marines.
Their hastily modified uniforms, removing all crowns and royal insignia, were not as smart as they were usually. But for now, they would serve.
They saluted in their own fashion when the Prince approached. When they came down to the shoulder arms, the crowds became apparent.

Ranked four and five deep down the major thoroughfares, and nine or ten deep down by the docks, the people of Nescia had come to see the people, the assault on whom had brought them to revolution - for the first time in over 500 years. A cross section of Nescia, they had gathered at news of the ships approaching, and now, as the closest saw the Prince, they began to cheer.
An embarrassed Major was waiting,
"Welcome to Nescia; the Consilium is in session at the Chamber, and would welcome the chance to talk with you."

The Major led them past more crowds of people, all pleased to see men from Angermanland, and most happy to show it with cheers and hollers. The effect of this on the Prince could not be judged, but it would be impossible, not to mention unwise, to stop them.
Shortly they reached the Consilium Chamber, which had always overlooked the harbour. Here the Prince and his escort were shown into an anteroom; the escort would have to be left here as armed men were not accepted in the Chamber.
For now, however, a very important personage wanted to talk to the Prince before he met with the Consilium.
"Prince Deavij, Admiral Clarke. Welcome to Nescia. I understand you are here to discuss...moving on from the unfortunate last actions of the late, not very lamented High Seneschal?"

Deavij had simply ignored the crowds on his way through the town, beyond being aware of them and makeing use of his skillls in observation to make sure there was no danger without makeing them aware he was doing it. the marines would be doing the same thing.

now he replied to the Admiral:
"from which i gather an act of regicide was perpitrated? no matter. sometimes such things are nessisary. never the less, you are right. that is why i am here. i notice your men's uniforms seem... damaged? missing ensignia, perhaps?"

The voyage aboard the Ansurian merchantman had been long and he had not the tolerance of the crew for the rocking motion of the ship. As he felt solid ground beneath his feet for the first time in more than two and a half months, Major Roberts took in his surroundings...

OOC: I've no idea whatsoever what the city would look like, so if you just want to have someone meet Roberts on the quay then I'd be grateful. He's in his early thirties, medium build, with short brown hair. They entered the Chamber.
An imposing room, with arrayed benches on either side, leading up to a great seat at the end.
In the middle were a few desks, in view of the whole chamber. It was one of these to which Prince Deavij was led.
The Speaker called order.
"Gentlemen, I give you Prince Deavij of Angermanland. He has been kind enough to visit us to discuss matters with us.
I recognise the Secretary of State."
The Secretary of State, one of the major figures in the government, rose.
"Honourable sirs, though the war was no fault of ours, and indeed we fought against it, some of us literally, our ships were the ones firing cannonballs. We must pay compensation."
This met a general rumble of assent, with a few cries of "Hear Hear".
"We can only hope that Angermanland will accept our offer, and allow us to gradually regain their trust."
He looked to Deavij for his answer. A hush fell across the chamber as they awaited his reply.

"I do not believe that the Empire would wish to engage the Tadjiks directly at this time - policy is to establish our own trading posts and fortifications first, and build upon that. I thank you, sir, for accepting Mandalore's request and, with your permission, I will return to the quayside. I have a second voyage to endure before my assignment is complete."

OOC: If the Consilium can debate the proposition on it's own, Major Roberts must rejoin his battalion as they land in India.

All widows, orphans and cripples resulting from the battle will be paid annually from the Sailor's Fund, which is paid for by the Consilium, on the same rates as our own casualties.

That is as far as agreement had been reached when his Highness arrived in Nescia."

Behemoths cost almost 10 gold crosses each, hellfires 1. the difference between the actual cost and those values is a matter of tokens. the cost of a barley cake per ship, at most. however, for all that your shipwrites are compitant, i would suggest that it is possibly beyond their skill to bring hellfires back up to standard. so i would request 5 endevers per ship that requires further maintinance to reach standard upon return to our own shipwrites. a pittiful sum, really, and any that exceeds the cost of those repairs shall be returned to you.

i must admit, i am unsure of the exact exchange rates into your currency. i am lead to belive that most exchanges from one to another are done by traders by way of buying things in one place and selling them in another.

certianly those who will benifit individually from this arrangement will be pleased, as they will still be entitled to the Angerman equivilant of those payments. it might get trimmed down a bit, but they will still get more than they would normaly.

