Our Defenders (Attn. Kahanistan)
The Monotheistic Republic of Jagada had been forged, and the Highest Minister elections were out of the way--with Riyabuo Kalia winning a landslide victory. Though she had more on her mind than simply keeping the momentum she gained from such a election victory to help give her reasonable power in the Council and Chambers. She knew Jagada's national motto was wrong and right, it was 'We Stand Alone!' it was true in the fact that Jagada had no offical allies--no one to call friends or comrades. Jagada was a religious extremeist nation for so long looking for allies in the 'evil' nations of the world or simply isolating itself and falling in with Kraven--which was a horrid mistake. It was wrong because Jagada wasn't, by nature, an 'evil' country, it just couldn't harm its own people without good reason. Riyabuo knew Jagada needed an alignment shift--something to show that it wasn't on the side of the dictatorships and extremeist theocracies anymore.
How could this be achieved was the only question in Riyabuo's mind. She pondered on this for days, which nations could Jagada align with, if they were extremeist liberals than that would outrage the religious side of Jagada--which encompassed ninty five precent of the population, the remnants being agnostic with strong Christian views. If she aligned with too radical of dictatorships, something like Automagfreek, then that would only serve to show that Jagada was still an extremeist looking for trouble. She walked over to a huge map, it was the map of the world. It showed countless islands dotted across the world, some big, some small, and some inbetween those. It should conflicting territorial claims on regions of the world. Ranging from the almost never ending lands of The Translyvania, from the lands ruled by The Macabees. Though a small patch of desert in the Negev Desert caught her eye--it read in bold print: The Democratic Soviet Republic of Kahanistan. Not the ideal country to align with--considering it legalized drug useage along with alcohol. Things that she personally opposed, and things that Jagada would never accept into their culture, not even the radical liberal elements of society. Drugs and alcohol were seen as cheap ways out of people problems, and Jagites never did anything half-way, espically life. Though Kahanistan was involved in trying to save Jagada from Kraven during the War of Jagite Extermination. It sailed a fleet, along with a ground element to try and push Whyatica away, Riyabuo never knew the results of that rescue attempt but knew the overall outcome--that Kahanistan eventually retreated.
Kahanistan would be a good ally, because it served two purposes. One, it would provide Jagada a foot in the door of the liberal nations to help spread Jagite morality in some minor way, she didn't fear these nations culture coming in and turning Jagada into a secular society--the world had a better chance of finding Damien Dreadfire or Father dancing around in pink suits. Two, Kahanistan was in the middle of a war against the Kraven Corporation and while Jagada couldn't intervene militarily due to economic problems it could provide weapons and finances to Kahanistan to keep the war effort alive and to inflict losses onto Kraven. Any to hamper or make Kraven's tasks more difficult was a good action to her.
Thus she smiled, and put a red dot on Kahanistan with a marker and walked over to a telephone on her desk, picking it up she immiedately heard her secretary answer from the other line. "Yes, please contact my personal airliner, I am heading to Kahanistan. Please provide an escort of Phantoms as well." The secretary didn't hesitated and replied with a simple acknowledgement of her command.
Within a matter of fifteen minutes, despite loud protests from her cabinet members she boarded her personal airliner called 'The Red Dragon' after Jagada's national animal. As the airliner took off it would be a long flight to Kahanistan--thus Riyabuo simply laid back and took a nap, sleep was rare for a Highest Minister and what little she could get would be vital so that she could focus on the diplomatic meeting ahead of her.
Thus she slept until the 'Red Dragon' closed in upon Kahanistani airspace. It would obviously need clearance and Riyabuo's aids had already confirmed to her in mid-flight that the Kahanistanis were going to welcome her with open arms--she blushed as she realized that in her hurry she had forgot to even get Kahanistani agreement to the meeting. Nevertheless, she focused herself for what she was hoping to be a very productive meeting.

Najaster, Capital of Kahanistan
As soon as the aircraft were identified as Jagadian, the air traffic controller instructed them to land in Najaster International Airport in the eastern area of the capital. A Presidential Security detachment was waiting to escort the Jagadians to the palace.
While it was called the Presidential Palace, the building housed all of the major arms of the national government: the executive, the Supreme Soviet, the Supreme Court, and the offices of Cabinet ministers. It would have been a very inviting target for terrorists if not for the huge missile batteries and 1,500 Republic Guards who patrolled the complex 24 hours a day, seven days a week.
With the Presidential Security at the airport was a middle-aged woman with light red hair and blue eyes. She was fairly plain-looking, about 5'4" and 130 pounds, dressed in a business suit.
"Margaret Delray, Minister of Foreign Affairs," said the woman, extending her hand. "These are the escorts who will take us to the Presidential Palace. We can discuss diplomatic relations there."

Riyabuo extended her hand out and shook the Kahanistani Foreign Ministers hand. Riyabuo was prehaps an inch or so taller than Margaret, black hair, oriental, and brown eyes. "Excellent. Please lead the way."

