1st annual Panthean Council of governors

On the year of lord….two thousand and six
The following is the record of the official Panthean confederacy, who under the witness of god, declares all that is written to be true.
The oath to uphold what is spoken here
The confederacy stands firm on all these issues.
On land exchange…
The council of governors determined that all land will be exchanged as promised. When COH removes forces from those territories. And Hauhin and USB peace keepers move in. (See war in the south)
However due to continuing scrutiny and criticism from other nations. No more land will be exchanged. Though the council has said they will make deals with nations.
The council have also decided to never give up Kursk Oblast, which was the site of the most gruesome genocide in RUSSIA’s ENTIRE HISTORY.
“Giving up those lands would be like letting Germania’s piss on their dead bodies. It’s not happening. The COH has treated Pantheans with respect. So we will surrender peacefully to them. But the same can’t be said about Germania forces. We will continue to fight them, because their reasons for going to war (removal of the panthean government) have been proven FALSE”
The council agreed that the idea to give up kursk to the allies for a land exchange was a bad deal.
The council had yet to decide on Bryansk, but promised to comment in the second meeting. They are likely to keep it since the Germanias have decided to do their dirty work there
The attack on Portugal
The confederacy denies ordering an attack on Portugal. Claiming it was an act of a rogue general. And a “desperate attempt to avenge the dead.
The Panthean vessels that are at sea no have no nation and are those freelance pirates. The Panthean council has determined that 3 of their submarines have nuclear weapons and are somewhere at sea.
The Panthean federal government also had a Western Navy that was at sea in the Pacific Ocean when Yemen was attacked. The pirates may strike nations within the Pacific
Though it is also possible that the fleet is still loyal to panthean. The council doesn’t know their location, as their satellites no longer seem to be working
“Its as if someone pushed a button and are satellites came down at once” said one perplexed governor.
The council has no communication with their naval ships at sea. And are not responsible for any attacks by rogue marine and navy leaders.
One Admiral….named Dmetri Pollack sent one more message to the Panthean central defense building. He claimed that he was stalking civilian ships with a sort of cat and mouse game, he also claimed that he will invade an island and declare himself ruler.
On allies
The panthean council thanks all nations who have sent messages of support for Pantheaa during the war.
On Confederacy
The republic is now officially a confederacy. All oblasts are to protect only themselves if they are attacked. All governors will have full independence, with the council of Governors being the only Oblast above the individual oblast.
A majority vote from the council can over-ride any discussion that is made by an oblast.
All oblast are free to decide how to run their state. Weather it be communism or capitalism. A loose set of rules will governor only the most serious abuse. These include
1- the right for free speech
2- the right to privacy
3- the right to be free (no slavery)
4- the right for citizenship (voting)
5- the right to assembly
The right of Religion and the right to bare arms were both vetoed by the council
Likewise all oblast must shut their boarders from insurgents
On Insurgents
The council condemns the killings and destruction of the Sparticus movement and various smaller insurgent attacks and its leaders.
The council has observed that several insurgents have passed through the free lands toward Kursk, in order to fight the Germanias
The council has viewed this as dangerous, as COH forces may chase insurgents into the free lands. The Confederacy has declared a war against the insurgency, declaring that all paths to the north are now being sealed.
However the council will not block funds of insurgent groups inside Pantheaa. Nor will they pursue insurgents into other oblast. Nor will they call for a stop to the Panthean insurgency. The confederacy hopes to eradicate all terrorist by the time USB peacekeepers arrive.
The council has severed all ties with the following terrorist organizations
The Brotherhood of NOD-
responsible for the bombing of the Dome of the Rock in Israel and was once the symbol of the Panthean flag. No one knows what happen to NOD after the fall of the communist government, but some officials belief that they are working somewhere in Tambov advancing the communist agenda against the COH. They own the “Red Star” newspaper.
Number of Insurgents- 70,000 estimated
The Sparticus Movement-
Lead by the mysterious Religious zealot named “Ghost”, this movement as recently disappeared but has been rumored to be setting up base in Kursk. Its not known what their political ideology are agenda is. They operate out of Catholic churches.
Number of Insurgents- 100,000 estimated
The Panthean Freedom Front-
An organization within Orenberg. They threaten to fight COH troops if they move into the Orenberg capital. The leader has killed the mayor and declared himself mayor of Orenberg. Also kidnaps innocent Pantheans…
The least liked group out of the free insurgent movements
Number of insurgents- 17,000 estimated
On Japan
The council recognizes that some people within the former republic have racist opinions. These views will not be shared by the official confederacy government. The Panthean
Believes that the white man is the superior race and the Slovakian is the finest example of the white man. This was the view of former governments and the propaganda was widely successful
We have confidence that Bjornoyan screeners will recognize those who have hostile feelings toward ethnic groups and instead transport them to Rome.
Yemen
The Confederacy has decided to end all hostilities in the Yemen territory. The Yemen colony will be annexed by the Honorable Spizania. The Yemen governor, an Arab man by the name of Aba-al Sarra, was the only council member to disapprove of this vote.
Kalmkyia
The Panthean confederacy surrenders full control of Kalmkyia to the Honorable Norway.
Bashkort
The council has not decided what to do with this oblast. When it came time to vote, the majority of governors refuse to vote, making the issue "a vote of no confidence"
Issue to be decided in 2nd meeting
War in the south
The Panthean council was decided to end all hostilities in lands occupied by COH. The lands will be surrendered to the honorable Commonwealth of Hirgizstan. However if Huahin troops are not present in those oblast within several months (1 week in RT) this rule will be noid and void. The ceasefire agreement would be broken.
Meeting number 2
The council will meet a second time in a couple of days and finalize the Confederacy Constitution. In this meeting the council will discuss all issues that did not come up in this former meeting.