"A speaker against?"....."No-one?
In that case I call it to a vote! All those in favour divide to the left, all against to the right."

It was an exodus. The chamber migrated into the Ayes lobby. The vote was, ultimately, unanimous - except only for the Speaker, who only voted on tied votes.
On their return, the Speaker turned to the Prince
"Any other business while you have our attention, Your Highness?"

after a moments silence while thinking, the Prince spoke:

"there is the matter of our great aliance. it dates back for hundereds of years, this is true. since the war in Aust, in fact. time and again the only real results of this have been Terror Incognitia rushing to the aid of one nation or another, and Angermanland assisting you.

it is my beleaf, with the current international situation and your reacent change in government, as well as our coloneys, enclaves and tradeing posts through out the world and with view of expanding them, that this alliance is more to our detriment than gain.

why should we be dragged into Ostian wars? what do we gain from this? neither of us have interests in europe, and Ostia is too far away to assist us if we are ever in any difficulty of our own.

in it's current position it is going to be fighting time and time again just to maintain it's borders, and time and again the nation of Ostia shall call upon US to assist. at which point we mobalize large armys and fleets, take a month or two to get there, and then fight and fight and fight..... to keep it's borders static. what do we truely Gain from this alliance? anything? i see not one thing that we could not replicate ourselves if we were not assisting them.


then we come to caladonn and kirisubo. and i must ask... what have they ever done for either of us? better yet, what have we ever done for them? do we gain from this? do They gain from this? it is worthless paperwork that simply makes all nations wary of sending trade into the pacific. they worry, as the only way Out again is through one of us.

"what if they were to declare war on us?" they think.

you can see how this runs, yes? Angermanland needs good relations with, or to Annex, Terror Incognitia just to have reliable access to the rest of the world. obviously we would prefur the former. but these other nations have no such need, save kirisubo, who would be as well off with caladonn or Terror Incognitia, or could even go overland through the old Han territorys.

can you see, Gentlemen? there is no advantage to the bulk of this alliance. it is dead weight. it hampers both of our relations with other nations, as they all fear us too much to be willing to give us even a centermeter!"

Deavij sat down again and took a deep breath, then motioned for a glass of water, or something of the sort.

Eventually the Secretary of State stood
"In all honesty we have also gained from our alliance with Kirisubo, there is ongoing profitable trade between us. With respect to Caladonn and Ostia, however, you have a point."
The Speaker then cut in.
"The motion is that we break our ties with Ostia and Caladonn. The speech for that you have already heard. Who will speak against?
The member for Davos is recognised."
As a long and rambling speech about honour began, the Major who was still near the Prince leant over to mutter
"This will take some hours your Highness. Do you wish to remain to observe, or shall I return you to your men?"

The House divided. Initially it was unclear which side would dominate.
Eventually the count came back.
"Ayes two hundred and fifty three. Nays one hundred and ninety seven. Abstentions five.
Gentlemen, the motion is carried."

after makeing sure there was nothing else that required his attention, the prince checked on the status of the ships that had been captured. as soon as they were ready he would be takeing his fleet and going home.

in the mean time, his ships had moved out of the way, allowing the harbour to go back to it's useuall routien.

onething was for sure though. the new Vengance class ships, uppon compleation, would be rapidly intergrated into the fleets, both increaseing their firepower in case something like this happend again, and freeing up many hellfires for paired anti-piracy duty, so the behemoths would not have to be risked in such a way.

the loss of the Chargone was something of a blow to the navey's moral, especially with the lack of opertunity to prove that it was a fluke. but things might well begin to look interesting if the situation developed as he hoped.

with in two weeks, the prince and all the Angerman ships were back in their normal locations and routines, excepting those of the destroyed Chargone squadron, which were sitting in dock waiting for the new orginization to come about.

potentual crisis and disaster had been averted, and some history made. it was good.