Minister Delray nodded to one of the guards, who led the entourage into a parked IFV. The infantry fighting vehicle drove through the streets of the capital, amongst the tall concrete towers separated by wide highways packed with heavy traffic. After thirty minutes the group arrived at the Presidential Palace.
Delray led the Jagadian Minister to her office and sat down. Thinking the Jagadian would not want anything alcoholic, she pulled up a plain water cooler and two glasses, offering one to Riyabuo.
Highest Minister Riyabuo gladly accepted the glass of water, "I am impressed by your knowledge of Jagada's staunch anti-alcoholic policies."
Riyabuo then took a sip of her water before setting it down on the table. "Now, a I'm sure you're aware of why I am here. To increase our relations. Jagada has turned from its radical ultra-conservative extremeist religious views. This is evidence in my victory in the elections. Jagada is changing, back to what it was meant to be. I'm sure Kahanistan can resepct that."

Delray nodded. "And what do you believe Jagada was meant to be?" asked the Minister of Foreign Affairs. She had hoped that Jagada would democratize after the long, painful war with Kraven that had taken millions of Jagadian and allied lives, including the lives of 75,000 Kahanistanian soldiers.
Jagada still seemed to be fairly conservative religiously, and the last thing Delray needed was to court an alliance with a fundamentalist state. It would only harm her when her term was over, she was planning to run again for elected office. But relations would be decided largely by the Supreme Soviet, although they would likely follow her recommendation.
"We are certainly happy that the religious extremism has subsided, and I'm certain that the Supreme Soviet would be willing to allocate economic aid to rebuilding your nation. With defense spending reduced far from what it was during the last wars, we have a sizable amount that can go towards foreign aid, of various kinds."
Riyabuo crossed her legs and acted like what religious men in Jagada would expect--she realized this immiedately after she did it but didn't mind, Jagada wasn't harsh on its women, yes there was still widespread abuse but that problem was already beginning to subside due to preachers taking it upon themselves not to wed couples whom they didn't think were mature enough to.
Nevertheless Riyabuo knew that the Kahanistani Foreign Minister probably didn't like Jagada: most nations of the world didn't like a religiously conservative country--it clashed with their ideals of unrestricted morality. Riyabuo never saw the wisdom in allowing the common man to control his own destiny without some help and restrictions by the government--the common man wasn't smart enough to make his own decisions for one.
"To be honest, Jagada was meant to be the peaceful and quiet defender of Christendom, as our founder, Lord Jagada, required of us. During his stay with the Knights Templar he realized Christianity was making a horrid mistake in Europe and in the end Europe would turn on the Ways of the Lord and be lost in disbelief--what we now call Atheism. Jagada has always been a socially conservative country, and nothing will change this. We pride ourselves in the fact that crime rates in Jagada--even with the death penalty being banned--was very low. You see, Jagada use to be atheistic liberal, for centuries were becoming this. This led to the Divinity Wars as we now call them. A horrid war which was fought to defend religious freedom. Thus, as you can see, Jagites hold dearly their religious rights, freedoms, and beliefs. More or less like Kahanistanis hold dearly their socially libertarian rights," said Riyabuo before taking a drink from her water to wet her throat.

"I see," said Delray, crossing her legs under her desk. "What a horrible war..." She took a deep breath. "Well, back to business..." The Minister didn't feel like explaining that religious freedom and social liberalism were not mutually exclusive, after all, the Jagite probably knew that in Kahanistan, Jews, Muslims, Christians, pagans, and atheists all got along, with no one sect holding control of the government.
"Well... about relations. What sort of relations does the new Jagite government seek with us? Trade relations... military alliances... an exchange of technology?"
Riyabuo smirked internally--this woman before her was a woman of business. She probably didn't care that much about Jagite history, despite the fact that Jagites loved to tell tales of their history--she was no exception to this.
"Very well," said Riyabuo beforing taking a breath, "You are currently being invaded by the Kraven Corporation, or so latest Jagite intelligance reports indicate. Noting this, Jagada can not militarily intervene for economical and social reasons. Though our economy can survive producing weapons for Kahanistan, finances, and prehaps a haven for refugees incase Kraven, in the worst case scenario, wins."
Riyabuo didn't stop there completely, just long enough to take another breath, "I am well aware, Foreign Minister, that Kahanistanis and Jagites probably wouldn't agree to a complete friendship between ourselves. Your people probably don't like our domestic and social policies. I know my people hold similar reservations about yours. Jagites are, however, very tolerant people who tolerate others views and the like. So long as similar kindness is shown towards them. I would hope to have an alliance with Kahanistan. We both have experianced the horrors of near extermination, and our people have chosen different paths, if not in some way similar paths, to easing the pains of such past events. Though the call is yours."