Incognitia gradually settled into a routine. The relief of restoring relations with their closest ally was great, but the tension of changing current arrangements with two long-term allies was huge.
Emissaries were despatched to both Ostia and Caladonn with the news.

Meanwhile the Navy digested the lessons learnt from the recent engagement, and pushed for procurement and training to deal with identified gaps.

Manuel hoped that the Incognitans did not get the wrong impression, he knew they would not, a man with a child could not be dangerous.

Manuel was dressed in Byzantine attire, as were the others. His ship bore the two headed eagle of Byzantium.

In Latin, Manuel replied ''The sergeant speaks well. He is correct, I am only a diplomat of the Byzantine Emperor.'' Manuel could tell what the sarge said. Manuel held his daughter and prepared his guards, waiting for the officer to escort them to Incognitan leaders, etc.

Manuel hoped diplomatic relations could be achieved, Byzantium would like it if relations could be made.

Ambassador Yoshinaka was content to hear that things wouldn't change between them and Terror Incognitia. He never really expected it to.

While he was away at the meeting Lady Toda was decoding the despatch from the Kirisuban government. Kirisuban writing was mostly secure enough but it had been encoded for diplomatic messages once outsiders started to learn the language.

She sighed, relaxed back in the chair and continued to work on it.

dressed in a dark blue kimono, black hakama and wearing the two swords of a samurai he certainly didn't look like a diplomat, the middle aged asian man starting to get some grey hairs in his top knot.

Aramil came through the doors into the Consilium; there before him were laid out the members of Incognitia's ruling body. On a quick estimation, he reckoned that nearly all of Incognitia's rulers were present. He allowed himself a quick smile- these words would need to be heard by as many as possible.

The Supreme Consul stepped up to the podium. He was dressed simply, merely in Caladonnian citizen's attire, hardly fitting for a normal occasion for Caladonn's most powerful elf. This, however, was no normal occasion.

His voice boomed out over the massed crowd, echoing around the walls of the hall. "Greetings, members of the Consilium. I come before you today not as a member of the Caladonnian government, not as an officer in the Caladonnian Navy, and not even as an elf; no, gentlemen, today I am only one thing- a citizen of Caladonn.

And, let me tell you, I am not a pleased citizen. All countries have nationalism, Caladonn more than many; and the pride of a nation is a fickle thing, but one thing about it does not falter- it rewards every kindness the same kindness, and every slight with another.

I am charged to speak to you by the upwelling of emotion inside me. On this day the people of Caladonn have suffered a grievous slight. We do not ask much of the world- we are a maritime nation, seeking friendly competition with the other powers of the world, expanding our trade to the mutual benefit of all. We, as a whole, do not believe in entangling alliances- in fact, the first Consul, Jeriath Stoneglad, counseled against precisely that, and that has been his greatest legacy.

Only once has Caladonn broken this ultimate code. In many instances, we have had informal agreements, such as with Ostia and Angermanland, which entailed friendship between our nations- still, it was little more than the friendship which we extend to all. To only one nation did we, those many centuries ago, extend a Pact of infinite and binding loyalty- an alliance with your nation, Terror Incognitia.

This was primarily a measure to strengthen our mutual bond through trade and comradeship. As you know, trade between our nations has prospered. However, more is entailed in an alliance, that of military cooperation. This was designated to be a security measure, an insurance if you will. The Imperial Senate does not easily involved itself in wars, and even more rarely asks the help of others. In fact, it is important to note that not once in the past three hundred and twenty years of our alliance has Caladonn ever called for the military aid of your nation.

Obviously, an alliance is a dual affair- we maintained our side of the bargain, and you yours. On several occasions, the Caladonnian fleet and Marines have sailed around the world to aid our closest brothers in Incognitia- against the Han invasion of Kirisubo, in partnership with our forces against the Spizani and Canadsteinians, and most recently, in the tension over India with Tadjikistan.