Delray smiled. "I'm sure the Supreme Soviet will accept terms for an alliance. Certainly, if your nation wishes to accept refugees for the duration of the war, that would be good for relations. It might generate cultural tension, you might take that into consideration. Of course, we have no intention of Kraven winning, I don't think they stand much of a chance against us or the Allaneans who are already helping us militarily."
Kahanistanian weapons had proven themselves against Kraven before, and they saw no need to import arms. The leadership had no objection to trade relations with Jagada, however.
"I'll be blunt. Your nation has suffered beyond imagining, many of your people live in poverty. If we were to export our nuclear reactor technology, help constructing energy facilities and establishing biofuel farms, cleaning the soil, et cetera... as a gesture of goodwill, that would lay the foundation for an alliance... Why not state the terms of an alliance, and I can look them over, and submit something to the Supreme Soviet for ratification?"
Riyabuo nodded--the cultural clash would occur if Jagada sheltered Kahanstanis during the war. For one, Jagada wasn't so kind as to permit drugs--alcohol was a maybe. Nor would Jagada allow drugs of any kind due that Kahanistani refugees may get them before their refugee camps and towns and export them to Jagites--which in turn would lead to a problem with drugs that the State would have to clean up.
"Well, refugees we can support. There are sections of Jagada that have yet to be inhabited by Jagites. Refugee Towns could be set up if need be. Though drugs won't be permitted in Jagada, since it would be our military helping these refugees and if drugs were exported into our military forces--well, I know you see where I'm going. Alcohol could be provided by Jagada, but in limited amounts. Food, medicine, and other vital needs would of coarse be given without such strict limitations."
Riyabuo thought for a few moments, humming quietly, about the Kahanistani proposal of helping Jagada recover from the Extermination, "I believe such an offer is extremely generious on your part. Jagada prides itself on the fact that our new enviroment is like our old one--hardly tainted or injured thanks to many clean-industries and pollution controls. I believe such an agreement would be benefical to both sides."
"As for the exact treaty. Would you perfer we simply write this down here, and have one of your aids formalize it. Or shall I have my office formalize it. We Jagites aren't known for our formalities and the like--so I am not exactly aware of Kahanistani policy."

"If we're going to write it down here, all that needs to be done is for us to agree on what to do and then I'll submit it to the Supreme Soviet for ratification," said Minister Delray. "A vote would probably take place within a few days."
She hastily typed up a draft proposal.

The Democratic Soviet Republic of Kahanistan and the Monotheistic Republic of Jagada, desirous of the mutual advancement of their two nations, establish a treaty of friendship and cooperation on the 7th day of May, 2006, in Najaster, Kahanistan.
Article 1:
The signatories agree not to interfere unlawfully with the internal policies of each other through covert, military, or criminal means.
Article 2:
The signatories undertake to refrain from military action against each other.
Article 3:
Should conflicts arise between the signatories, a tribunal of judges, three from each of the signatories and three from a neutral third party, will be appointed to resolve the conflicts through peaceful arbitration.
"Of course, if you have any ideas for other conditions for the treaty, I can add those in, we can sign it and forward it to the Supreme Soviet, and it should be ratified within the week."
Riyabuo pondered for a moment, "I assure you that the Chambers and Council will agree to such measures. It may pass by a narrow vote, and that is of coarse only if the NNP wins a majority in both houses. Though like I said, I'm sure it will pass with limited problems."

Delray nodded. "Of course, I'd prefer if it passed by a wide margin, it would be less controversial that way, fewer people would be dissatisfied with the outcome. Is there something they would like added to the treaty?"
Riyabuo went into a moment of thought once more, "Well, prehaps an agreement of understanding of social policies. Something about how you will not attempt to export in anyway alcohol, drugs, pornography or other such martials, and maybe something about you permitting missionaries to go to Kahanistan more easily. You're call of coarse, but it would clearly show your willing to at least consider our way of life--as we've already experianced yours. At least that is what the old men of the Congress will say."

"I'd hoped that Article 1 could be interpreted as prohibiting us from smuggling... religiously offensive... items into Jagada, and we have no laws against missionaries coming to our country. I'll make an addendum..."
She began to type on her computer and showed the results to the Jagite.
Article 4

"Just so there's no room for error," said the Minister.
Riyabuo allowed a chuckle to escape her, "I admit, I would have concluded Article One to mean the same thing. Though you have to remeber, I'm almost a liberal by Jagite standards, what I will be presenting will probably be before old men, or very conservative women. They will need clear promises. I hope you understand."

She hoped the conservatives would accept the alliance. Kahanistan, after all, had many enemies.
Riyabuo shook her head, "I have no more objections." With that Riyabuo put her signature at the bottom of the document in the correct place.

Delray affixed her signature to the document, and had copies sent to the Jagite government, the Kahanistanian Supreme Soviet, and the archives of the Ministry of Foreign Affairs.