This was not regarded as a service paid to Incognitia, that Caladonn would expect to be repaid- it was simply abiding by the stipulations of our longstanding alliance. By our mutual action, our nations were brought ever closer together, spanning the Pacific ocean that separates us into a truly great bond.

Now, however, the unthinkable has happened. Terror Incognitia has announced that they are repudiating the alliance spanning hundreds of years with Caladonn. If this was an issue long debated by the Incognitian government and discussed with the Caladonnian Senate, it would be at least a modicum more acceptable. But no- this advice is taken from another nation, one that recently fought a war with Terror Incognitia! This nation proprose breaking most of Incognitia's foreign alliances, with, besides one, the only remaining nation with an alliance with you being the state that gave the advice!

Now, gentlemen, this is hypocrisy at its very best. Angermanland claims that "foreign commitments" have reduced Incognitia's power, "rushing to the aid of one power or another,"what have they ever done for us? What have we ever done for them?"

I would first like to point out my earlier statements. Has Incognitia suffered any foreign commitment from Caladonn? Have you ever rushed to our aid? Have we ever not aided you when it might be needed? Most importantly, does it matter what you have done for us? The fact that we have given to you without expecting anything in return is what makes it so unbelievable to all Caladonnians that you have suddenly repudiated our trust.

And let me tell you, it is quite unbelievable. The day after the sloop arrived with the devestating news, it was as if all Caladonnians were reliving the day our great leader, Jeriath Stoneglad, was assassinated by an anarchist rogue.

I saw the fury on the faces of the Caladonnian senators, thundering that they wished to void all agreements with Incognitia. I saw the cold intensity of the Caladonnian naval officers, ranging from admirals who quietly planned joint assaults on Terror Incognitia should the Navy need their opinion, to captains who got their ships ready for war upon hearing the news. I saw merchants tearing up their contracts with Caladonn, vowing not to trade with a nation that had twice betrayed, but most generally, I saw the simple look of disbelief on all members of Caladonnian society.

A few weeks ago my most heartfelt wish in the world was for no harm to come to Incognitia: Now I am forced, by my people's unshakeable nationalism, to commit to a stance, at the very most generous, neutral to your nation.

And so now, I ask you this- why did you do this to us? What have we done to deserve this betrayal? "

After all, it has taken several months for you to reach us having heard the news.
Likewise, we have given up our alliance with Ostia, on the grounds of sheer distance. As with yourselves, that alliance had a long history. As with yourselves it had built ties across the world. But as with the alliance with Caladonn, it was ultimately too far to reach.

I know this answer will not satisfy you; and I am sorry for that. However, I believe, with this Chamber, that it was a hard but necessary decision; and hope that cool heads prevail on both sides of the ocean."

OOC: Nah, I don't take it personally, though I do admit that from an ideological viewpoint I was quite annoyed that you proposed that Terror repudiate all his alliances save the one with you...

I understand the OOC reasons, but I think there are other ways out of it than this. I think that the problem caused by our alliance's powerfulness is that the ratio of active alliance players to non-alliance players is about even, making the alliance too powerful. The solution is not to cast around wildly for IC reasons to make an OOC decision to destroy the alliance. Instead, we should gain more members for this RP, so the alliance of three to four nations isn't a big deal.

If this doesn't work, there's another solution- In other RPs, we've often gone by rules whereas if nation A aids nation B because of an alliance, the other allies of nation A don't need to get involved, unless they're allied to nation B as well- this would mean that, since I'm only allied to Terror, and not the other nations of the alliance, I would only get involved if Terror attacked or was attacked first- not if Terror was aiding an ally.

IC: "Regardless of whether or not you were swung by Angermanland, it appears that it was he who first proposed this traitorous and hypocritical plan. I am glad that there are some voices of reason in this room, and I am also glad that this was not a snap decision.

However, that does not absolve you from the fact that Caladonn feels, nay, is, betrayed. However, Caladonn's colonies are at most a week's sailing from your shores, and that was how I was able to arrive only a few weeks after hearing of the message. How is Caladonn too far to reach, when our territories are at your doorstep? And, most importantly, how is Caladonn too far to reach? Have you ever had to reach Caladonn? I reiterate, we have never called on your nation for aid; on the contrary, we have frequently aided you. If we can easily traverse this distance to support you, the least Terror Incognitia can do is not reject the nation of Caladonn."

i did have some more legitimate IC reasons to do this too, actually. however, they were not sufficiant to be worth it if it hadn't been for the OOC issues added on top of them.

you're right about the recruiting issue though. we need more active peeps. prefurably non-crazy active peeps. heh.

However, we have no desire to see our greatest friends groveling before any nation. We simply require a straightforward apology from your nation, and a restitution of the alliance, and things can, in time, return to normal. I might also suggest that some of you visit Caladonn, to help heal the unfortunate rents this has caused." The Consul spoke with warmth to the Trade Secretary and those agreeing with him.

However, when he turned to the Secretary of State, his face transformed into a mask of fury. "Sir, I believed that no words you could utter would astonish me more than your earlier excuses, but now I must admit I was mistaken. This is sheer lunacy. Will you refuse to repudiate an obviously misguided decision simply because it is a decision you have made? Are you, sir, so pretentious as to assume that you have never made a mistake? I certainly expect you to change your mind now that I have come here; I fervently hope that this decision was one not taking into account the feelings of Caladonn, and now that they have been brought to you we can stop this ridiculous facade and return to our earlier relations, which you can hardly deny were mutually beneficial.

Your hypocrisy astounds me as that of Angermanland did earlier. You admitted to a mistake in your war with Angermanland; that, indeed, was called an "abberation." Why is this any different? The Consilium has made a mistake, as all do in the course of their lives, and now the time has come to repudiate that deeply misguided decision.

The debate continued into a late session that night. It adjourned, and began again the following day; late in that day a motion was finally put to the vote. A vote could have been taken some hours earlier, but one faction had dragged out the debate to make their points more fully and win round a few more waverers.
The vote was a resounding victory for the pro-Caladonn party. This was mostly composed of the Faction - the traders and outward looking gentlemen. Meanwhile the Party, composed of landowners, had swung the initial vote by bringing wavering Factionites in; they had been beaten down to a hardened core, who were against ALL foreign contact, near enough.

Meanwhile, voices in both the Consilium and the country at large were calling for a revision to the system. This had been a high-profile decision, taken by the Consilium, retracted with an apology not long afterwards. It was thought that a body to oversee and revise laws and motions passed by the Consilium could help prevent other such...embarrassments. The only question was what form it would take...who would select it? Who would make it up? What would it's powers be?

The Consul was overjoyed that the Consilium had reached their eminently reasonable decision. He thanked them, and departed the Consilium to embark upon a tour of Terror Incognitia to reunite the unfortunately and temporarily estranged nations.

having heard that the rumours were true that a new nation had made diplomatic overtures Ambassador Yoshinaka sent a letter written in latin which his translator scribed as he talked.

it was an invitation to discuss diplomatic matters at the Embassy at their convenience.

the female samurai delivered the letter to the Consillium and bowed as she left flanked by her guards.

With the news of the Consul passing ahead of him on the semaphore, he would be greeted in every settlement he visited, from the major ports and cities to the smallest hamlets, by the local dignitaries and some form of official welcome.
He might well grow tired of it, but once the officials were waved away, he would have a chance to see Incognitia that had certainly not been taken by an important Caladonnian ever before.
And past initial curiosity, the welcome would be warm and genuine.

Incognitia was finally settling into a fairly steady state. Well, across most of the country. In that small part of Nescia called the Chamber, debate raged hotly, and everything from the practicalities of daily life, to the highest theories of government, was being called upon to advance one view or another.
The reason? The establishment of a second chamber. Would there be one? Almost certainly. What would it look like? No-one was yet sure, not least because a counterpart did not really exist anywhere as a model.
